12 Russia tests army’s readiness in massive snap exercise in west & south — RT News “According to the decision of the Commander-in-Chief of the Armed Forces [President Vladimir Putin], a regular snap exercise begins today,” Defense Minister Sergey Shoigu said at a briefing with top military commanders on Thursday. “Troops in the Southern Military District, some units of the Western and Central Military Districts, as well as the Northern Fleet, the Air Force and the Airborne Troops, are to be put on full alert starting from 7.00am [local time],” the minister added. The exercise will last until August 31, Shoigu said, ordering the deputy defense minister – who is in charge of military-to-military cooperation – to inform foreign defense attachés of the war games. The first day is set to test the Russian military’s rapid response capabilities and combat readiness, according to officials. Army units will then move to training areas and act according to simulated scenarios. Shoigu said the massive war games would allow the troops to be trained to “defend Russia’s interests amid emerging security threats” in the country’s west and southwest. 16 IIT-B names, shames start-ups reneging on job offers In an unprecedented move, the Indian Institute of Technology-Bombay (IIT-B) on Thursday released the names of nine companies it had blacklisted for allegedly going back on plum job placements they offered to its students. These companies, most of them start-ups, were blacklisted for one year for various reasons, IIT-B spokesperson Falguni Benerjee-Naha said. The erring companies are LeGarde Burnett Group, which had revoked its job offers and was later found to be fake. Companies LexInnova and IndusInsight delayed the joining dates given to the selected students, Banerjee-Naha said. The others who are said to have revoked job offers are GPSK, Johnson Electric of China, Portea Medical, Peppertap and Cashcare Technologies. One firm, Mera Hunar, came up with a different name and hired the IIT-B students for another start-up. The list of nine companies named on Thursday is not final and more could follow depending on their responses in future, she said. It is the first time a prestigious institution like the IIT-B has published a list of blacklisted companies for reneging on job offers to its passouts. The matter had been under review for a couple of months after these companies defaulted on their job offers and was discussed at a recent national-level conclave of all IITs in the country. "All those found flouting the Supreme Court norms shall be prosecuted depending on the kind of violations," Dudhe warned, though police have not directly intervened to stop the celebrations. On Wednesday, a division bench of Supreme Court comprising Justice Uday U. Lalit and Justice L. The new partnership will see Sports Illustrated and Fox Sports share significant content such as news stories and video highlights as well as collaborating together on various editorial projects. Under the agreement the ad sales units of each company will also begin selling advertising across both entities, with the revenue being split between them. The relationship between Sports Illustrated, which is owned by Time Inc. , and Fox Sports, owned by 21st Century Fox , comes in response to ESPN’s supremacy in sports media. Figures from digital measurement specialist comScore, revealed that combined properties operated by Sports Illustrated and Fox Sports brought in about 68 million unique visitors in July, while ESPN generated 79 million visitors. According to the WSJ, going forward the two companies will remain separate entities but will will combine their comScore web traffic under a yet-to-be-named brand, which will be considered a part of Time Inc.’s overall traffic. “Scale really matters in this business,” said Rich Battista, president of Time Inc. Brands. Sports illustrated content will help Fox Sports bolster its sports news coverage on fox Sports 1 which has been under prioritised following its decision to revamp its programming to focus on more personality and argument driven sports shows. “As we’ve scaled back because we don’t believe in highlights and news as TV programming, that’s also created a little bit of a hole on the digital side,” said Pete Vlastelica, executive vice president of digital for Fox Sports. 21 How far away are we from a cashless society? Lloyds recently announced the closure of 200 branches across the UK in a direct response to consumers deserting the high street in favour of digital channels. According to the taxpayer- owned bank’s chief executive, the use of branches has fallen by 15 per cent year on year – yet another sign that we’re moving towards a cashless society at an accelerated pace. Although branch closures mean unfortunate job losses, the longer-term effect of the cashless society will see retailers freed from the costs of security and the burden of managing floats, change and deposits – a situation that will ultimately benefit consumers. Already, Nordic countries such as Denmark and Sweden are leading the rest of the world in cashless payments for even the smallest items. They are the proof that the great cashless society experiment will not only benefit us all but it will become the norm sooner than perhaps we realise. Take Sweden for example. According to its central bank, the Riksbank, cash transactions made up barely 2 per cent of the value of all payments in the country last year. In Swedish shops, cash is now used for only 20 per cent of transactions, half of the amount from five years ago, while some 900 of Sweden’s 1,600 bank branches no longer keep cash on the premises or accept cash deposits. In Denmark, almost a third of the population now uses an official Danske Bank app called MobilePay as a cash alternative. It links a user’s smartphone to till sensors or other people’s phones and was used to make some 90 million transactions last year. More recently, a Swedish app called Swish, has been developed jointly with the country’s major banks including Nordea, Handelsbanken, SEB, Danske Bank and Swedbank. Swish uses phone numbers to allow anyone with a smartphone to transfer money from one bank account to another in real time. Adopted by nearly half the Swedish population, Swish is now used to make more than nine million payments a month. According to a recent report from global think-tank Fung Global Retail & Technology, the evolutionary speed of mobile payment adoption across Europe could lead to a cashless society by 2030. This prediction is underpinned by high rates of smartphone and bank account penetration compared to Asia and Africa, with nine of the top 15 ranked digital-ready countries located in Europe. In the UK, over half of all online payments are already being made via mobile and with the introduction of Android Pay a few months ago, mobile payment penetration is likely to continue to soar. After all, Google occupies 82 per cent of the smartphone market and with Android’s more simplistic integration with existing NFC terminals, contactless payment adoption will now accelerate and small businesses everywhere will benefit. To persuade Android users of the benefits of mobile payments, Google launched Android Pay Day at the end of June. The promotion offers Android Pay users discounts once a month on the Tuesday before pay day and has so far included two-for-one on Frappucinos in Starbucks and a £5 voucher that can be redeemed within the Deliveroo app, provided you select Android Pay as your preferred payment method. App developers are more inclined to embrace Android Pay because of its simplicity and added value to the user experience. If you’re buying something ‘in-app’, with Android Pay you’ll never have to enter your shipping and billing address for online checkout again. Just select ‘Buy with Android Pay’ and the payment is processed quickly and securely. Due to the way Android Pay is built – allowing for an API that can be coded into supported apps – the service can also access loyalty card information and include it in each transaction, thus further reducing the need to carry around a purse or wallet. This and other mobile payment technology, along with a culture that is spreading like wild-fire across Europe, is sure to keep driving in-app commerce, which in turn will help accelerate our society towards its cashless utopia. Marketers want to connect with an audience. And we know what audiences are doing: listening to music. A music strategy is an audience strategy. An audience strategy is a music strategy. And -- fortunately for advertisers -- it’s always game on when it comes to streaming music. Here are four big things that digital audio delivers: 1. Engagement. Today’s streaming music technology, combined with more choices of music and more ways for consumers to pursue personalization and discovery, has created a massively engaged audience. For marketers targeting millennials or “Gen Z,” it’s even more important. In fact, this desirable demographic is discovering and enjoying music differently than the generations before them: they spend on average 25 hours a week streaming music, according to Vevo’s recent “Music Fan Report.” And in a release of data from earlier this year , Edison Research found that for the first time, among 18-24 year olds, streamed audio surpassed broadcast radio in time spent listening. 2. Attention. While advertisers struggle to come up with ways to reach audiences without interrupting them (a difficult task, indeed -- and the motivation behind ad blocking), streaming music makes it easier. How? Turns out, music is the soundtrack to people’s lives. In fact, a day in the life of an average Pandora listener includes multiple devices and a variety of activities: waking up to the Pandora alarm on their phones, listening in the car on way to work, listening on desktop during work hours, tuning in via mobile at the gym, and later while relaxing at home in the evening. Brands can benefit by integrating into people’s lives through music. Anytime Fitness leveraged the lifestyle aspect of music on Pandora to promote its brand and drive foot traffic to specific locations. According to a post-campaign study conducted by Millward Brown, the campaign targeting fitness enthusiasts on mobile devices raised brand awareness by 22 percent, boosted offer awareness for "Free Saturday Workouts" by 44 percent and caused a surge in sign ups that exceeded target goals. 4. Resonance. Nielsen Catalina Solutions (NCS) provided evidence that audio may in fact be the most effective channel in delivering advertising ROI. In a 2014 study of ten national brands, it found that each $1 in advertising delivered a $6 sales lift on average. Additionally, Pandora has measured 11 CPG campaigns through NCS and has seen astounding results. On average, the 11 campaigns generated a +12% lift in incremental sales for the advertised products, and individual campaigns achieved up to a +32% sales lift. These results demonstrate that the power of audio is undeniable. Marketers should harness this opportunity to engage consumers in an emotionally and contextually relevant environment to deliver messages that resonate. The Kellogg’s Pop-Tarts brand sought to deliver relevant audio messages to teenagers on Pandora to encourage them to consider Pop-Tarts as a breakfast option - with the goal of increasing sales among loyal and lapsed buyers. 