Apologies for Absence Apologies for absence were submitted on behalf of Councillor Merry. 2. Declarations of Interest There were no declarations of interest. 3. Minutes of Proceedings The minutes of the meeting held on 22 July 2020 were approved as a correct record. 4. Matters Arising There were no matters arising. 5. Request for Approval to Go Out to Competition – RHS Walking and Cycling Links Scheme Consideration was given to a report of the Strategic Director Place seeking approval for the RHS Walking and Cycling Links scheme to be procured in accordance with the Council’s Contractual Standing Orders via the city council’s Landscape Contractor Framework. The scheme would provide a much needed north-south link to the strategic walking and cycling network in Salford and connect into several other parts of the network including the Bridgewater Way, Tyldesley Loopline and the Monton-Roe Green Loopline. The route would also connect into key public transport nodes on the A580 and Walden train station. Members of the board were highly supportive of the scheme and commended all those concerned on the preparatory work carried out so far, and on all that they had done to create and improve the city’s cycling and walking infrastructure to date. It had been a joy to see it being used so widely and enthusiastically by residents, particularly during the current pandemic. 1 RESOLVED, THAT: authority be granted for the RHS Walking & Cycling Links scheme to be procured in accordance with the Council’s Contractual Standing Orders via Salford City Council’s Landscape Contractor Framework. 6. Request for Approval to Go Out to Competition for Liverpool Street Corridor Consideration was given to a report of the Strategic Director Place seeking approval for the Liverpool Street Corridor to be procured via the Manchester City Council Construction Framework in accordance with the Council’s Contractual Standing Orders. Lying between Albion Way and Oldfield Road, Liverpool Street was a key corridor in terms of transport and regeneration and was likely to undergo significant change in the coming years in terms of its use, function and character. Investment in the corridor was needed to support and act as a catalyst for this transformation. With more residential accommodation being built it was anticipated that walking, cycling and public transport demand would increase whilst it would still be necessary to cater for HGVs and general traffic movements. It was confirmed that the Manchester City Council Construction Framework was the one which had been used to appoint Dawnus for the works on the Inner Relief Road improvement scheme. The board was reassured though that appropriate due diligence and financial resilience checks were in place and that TfGM was supporting with these checks. Residential properties facing onto Liverpool Road did not currently have parking and this was being picked up as part of the detailed design for the scheme and a holistic approach to the area’s wider regeneration. The scheme required significant financial investment but would generate significant opportunities for jobs, apprenticeships and training for Salford residents and this was being written into the contract documentation. RESOLVED, THAT: 1) Authority be granted for the Liverpool Street Corridor Project to be procured in accordance with the Council’s Contractual Standing Orders via the existing Manchester City Council Construction Framework; 2) Authority be delegated to the Strategic Director Place in consultation with the S151 Officer to submit the Business Case to the Greater Manchester Combined Authority for review, and 3) Authority be delegated to the Strategic Director Place in consultation with the S151 Officer to draft and approve the Grant Funding Agreement between Salford City Council. Transport for Greater Manchester and the Greater Manchester Combined Authority. 7. Request for Approval to Go Out to Tender for Professional Services – A5063 Trafford Road Improvements Scheme – Site Supervision Consideration was given to a report of the Strategic Director Place seeking approval to tender a contract for professional services related to site supervision of the A5063 Trafford Road Improvements Scheme main works contract and project management of the scheme through to its conclusion. The Trafford Road Corridor Project was a Growth Deal 3 Major Project with additional funding from the Mayor’s Challenge Fund for Cycling and Walking and local match funding. Full grant funding approval was approved at Chief Executive’s Investment Group and the Greater Manchester Cycling 2 and Walking Board, both on 15th May 2020 and endorsed by the Greater Manchester Combined Authority on 26th June 2020. Procurement Board approved the appointment of contractors for the enabling works and main works packages. The aim of the scheme was to improve the infrastructure to deliver improved capacity for vehicles and reduced congestion, improved pedestrian and cycle connectivity and support for continued growth and better neighbourhood connections. This would be achieved by introducing new layouts at key junctions and enhancing facilities for pedestrians’ and cyclists’ movements both along and across Trafford Road. Under the terms of the construction contract for the works Salford City Council must now appoint the contractual Project Manager and Supervisor. The council’s own Engineering Design team was working on a substantial programme of grant funded work and did not have the capacity to undertake these roles in house. Members of the board were supportive of the proposals and welcomed the fact that the proposed scheme had been well received by residents. It was important that the Social Value offered was measured and monitored and progress of the apprenticeships was reported regularly to the Lead Member. RESOLVED, THAT: approval be granted to go out to tender for a contract for professional services related to site supervision of the A5063 Trafford Road Improvements Scheme main works contract and project management of the scheme through to its completion. 3.
