Anand Kumar 144 3 Political Sociology of Poverty In India: Between Politics of Poverty and Poverty of Politics1 Anand Kumar Although relative differentials exist, absolute deprivation is high in most parts of rural India. For example, about half the population of rural India is illiterate and suffers from ‘capability poverty’; about 40 per cent have extremely low incomes. Bihar, Uttar Pradesh, Madhya Pradesh, Orissa, Rajasthan and West Bengal are the most backward states. - India Human Development Report (1999) In 1993-94, when slightly less than 40 per cent of all Indians were below the poverty line, the proportion was 54 per cent for the Scheduled Tribes and 50 per cent for the Scheduled Castes. Though the tribals of India are only about 8 per cent of the total population, they accounted for 40 per cent of the internally displaced population, another major characteristics of poverty. - National Commission on Scheduled Castes and Scheduled Tribes (2002) Human attainments appear to be better and more sustained in those parts of the country where there is social mobilisation for human development, and where female literacy and empowerment encourages women to have a say in the decision making process at the household level. - National Human Development Report (2001) 1 I am thankful to Prof. David Hulme, Dr. Andrew Shepherd and Prof. Aasha Kapur Mehta for their valuable comments and suggestions on an earlier draft of this paper. 145 Chronic Poverty in India 1. • 70% Weight to Class 12 Marks in IIT Cutoff?
Page 1 of 9 eNewspaper Clippings June 24-25, 2010 TOI 70% weight to Class 12 marks in IIT cutoff? TIMES NEWS NETWORK New Delhi: In what may mark a major shift from the current scheme of admission to the country’s bluechip engineering institutions, an HRD ministry panel has recommended 70% weightage to class XII marks and 30% for performance in an aptitude test to be conducted more than once a year, for the IIT-Joint Entrance Examination. A cutoff list on the basis of the class XII result and the aptitude test will be prepared in the month of June every year and the top 40,000 will have to take an additional test for IITs. Over four lakh students now appear for IITJEE in a single test. The panel headed by Damodar Acharya, director of IIT Kharagpur, that gave its report to HRD minister Kapil Sibal on Wednesday, has also suggested that the aptitude test be an ongoing affair which students can take more than once. However, the best score in the aptitude test —which will have questions on reasoning, numerical ability and communication skills — should be taken into account. It is only the add-on test for the top students that will have questions on physics, mathematics and chemistry. However, the panel has put a restriction on the number of times the add-on test can be taken. Also, unlike the present system, students will have to indicate right at the beginning whether they are applying for the IITs or other institutes — like Indian Institute of Science Education & Research — whose admission test is also conducted through JEE.

Advertisement "We are really upbeat and celebrating the 100 per cent success for the third consecutive year as all 30 students have cracked the IIT-JEE this year," Anand Kumar, the institute's director-cum-founder, said. Super 30 that helps economically backward students crack the IIT-JEE has been selected by the Time magazine in the list of The Best of Asia 2010. The magazine, in its latest issue, said that every year, about 230,000 students take the exam for a seat in the IITs but only 5,000 grab it. "Last year, 30 of them came from one coaching centre in Patna, capital of the impoverished north Indian state of Bihar. That may not seem like many, but for the Super 30 centre it's a pass rate of 100 percent," it said. Mohammad Sadab Azam, a student of Super 30, said: "Thanks to Super 30, I cracked the IIT-JEE. Everyone is in a celebratory mood. We are happy." Azam, whose father works as a labourer in a village in Gaya district, said that he had never dreamt of cracking the prestigious exam. "It was all because of Super 30," he said. Anup Kumar, another Super 30 student, said the facilities and encouragement from the faculty made it possible for him to crack the tough exam.

  • Mathematics Unlocked in Lockdown
Journal of Scientific Temper Vol 8(3&4), July-Dec 2020, pp. 161-169 ARTICLE Mathematics Unlocked in Lockdown: A Glimpse across Indian Newspapers Kumar Gandharv Mishra Independent Researcher (Mathematics Education) E-mail: [email protected] ABSTRACT Newspapers are a great medium of science communication. They have the potential to popularise mathematics and its concepts, but often their coverage is limited to news and events about mathematics, results and phobia associated with mathematics rather than mathematical concepts. However, during the lockdown period in India (March-May 2020) few newspapers tried to expand their coverage to mathematical concepts. In coverage of COVID-19 news, mathematical and statistical concepts also found space in newspapers. The paper highlights these developments in the field of science communication through some news articles as examples. KEYWORDS: COVID-19, Lockdown, Mathematics in media, Mathematics communication, Mathematics popularisation, Science communication Introduction The COVID-19 pandemic is a phase where scientific temper and science communication need to play a significant role on a massive scale. During this phase, often news related to COVID- 19, as published in newspapers, has been full of figures, data and other information like factors of transmission, prevention measures, dos and don’ts etc. There are various terminologies and concepts associated with data which the newspapers have tried to communicate to make the public realise the impact of the pandemic. Newspapers have been publishing about various concepts like infection rate, test ratio; recovery rate, etc. even before COVID-19 was declared a pandemic and also during the phases 162 JOURNAL OF SCIENTIFIC TEMPER, VOL 8(3&4), JULY-DEC 2020 of the lockdown1.

Written by a group which has been researching chronic poverty for several years, the Report goes back to speeches made in the Constituent Assembly at time of Independence and reminds us that promises made then on the ‘fight to end poverty, squalor, ignorance and disease’ still remain unfulfilled. It draws attention to the gaps between actual achievements in this regard and constitutional provisions regarding equitable development. Given that the Eleventh Plan focus was to make “growth faster and more inclusive”, and that in this context efforts were also made to impart a “rights approach” in some major anti-poverty schemes, the Report is a reminder of the long-haul nature of India’s development promises.
