1. INTRODUCTION

1.1 This Transport Statement (TS) has been prepared by Pegasus Group on behalf of Sines Parks Luxury Living Limited, in support of two planning applications on part of the land at Pilgrims Retreat Caravan Site (Pilgrims Retreat), Hogbarn Lane, Harrietsham.

1.2 The applications comprise:

Application 1:

“Section 73A Application to vary conditions 1, 2 and 4 pursuant to G77/E/989 (T/APP/C/96/U2235/643714) for the use of the land for use as a caravan site.”

Application 2:

“Retrospective application for a material change of use of land for use as a to caravan site use.”

1.3 The planning applications follow extensive planning history and most recently, dialogue with Borough Council. A detailed summary of the relevant planning history of the wider site is provided within the accompanying Planning Statement, which provides the background and planning rational for the two planning applications.

1.4 A Travel Plan accompanies this document which sets out sustainable travel options available to residents of the site and a series of measures and initiatives to promote and enhance sustainable travel opportunities. The Travel Plan also sets out targets and objectives which will be monitored via resident surveys to ensure that they are being met, and that the measures and initiatives available to the site are appropriate.

1.5 With reference to the previous transportation documentation provided to support the applications detailed at paragraph 1.3, the following key transportation issues are addressed within this Transport Statement:

i. existing site context; ii. the relative accessibility of the site; iii. development proposals; and iv. future forecast trips generated by the site and the associated modal split.

1.6 This TS concludes that the development site provides reliable and commensurate opportunities for residents to travel to and from the site by sustainable travel modes as a genuine alternative to single occupancy vehicular travel.

1.7 This TS also concludes that the development will not be associated with significant trip generation in real terms and it is therefore concluded that the proposal will not have a material impact on the safety or operation of the local highway network.

1.8 It is finally concluded that there are no transportation related reasons why the planning permission should not be allowed.

2. SITE CONTEXT AND LOCAL HIGHWAY NETWORK

Site Location and Context

2.1 The site is located approximately 16 kilometres east of Maidstone, within the Downs Area of Natural Beauty. The site is surrounded by agricultural fields and woodland. It is served by a dedicated access road which forms a priority tee junction with Hogbarn Lane. The site location plan is shown at Figure 1.

2.2 The site lies 8.6 kilometres from Junction 8 of the M20 motorway to the south, and 11 kilometres from Junction 5 of the M2 to the north.

2.3 The nearest classified road in the vicinity of the site is the A20, lying 2.9 kilometres to the south of the site. The A249 links the M2 with the M20 around nine kilometres to the north of the development site.

Local Highway Network

Hogbarn Lane

2.4 Hogbarn Lane comprises a single carriageway road which is subject to the national speed limit and is not lit. It is generally rural in nature and principally serves Pilgrims Retreat and a small number of residential dwellings. To the north east of the site, Hogbarn Lane links to Ringlestone Road at a priority junction. Ringlestone Road subsequently provides access to the village of Ringlestone and the facilities and amenities located there. To the south west of the site, Hogbarn Lane meets Stede Hill at a priority junction.

2.5 Hogbarn Lane varies in width, although typically measures between three and four metres wide. It does not have any pedestrian or cyclist facilities along its length. Given the relatively narrow width of the road, there are a number of informal passing places along Hogbarn Lane.

Stede Hill

2.6 Stede Hill also comprises a single carriageway road which is subject to the national speed limit and is not lit. It is generally rural in nature and links Ringlestone Road in the north with the village of Harrietsham in the south.

2.7 Stede Hill is characteristically similar to Hogbarn Lane and also measures around three to four metres with no pedestrian or cyclist facilities and intermittent informal passing places to facilitate two way vehicle movements.

Local Highway Safety

2.8 A review of Crashmap.co.uk has confirmed that there has not been any Personal Injury Accidents (PIA) on Hogbarn Lane, including at the site access, within the most recent five year period available.

3. ACCESSIBILITY

3.1 NPPF advises that, in terms of determining the accessibility of a development, sustainable transport solutions will vary between urban and rural areas, and this should be taken into account in both plan-making and decision-making. When assessing development proposals, it is advised within NPPF that it should be ensured that:

“appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location”

3.2 It should be noted that the NPPF glossary defines sustainable transport modes to be:

“Any efficient, safe and accessible means of transport with overall low impact on the environment, including walking and cycling, low and ultra-low emission vehicles, car sharing and public transport.”

