2 Background & Justification

▪ Continued conflict in the northeast and banditry affecting the northwest – including overall implication of the Covid-19 pandemic on economic activities and livelihoods;

▪ Generation of food security and nutrition data (baseline) particularly for IDPs in the northwest;

▪ Criticality of information required for the March 2021 Cadre Harmonise analysis and programmatic planning.

3 Methodology

• Cross Sectional Design

• ‘Domain’ level sampling approach in the northeast similar to February 2020 EFSA. For the northwest, senatorial level sampling for the general population & dedicated state level sampling for IDPs;

• 2 Stage Cluster Design (1st Stage – EA selection & 2nd Stage – HH selection), clusters/EAs/IDPs sites of coverage drawn through PPS taking population into account;

• Food security data + MUAC screening planned in all areas except for IDPs in the northwest & Bade LGA in Yobe, where food security + comprehensive nutrition data (anthropometric data – MUAC/WHZ/HAZ, IYCF + mortality) is planned;

• For food security + MUAC, food security sample drawn taking into account – prevalence of food insecurity (Sept 2020 EFSA poor + borderline FCS), CI – 95%, 5% margin of error & Z-score of 1.96;

• Food security + Comprehensive nutrition, nutrition sample drawn with ENA Software taking into account upper CI of GAM from previous surveys, precision levels for GAM & a DEFF of 1.5. Mortality took CDR + other parameters into account & in NW, CDR threshold of 0.5 was applied due to lack of data.

▪ Partners: Nomination of enumerators and dedication of 1 or 2 staff to supervise data collection to assure data quality. Supervisors to be part of training at the state level if possible;

▪ Other NGOs are welcome to support the ENNA by supervising data collection in their respective areas of operation at their own expense, WFP to be notified for inclusion in state training.

▪ WFP will lead remote monitoring of data collection activities & provide daily/bi-weekly updates COVID-19 Mitigation and Control Measures

▪ Training arrangements: Temperature screening, well spaced sitting, modified catering arrangements (takeaway packs) & dedicated COVID sensitization and orientation;

▪ Personal Protective Equipment/Office Hygiene Items: Provision of PPE/OHIs (nose masks, sanitizers, thermometer) to enumerators & supervisors;

▪ Vulnerable Groups: enumerators must not have underlying health issues & recommended to be 40 years and below, disclosure form to signed in effect;

▪ Field Transportation Arrangements & Data Collection: Increased transport allowance and provision of vehicles (nutrition data collection team) to promote COVID compliant travelling arrangements, well spaced outdoor interviewing, detailed documentation of interviewee for ease of contact tracing etc.;

▪ Coordination with Health Authorities: Engagement with state level NCDC to enhance referral pathway for symptoms or ill health during training & data collection.