26 US paid $1.3bn in interest on debt to Iran left over from Shah’s time, critics call it ‘ransom’ — RT America The debt dates back to the 1970s when the government of Iran paid the United States $400 million for military equipment that was never delivered because the revolution of 1979 ousted Iran’s US-friendly Shah, turning Tehran and Washington into bitter enemies. Amid the nuclear deal negotiations, the two countries agreed that the US would return the money – with interest. The total amounted to $1.7 billion. Critics claimed that the White House had essentially paid ransom for the hostages. The US State Department confirmed the link between the prisoner release and the payment, but insisted that the US had simply withheld the payment until the US citizens were set free in order to keep leverage over Tehran in case it tried to bail on the deal. State Department spokeswoman Elizabeth Trudeau confirmed on Wednesday that, two days after the cash delivery, the interest on the debt was paid as well. The $1.3 billion was transferred in 13 separate payments of $99,999,999.99, with the final payment amounting to about $10 million. “The $1.3 billion payment has been made. It was made through a transaction involving central banks but obviously not the US central bank because there are extensive restrictions on the financial relationship between the United States and Iran,” White House Press secretary Josh Earnest said earlier this week. US officials offered no explanation as to why the Treasury Department kept the individual transactions under $100 million, but Trudeau said the debt was considered settled by Iran, despite being 13 cents short. According to AP, the money went through a third nation’s central bank, although Trudeau would not confirm this, citing the confidentiality of America’s international partners. The US has no banking relationship with Iran and cannot make financial transactions with Iranian institutions directly. President Obama cited this obstacle when explaining why the $400 million payment had been made in cash, though it was apparently not a problem when paying the interest on the debt. The money came from the so-called Judgment Fund, which the Treasury Department uses for settling litigation claims and doesn’t require direct congressional approval for the president to tap. The US is not the only nation with debts due to Iran that have lingered since the Shah’s times due to poor relations. 29 Transgender Sues City Over Law Banning Female Nudity In Bars A transgender woman is suing the city of Chicago because of a city statute that will not allow him to show his breasts at bars or clubs that serve alcohol. Bea Sullivan-Knoff, a 23- year-old transgender who transitioned from male to female, is suing Chicago because he feels that the city statue is discriminatory, reports the Chicago Tribune. The lawsuit , filed Wednesday, is fighting against a provision in the city’s liquor code that prevents females from going topless in places that serve alcohol. The lawsuit alleges that it is unfair for men to be able to go shirtless in bars, while women cannot. Mary Grieb, Sullivan-Knoff’s civil rights attorney, claims that the statue represents old fashioned ideas on sex and gender identity. “The law itself violates the first amendment. It violates people’s rights for freedom of expression and freedom of speech in their performance,” Grieb said. Sullivan-Knoff, who does performance art pieces, said that he runs into trouble when he tries to perform at bars. “It has happened on numerous occasions that I’m told I’m not allowed to do a given performance in a given space. And instead I have to come up with something that isn’t as artistically fulfilling for myself,” Sullivan-Knoff said. Sullivan-Knoff claims that by performing topless, he will be able to counter the hatred and misconceptions that transgenders sometimes face. “Since most of this negative rhetoric centers on the specifics of trans bodies, and most times invasively so, I most often perform about the body, which often involves the presence of my nude body or partially nude body onstage, in an attempt to reclaim a part of myself too often taken from me,” Sullivan-Koff said at a news conference. 31 Study: Fed Supported Biofuels INCREASED CO2 Emissions Taxpayer-supported biofuels emit more carbon dioxide (CO2) emissions than gasoline, according to a new study, challenging the benefits of mixing ethanol into the U. S. fuel supply. “When it comes to the emissions that cause global warming, it turns out that biofuels are worse than gasoline,” Dr. John DeCicco of the University of Michigan and lead author of the study, said in a press release. “So the underpinnings of policies used to promote biofuels for reasons of climate have now been proven to be scientifically incorrect.” Researchers analyzed real-world crop data from the Department of Agriculture on crop and biofuel production and compared the amount of CO2 generated relative to fossil fuel production and vehicle emissions. Researchers found that rising biofuel use has resulted in increasing CO2 emissions, even though the programs were justified by claiming ethanol would reduce CO2 emissions. “Policymakers should reconsider their support for biofuels. This issue has been debated for many years,” DeCicco said. “What’s new here is that hard data, straight from America’s croplands, now confirm the worst fears about the harm that biofuels do to the planet.” The U. S. Environmental Protection Agency (EPA) was heavily criticized last week by a government watchdog for not updating the environmental impacts of ethanol. The watchdog found that the Obama administration failed to do a legally necessary study examining the impact of mandating ethanol in gasoline, and that Obama’s regulations actually did far more environmental harm than good. Roughly 45 percent of American corn is now used to produce biofuels like ethanol due to enormous levels of taxpayer support. America supports ethanol via billions in subsidies and federal programs like Renewable Fuel Standard, which requires gasoline sold in the U. S. to contain a certain amount of ethanol. These ethanol subsidies and mandates cost motorists $10 billion annually in additional fuel costs, according to a study published in March 2015 by the Manhattan Institute. As a result, the amount of ethanol and other biofuels used in America increased from 4.2 billion gallons in 2005 to 14.6 billion gallons in 2013. “This is the first study to carefully examine the carbon on farmland when biofuels are grown, instead of just making assumptions about it,” DeCicco concluded. “When you look at what’s actually happening on the land, you find that not enough carbon is being removed from the atmosphere to balance what’s coming out of the tailpipe.” Funding for the University of Michigan’s research was provided by the American Petroleum Institute and the University’s Energy Institute . Originally, ethanol subsidies were justified by claims that they would reduce America’s dependence on foreign oil and to lower CO2 emissions, according to the Congressional Budget Office. Other research has shown that ethanol subsidies were not responsible for America’s declining dependence on foreign oil. America’s National Academy of Science has been extremely skeptical of the environmental benefits of American biofuel production and has found that the programs “may be an ineffective policy for reducing global [greenhouse gas] emissions.” Research sponsored by the government of Finland found also that regulations intended to fight global warming with biofuels were almost certainly increasing CO2 emissions. Another study published in late April by an environmental group found that Europe’s biofuel regulations created 80 percent more CO2 emissions than the conventional oil they replaced. This was the emissions equivalent of putting an extra 12 million cars on the road. The environmental group estimated that the European Union’s biofuel regulations will increase the continent’s CO2 emissions from transportation by almost four percent compared to conventional sources of oil. The modern Democratic Party is obsessed with voting blocs they call “Latinos,” “Hispanics” and the “blacks and browns.” But apart from ethnic pimps trying to get money from the government, no authentic person calls himself a “Hispanic.” They’re “Portuguese,” “Cuban” or “Colombian” — and they don’t think of themselves as “brown.” Everybody else is from a country. It’s an insult to imagine that recent immigrants are all in a simmering rage at Trump’s affront to the brown masses. Salvadorans and Guatemalans resent having to pretend they’re Mexican — much less Mexican illegal immigrant rapists. Mexico is heaving Hondurans out of their country. El Salvador and Honduras went to war over a soccer game. But we’re supposed to imagine that the moment they cross the Rio Grande, they all become blood brothers. The only people who believe in something called “Hispanics” are white liberals and the RNC. The condescending class is not happy unless they are infantilizing minorities. Republicans B. T. (Before Trump) worked overtime to reinforce these artificial group identities as one big happy (and aggrieved) family, constantly babbling about reaching out to — as Rand Paul says — “blacks and browns.” Has he heard of Compton? The city memorialized in the song “Straight Outta Compton,” by the hip-hop group N. W. A. (modern translation: African- Americans With Attitude), is now majority Mexican. This dramatic transformation didn’t happen because “blacks and browns” came together in peace and harmony in our vibrant melting pot, but because Mexicans moved in and decided they wanted blacks out, which they accomplished with violent racist attacks and drive-by shootings. Unlike white Americans, Mexicans are unguiltable. Nearly 20 years ago, both black and Hispanic Americans begged Congress to do something about illegal immigration. Rich white people see illegal immigrants only as their maids. Blacks and Hispanics live in their neighborhoods. Terry Anderson, a black radio talk show host from South Central Los Angeles, told a U. S. House subcommittee on immigration in 1999 how illegal immigration had changed his predominantly black community. (That was then; today South Central is 99 percent Mexican.) He said all anyone ever hears about is the “poor, poor immigrant,” and the immigrant worker, “who works harder than the black person works and he will take the job that nobody else takes.” But, Anderson said: “You never hear that every time that illegal alien comes here, he displaces somebody else …. “You never hear about all the race-based organizations that step forth and advocate for the illegal alien. You have MALDEF, MEChA, LULAC, La Raza and others who are exclusive only to one race of people and advocate for those people only … “(You) will never hear from these people about the 17-year-old black kid in my neighborhood who went to McDonald’s and was told you can’t work here because you don’t speak Spanish.” In response to Anderson’s claim that only Spanish-speakers could get jobs at McDonald’s, Democratic congresswoman Sheila Jackson Lee tried to put the onus entirely on McDonald’s. Anderson wasn’t having any of it. Every time Rep. Lee tried to say the responsibility belonged to corporate America, Anderson responded with, “And to the illegal alien who takes the job. Yes, ma’am.” Would any politician ever blame the foreign law-breakers themselves? That’s a rhetorical question — the answer is “no.” Until Trump. A Latina witness, Angie Morfin from Salinas, California, told the committee that illegals were bringing “crime, gangs and an overloaded social safety net” and that “the Latino-American citizens of our community want illegals removed.” She blamed Reagan’s amnesty for the rise of Mexican gangs in the U. S., saying, “You gave them a right.” Republicans obsessed with winning the “Hispanic vote” act as if these Hispanics don’t exist. The only Hispanics in their circle of concern are those who broke into our country illegally. By constantly groveling to ethnic activists, the GOP simply confirmed the idea