Presidential election 2020 BELARUS Television & Social Media Media Monitoring Campaign report (15 July – 4 August 2020) 10 August 2020 Bratislava, Minsk This project was supported by the Open Initiative Partnership MEMO 98 www.memo98.sk | [email protected] | www.facebook.com/memo98.sk | +421 903 581 591 [email protected] (Rasťo Kužel), [email protected] (Ivan Godársky), [email protected] (Marek Mračka) 2 INTRODUCTION Between 29 April – 19 May (first monitoring period) and 3 – 23 June 2020 (second monitoring period), MEMO 98, a Slovak non-profit specialist media-monitoring organization, in cooperation with the EAST Center (Eurasian States in Transition Research Center), a Belarusian think-tank focusing on post-Soviet and East-European studies, and Linking Media, a Belarusian civil society organization focusing on media, monitored traditional1 and social2 media in the run-up to the 9 August presidential election. The findings of both periods were presented in our interim report published on 3 August. This report presents the media monitoring findings of both, traditional and social3 media during three weeks of the official campaign period from 15 July through 4 August.4 The main purpose of the media monitoring was to determine if voters were provided an opportunity to receive ample information to make qualified choices at the ballot box and whether this information was sufficiently diverse, balanced and of adequate quality.5 While for most people, television is the primary source of information about politics6, the growing relevance of social media7 has inspired us to include also Facebook, Instagram, Telegram and VK into our monitoring.8 We were assessing to what extent were social media used during elections and to what extent could nominated candidates overcome the state monopoly on information by turning to social media. -

Financial Sanctions Notice December 18, 2020 The Cayman Islands Monetary Authority (“CIMA”) hereby notifies you that it has received a new Notice from the Office of Financial Sanctions Implementation, HM Treasury (“OFSI”), which is attached as an Annex to this Notice. What you must do: A. In the case of an addition or amendment of a person to the Consolidated List and asset freeze: i. Check whether you maintain any accounts or hold any funds or economic resources for the persons set out in the OFSI Notice; ii. Freeze any such accounts and other funds or economic resources. iii. Refrain from dealing with the funds or assets or making them available (directly or indirectly) to such persons unless licensed by the Governor. iv. Report any findings to the Financial Reporting Authority (“FRA”) at [email protected] together with any additional information that would facilitate compliance with the relevant legislative requirements. v. Provide any information concerning the frozen assets of designated persons to the FRA at [email protected] and submitting a compliance reporting form. Information reported to FRA may be passed to other regulatory authorities or law enforcement. B. In the case of the removal of a person from the Consolidated List and unfreezing of assets i. Check whether you have frozen assets of any person or entity removed from the Consolidated List and verify that the person is no longer subject to an asset freeze. ii. Remove the person from your institution’s list of persons or entities subject to financial sanction. iii. Un-freeze the assets of the person and where necessary re-activate all relevant accounts. -

Public Service Broadcasting in Transition: A Documentary Reader Abstract This is a book of documents, comments, and cases that has been prepared, at the request of the European Institute for the Media, for the use of government officials and citizens interested in strengthening public service broadcasting in transition societies. In this book we try to provide a small chest of tools and background information that will be of assistance. We start, in Chapter 1, with an overview of some of the general principles of public service broadcasting, and include pertinent comments on each of them. Here, as throughout the book, we concentrate on issues of governance and financing, with some attention as well ot issues surrounding programming. In Chapter 2, we turn to current issues in the European-level debate, partly from the perspective of European expectations and standards that are employed in evaluation and accession processes. -
