AYAŞ’IN XIX.YÜZYIL ORTALARINDA SOSYAL VE EKONOMİK YAPISI ÜZERİNE TESPİTLER VE SONUÇLAR Şennur ŞENEL-Ali Fuat KARAMAN Özet Bu çalışmada Ankara iline bağlı Ayaş kazasının 19. yüzyıl ortalarındaki sosyal ve ekonomik yapısı, döneme ait temettuat defterleri kullanılarak ortaya konulmaya çalışılmaktadır. Çalışmanın metodunu oluşturan ana unsur, Türk Tarih Kurumu çatısı altında 1995–2000 yılları arasında yapılan Tüsoktar projesi kapsamında yer alan çalışmada oluşturulmuş veri tabanı sistemidir. Bu sistem kullanılarak Ayaş’a ait temettuat defterlerindeki veriler, söz konusu veri tabanına girilmiş ve daha sonra sorgulanmıştır. Sonuçta elde edilen rakamlar, gerek temettuat verileriyle ilgilenen araştırmacılar, gerekse genel itibariyle Osmanlı sosyal ve ekonomi tarihi ile ilgilenen akademisyenlerin bilgilerine sunulmaktadır. Bu çerçevede başlıklar altında incelediğimiz konular şu şekildedir: Kazanın 19.yüzyıl ikinci yarısındaki idari yapısı ve yerleşim düzeni, aynı dönemde kazanın nüfusuna ait tespitler, çalışma hayatı ve buna bağlı olarak gelir dağılımı ile taşınır ve taşınmaz mülklerin nüfusa göre dağılımları, kazada yapılan hayvancılık. Nihai olarak da bütün bu gelir kalemlerine bağlı olarak kazanın Osmanlı vergi düzenindeki yeri tespit edilmeye çalışılmıştır. Findings and Conclutions on the Socio-Economic Structure of the Town of Ayaş (Ayasch) in the Midst of 19th Century Absract This study puts before you the socio-economic structure of the town of Ayaş, appertaining to Ankara city, in the midst of 19th century following a perusal over the inventories about the collected taxes on the earnings of people in that time. The main element that formulates the method of this study is the database system that was created in the framework of Tüsoktar Project that was carried out by the Turkish Historical Society (TTK) in the years between 1995 and 2000. -

It examines the relationship between ethics, politics and power by discussing how Kurdish issues have been shaped by the political landscape of the twenty- first century. It opens up a dialogue on the contested meaning and shape of human rights, and enables a new avenue to think about foreign policy, ethically and politically. It bridges political theory with practice and reveals policy implications for the Middle East as a region. Using the approach of a qualitative, exploratory multiple-case study based on discourse analysis, several Kurdish issues are examined within the context of democratization, minority rights and the politics of exclusion. Data was collected through semi-structured interviews, archival research and participant observation. Data analysis was carried out based on the theoretical framework of critical theory and discourse analysis. Further, a discourse-interpretive paradigm underpins this research based on open coding. Such a method allows this study to combine individual narratives within their particular socio-political, economic and historical setting. -

The failures compelled the Ottoman state to change its socio- economic and political structure. As a result of this transition of the state structure, which brought about a so-called “redistribution of power” in the empire, new Ottoman elites emerged from 1683 until the 1750s. We have divided the above time span into three stages that will greatly help us com- prehend the Ottoman transition from sultanic authority to numerous autonomies of first Muslim, then non-Muslim elites of the Ottoman Empire. During the first period (1683–1699) we see the emergence of Muslim power players at the expense of sultanic authority. In the second stage (1699–1730) we observe the sultans’ unsuccessful attempts to revive their authority. In the third period (1730–1750) we witness the emergence of non-Muslim notables who gradually came into power with the help of both the sultans and external powers. At the end of this last stage, not only did the authority of Ottoman sultans decrease enormously, but a new era evolved where Muslim and non-Muslim leading figures both fought and co-operated with one another for a new distribution of wealth in the Ottoman Empire. -

Türk Hukuk Tarihi Araþtýrmalarý, Sayý 2, 2006 (Güz), 87-98 Erzurum Eyâlet Kanunnâmelerinin Tahlili Bilgehan Pamuk* An Analysis of the Kanunnâmes From the Erzurum Province Ottomans used to make tahrir applications in order to collect taxes. In tahrir registers, especially at the beginnings the register or at the beginning of the relevant chapters the officials used to put ka- nunnâmes about the mentioned district. These kanunnâme which were named sanjak kanunnâmes, were acts whose aim was to include all elements who are subjected to pay tax in a sanjak. After Er- zurum became under Ottomans control, in order to determine the people who can be subjected to pay tax, Erzurum’s first kanunnâme the 16th century new sanjak kanunnâmes were formed. In 17th century, the timar system was fatally damaged and it became impossible to determine the tahrirs. In order to get out of this chaos the timar system gradually changed into iltizam system. With these changes in the system, the tahrir application was largely given up. This change, also affected the nature of Erzurum kanunnâmes. From then on Erzurum kanunnâmes turned into or- ganizational kanunnâmes. This kanunnâme was edited in relation to the incomes of the treasure. In conclusion, in this study, the kanunnâmes including acts towards the determination of the pe- ople who are subjected to pay tax in Erzurum will be introduced chronologically and after that they will be evaluated from conceptual, historiographical and methodological points of view.
