Township of North Frontenac Official Plan Memorandum To: Township Council and Members of the Public From: Joe Gallivan, Director, Planning & Economic Development Re: Township of Central Frontenac Official Plan – Second Draft, Version 2 (July 19, 2019) Date Prepared: July 19, 2019 Background The Township of Central Frontenac commenced a review of the existing Official Plan in 2017. The current Plan was approved by the Ontario Ministry of Municipal Affairs in June, 2008. Since the time of approval a new Provincial Policy Statement was issued in 2014 and the County of Frontenac had its first Official Plan approved in 2016. It is important for the Township Official Plan to conform to both of these planning documents. First Draft Official Plan – Spring 2018 The first draft was reviewed by Township Council in May, 2018. Following receipt, a Public Open House was held in Sharbot Lake on Saturday, July 21st, 2018 with approximately seventy (70) residents in attendance. A number of issues were raised by citizens at the Open House: The future design of Highway 7 and the impacts at the Highway 7/Road 38 intersection; The need to ensure that the village of Sharbot Lake be sustainable in the future, and the potential negative impacts of a redesigned, four lane Highway 7; Lake protection; Special protection of White Lake which is the only source of water for the Ministry of Natural Resources and Forestry (MNRF) fish culture station which has been operating since 1933; The future of the K&P Trail and in particular an interest in extending the trail north of Sharbot Lake using the right-of-way owned by the Township; Recognition of the proposal from VIA Rail to construct a high frequency passenger rail system from Toronto to Ottawa with a train stop at Sharbot Lake; The need for affordable housing in the community; Creation of gateways or signage to recognize Sharbot Lake; Environmental Protection – beyond lake protection, there should be consideration for headwaters protection and the need for a watershed protection approach. Staff made a presentation to Council on September 25th, 2018 to bring Council up to date on the issues raised at the meeting as well as ‘next steps’ in the planning process. Since that time staff have been working on a second draft that is attached to this report and is dated June, 2019. Second Draft for Public Review (July 19th, 2019) The Second Draft, Version 2 has now been posted on the Township website (https://www.centralfrontenac.com). Many of the issues raised by citizens and Council members as noted above have been incorporated into this second draft. A number of sketches and images have been incorporated into this second draft to help provide some vision with respect to the policies, in particular waterfront development and the future of Sharbot Lake. A second draft of the Plan was reviewed by Council at a meeting held on June 25th, 2019. At that meeting Council requested a number of changes / clarifications to the Plan, and they have been reflected in this latest version. It is this latest version dated July 19th that will be discussed at the upcoming Open Houses set for August 14th, 20th, and 21st. Please note that the Land Use Schedule is not included in this draft. Staff are continuing to ‘ground truth’ the land use designations using aerial photography as some of the data received from Land Information Ontario (LIO) appears to be inaccurate. Staff will have a revised Schedule for Council for the Third Draft of the Plan. BACKGROUND ➘ NFLT is a proud, not for profit, volunteer-driven, community theatre that faithful audiences support through ticket purchases which offset production costs allowing us to stay afloat ➘ After forty years of crowd-pleasing performances at Sharbot Lake High School, and more recently, at the Granite Ridge Education Centre, NFLT came to the decision earlier this year that continued use of the school stage as our main venue is no longer viable. Reasons for this decision vary greatly and include new user fees that the Limestone District School Board put in place last year ➘ At a Council Meeting on November 12, 2019, we requested township support concerning this dilemma, and floated the idea of adopting the Oso Community Hall as our new venue. Council reacted favourably to the idea and waived rental fees for our trial production at the hall. 1 ➘ NFLT next approached the Central Frontenac Recreation Committee. They voted unanimously to allow us membership under their Arts and Culture sector, and asked Council liaison, Sherry Whan, to bring the results of this vote back to Council for discussion and hopeful ratification. 2. RATIONALE ➘ With the possibility of township support in terms of financial security, the Oso Hall is the obvious best bet for an entertainment venue in Sharbot Lake that suits NFLT’s needs.