3.3 It is considered that Paragraphs 103 and 108 of NPPF should be interpreted to suggest that an element of flexibility should be applied when considering the accessibility of a development in a rural location, compared with that in an urban location. While urban developments may be accessible by a multitude of sustainable transport modes, it is suggested that development in rural locations should be assessed on the merits of 2-3 modes rather than all.

3.4 The journey times in this section are based upon an average walking speed of 80 metres per minute1 and an average cycling speed of 320 metres a minute2. It is accepted that the time it takes people to walk or cycle this distance will depend on the person.

Walking and Cycling

3.5 It is stated in Manual for Streets (MfS) that walking offers the greatest potential to replace short car trips, particularly those under two kilometres. The small settlement of Ringlestone is located within the two kilometre distance recommended in MfS and the village of Harrietsham is located just over this distance.

3.6 Whilst Harrietsham, where the closest bus stops and railway station are located, is above the maximum recommended walking distance it is considered to be within a reasonable cycling distance of approximately 3.7km / 19 minute cycle ride.

3.7 It is also considered that several amenities and facilities which residents may wish to access on a daily/weekly basis are located within the CIHT recommended 5km maximum cycling distance. These include Glebe Medical Practice, Harrietsham Railway Station and Harrietsham Co-op store. Several other amenities and facilities accessible by bicycle are highlighted below at Table 3.2.

3.8 The development is well located with regard to leisure walking routes. There is a network of Public Rights of Way (PROW) which provides pleasant walks and links within the vicinity of the site. The PROW map is included at Appendix A.

3.9 The nearest PROW gains access from Hogbarn Lane 350 metres south of the site entrance. This route links with Ringlestone across agricultural land via a railway bridge. The total distance is about 1,350 metres, with a walk time of approximately 15 minutes. This falls within the CIHT recommended two kilometres maximum walking distance.

3.10 The nearest designated cycle route to Pilgrim’s Retreat is National Cycle Route 17 which is mostly off road, connecting Rochester with Ashford. NCN 17 links with NCN two, routed along the south coast. NCN 17 is located around two kilometres from the site and can be accessed via Hogbarn Lane and Stede Hill.

3.11 Although there are no dedicated cycle facilities in the vicinity of the site, the traffic flows are generally low, and roads are considered suitable for cyclists.

3.12 It is acknowledged that the walking and cycling routes within the vicinity of the site are largely recreational. However, Pilgrim’s Retreat offers a shop, clubhouse comprising of a gym, bar, restaurant and swimming pool. Therefore, the provision of some on-site facilities helps to limit the number of off-site trips that are undertaken by residents.

Bus

3.13 The closest bus stop to the site is 'The Roebuck' which is located around 3.4 kilometres to the south, providing access to Maidstone and Ashford. A summary of the services is provided below at Table 3.1.

3.14 The T11 service provides a convenient service to the local Tesco Supermarket.

3.15 Whilst public transport facilities are located above the maximum recommended walking distance, the range of destinations provides the opportunity for journeys to be partially made by private vehicle, including multiple person journeys, and partially by modes of sustainable transport.

Pilgrims Retreat Shuttle Bus

3.16 The Applicant has confirmed that a minibus has been purchased by the residents of the site, which is used to facilitate trips to local facilities and amenities. It is understood that the minibus service 'club' is operated by a resident of the site and operates on a 'dial-a-ride' type basis, whereby the minibus service is operated on demand, at no charge to residents.

3.17 Discussions with the Applicant have confirmed that the minibus is frequently used by groups of residents to access local destinations including Harrietsham and Maidstone. Residents typically arrange times to travel to local services, facilities and amenities via the minibus to avoid single occupancy vehicle trips.

Rail

3.18 Harrietsham, Hollingbourne and Lenham benefit from railway stations providing access to London, Ashford and Canterbury. Harrietsham Station is located approximately 3.8 kilometres from the site, Lenham Station is located approximately 6.7 kilometres from the site and Hollingbourne Station is located approximately 6.9 kilometres from the site.

