* From Indifference to 19-12-2003 17:26 Pagina 1 NORBERT BOTH NORBERT NORBERT BOTH Fr om Indifference to Entrapment to om Indifference The Yugoslav crisis represents a formidable foreign policy challenge to many Western and Islamic government bureaucracies. From Indifference to Entrapment deals with the question of how the Netherlands faced up to this challenge during the years 1990-1995. It was during this period that the crisis erupted into armed conflict and the single worst war crime in Europe since the end of World War II took place in the ‘safe area’ of Srebrenica. The role of the Netherlands is particularly interesting, as the country held the EC/EU Presidency during the recognition debate in 1991 and supplied the peacekeeping presence in Srebrenica. The questions addressed in this book include: Did early warning work? What role did the Dutch Presidency (July-December 1991) play in the recognition debate? What motiv- ated the Dutch opposition to the Vance-Owen Peace Plan? Why did the Netherlands become From Indifference entrapped, as symbolised through its isolated peacekeeping commitment to Srebrenica? Finally, what can this story tell us about the ability of small and medium powers to in- fluence international affairs? This study is based on interviews with key players, including former Cabinet Minis- ters, and on documents from the Netherlands Ministry to Entrapment of Foreign Affairs, made available under the Dutch ‘freedom of information act’. THE NATIONAL SECURITY COUNCIL AND THE IRAN- CONTRA AFFAIR Congressman Ed Jenkins* and Robert H. Brink** I. INTRODUCTION Early in November of 1986, newspapers in the United States carried the first reports that the United States government, in an effort to gain release of United States citizens held hostage by terrorists in Lebanon, had engaged in a covert policy of supplying arms to elements within Iran.' Later in that month, following a preliminary inquiry into the matter, it was revealed that some of the funds generated from those arms sales had been diverted to support the "Contra" 2 forces fighting the Sandinista government in Nicaragua. The events giving rise to these disclosures became known collectively as the "Iran-Contra Affair." Both elements of the affair raised serious questions regarding the formulation and conduct of our nation's foreign policy. In regard to the Iranian phase of the affair, the Regan administration's rhetoric had placed the administration firmly in op- position to any dealings with nations supporting terrorism, and with Iran in particular.' Kantor Center Position Papers Editor: Mikael Shainkman January 2018 ANTISEMITISM IN THE RADICAL LEFT AND THE BRITISH LABOUR PARTY Dave Rich* Executive Summary Antisemitism has become a national political issue and a headline story in Britain for the first time in decades because of ongoing problems in the Labour Party. Labour used to enjoy widespread Jewish support but increasing left wing hostility towards Israel and Zionism, and a failure to understand and properly oppose contemporary antisemitism, has placed increasing distance between the party and the UK Jewish community. This has emerged under the leadership of Jeremy Corbyn, a product of the radical 1960s New Left that sees Israel as an apartheid state created by colonialism, but it has been building on the fringes of the left for decades. Since Corbyn became party leader, numerous examples of antisemitic remarks made by Labour members, activists and elected officials have come to light. These remarks range from opposition to Israel’s existence or claims that Zionism collaborated with Nazism, to conspiracy theories about the Rothschilds or ISIS. The party has tried to tackle the problem of antisemitism through procedural means and generic declarations opposing antisemitism, but it appears incapable of addressing the political culture that produces this antisemitism: possibly because this radical political culture, borne of anti-war protests and allied to Islamist movements, is precisely where Jeremy Corbyn and his closest associates find their political home. A Crisis of Antisemitism Since early 2016, antisemitism has become a national political issue in Britain for the first time in decades. This hasn’t come about because of a surge in support for the far right, or jihadist terrorism against Jews. -

Box 1346 Ann Arbor, Ml 48106-1346 F 7377 POLITI 58^S8i ABSTRACT The British left has confronted a dilemma in forming its attitude towards Israel in the postwar period. The establishment of the Jewish state seemed to force people on the left to choose between competing nationalisms - Israeli, Arab and later, Palestinian. Over time, a number of key developments sharpened the dilemma. My central focus is the evolution of thinking about Israel and the Middle East in the British Labour Party. I examine four critical periods: the creation of Israel in 1948; the Suez war in 1956; the Arab-Israeli war of 1967 and the 1980s, covering mainly the Israeli invasion of Lebanon but also the intifada. In each case, entrenched attitudes were called into question and longer-term shifts were triggered in the aftermath.