that people should see themselves as ethnic identity groups — and ought to be bloc-voting for whichever party offers their team the most goodies. Their argument to Hispanics was: We’ll give you everything the Democrats are offering, but not as much. Paul Ryan’s “opportunity society!” was not cutting it. Democrats must go home and laugh themselves silly at the GOP’s incompetence at sucking up to minorities. We buffaloed them out of talking about immigration once again! Instead of cooing at immigrants and trying to lick their necks, Trump treats them like Americans. They like America! They came here. And they’d like good-paying jobs without the endless competition of cheap foreign labor. Trump’s plan to stop job-killing trade deals, H1-B workers replacing American workers, and the dump of millions of low-skilled workers on the country has made him the great unifier! The media’s only move is to quadruple down on the phony “racism” charges. But to accuse Trump of “racism” because he wants to protect jobs for our own poor, working-class and native-born is like squeezing a balloon. His popularity with the employers of nannies and diversity coordinators may be in the dumps, but oh my gosh — look at what’s happening at the other end! It looks like Americans want jobs! 36 CAIR Worries Banks Closing Too Many Muslim Accounts The Council on American- Islamic Relations (CAIR) wants American Muslims to participate in a survey about bank account closures because, the Muslim civil rights organization says, banks have closed the accounts of some Muslims with no explanation — and may be closing the accounts improperly. “A disproportionate number of these closures” are “negatively impacting members of the American Muslim community,” CAIR explained in a statement sent to The Daily Caller. Several banks have abruptly closed accounts owned by Muslim Americans, CAIR says. Among the banks are Bank of America, Chase and Wells Fargo. “CAIR believes these closures may not be isolated incidents, but instead a pervasive systematic issue that lacks documentation and is in need of redress,” the group’s statement explains. “CAIR suspects otherwise normal day-to-day banking activity, such as moving funds to different accounts, wiring money overseas, making several withdrawals and deposits in a short period of time, selling items online, or even a bad credit history may be the cause for some accounts closures.” The Muslim civil rights group adds that it has evidence that Muslims who seek further information from banks have received ambiguous and incomplete answers — and sometimes no answers at all. CAIR notes that federal law requires all banks to monitor all accounts for activities which may indicate that the account holder may be funding terrorism or engaged in criminal behavior. (Eliot Spitzer, the disgraced New York governor, was nabbed this way when his bank noticed the odd cash transactions he used to pay his high-priced call girls.) CAIR officials believe that banks are misapplying the federal law and are instead profiling American Muslims — and discriminating against them — based on religion and ethnicity. In the wake of the September 11 terrorist attacks in 2001, the National Commission on Terrorist Attacks Upon the United States observed that the September 11 hijackers — all of them Muslims from Middle Eastern countries — “used U. S. and foreign financial institutions to hold, move and retrieve their money.” They utilized direct deposits, wire transfers, travelers checks, ATM cards and credit cards. “The hijackers received funds from facilitators in Germany and the United Arab Emirates or directly from Khalid Sheikh Mohamed as they transited Pakistan before coming to the United States.” The September 11 plot caused the murder of 2,996 people. The entire cost of the plot was about $500,000 and “approximately $300,000 passed through the hijackers’ bank accounts in the United States.” “Neither the hijackers nor their financial facilitators were experts in the use of the international financial system,” the Commission on Terrorist Attacks explained.” They created a paper trail linking them to each other and their facilitators. Still, they were easily adept enough to blend into the vast international financial system without doing anything to reveal themselves as criminals, let alone terrorists bent on mass murder. The money-laundering controls in place at the time were largely focused on drug trafficking and large-scale financial fraud and could not have detected the hijackers’ transactions. The controls were never intended to, and could not, detect or disrupt the routine transactions in which the hijackers engaged.” “The financial provisions enacted after September 11, particularly those contained in the USA PATRIOT Act and subsequent regulations, have succeeded in addressing obvious vulnerabilities in our financial system. Vigilant enforcement is crucial in ensuring that the U. S. financial system is not a vehicle for the funding of terrorists.” CAIR is most notable, of course, because the organization was listed by the U. S. government as an unindicted co-conspirator in a scheme that provided funding to the terror group Hamas. 41 Doctors Without Conscious: Refused Help To Kayla Mueller Doctors Without Borders had the opportunity to help negotiate the release of American ISIS hostage Kayla Mueller, but left her to be raped and killed by Islamic State leader Abu Bakr Al-Bagdadi. “I don’t think there was a moral responsibility,” Jason Cone, a U. S. Doctors Without Border’s spokesman told ABCNews when confronted. Cone elaborated “We can’t be in the position of negotiating for people who don’t work for us.” Mueller was a humanitarian activist who worked in Southern Turkey assisting Syrian refugees. She traveled to Aleppo, Syria, for a single day along with her boyfriend to help install some Doctors Without Border’s equipment. She was not part of an official Doctors Without Borders delegation, but was abducted by ISIS from one of the non-profit’s vehicles after departing Aleppo on August 3. Mueller eventually made her way to an ISIS safe house where she was made to be Bagdadi’s personal sex slave. Bagdadi reportedly Mueller upon her arrival, “I am going to marry you by force and you are going to be my wife. If you refuse, I will kill you.” A freed ISIS hostage, who shared a cell with Mueller, described one instance to CNN in which her and Mueller, “were completely black from the beating. They beat us with everything: cables, belts and wooden sticks.” Meanwhile Mueller’s parents were trying to secure her release and contacted any organization they thought could assist them. Mueller’s parents told ABCNews Doctors Without Borders refused to speak with them, even though they were negotiating the release of seven of their personnel from ISIS. The organization even refused to speak with an FBI case agent trying to facilitate Mueller’s release. Chris Voss, a retired FBI hostage negotiator who secured U. S. citizen’s release from Iraq, told ABCNews, “They could’ve said, ‘Yes, you work for us.’ And they could’ve extended her some sort of protection, some sort of legitimacy that would’ve cost them nothing. And why they leave her out there like that? It’s frightening. It scares me.” Voss elaborated “I think that’s totally abandoning someone that you had no reason to abandon. I mean, it sets that person up for incredibly negative, horrific consequences.” Alan Dershowtiz, a Harvard Constitutional Lawyer and international law expert, told the Daily Caller News Foundation in November 2015 he regards Doctors Without Borders as “Doctors Without Morals.” Mueller’s mother told ABCNews on Friday “They’re a fabulous organization, and they do wonderful work,” adding “but somewhere in a boardroom, they decided to leave our daughter there to be tortured and raped and ultimately murdered.” Mueller’s mother learned of her death in 2015 when she received an email from ISIS with three pictures of Mueller’s bruised corpse. 42 Intel Shows China Building Game Changer On Disputed Islands New photos of Chinese operational structures in the South China Sea show that China may be building a high-frequency radar station to expand its field of vision in the region. Twitter user @rajfortyseven , a self-proclaimed satellite imagery expert, posted satellite images of a Chinese outpost on Subi Reef in the Spratly Islands Tuesday. The satellite images show what appears to be an over-the-horizon (OTH) radar station. This type of radar has the ability to detect targets thousands of kilometers away and can be set up to serve as a Ballistic Missile Early Warning (BMEW) system. The user who posted the pictures told TheDCNF that the “very large size of the array and the construction of the mesh” suggest that the Chinese are, in fact, building an OTH radar system in the Spratlys. He indicated that the structure the Chinese are building resembles the Veronezh OTH radar system in Russia. China doesn’t have the same offensive capabilities as the U. S., but China’s defensive anti-access, area-denial (A2/AD) game is a force to be reckoned with. As China already occupies the disputed territories it desires, it needs only a strong defense to prevent U. S. intervention and leverage them away from other claimant states. On the surface, radar equipment doesn’t appear as threatening as missiles, like the HQ-9 surface-to-air missiles China deployed in the Paracels in February, but a quality high-frequency radar system offers the ability to spot enemy offensive weapons long before they actually reach intended targets, giving China time to mount an effective defense. Earlier this year, the Center for Strategic and International Studies’ (CSIS) Asia Maritime Transparency Initiative (AMTI) identified possible high- frequency radar stations on a number of islands in the Spratlys. Radar towers and other relevant equipment were seen on Cuarteron, Mischief, Subi, Fiery Cross, Gaven, Hughes, and Johnson Reef. The AMTI reported that the deployment of an OTH radar system in the Spratlys would strengthen China’s ability to monitor surface and air traffic around the Malacca Straits and other strategic channels. China’s OTH radar system on the mainland and its radar stations in the Paracels give it a clear view of the northern part of the South China Sea, but there are blind spots. The radar bases under construction in the Spratlys may be game changers. Satellite images from July show that China is constructing reinforced military aircraft hangars on three separate reefs in the Spratlys. CSIS’ AMTI reported that each islet will soon be able to hold 24 fighter jets, such as China’s J-11s and Su-30s, as well as up to three or four large aircraft, like the H-6 bombers. With operational runways, reinforced hangars, combat-capable aircraft, mobile surface-to-air and surface-to-ship missiles, and high-frequency radar systems, all of which are either being built in or may soon be deployed to the Spratlys, China will gain full control of the southern tip of the South China Sea’s strategic triangle. Already holding the Paracels and rapidly securing the Spratlys, China needs only to leverage the Scarborough Shoal from the Philippines to dominate the South China Sea. China’s vast territorial claims and nine-dashed line in the South China Sea were rejected by the Permanent Court of Arbitration in The Hague on July 12; however, China refuses to acknowledge the authority of the tribunal or accept the ruling. 