3.19 Harrietsham Station offers 24 parking spaces, with two disabled spaces, together with cycle parking. Most of the modern facilities are available at this station including ticket pick-up and smart card top-ups.

3.20 Ashford Station is served by trains to London around every ten minutes with three trains per hour to Canterbury. In addition, there are around two trains per hour to Bromley.

3.21 It is concluded, therefore, that train travel is a viable transport option for residents of Pilgrim’s Retreat, with only a short car or cycle journey before making an onward rail journey.

Amenities and Facilities

3.22 It is considered that, in addition to the on-site facilities, there is a good range of facilities that fall within a recommended maximum walking distance of two kilometres and cycling distance of five kilometres. In addition, these facilities are also accessible by several other sustainable transport modes including car sharing or linking car trips, thereby reducing the number of single purpose vehicle movements and overall travel distance on the highway network.

3.23 2019 National Travel Survey (NTS) results for ‘Average Trip Length by Trip Purpose’ results have been converted to kilometres and summarised at Table 3.2 below alongside facilities and amenities available to the development and the relevant distances. The locations of facilities and amenities are illustrated at Figure 2.

3.24 Table 3.2 highlights that there are a variety of facilities and amenities which may be required by residents of the development within the average distances travelled throughout the UK. This therefore suggests that the accessibility of the development site does not vastly differ from other locations of residential development.

3.25 The site currently comprises caravans, car parking, a park office, and clubhouse. The clubhouse incorporates a range of leisure facilities, including swimming pool, gym, bar, and restaurant.

3.26 With regard to accessing Maidstone Hospital, and hospitals throughout Kent, Kent County Council offer patient transport via G4S, who can be contacted in order to identify alternative means of travel to and from health services should the patient not meet the criteria for a hospital ambulance.

3.27 The site also welcomes mobile forms of medical services such as podiatrists for residents of the site.

3.28 Due consideration should also be given to Paragraphs 103 and 108 of NPPF which give weight to rural development and ensuring that sustainable opportunities in these locations are maximised as far as possible.

4. EXISTING ARRANGEMENTS AND DEVELOPMENT PROPOSALS

Existing Arrangements

4.1 The site currently comprises caravans, car parking, a park office, and clubhouse. The clubhouse incorporates a range of leisure facilities, including swimming pool, gym, bar, and restaurant. The Applicant has identified the need to retain 217 caravans on site to safeguard the existing households.

4.2 The accompanying Planning Statement concludes that the site benefits from two distinct planning areas for caravan use across much of the Pilgrims Retreat caravan site.

4.3 A Planning Permission granted in 1985, on land adjacent to the current applications, provides unrestricted caravan use within the northern part of the wider Pilgrims Retreat site, together with up to 30 tents for camping purposes.

4.4 Enforcement Permissions secured at appeal in 1997 relates to a deemed application for existing development on land within Application 1 for a material change of use of land to use as a caravan site and associated operational development.

4.5 The site gains access via a gated priority tee junction with Hogbarn Lane, approximately 800 metres north-east of the junction of Hogbarn Lane and Stede Hill. The junction measures approximately 14 metres wide at the bellmouth and narrows to an internal access road measuring around six metres wide.

4.6 The site is currently operating as a residential site for over-50’s and will continue to do so. It is not considered that the site will be occupied by residents younger than this. Given the location and nature of the site, it is considered that caravans on this site are most attractive to this demographic.

4.7 The specific proportion of retired resident’s vs employed residents is unknown. Given the distance to employment opportunities in Maidstone (circa 16km), Ashford (circa 22km) and Chatham (circa 28km), it is not anticipated that the location of the development would be attractive to employed residents who would be required to commute to these locations on a more frequent basis than a retired demographic. It is therefore considered that any employed residents would work locally, either within the site or nearby villages such as Harrietsham and Lenham.

4.8 It is not anticipated that the demographic associated with the site will materially change in the future. The site will be strictly restricted to over-50’s by the Park Owner.

