The paper analyses the election activity of the Polish inhabitants of the Zaolzie region (the Czech Republic) in the 1990-2018 period referring to national elections (Lower Chamber of Parliament, Senate, President of the Czech Republic) as well as local and regional elections. The theoretical section offers analyses of national and ethnic minorities as (collective) political actors. The empirical part provides an in-depth analysis of the votes in particular elections, taking into consideration the communes with a significant rate of Polish inhabitants as well as those communes there the Polish ethnos was rather scarce. The ethnic affiliation has been considered as a vital independent variable of the choices made; however, other variables explaining election behaviour have also been indicated. Keywords: Zaolzie, Czech Republic, Polish national minority, elections, politics Rezumat. Atitudinile electorale în rândul minorității poloneze din Regiunea Zaolzie a Republicii Cehe (1990-2018). Articolul analizează problema activității electorale a locuitorilor polonezi din regiunea Zaolzie (Republica Cehă) în perioada 1990-2018, refe- rindu-se la alegerile naționale (Camera inferioară a Parlamentului, Senatul, președintele Re- publicii Cehe), precum și la alegerile regionale și locale. Secțiunea teoretică prezintă minorită- țile naționale și etnice ca actori politici (colectivi). Partea empirică oferă o analiză aprofundată a voturilor la anumite alegeri, luând în considerare comunele cu o pondere semnificativă de locuitori polonezi, precum și acele comune unde etnicii polonezi sunt puțini la număr.

This brochure neither can nor will cover the whole range of topics discussed, firstly because the processing of the conference contributions was entirely voluntary, and also because, in addition to the lecture blocks, panel discussions were held regularly, and all ran concurrently in three places at one time. A total of 49 lecturers (according to the data on attendance sheets) from the Czech Republic, Slovak Republic, Republic of Romania and the European Forum for Urban Security (EFUS) were recorded. The EFUS working lunch on the prevention of discriminatory violence in Europe and the role of the local level was also attended by the High Commissioner for Human Rights from Vienna.     Transportation Overview - Przegląd Komunikacyjny 04/2016 Karol Trzoński Wyższa Szkoła Techniczna w Katowicach, Katedra Budownictwa DOI: 10.35117/A_ENG_16_04_07 Railway Traffic Regional in Silesia - history or the future Abstract: Silesian Voivodeship is the most populated area in Poland, having a well- functioning road network and a dense rail network, which unfortunately is not sufficiently used due to low capacity due to poor technical condition (at medium speeds not exceeding 30 km/h for passenger traffic and 20 km/h for freight traffic). On the railway network in Silesia there is mixed traffic, ie. Commodity-passenger. Often freight traffic has priority over passenger traffic and a number of railway lines is greater % of occupancy. The article presents the historical regional railway, which was to be dedicated to only passenger traffics, as a movement dedicated on Silesia for such carriage. Unfortunately, for economic reasons and it seems that the political, this project has not been implemented, even though part of the design was made at 100% and part of the infrastructure at 30%. Keywords: railway; construction; efficiency; conurbation Introduction The Silesian Voivodeship is the most important industrial region, located in the southern part of Poland. It is very well connected to the pan-european transport network. In his area intersect the main trans-european routes (corridor III: Berlin-Wroclaw-Katowice- Krakow-Lviv and corridor VI: Gdansk-Katowice-Zylina). The area of Voivodeship is inhabited by over more than 4.6 million inhabitants, which represents 12.14% of the Polish population The Silesian Voivodeship is the most urbanized area in the country. In 2012 Urbanization rate was 77.6%, compared to the country average 60.6% The region also has the highest concentration of the population in Poland and one of the largest in Europe.

    B/ORDER IN MOTION: The German-Polish Border from the System Transformation until the Present-Day European Integration Dagmara Jajeśniak-Quast Abstract The objective of this paper is to use the theoretical approach of B/ORDERS IN MOTION to analyze and understand the German-Polish border region from the period of systemic transformation to EU integration. The notions of durability, permeability and liminality serve perfectly as a conceptual prism to investigate this border region in motion. Following this concept, we can recognize three border regimes involving processes of demarcation (durability), overcoming (permeability) and creation of border zones (liminality) in the brief history of the German-Polish border. From the False Start of EU-Integration to the Boundless Common Space Transnational cooperation on the German-Polish border within the framework of the European Union (EU) is still in its initial development phase, due to both the relatively short-term existence of the current relationship between Poland and Germany and the systemic transformation that both regions have just lived through. Furthermore, although Poland joined the EU officially in 2004, full Polish membership did not start until May 1, 2011, when Poland finally received all the fundamental rights of the European community without restrictions. This “delay” in the legal agreement has negatively influenced the economy on the German-Polish border and cross-border cooperation. The strongest qualitative transformation of the German-Polish border at this stage, however, is that the border has disappeared. In spite of this “delay,” German-Polish cross-border projects are conducted with a lot of enthusiasm and engagement. In contrast to the established western border regions, the sense of a new beginning is still felt in the East.