43 National Parks Plagued By Corruption, $12 Billion Backlog The National Park Service turned 100 years old Thursday, and the Obama administration has set about promoting the value of national parks to Americans and the history of why the U. S. government has set aside millions of acres. In fact, President Barack Obama created the Katahdin Woods and Waters National Monument in Maine Wednesday on the eve of the 100-year anniversary of the parks service. Interior Secretary Sally Jewell said the designation “serves as an inspiration to reflect on America’s iconic landscapes and historical and cultural treasures.” “Through this incredibly generous private gift for conservation, these lands will remain accessible to current and future generations of Americans, ensuring the rich history of Mainers’ hunting, fishing and recreation heritage will forever be preserved,” she said. But in celebrating 100 years of national parks, it’s also useful to point out where the Interior Department has gone wrong in regulating millions of acres of U. S. lands. In light of this, The Daily Caller News Foundation has listed a few big management issues facing the government: 1. ‘Exacerbating Corruption’ Interior Department inspector general investigations have found some agency employees were less than ethical while in office. The IG recently reported the former head of the Bureau of Land Management (BLM), Bob Abbey, stood to profit from the sale of federal land to a client of his old consulting firm. The IG had evidence Abbey “stood to benefit personally from the sale” of the land, and he was “personally and substantially involved in the pre-sale process.” The Department of Justice, however, declined to prosecute Abbey for trying to profit off his public office. Republican Texas Rep. Gohmert said the IG’s report was “further evidence of exacerbating corruption within the Department of the Interior.” The DOJ also declined to prosecute a U. S. Fish And Wildlife Service (FWS) employee who was secretly on the payroll of a prominent environmental lobbying group. FWS employee Stephen Barton did not disclose taking $377,000 from the Western Association of Fish and Wildlife Agencies (WAFWA) from 2004 to 2014. FWS awarded WAFWA about $3 million in taxpayer grants while Barton worked as a double-agent for environmentalists. 2. $12 Billion In The Hole Jewell may be celebrating the creation of a new national monument in Maine, but her cheer glosses over the fact that the National Parks Service is burdened by a whopping $12 billion maintenance backlog . NPS’s deferred maintenance backlog has grown from nearly $10 billion to $12 billion under Obama as more lands are brought under federal control. Obama has used the Antiquities Act to bring more land under federal control than any other president. “Limited resources are siphoned to new acquisitions while the Service’s $12 billion maintenance backlog is ignored,” Utah Republican Rep. Rob Bishop said in a statement on NPS’s anniversary. “For a park to fulfill the measure of its creation, people have to see it,” he said. “This backlog and management failure limits visits and recreational access.” Bishop, the chairman of the House Committee on Natural Resources, introduced a bill to give more funding to NPS to deal with its growing maintenance backlog. It passed out of committee and is waiting to be voted on by the House. 3. Wasting Millions Of Dollars Interior has also been criticized for wasting million of taxpayer dollars on cell phones and projects that haven’t been finished. The IG’s office reported in June that Interior wasted “tens of thousands of dollars on unused mobile devices,” like cell phones and tablets. “Assuming the bureaus continue with the current cellular plans for the next three years, spending on unused mobile devices would exceed $1.7 million,” the IG continued. That’s only the tip of the iceberg. In March, Gohmert revealed Interior had spent $50 million in more than a decade on a law enforcement database that hadn’t been finished. “This is government incompetence rivaled only by the roll-out of the Obamacare website,” Gohmert said in a March hearing. “This is government waste, fraud and abuse to the extreme,” Gohmert said. 4. Resource Management Obama’s Interior Department is known for gobbling up U. S. lands, but it’s not known for using them productively. When Obama took office in 2009, U. S. federal lands produced 18.8 quadrillion British thermal units (btus) worth of energy. By 2014, federal lands only produced 15.9 quadrillion btus of energy, according to federal data . Fossil fuel production on federal lands is predicted to continue to stagnate for at least the next couple of years because of the administration’s moratorium on new coal leases. Interior won’t accept any new coal mineral leases until it figures out how much more companies should pay to mine government minerals. Environmentalists were excited by the news, but the coal industry and the communities across the country that support it, unsurprisingly, saw the moratorium as the next step in the so-called “war on coal.” 5. Park Rangers With Machine Guns, Flashbangs The Interior IG also caught National Park rangers buying machine guns and flashbang grenades. Reports of heavy weapons also comes as complaints of rangers increasingly using force against park visitors. “In FY 2015, we issued a management advisory to the NPS Director when we found that law enforcement rangers had purchased automatic weapons and ‘flashbang’ distraction devices, in violation of NPS policy,” the IG reported , “indicating that NPS continues to struggle with weapons accountability issues.” The IG also reported law enforcement officials are increasingly at odds with national park visitors, and “has experienced a recent increase in complaints concerning law enforcement personnel, many of them involving use of force incidents.” Investigators reported again in 2016 that “a supervisory park ranger arranged for the purchase of Colt M-4 fully automatic rifles” between 2008 and 2010.” “Park rangers bought nine of these rifles and allowed them to be carried around on duty for three years before being converted to only fire semi- automatic,” the IG reported. The IG also found that “the supervisory park ranger admitted to purchasing and distributing the automatic weapons despite knowing that they violated NPS policy,” and “admitted telling rangers who received the automatic rifles not to display them to others.” The park official also “admitted to, at a minimum, not making it clear to his supervisors that the automatic weapons needed to be converted to semiautomatics.” “The supervisory park ranger told us that in the interest of ‘officer safety’ he allowed full-time park rangers at MNP to carry the fully automatic rifles with them in their patrol vehicles,” the IG reported. 46 Grassley: How Many Fugitives Live In Public Housing? Sen. Chuck Grassley is not happy that the Department of Housing and Urban Development’s (HUD) Inspector General can’t figure out how many felony fugitives live in federally- funded public housing, so he’s told the watchdog to do whatever it takes to get the answer. “It is troubling that the full number of wanted fugitive felons living in public housing remains unknown, unexplained, undocumented and unjustified ,” the Iowa Republican wrote in a letter to HUD Inspector General (IG) David Montoya Wednesday. “Tenants deserve to know if a wanted fugitive felon is living in the same housing project.” So, Grassley wants the HUD IG to do “a thorough, nationwide investigation into the number of wanted fugitive felons living in public housing and the adequacy of controls in place to prevent that from occurring. The American people need assurance that HUD is enforcing the law and ensuring the safety and security of public housing tenants.” Grassley is chairman of the Senate Judiciary Committee and a long-time congressional advocate on behalf of the more than 70 federal watchdogs whose sole job is to expose waste, fraud and mis-management in the executive branch bureaucracy. Grassley cited recent Daily Caller News Foundation articles reporting a 2012 HUD IG report that found housing authorities refused to evict 1,300 felony fugitives from their tax-funded homes. The fugitives were wanted for crimes like rape and murder. (RELATED: 1,300 Fugitives Were Living In Federally-Funded Housing, Now Grassley Demands To Know Why) The HUD IG told TheDCNF the report was a draft and that there were errors with the data, but repeatedly refused to explain the errors. Then the watchdog told Grassley’s staff “that the HUD data was not properly matched with the National Crime Information Center (NCIC) database,” the senator said in his letter to Montoya. “Accordingly, the total number of actual felons in public housing was unknown. My staff was told that the [IG] has not successfully matched the data in the four years since this draft document was created,” Grassley continued. Meanwhile, the HUD IG’s 2012 semiannual reports showed the watchdog was participating in the Fugitive Felon Initiative, which sought to apprehend fugitives for violent crimes. The watchdog stopped mentioning the program in its twice-yearly reports after 2012. The 1,300 fugitives were also only confined to one HUD region, and it’s likely that the problem persists nationwide. Yet it appears that neither HUD, nor the IG are stopping fugitives from illegally living in public housing. “Although public housing authorities (PHA) receive upwards 90 percent of their funding from the federal government, HUD asserts it has little authority over how the PHAs operate,” Grassley wrote. “It is HUD’s responsibility to ensure that there are adequate controls to prevent wanted felons from living in public housing across the country.” Grassley also wants information on what the watchdog has done to match the 1,300 fugitives with the NCIC database, what else the IG has done to investigate fugitive felons living in public housing, and whether the watchdog is still participating in the Fugitive Felon Initiative. The HUD IG has repeatedly refused to answer those questions when asked by TheDCNF. Grassley previously asked HUD Secretary Julian Castro why his agency was allowing felony fugitives to live in federally-funded housing. 47 Poll: Trump Gets His Support From White Protestants A national poll out Thursday shows Hillary Clinton ahead of Donald Trump by double- digits. The poll also breaks down support by religion and finds that white Protestants are Trump’s most supportive demographic. The Public Religion Research Institute found that Clinton leads nationwide among registered voters with 48 percent, Trump follows with 35 percent and two percent backed Libertarian Gary Johnson. This poll, unlike others, broke down support for each candidate by registered voters’ religious preferences. Trump’s support is strongest among white evangelical Protestants. Sixty- two percent of them back Trump and 23 percent support Clinton. Trump also leads among white mainline Protestants with 47 percent. Clinton follows at 37 percent. Clinton leads with every other religious group polled — Catholics, black Protestants, and “unaffiliated.” PRRI did not poll Jews or Muslims. Clinton leads among Catholics, in general, 55 percent to 32 percent. Among white Catholics, the Democrat nominee is ahead with 44 percent, while Trump follows with 41 percent. Clinton has a massive lead among non-white Catholics, 76 percent to 13 percent. Among black Protestants, Clinton leads 89 percent to 2 percent and she leads among “unaffiliated” 56 percent to 24 percent. PRRI also polled registered voters who attend religious services at least once a month. They found that just 22 percent of voters have heard about the election from clergy. There is a split here among party affiliation and race. Thirty-two percent of Democrats have heard about the election from clergy, compared to just 19 percent of Republicans. Just 16 percent of white voters have heard about the election at a religious service, compared to 51 percent of black voters that have.

