The study finds strong evidence to conclude that external whistlebowing is effective, mass media is a valuable tool for external whistleblowers, powerful allies and strong evidences are crucial factors for making whistle-blowing process easier, and external whistle- blowing works out even in the absence of sufficient legal protection. Nevertheless external whistleblowers experience severe retaliation when there is no proper legal protection. The findings of this study suggest that whistle-blowing is a crucial instrument to improve government accountability and transparency. Hence, it should be considered beyond national boundaries. 1 Both authors are equally contributed to write this paper. 2 Introduction Whistleblowing can be defined as a disclosure of information by an employee or contractor who alleges willful misconduct carried out by an individual or group of individuals within an organiztion (Figg 2000). A whistleblower is a valuable information source that the government or the public cannot get from any oversight systems, because they are insiders of the organizations. -

Previously he was the lead founder of Evidence Ltd (2000-2009) and Director of Re- search Evaluation for Thomson Reuters (2009-2013). Jonathan led the 2008 review of research evaluation in New Zealand and was a member of the Australian Research Council (ARC) indicators development group for its research excellence assessment (ERA). In 2004 he chaired the EC Evaluation Monitoring Committee for Framework Programme 6. In 2006 he chaired the Monitoring Group of the European Research Fund for Coal & Steel. In 2010 he was an Expert Advisor to the interim evaluation of the EU's 7th Framework Programme for Research (FP7). Karen Gurney was a co-founder of Evidence Ltd (2000-2009) and led the UK-based research evaluation arm of Thomson Reuters (2009-2013). She is now at Sheffield Hallam University. Karen has managed research evaluation projects for companies and research-funding agencies in Europe, North America and Asia-Pacific. She is an Associ- ate of the Royal College of Science and has a specialist background in biomedical sci- ences, having worked with Leukaemia Research Fund and the Paediatric Epidemiology Group at the University of Leeds. The COVID-19 pandemic—the first major health crisis since medical and biomedical preprints have become widely available online—has further underscored the importance of speedy dissemination of research outcomes. Preprints allow researchers to share results with speed, but raise questions about accuracy, misconduct, and our reliance on the “self-correcting” nature of the scientific enterprise. As scientists and health care professionals, as well as the general public, look for information about the pandemic, preprint services are growing in importance. So too are the policy decisions preprint platform leaders make. Even before the crisis struck, it was clear that 2020 would be a year of reckoning for preprints. -

A brief history of preprints In 1961, the USA National Institutes of Health (NIH) launched a program called Information Exchange Groups, designed for the circulation of biological preprints, but this shut down in 1967 (Confrey, 1996; Cobb, 2017). In 1991, the arXiv repository was launched for physics, computer science, and mathematics, which is when preprints (or ‘e-prints’) began to increase in popularity and attention (Wikipedia ArXiv#History; Jackson, 2002). The Social Sciences Research Network (SSRN) was launched in 1994, and in 1997 Research Papers in Economics (Wikipedia RePEc) was launched. In 2008, the research network platforms Academia.edu and ResearchGate were both launched and allowed sharing of research papers at any stage. In 2013, two new biological preprint servers were launched, bioRxiv (by Cold Spring Harbor Laboratory) and PeerJ Preprints (by PeerJ) (Wikipedia BioRxiv; Wikipedia PeerJ). -

PLAN S IMPLEMENTATION GUIDANCE: SUBMISSION FROM SPRINGER NATURE Springer Nature welcomes the opportunity to provide feedback to the cOAlition S Implementation Guidance and contribute to the discussion on how the transition to Open Access (OA) can be accelerated. Our submission below focuses mainly on the second question posed in the consultation: Are there other mechanisms or requirements funders should consider to foster full and immediate Open Access of research outputs? Making Plan S successful: a commitment to open access Springer Nature is dedicated to accelerating the adoption of Open Access (OA) publishing and Open Research techniques. As the world’s largest OA publisher we are a committed partner for cOAlition S funders in achieving this goal which is also the primary focus of Plan S. Our recommendations below are therefore presented with the aim of achieving this goal. As a first mover, we know the (multiple) challenges that need to be overcome: funding flows that need to change, a lack of cooperation in funder policies, a lack of global coordination, the need for a cultural change in researcher assessment and metrics in research, academic disciplines that lack OA resources, geographic differences in levels of research output making global “Publish and Read” deals difficult and, critically, an author community that does not yet view publishing OA as a priority. While this uncertainty remains, we need the benefits of OA to be better described and promoted as well as support for the ways that enable us and other publishers to cope with the rapidly increasing demand. We therefore propose cOAlition S adopt the following six recommendations which we believe are necessary to deliver Plan S’s primary goal of accelerating the take-up of OA globally while minimising costs to funders and other stakeholders: 1. -

Nature Toolbox Leading mathematician launches arXiv 'overlay' journal Journal that reviews papers from preprint server aims to return publishing to the hands of academics. Philip Ball 15 September 2015 New journals spring up with overwhelming, almost tiresome, frequency these days. But Discrete Analysis is different. This journal is online only — but it will contain no papers. Rather, it will provide links to mathematics papers hosted on the preprint server arXiv. Researchers will submit their papers directly from arXiv to the journal, which will evaluate them by conventional peer review. With no charges for contributors or readers, Discrete Analysis will avoid the commercial pressures that some feel are distorting the scientific literature, in part by reducing its accessibility, says the journal's managing editor Timothy Gowers, a mathematician at the University of Cambridge, UK, and a winner of the prestigious Fields Medal. “Part of the motivation for starting the journal is, of course, to challenge existing models of academic publishing and to contribute in a small way to creating an alternative and much cheaper system,” he explained in a 10 September blogpost announcing the journal. “If you trust authors to do their own typesetting and copy-editing to a satisfactory standard, with the help of suggestions from referees, then the cost of running a mathematics journal can be at least two orders of magnitude lower than the cost incurred by traditional publishers.” Related stories • Open access: The true cost of science publishing • Mathematicians aim to take publishers out of publishing • Open-access deal for particle physics More related stories Discrete Analysis' costs are only $10 per submitted paper, says Gowers; money required to make use of Scholastica, software that was developed at the University of Chicago in Illinois for managing peer review and for setting up journal websites. -

Some can jump research paper paywall thanks to Nature group 2 December 2014, by Nancy Owano member of the publishing world, Nature Publishing Group, was announced that will mark a turn in no- sharing roadblocks. Macmillan, the NPG parent, announced on Tuesday that "Subscribers to 49 journals on nature.com can now legitimately and conveniently share the full-text of articles of interest with colleagues who do not have a subscription via a shareable web link on nature.com." Nature reporter Richard Van Noorden said, "All research papers from Nature will be made free to read in a proprietary screen-view format that can be annotated but not copied, printed or downloaded." In addition to Nature, other well-known journals affected include Nature Physics, Nature Genetics, and Nature Medicine. Under the policy, subscribers can share a paper through a link to a read-only version of the paper's PDF that can be viewed through a web browser. Personal subscribers get access from 1997 on. There's more: An initial group of 100 media outlets and blogs will be able to share links to read-only PDFs (though they cannot be printed). PDFs can be saved to a free desktop version of ReadCube, backed by Digital Science, a division of Macmillan Publishers and a sister company of Nature Nature cover. Credit: NPG Publishing Group.
