(b) Besides, cabinet has also approved conversion of National Crèche Scheme from Central Sector to Centrally Sponsored Scheme. This scheme aims to provide a safe place for mothers to leave their children while they are at work. (c) These sub-schemes will be continued till November 30, 2018 with financial outlay of over Rs.41000 crore. (d) Above mentioned sub-schemes are continuing from the 12th Five Year Plan. However, Government has rationalised these sub-schemes in financial year 2016-17 and have been brought under Umbrella ICDS as its sub-schemes. (e) It is expected that around 11 crore children, pregnant women & Lactating Mothers and the Adolescent Girls will gain benefits through these schemes. For example, about half the population of rural India is illiterate and suffers from ‘capability poverty’; about 40 per cent have extremely low incomes. Bihar, Uttar Pradesh, Madhya Pradesh, Orissa, Rajasthan and West Bengal are the most backward states. - India Human Development Report (1999) In 1993-94, when slightly less than 40 per cent of all Indians were below the poverty line, the proportion was 54 per cent for the Scheduled Tribes and 50 per cent for the Scheduled Castes. Super 30 that helps economically backward students crack the IIT-JEE has been selected by the Time magazine in the list of The Best of Asia 2010. The magazine, in its latest issue, said that every year, about 230,000 students take the exam for a seat in the IITs but only 5,000 grab it. "Last year, 30 of them came from one coaching centre in Patna, capital of the impoverished north Indian state of Bihar. That may not seem like many, but for the Super 30 centre it's a pass rate of 100 percent," it said. Mohammad Sadab Azam, a student of Super 30, said: "Thanks to Super 30, I cracked the IIT-JEE. Everyone is in a celebratory mood. We are happy." Azam, whose father works as a labourer in a village in Gaya district, said that he had never dreamt of cracking the prestigious exam. The research, which is a library research using the primary data source of the film Super 30 Vikas Bahl in 2019. Thus the method of data collection is documentation research Methode, while the analysis of data using content analyze from the contents of the film, then poured in a qualitative descriptive consisting of three activities, namely data collection as well as data reduction, data presentation, and the conclusion retrieval as well as data verification. The results of this study pointed out that (1) the concept of character education developed in the film Super 3 applies the value of modesty, responsibility, discipline, compassion, friendship, independence, hard work, and cooperation; and (2) methods used include methods of advice, habituation, and Solicit.