49 Australian stabbing accused infatuated with British victim Canberra : A 29-year-old man has been charged with murder as an alleged infatuation with a British woman emerged focus of a police investigation into her stabbing death at an Australian backpackers hostel. French-Algerian man Smail Ayad had met Mia Ayliffe- Chung, 21, just days earlier as her roommate at the hostel in Home Hill, where he was arrested on Tuesday for stabbing her, the Guardian reported. Ayad allegedly shouted "Allahu Akbar" -- God is greatest in Arabic -- during the attack, in which two men who came to Ayliffe-Chung's aid were wounded, including a British man with critical injuries. However, detective superintendent Ray Rohweder said on Thursday there was "no indication whatsoever that any radicalisation or any political motives existed to cause him to attack the people that he did". Ayad faces a charge of murdering Ayliffe-Chung and one of the attempted murder of Briton Tom Jackson. He also faces a serious animal cruelty charge over the fatal wounding of a dog and charges allegedly relating to serious assaults on 12 police officers following his arrest. He will appear in Townsville magistrates court on Friday by videolink. Ayad's assaults in custody include biting one officer. Police used a stun gun and capsicum spray to subdue him in the Townsville watchhouse. Rohweder said this arrangement was agreed to by Ayad's legal representatives. Rohweder said Ayad, who had consular assistance from the French government, had declined to be interviewed by the police before being charged. Jackson's father was due to arrive from Britain to visit his critically injured son in Townsville hospital on Thursday night who remained "very ill", according to Rohweder. He also said a toxicology test result on Ayad was not yet available but police, who were examining whether mental health or drugs misuse issues were factors in the incident, said he had smoked cannabis on the night of the attacks. Body cameras worn by police recorded him again uttering "Allahu Akbar" when he was arrested at Shelley's Backpackers, but French nationals who witnessed the incident have told police Ayad's shouted speech that was incoherent and nonsensical. Ayad, who had been in Australia on a temporary visa since March, allegedly told fellow hostel guests he planned to marry Ayliffe-Chung in the days before the attack. The alleged attack was witnessed by up to 30 onlookers, some of whom are understood to have recorded the incident on their mobile phone cameras. Ayliffe-Chung's mother paid tribute to her from England, describing her as an “amazing, adventurous and sassy” daughter. Ayliffe-Chung, from Derbyshire in Britain, was days into a three-month stint doing casual labour on farms in the area -- a condition by which working holiday makers can extend their visit to Australia. The social giant’s wants to sell more ads via its mobile ad network and diversify beyond the gaming and utility apps that “dominate” its client base, according to a report from the Information , which also claims that it has set its sights on netting deals with publishers like USA Today and Hearst. Facebook’s Audience Network is also said to be toying with header bidding; a relatively new programmatic technique used by publishers to increase advertising yield on their inventory . The tech allows publishers to insert codes into their page header which can make an impression available simultaneously to multiple demand sources, such as ad exchanges, before their primary ad server is called. Once the highest bid is selected, it is then sent to the ad server, and the chosen creative is displayed. 59 The ANC is facing its sternest test. From the inside The governing ANC lost most major cities. It lost many small towns and rural municipalities to fragile, ideologically incoherent coalitions of the power- hungry, the forgotten, the almost forgotten, the preferably forgotten, the far right, the rearguard and the downright loony. The old world as South Africa knew it, of ANC majorities and policy certainty, seems to be at an end – and all does not seem fine, within the ANC at least. The identity and ideology of the ANC are up for grabs as power blocs battle for control. And the fight is going to be both ugly and entertaining. Which ANC? The ANC is a massive and highly nuanced organisation so what follows is unavoidably reductionist. Nonetheless, it would appear that the party is deeply divided between those who see a rural, conservative future and the urban modernisers. The rural-based future is based on tradition and loyalty, where the true African lives on the land where his (yes, his ) ancestors lived, is in touch with his roots, and symbolises the “clean”, pure “son of the soil”. This stands in contrast with the “ clever black ” as President Jacob Zuma infamously called them , seduced by modern life and its sins, by whites and their fickle ways, and “dirtied” by a rootless urban life. The conservative group – an extremely powerful force in the Zuma-led ANC – is deeply suspicious of a modern, sophisticated world where urbanisation is an unstoppable demographic force. The modernisers want the ANC to remain true to its principles but simultaneously to embrace an urban, complex, globally competitive Afropolitan future, where old certainties have gone, forever. A collision is imminent, reflected in the recent call from the ANC Youth League for an early elective conference to hold to account The ANC may feel partially vindicated by the fact that it lost many of its majorities – but no-one else won them. South African voters have ringside seats to see if a series of locale-specific coalitions involving a free-market Democratic Alliance (DA), an avowedly Marxist-Leninist-Fanonist Economic Freedom Fighters (EFF), Zulu traditionalist Inkatha Freedom Party (IFP), tiny United Democratic Movement (UDM) and ideologically unknown African Independent Congress (AIC) - with others too small to recall - can hold themselves together long enough to occupy the centre. A sympathetic author would note that the ANC made major compromises to allow South Africa to overcome the barbarity of and a global sea-change. In this view, the ANC consciously took a series of body blows – ongoing white racism and free market capitalism conspicuous among them – in return for stability and avoiding a racialised civil war. This narrative at least recalls the context in which transition from apartheid occurred. Another, given a major fillip by the EFF, is more caustic and almost entirely a-historical. In this version, the ANC deliberately made a “ Faustian pact ” with “white monopoly capital” and ANC leaders were soon hell bent on a craven pursuit of personal wealth regardless of consequence, and sold the poor for 30 pieces of silver (or a 4x4 or a home built at taxpayers' expense). The racialised civil war had merely been postponed, not avoided, in this narrative. End of the rainbow As such, it is unsurprising that a key issue of contestation is race. The 1994 ANC leadership talked of non-racialism, Archbishop Desmond Tutu spoke of the “Rainbow Nation”, and for a while all seemed possible. But as the economy got tougher, whiteliness continued its arrogant posturing and institutional dominance, no sufficiently broad-based economic or social transformation took place. Getting a toilet that flushes is scarcely to feel “transformed”, let alone equal. Full social transformation is still a long way off in Jacob Zuma’s South Africa. The EFF and its followers speak with scorn of selling out to white supremacy, and Africanist essentialism is the order of the day for many. Within the ANC its Youth League can usually be relied on to bring into play the worst elements of the party as this recent statement displays: Playing with race is not restricted to the Youth League. When former President Thabo Mbeki spoke of “ two nations ”, it was predictably met with howls of hostility from the white chattering classes, but secure with a 70% majority in 2004 , few felt he was vote-chasing. However, when Zuma was reported to have said of the city of Cape Town the country saw the awful spectacle of the ANC playing race. The ANC has lost the votes of thousands of its traditional rural supporters. Image: ROGAN WARD/REUTERS ANC regeneration Successive generations of ANC leaders during its 104-year-long existence who fell into apathy (or worse) and were successively radicalised or removed. These include the challenge of the Industrial and Commercial Workers Union in the 1930s to the United Democratic Front and the formation of the trade union federation Cosatu in the 1980s. In each case, the ANC was shaken from torpor to often progressive responsiveness, often shedding leaders on the way. However, the post-2016 election ANC seems hellbent on becoming a conservative, rural movement. It fears complexity, fluid social identities, uppity student movements and the like. It is retreating into a revanchist rump of self-congratulatory leaders. It is a dangerous path: the ANC shed hundreds of thousands of rural votes between 2014 and 2016 elections. The party will search for a pure rural base at its own peril, as the population at large is becoming better educated, more Afropolitan and cosmopolitan, demanding high quality services and choice in everything from politics to personal trainers. The ANC has always managed, with pushing and shoving, to modernise and adapt. But this was driven by progressive activists, not sleaze-tainted politicians. Communist purge ahead? The ANC Youth League was once the catalyst of progressive reform in the ANC. In the youth league of founder Anton Lembede , this radicalising perspective turned on two key issues. The first was the need to remove the ANC from the thrall of “white bearers of foreign ideologies” - white communists. The same seems set to happen in 2016 – a threatened cabinet reshuffle to remove Communists has been widely shared, not least by the South African Communist Party. Many communists such as Blade Nzimande , Gwede Mantashe and others are black, but no mind: power is at stake. The current ANC Youth League prefers “congratulating” the conservative bastions of the current ANC – the provinces of KwaZulu-Natal, the Free State and Mpumalanga. But while the ANC in KwaZulu-Natal may have held a majority in local elections (2011- 2016) at 58%, it dropped 10% in the Free State and 8% in Mpumalanga. The ANC Youth League has demanded a conference to clear the decks. Its position is clear: those who oppose Zuma and his