Development Proposals

4.9 The Applicant has sought to rationalise the site, by relocating caravans to the northern part of the caravan site where unrestricted permanent residential use has been demonstrated in the 1985 permission. Using Caravan Site license requirements, a total of 133 caravans can be accommodated within the northern part of the site without the requirement for further planning permission. Leaving the balance of 84 caravans to be retained on the southern area of the Pilgrims Retreat site. This southern area also benefits from a lawful permission, in the 1997 Enforcement Permission for change of use of land for use as a caravan site.

4.10 The southern area is proposed to be reconfigured by consolidating 84 caravans to one area and allow for the implementation of a new native woodland and further landscaping.

4.11 The Applicant is therefore seeking to vary this 1997 Enforcement Permission for a maximum of 84 residential caravans. The description of development includes:

“Section 73A Application to vary conditions 1, 2 and 4 pursuant to G77/E/989 (T/APP/C/96/U2235/643714) for the use of the land for use as a caravan site.”

4.12 Furthermore, the extension of the site along the southern boundary does not benefit from lawful planning permission, and as such the Applicant is seeking retrospective planning permission for:

Application 2:

“Retrospective application for a material change of use of land for use as a caravan site”

4.13 The internal site layout plan is provided as part of the wide application,.

4.14 There are no proposals to modify the existing access, the internal access road or parking provision. Given the retrospective nature of the application, the site will continue to operate as per the current situation.

Off-Site Highway Improvements

4.15 A strategy to install and upgrade a number of passing places along Hogbarn Lane and Stede Hill has been investigated as part of the planning application submission, at the request of the Council’s appointed Steering Group to promote highway safety along Hogbarn Lane. The strategy is subject to agreement and it is anticipated that the strategy will be delivered under a S278 Agreement with the local highway authority at Kent County Council.

5. TRIP GENERATION AND MODAL SHARE

Trip Generation

5.1 A peak hour turning movement survey was undertaken on Thursday 4th April 2019 at the site access junction with Hogbarn Lane. The survey was completed during the hours of 07:00-10:00 and 16:00-19:00. The results are contained at Appendix B.

5.2 The results demonstrate that the peak hours associated with the site (discounting vehicles travelling northbound and southbound along Hogbarn Lane) are 09:00 to 10:00 and 16:00 to 17:00. A total of 56 two-way vehicle movements were observed between 09:00 and 10:00 and a total of 39 two-way vehicle movements were observed between 16:00 and 17:00.

5.3 With regard to the typically assessed network peak hours, the site was associated with a total of 31 two-way vehicle movements during the AM peak period (08:00- 09:00) and a total of 35 two-way vehicle movements during the PM peak period (17:00 to 18:00).

5.4 The two-way vehicle movements in and out of the site access have been used to estimate the trip rate for the development. Trip rates have been calculated by dividing the number of arrivals and departures contained in the turning movement survey by the number of occupied caravans (212) at the time of the survey. The two-way vehicular trip rates have then been multiplied by 84 caravans to ascertain the forecast vehicular trips which could be associated with the proposals. Notwithstanding, these caravans would have been included within the original survey given the nature of the application.

5.5 Table 5.1 suggests that the 84 caravans which are the subject of this TS could be associated with around 22 two-way vehicle trips during the development AM peak period and around 15 two-way trips during the development PM peak period. This equates to one additional trip every three minutes on average.

5.6 During the peak periods on the highway network the 84 caravans could generate around 13 two-way trips during both the AM and PM peak periods. This equates to around one additional trip every four to five minutes on average. This is not considered to be a material increase in trips on the local highway network.

6. SUMMARY AND CONCLUSIONS

6.1 This Transport Statement has been prepared by Pegasus Group on behalf of Sines Parks Luxury Living Limited, in support of two planning applications on part of the land at Pilgrims Retreat Caravan Site, Hogbarn Lane, Harrietsham.

6.2 It is concluded that there are suitable walking, cycling and public transport opportunities that are commensurate with the scale and location of the development. The site minibus offers the opportunity for non-car trips between the site and local facilities.

6.3 It has been demonstrated that the proposals will be associated with minimal vehicle trips in the highway peak hours, and that there will be no material effect on the safety or operation or the local highway network.

6.4 It is finally concluded that there are no transportation related reasons why the planning proposal should not be allowed.
