2020 – 2024 Business Plan County of Frontenac – Department Presentation Frontenac K&P TrailXXXXX, 2019 Objectives 1.Trail Spine County trail responsibility will extend from the US border in Frontenac Islands (Horne’s Ferry) to where the K&P Trail exits North Frontenac into Lanark County. County Trail responsibility will be limited to the development of a North/South “spine” to connect Frontenac communities. 2.Quality of Build The K&P Trail is built to the Ministry of Transportation trail standard ensuring a high quality, accessible experience for cycling, walking, and motorized off-road use. 3.Trailheads The County will develop 4 trail access points or “trailheads.” One in each Frontenac township. Each Trailhead will have a maximum investment of $100,000 from the County to develop, ideally matched by community partners or the Township the trailhead is located in. 4.Signature Destination The K&P Trail is a recognized trail across Ontario with appropriate wayfinding signage, maps and branding to support ongoing marketing efforts to attract new visitors for the K&P Trail experience. 5.Partnership & Recognition The County will participate in regional partnerships to ensure the K&P Trail is included in regional and provincial networks Frontenac K&P Trail Business Plan 2020 - 2024 Strategic Plan The Frontenac K&P Trail business plan has been developed in part with County Council’s 2019-2022 Strategic Priorities. Frontenac K&P Trail development and management follows takes direction from Priority 1: Build Community Vitality and Resilience, notably: 1.2 Refine and invest in efforts to accelerate economic development — to grow businesses, attract more visits and expand the tax base. And Priority 3: Champion and coordinate collaborative efforts, notably: 3.1 Work with the townships, other municipalities and levels of government on broad infrastructure issues — ranging from environmental concerns to regional transportation strategies for residential, social and economic purposes, and access to funding. It is expected that the actual amount required to ensure maintenance and repairs meet minimum standards is Advisement closer to $2000. • Over ten years, Federal Gas Tax was used to build approximately 45% of the K&P Trail, and was also used as matching funding for grants. Currently no reserve or base funding exists for capital projects. Mitigation Funding – Trail Operations and Future Expansion • Using Asset Management plan, determine annual funding mechanism to provide funds for maintenance • Utilise all or a portion of annual gas tax allocation as base funding for Trail expansion Frontenac K&P Trail Business Plan 2020 - 2024 Risk Analysis and Mitigation Level Issue K&P Trail: Policy and Management Plans • Improved annual budgets are required for appropriate maintenance and management of the existing 55 km of the Frontenac K&P Trail Risk • Funding partners require long term capital management plans and matching municipal funds in order to proceed with grant funding Mitigation K&P Trail: Policy and Management Plan • Establish Trail Management Plan with specific standards of service • Identify core funding mechanism such as dedicated levy or county gas tax • Continue to solicit funding partners to make best possible use of municipal investment dollars. Mitigation Measurement and KPI • Begin program of measurement and data collection via user and business surveys in 2020 Frontenac K&P Trail Business Plan 2020 - 2024 Risk Analysis and Mitigation – K&P Trail Level Issue Hazard – Trail Gates • Gates on the K&P Trail used to keep motorized users off trail have been bypassed in every location by motorized users. Caution • The gates have been identified as an accessibility barrier in the Active Transportation Master Plan • The risk of injury exists for users attempting to pass through narrow gate entrance on bicycle and horseback. The narrow width and uneven ground at most gates increases likelihood of injury. Mitigation Hazard – Trail gates In the case of both options 1 & 2, improved policies and signage should be developed to identify appropriate use of K&P Trail. Option 1: Improve gates through reconstruction, replace damaged barriers and widen path way. Option 2: Leave gates open (or remove gates) improving access.