traditionalist dreams are “opportunistic and lack thinking capacity” while the man himself is blameless. If Zuma is innocent, communist and moderniser Mantashe, the ANC Secretary-General, is guilty. He is closely followed by the “selfish” ANC rebels in South Africa’s wealthiest province of Gauteng, who must also be expelled if the ANC Youth League have their way. The ANC is facing its sternest test, and it is now almost entirely internal. Votes in 2016 suggest that if the traditionalist rural rump of the ANC wins out, the party is on an irredeemably downward spiral. Whether the ANC is capable of cleansing itself, re-energising its base, refurbishing its moral and ethical standards and adopting policies that suit a modern state, remains to be seen. One analyst said some people might feel "betrayed" by the move. WhatsApp said sharing users' phone numbers with Facebook would help tackle spam and abuse, as well as offer people "better friend suggestions and more relevant ads". Using the data, Facebook will be able to match people who have exchanged phone numbers, but have not added one another as "friends" on the social network. WhatsApp will also share information about when people last used the service, but said it would not share the contents of messages, which are encrypted. Aurora Watch is run by scientists at the university and takes readings from lots of magnetometers to work out when the aurora borealis will be visible across Britain. A later update posted to the Aurora Watch webpage said an investigation had revealed that a groundskeeper using a "sit-on mower" to trim grass had been driving too close to the sensor, prompting the spike. "We'll work with the facilities team to try and avoid an incident such as this occurring in the future," said the scientists. They explained any metal placed on the instrument or machinery operating nearby could trick it into recording more activity than was actually present. The year-long inquiry found the government used chlorine gas in attacks in Idlib province in 2014 and 2015. A division bench of Justices Shantanu Kemkar and Makrand Karnik was hearing yesterday a public interest litigation filed by NGO 'Mission Justice', seeking awareness among senior citizens about the 'Maintenance and Welfare of Parents and Citizens Act' and its effective implementation. While the state government claimed that it has provided necessary data for the senior citizens online and that they can derive advantage by going through the information, the NGO claimed most senior citizens do not use Internet or smart phones, and hence online information would not be useful to them. The petitioner's lawyer, Sidharth Murarka, said he had personally gone through the website to seek information for the welfare of senior citizens, but could not find any such thing for them. He argued that the government should display such information at public places like police stations, shopping malls and public gardens etc, which are frequented by the senior citizens. Schemes for the welfare of elders should be publicised in newspapers and television. Besides, the numbers of local police stations and banks located in their respective areas should be displayed in the cooperative housing societies where the senior citizens live, the NGO suggested. Such information should also include the rights of the senior citizens so that they become aware of this and use them in case of need, the petitioner said. The high court has asked the NGO to file an affidavit on the next occasion giving suggestions in writing on what steps the government should take to make the elders secure and comfortable while looking after their welfare.

Judge James Boasberg of the US district court said he will make a decision by 9 September on whether to stop work on the pipeline during tribal leaders’ lawsuit against the US army Corps of Engineers for approving the Dakota Access project. The pipeline will run close to the Standing Rock Sioux tribe’s reservation in North Dakota and across several rivers, including the Missouri and the Mississippi, that supply drinking water for millions of people. “Whatever the final outcome in court, I believe we have already established an important principle – that is, tribes will be heard on important matters that affect our vital interests,” said Standing Rock Sioux chairman David Archambault, who has previously said the project would “knowingly poison water”. The attempt to force a temporary halt to the project came amid vociferous protests on the prairies of North Dakota and outside the court in Washington DC, where tribal members were joined by famous faces, including actors Susan Sarandon and Shailene Woodley, to decry the 1,000-mile-long pipeline. Signs at the protest read “We are protectors not protesters” and “Obey your laws”. Energy Transfer, the company behind Dakota Access, has responded by seeking a restraining order against demonstrators, accusing them of trespassing and threatening workers, and by deploying their own armed security guards. Jack Dalrymple, governor of North Dakota, declared a state of emergency due to what he called the “significant public safety concern” raised by the protests. The pipeline is a $3.7bn project to funnel 500,000 barrels of oil a day from North Dakota to Illinois. The project is expected to be finished by the end of the year but tribal leaders have raised concerns that the pipeline, which will run under the Missouri and Mississippi rivers, will pollute drinking water for millions of people and disturb sacred sites. In total, the pipeline will make 200 river crossings in four states. Energy Transfer has sought to calm fears by claiming that the pipeline could be quickly sealed off if leaks are detected and has promised “openness, honesty and responsiveness” with landowners. But opponents of the project point out that oil spills are worryingly familiar in North Dakota, with a leak in 2014 causing more than 20,000 barrels of oil to seep into a wheat field and landing the company responsible, Tesoro Logistics, with a $4m cleanup bill. “Any delay is a win for us, it will give Dakota Access pause and it puts word out that Standing Rock still needs assistance on this,” Angela Bevans, an assistant attorney of Sioux background, told the Guardian. “We’ve suffered incarceration, massacre and internment. This is just another chapter in the government allowing a private company to take something that doesn’t belong to them just because they can. “It’s not a matter of whether there will be a spill, it’s when it will happen. Everyone knows what is at stake and we won’t be sacrificed. We are protecting the lifeblood of our people, these rivers are the arteries of Mother Earth.” Farmers in Iowa have also complained about the potential damage caused by construction of the pipeline to the particularly fertile soils found in the state. 77 'They just keep digging': Italy quake rescuers' desperate search for survivors L ong before the sun’s first rays touched the ruins of Amatrice on Thursday, they were hard at work. Amid the mountains of rubble left by the 6.2-magnitude earthquake, rescue workers, firemen and volunteers continued their grim search. Thousands had come to help, from all over Italy and across Europe. According to the national civil protection agency, more than half the 5,400 people who have joined the mammoth rescue effort are volunteers. Cristobal Rodriguez, a firefighter with a Spanish emergency response organisation, had spent 12 hours travelling to the stricken zone from Málaga with his rescue dog, Lula. He was optimistic: “We’re hopeful we’ll find more survivors.” His colleague Juan Manuel Lacueva, a veteran of international disasters including Haiti’s devastating 2010 quake, stood nearby with his dog, Blackie. “Firefighters from Málaga are always the first ones called,” he said. “We have the best rescue dogs.” Asked how the quake that struck this cluster of ancient hilltop towns in the early hours of Wednesday compared, Lacueva said: “It’s hard, it’s tragic, for sure. For Europe, this is very dramatic. We were hoping to find there were fewer victims.” If Blackie barks, Lacueva said, it means there is someone alive less than two metres beneath the rubble. Firefighters and other members of the rescue team must then work carefully, digging often by hand, to pull the victim to safety. If the dog does not bark, it means heavy machinery can be sent in to clear the debris. “But they still have to be careful,” he said. “In case there are dead bodies.” Sniffer dogs are really only useful in situations like these for the first three days, Lacueva added. Beyond that, it is unlikely anyone will have survived without water. But he, too, was hopeful: “I’m convinced that there are more people to be found. We’re going to find them. We’ll sleep when we’re back in Spain.” Lorenzo Botti, 59, a firefighter from Rome, said about 50 sniffer dogs were involved in the rescue effort in Amatrice. Throughout the day, the dominant sounds were their barking – and the rumble of heavy machinery, digging through piles of rubble. Maybe 15 survivors, including several children, had been pulled alive from the rubble overnight, Botti said: “And for that, there are no words. It’s an emotional feeling inside, that makes you feel alive.” Still, the grizzled firefighter admitted, those rescued alive represented just a fraction of those trapped in the piles of fallen masonry and twisted metal. “I don’t like to count the number of dead bodies,” he said. “There are so many children.” In the early hours of the morning, Botti and his team found the body of a young boy. “He was three or four years old,” he said. Hampering rescue efforts for Botti and the others is the continued instability of the city which, he said, was “still in serious danger”. Later in the day, a major aftershock rocked the town’s remains , razing several more houses. For some residents of Amatrice and their families, the firefighters were their last hope. Lea d’Angela, 52, begged local police to let her into the town in search of her mother. “If she is alive, we will find her,” said one of the officers. “But right now, there is nothing you can do here.” D’Angela was born in Amatrice and lived there until she was 26. Her parents’ house was in the medieval town centre, the neighbourhood hardest hit by the quake, with an estimated 80% of its buildings destroyed. Her father was pulled from the rubble on Wednesday night and was now in hospital, on dialysis. “He’s alive, but he’s not in a good condition,” she said. “The house crushed him.” Flanked by her three teenaged children, also visibly distraught, she said she hoped her mother was still alive, somewhere in the ruins. “I’m so worried,” she said. “The rescuers are doing such good work. But I just hope they find my mother.” Mauro Renzo, 20, was equally grateful. “They’re brave,” he said. “I saw them go into some buildings in bad shape, very dangerous. But they just keep digging.” Renzo’s family escaped, but many friends were not so lucky. “There are so many dead,” he said, his voice breaking. “This should never have happened.” As the day wore on, the rescuers began to tire. A group of officers from the Italian Red Cross gathered around the boot of their car, wiping sweat from their foreheads, dust from their clothes and ripping open packets of food. “There’s nothing left of Amatrice,” said the group’s leader, who declined to give his name. “How would you feel? We’re just trying to find people alive. We’ve seen people survive two, three days. We always have hope.” But Cristiano Bartolome, another firefighter standing nearby, was less optimistic. He had been working all night and, despite removing 60 dead bodies from the rubble, had not found anyone alive. “This is my sixth national emergency in Italy ,” he said. “Psychologically, it’s been the hardest. I’m so tired.” Further down the hill was a team from the Italian volunteer emergency organisation Misericordie. A man in his 30s, who asked not to be named, said they had been ferrying bodies from the rubble-strewn town to a makeshift morgue on the other side of the hill, where family members could identify the victims. “It’s not an easy job,” he admitted. “How are we supposed to feel? 83 'Buildings are literally collapsing around you': Irishman has lucky escape from Italy earthquake An Irish man who was caught up in an earthquake in Italy earlier this week has described the area as “devastated” following the disaster. Dublin man Marco Gentile, whose father was originally from Italy, was staying in the town of Amatrice with his family at the time of the quake. Speaking to RTÉ Radio One’s Liveline on Thursday afternoon Mr Gentile said he was “extraordinarily lucky” to escape unharmed during Wednesday morning’s shock earthquake. He told the show his father was from a village close to Amatrice and he had been visiting the area regularly since he was a child. “My father’s actually from that area. We’re from a smaller village, literally just 3km away, which in earthquake terms is pretty much on top of the site,” he told the show. He explained: “We woke up at 3:30 or 3:45 in the morning, with the house literally shaking from left to right. It was the most extraordinary experience you can imagine. “My wife was amazing. She just literally grabbed our two sons – a six-year- old and a four-year-old - and just no socks or shoes or anything, just grabs and runs down two flights of stairs, out the back door and across to the local field where everybody else from the village was going. “We were extraordinarily lucky. The houses have been devastated in our village. Most of them haven’t actually collapsed completely but they’re devastated. “They’ll have to be torn down, but we were so lucky that everybody in our particular village walked out almost without a scratch.” He described Amatrice before this week’s disaster as a “beautiful, beautiful town”. He explained: “Most of the people there, a lot of the people there, would have work in Rome and all that kind of stuff but Rome is only a two hour drive away. “And so it’s one of these areas where Amatrice and its 45 villages around it would only have a population of about 2,500 during the year as normal, but come the summer time Rome obviously gets really warm and everybody comes up for the summer, it goes up to 25,000 [to] 30,000 people.” Mr Gentile said one of the only surviving buildings he could see was a clock tower in the town which carried a plaque with the names of fallen World War soldiers, including his uncle. He said: “It’s just a beautiful country place and to see it devastated to the point where the place is in ruins. You can see the tower in the middle still standing. “Amazingly it’s still standing because not many years ago they actually did a reconstruction on that and they reinforced it. It was getting old and now you look at Amatrice and it’s almost the only thing standing. It’s incredible to see that much devastation.” He also described the immediate response of his family when the earthquake began early on Wednesday morning. “You’re fast asleep. You’re in as deep a sleep as it gets. By the time your brain even switches on to what’s going on and then it’s literally like all of your senses are being bombarded. “The whole house is shaking, I never felt anything like it. It’s just an extraordinary sensation. The buildings are literally collapsing around you. “My bedside locker got demolished by a block of stone off the back wall of my bedroom. A couple of inches further over and it would have been worse. The house was literally crumbling as we were talking. “My six-year-old, he understands what’s going on and he woke up to the rumble of it and just pulled the blanket over himself and started screaming because obviously he didn’t have a clue what was going on.” He added: “We knew all the people in Amatrice personally. It’s total devastation on a physical and a personal level. It’s extraordinary and it’s really quite emotional.” He also praised the response of Italian emergency services, saying: “I have to say, it’s quite extraordinary. Within hours there was literally miles of emergency vehicles. “It just shows you when these things happen Italy really does come together, they will come from near and far.” Speaking to the show’s host, Joe Duffy, Mr Gentile explained: “I was looking around it and I kind of went ‘this is what war zones look like’. The only difference is that the emergency vehicles are a different colour.” “I’ll be coming back to Ireland soon…We’ll just stay up in a hotel for a few days. I’ll obviously want to go back to Amatrice and see. For starters I want to donate blood and see if there’s anything I can do. Also I want to make sure that all of my personal relations are okay. “After that all I can do is fly home and then maybe go back in a month’s time and see what we can do with the houses.” “Obviously we’re so upset because of the beauty that’s been taken away but I mean what can you for the lives that are lost? All you can do is be grateful for the ones that weren’t and be positive. “The real hope is that the government do get together and get these people to rebuild it because if that’s not done, these villages just die off.”

85 Blue Bulls' defensive shortcomings continue to hinder their Currie Cup progress The Pretoria side may have won two matches (they beat Western Province and the Eastern Province Kings)‚ with one defeat to the Free State Cheetahs‚ in their opening games of the season‚ but the holes in their rearguard were still laid bare. Nollis Marais’ charges have produced some good attack and have not had difficulty scoring tries. But leaking a mammoth 15 tries in just three matches is cause for concern‚ especially for a side that boasted one of the best defensive records in the Super Rugby competition. “Our biggest problem is that we can score 15 tries‚ like we did in the last three games‚ but we also concede 15‚” Marais admitted. “Yes‚ of course [it is a concern]. Fifteen tries [conceded] in three games is a big issue for us. We can’t be the best or second-best defence side in Super Rugby and then our defence is like that in the Currie Cup. There is a huge step up that we have to make. We need to fix it this weekend or else the Sharks will exploit it. “It’s individual errors‚ not a system failure. 87 NGOs release annual rankings of top MKs on economic and social issues The Knesset’s summer recess is the time when various organizations rank MKs according to their agendas, and August 2016 followed that trend, with right- wing MKs leading a “Liberty Index” promoting the free market and individual liberty, while left-wing MKs topped the “Social Index” for left- wing socioeconomic policies. The Liberty Index, released Thursday by the New Liberal Movement, put MKs Sharren Haskel (Likud) and Bezalel Smotrich (Bayit Yehudi) in the lead, and Bayit Yehudi as the party most dedicated to the values of individual liberty and the free market. 88 'I'll remember evil murmur of moving walls': Italy earthquake survivors' tales emerge An 18-month-old girl whose mother survived the earthquake that struck L’Aquila in 2009 was among the victims of Wednesday’s tremor in central Italy. Marisol Piermarini was sleeping in her bed in the family’s holiday home in Arquata del Tronto when the quake struck. The Ansa news agency reported that her mother, Martina Turco, who survived the 2009 quake, which struck just a few miles south of Wednesday’s epicentre, is being treated in hospital after being pulled from the rubble. Other young victims included a family of four – an eight-month-old boy, his nine-year-old brother, and their parents – in Accumoli. As rescue workers carried away the body of the youngest member of the unnamed family, carefully covered by a small blanket, the children’s grandmother blamed God: “He took them all at once,” she said. But a Polish priest, who was trapped in his destroyed home for several hours, put his own survival down to a miracle. “Even as I was waiting for help, for someone to bring me out of the apartment, I could feel the tremors. I was afraid they could destroy whatever was left of my house,” the Rev Krzysztof Kozlowski told the Polish broadcaster TVN. “This is a great miracle for me. My neighbours died. I was miraculously saved, rescued by a rescue team. I was born anew.” Maria Gianni, from Amatrice, told the Associated Press she hid underneath her pillow as the quake struck. “On one side, the whole wall fell but did not hit me,” she said. “On the other side it fell as well and did not hit me, but fell just next to me – very, very close to me, and luckily it didn’t hit me. Then the whole ceiling fell on my head, I just managed to put a pillow on my head and I wasn’t hit, luckily.” The fact that the quake struck at the height of summer meant many holiday homes and hotels, which would have been vacant out of season, were occupied. Five bodies were pulled from the Hotel Roma in Amatrice and 10 guests were still missing out of a total of 35 who were inside when the quake struck. There were cheers when a young girl named as Giorgia was rescued after spending 16 hours under rubble in Pescara del Tronto. “I hope that Giorgia remembers little about it,” said Angelo Moroni , the police officer who pulled her out. “In fact I hope I forget everything.” Giorgia’s 10-year-old sister was reported to have died. Three nuns and four older women are feared dead at a convent in the medieval hilltop town of Amatrice. Sister Mariana, 32, was one of three nuns and a woman who escaped. She said the other survivors escaped holding hands. “They saved each other, they took their hands even while it was falling apart, and they ran, and they survived,” she said. A number of victims were eastern European migrants working in the area. Romania’s foreign ministry said two Romanians had died, and eight were missing. Citing the Albanian foreign ministry, Balkan Insight said Erjon Toro, 33, was among the victims when his home in Amatrice collapsed. His wife and three children were injured. A Polish woman who survived the earthquake said she would never forget the moment she and her husband were woken by tremors. “I will remember till the end of my life this noise, the evil murmur of moving walls,” Ewa Szwaja told Polish TVN24. “Our neighbours, my son’s friends and their mum died under the rubble. The university’s department of natural resources and environmental management revealed, for the first time, that jellyfish arrive when the sea temperature ranges between 28.2 and 30 degrees Celsius and during the full moon. The proof is that during such periods, the number of blockages of the cooling facilities of the Israel Electric Corporation (IEC) due to jellyfish have been incomparably greater than during other periods of the year,” said Avi Algazi, who works in the corporation’s system management unit and who conducted the research. Although jellyfish have become frequent unwelcome guests along the shores of Israel, researchers didn’t know for sure until now what factors cause the massive arrival of swarms certain years while others have relatively few. The research also revealed that though the blockage of the cooling system filters led to only a small decline in the generation of electricity, they did constitute a significant part of the cooling system’s operational costs. “The high cost is due to a number of factors; one is that the swarms arrive in June and July when demand for electricity is high... 91 Airlander 10 mooring line hit power cable before crash A mooring line attached to Airlander 10 hit power lines before the airship crashed, its manufacturer, Hybrid Air Vehicles (HAV), has said. Airlander 10, which is part plane, part airship and the length of a football pitch, was damaged on Wednesday after nosediving at Cardington airfield in Bedfordshire during its second test flight. UK Power Networks, the firm responsible for maintaining power lines in the area, said five of its customers lost power at about 12.45pm after the world’s largest airship came into contact with high-voltage cables. Supplies were not restored until 2pm. A statement from HAV said: “Hybrid Air Vehicles Ltd can confirm a mooring line attached to the Airlander did contact a power line outside the airfield. “No damage was caused to the aircraft and this did not contribute to the heavy landing.” Although the cockpit took the brunt of the impact when the airship hit the ground, no one was injured. The Air Accidents Investigation Branch is to investigate the crash. Airlander 10 was first developed for the US government as a long- endurance surveillance aircraft, with HAV campaigning to return it to the sky after it fell foul of defence cutbacks. The £25m aircraft, so named because it can carry 10 tonnes, is 92 metres (302ft) long, 44 metres wide, 26 metres high and can travel at 92mph. It is about 15 metres longer than the biggest passenger jets and uses helium to become airborne. HAV says it will be able to stay airborne for about five days during manned flights, and that it could be used for a variety of functions, such as surveillance, communications, delivering aid and even passenger travel. An Airlander 50 is planned, which would be able to transport 50 tonnes of freight.

92 SNP veteran Michael Russell appointed Scottish Brexit minister Nicola Sturgeon has brought a combative and veteran former minister back into government as her new minister for Brexit. Michael Russell, a former education secretary and Scottish National party chief executive under Alex Salmond, will lead the first minister’s efforts to influence the shape and detail of Theresa May’s deal on leaving the EU after nearly two years on the backbenches. His appointment follows strong signals from Sturgeon earlier this week that she is switching the focus from planning a fresh independence referendum as her chief priority to accepting Scotland will probably leave the EU with the rest of the UK. As she named Russell as her Brexit minister on Thursday, Sturgeon said: “In the period ahead of article 50 being triggered, influencing the UK position will be crucial to our efforts to protect Scotland’s interests and our relationship with Europe , especially the single market.” Russell will stand aside as a part-time professor of Scottish culture and governance at Glasgow University – a role created for him after he left his post as education secretary following Salmond’s resignation as first minster when he lost the 2014 independence referendum – while he remains in government. A pragmatist on the centre-right of the Scottish National party, Russell is by some distance one of the most experienced figures at Holyrood and in the SNP. Russia was suspended on August 7 over what International Paralympic Committee president Philip Craven called a "medals over morals" culture with evidence of state-sponsored doping. The ban was confirmed when the Court of Arbitration of Sport rejected a Russian appeal. "The decision to disqualify our Paralympians is outside the bounds of law, morality and humanity," Mr Putin said at an award ceremony for Olympic athletes at the Kremlin. He called the ruling against Russia "cynical" and claimed that "it even humiliates those who take such decisions". Foreign ministry spokeswoman Maria Zakharova added to the criticism, calling the ban "collective responsibility for an unproven crime". While Russia has accepted there were some shortcomings in its anti-doping system, it insists drug use was not systemic or supported by the government. The Paralympics start on September 7. 96 Men 'seen as younger and more attractive' after hair transplants Balding men who have hair transplants may be easy to mock but they are likely to have the last laugh, according to new research. Scientists found that follically challenged men were rated as more youthful, attractive, successful and approachable after a transplant by a panel of unbiased volunteers. A group of 122 participants, about half of whom were also men, were asked to rate 13 pairs of images including "before and after" pictures of seven individuals who had undergone hair transplants. Six other pairs of images showed balding men whose appearance did not change significantly between each shot. The volunteers awarded marks out of 100 for a range of perceived traits, including youthfulness, attractiveness, successfulness and approachability. On average, balding men were seen as 3.6 years younger after having a hair transplant. They were also judged to be 1.1 years younger than men in the "control" group who did not have hair restored. Hair transplants significantly boosted ratings scores for attractiveness, successfulness and approachability. The scientists, led by Lisa Ishii, from Johns Hopkins University School of Medicine in the US, wrote in the journal Jama Facial Plastic Surgery: "Men were perceived as being younger and more attractive by casual observers after undergoing a hair transplant. "Participants also rated post-transplant faces as appearing more successful and approachable relative to their pre-transplant counterparts. William Evertz jnr saved up his allowance for seven months and went to a Subway restaurant on Wednesday to get sandwiches for officers in Winslow Township, a suburb of Philadelphia. His mother says he told her he wanted the officers to rest so they could protect the town. Police made the boy an honorary officer and gave him a special shirt and badges. But the residents of Umm al-Fahm say they have seen no change so far, and there is little optimism. Weeks after Deputy Commissioner Jamal Hakrush's promotion, two Umm al-Fahm men were murdered hours apart. Much of the crime is Arab-on-Arab. Still, new recruits to the police service say they are keen to get to grips with the problem. "One of the reasons that made me join the Israeli police is the increasing amount of violence in Arab society," said Kamal al-Asadi, a trainee at the police academy. TOO LITTLE, TOO LATE? Ahmad Jamal, 51, sells sporting goods near the scene of one of the murders in Umm al-Fahm. A neighboring street vendor was shot in the legs last month over a parking dispute. "Police can't solve this problem. It comes from us and only we can solve it," he said. "There isn't any dialog between neighbors any more. " Jamal has coached a local boys soccer league for decades and has seen an increasing number of former players fall into a pattern of crime as they enter adulthood. He partly blames a breakdown of traditional Arab society, and some experts agree. In Umm al-Fahm there's little confidence in the police as mediators. Patrols within the city are rare. It's one of Israel's largest Arab cities but there are no hotels -- no one wants to stay. Locals fear nighttime, describing armed men stalking the streets, drug dealers gathering in souped-up cars and bursts of gunfire in the early hours. Amnon Be'eri-Sulitzeanu of the Abraham Fund Initiative, an Israeli NGO that promotes equitable policing, said crime among Israeli Arabs has been rising "gradually, but significantly. " Human rights organizations say "over-and-under" policing, in which police are less responsive when it comes to Arab-on-Arab crime yet employ tough measures in response to threats against Jews, are partly to blame. The Israeli police hope recruiting more Arabs will help. There is an effort to sign up more Bedouin, Druze and Israeli-Arab officers. But a study by the RAND corporation commissioned by the Israeli government warned diversifying the force wouldn't be sufficient. The think-tank pointed to US cities with majority black police forces that saw little improvement.
