Planning Sub Committee of Corporate Services Committee 17 June 2002 IRVINE, 17 June 2002 - At a Meeting of the Planning Sub Committee of Corporate Services Committee at 2.00 p.m. Present David Munn, Samuel Gooding, Robert Reilly, Jack Carson, Ian Clarkson, David Gallagher, Jane Gorman, Elizabeth McLardy, John Moffat, David O'Neill, Robert Rae and John Reid. Arran Local Plan Area 1.1 N/01/00006/PP: Lamlash: Lamlash Bay Apartments: Back Cottage Barbara Beattie, 43 Millrig Road, Rutherglen, Glasgow has applied for planning permission for the formation of a new roof including 2 dormer windows to form 2 bedrooms and a bathroom at Back Cottage, Lamlash Bay Apartments, Lamlash, Isle of Arran. The Sub Committee agreed to refuse the application on the following grounds: - 1. That the applicant has not submitted sufficient information for the application to be properly determined. Page 1 1.2 N/01/00232/OPP: Brodick: Site to South of the Royal Bank of Scotland Royal Bank of Scotland per Robert N Brass & Associates, Invercloy House, Brodick, Isle of Arran have applied for outline planning permission for the erection of a dwellinghouse with a garage at the site to the south of the Royal Bank of Scotland, Brodick, Isle of Arran. Objections have been received from Mr L O Proudfoot, West Ways, Brodick and Arran Civic Trust per John Roberts, 3 Glen Place, Brodick, both Isle of Arran. The Sub Committee, having considered the terms of the objections, agreed to grant the application, subject to the following conditions: - 1. That the approval of North Ayrshire Council as Planning Authority with regard to the siting, design and external appearance of, landscaping and means of access to the proposed development shall be obtained before the development is commenced. 2. That no trees or hedges on the site shall be felled or lopped without the prior written approval of North Ayrshire Council as Planning Authority. 1.3 N/01/00444/PP: Sliddery: Braehead Quarry C & W McAllister, Braehead Farm, Sliddery, Isle of Arran have applied for planning permission for an extension to the west of an existing working area for the winning and working of sand and gravel at Braehead Quarry, Sliddery, Isle of Arran. Representations have been received from Janet R Blair, Creag-an-lar, Corriecravie, Sliddery, Isle of Arran; Paul Burns, H B M Sayers, 83 Carlton Place, Glasgow; and Border Stone, Buttington Quarry, Welshpool, Powys. The Sub Committee, having considered the terms of the representations, agreed to refuse the application on the following grounds: - 1. That the proposed development would be contrary to Policy MIN1 in the adopted Isle of Arran Local Plan in that it would comprise mineral extraction for export off the Island of material for which it has not been demonstrated that the type and quality of material extracted cannot be obtained elsewhere. 1.4 N/01/00728/PP: Kildonan: Braedalbane Camping and Caravan Park Janet Lacey, Ailsa Craig, Kildonan, Isle of Arran has applied for planning permission for the erection of 4 detached dwellinghouses at Breadalbane Camping and Caravan Park, Kildonan, Isle of Arran. Objections have been received from Janice Robinson, Castle House, Kildonan and Arran Civic Trust, per John Roberts, 3 Glen Place, Brodick, both Isle of Arran. Page 2 The Sub Committee, having considered the terms of the objections, agreed to grant the application, subject to the following conditions: - 1. That visibility splays of 2.5 metres by 60 metres at the junction with the public road shall be provided and maintained on land within the applicant's control, such that there is no obstruction to visibility above a height of 1.05 metres measured above the adjacent carriageway level to the satisfaction of North Ayrshire Council as Planning Authority. 2. That access to the site shall be via the ramped surface detail as per Section 6.7.2 of the Roads Development Guide, to the satisfaction of North Ayrshire Council as Planning Authority. 3. That access radii at the junction with the public road shall be 4.5 metres and radii at the turning area shall be 6 metres, to the satisfaction of North Ayrshire Council as Planning Authority. 4. That the first 2 metres of the access shall be hard surfaced in order to prevent deleterious material being carried onto the carriageway and designed in such a way that no surface water shall issue from the access onto the carriageway. 5. That effluent disposal arrangements shall comply with the current Code of Practice BS6297:1983, subject to further percolation testing at the site of the proposed soakaway, to the satisfaction of North Ayrshire Council as Planning Authority. 6. That the dwellinghouses shall be connected to the public water supply. 7. That prior to the commencement of the development the applicant shall submit for the written approval of North Ayrshire Council as Planning Authority details of the proposed roof material. 1.5 N/01/00784/PP: Whiting Bay: Woodburne James Gemmell, Woodburne, Whiting Bay, Isle of Arran has applied for planning permission for the re-roofing of a dwellinghouse with Red Marley Modern Concrete Tiles at Woodburne, Whiting Bay, Isle of Arran. An objection has been received from Arran Civic Trust per John Roberts, 3 Glen Place, Brodick, Isle of Arran. The Sub Committee, having considered the terms of the objection, agreed to grant the application, subject to the following condition: - 1. That the roofing material shall be Red Marley Ludlow Major tiles. Page 3 1.6 N/01/00072/PP: Whiting Bay: Site to South of Largiemeanoch Mr and Mrs M Taylor, Dippenhead Farm, Whiting Bay, Isle of Arran have applied for planning permission for the erection of a dwellinghouse at the site to the south of Largiemeanoch, Whiting Bay, Isle of Arran. Objections have been received from David and Janice Christison; Keith Rowsell, Largiemeanoch Cottage; Mrs Elizabeth Kennedy, Burnbrae, all Largiemeanoch, Whiting Bay and Arran Civic Trust per John Roberts, 3 Glen Place, Brodick, all Isle of Arran. The Sub Committee, having considered the terms of the objections, agreed to grant the application, subject to the following conditions: - 1. That the occupation of the dwelling shall be limited to a person solely or mainly employed, or last employed, in the locality in agriculture as defined in Section 277 of the Town and Country Planning (Scotland) Act 1997 or in forestry, or a dependant of such a person residing with him or her, or a widow or widower of such a person. 2. That the access at the south end of the site shall be the only access/exit and that the first 5 metres of the access shall have a maximum gradient of 5% and shall be surfaced in a bituminous material, all to the satisfaction of North Ayrshire Council as Planning Authority. 3. That prior to the occupation of the dwellinghouse hereby approved a turning area shall be provided within the site to enable vehicles to enter and exit in a forward gear, to the satisfaction of North Ayrshire Council as Planning Authority. 4. That a 9 metre by 2.5 metre lay-by, surfaced in a bituminous material, shall be formed on the frontage of the site, to the satisfaction of North Ayrshire Council as Planning Authority. 5. That effluent disposal arrangements shall comply with the current Code of Practice BS6297:1983, with septic tank effluent being disposed of to a sub-soil soakaway system, subject to satisfactory percolation testing, and with surface water excluded from the septic tank and the soakaway, all to the satisfaction of North Ayrshire Council as Planning Authority. 2. Ardrossan/Saltcoats/Stevenston Local Plan Area 2.1 N/01/00412/PP: Saltcoats: Dykesmains Farm: Compartment 4 Acre Developments Limited, Melvin House, Kilwinning have applied for planning permission for the substitution of 4 house types on Phase A and the erection of 23 dwellinghouses on Phase B at Compartment 4, Dykesmains Farm, Saltcoats. Objections have been received from Mrs A Reid, 3 Corsankell Wynd; Mr J Hunter, 5 Corsankell Wynd; Mr and Mrs W McClung, 7 Corsankell Wynd; Mr A Latta, 7 Knock Jargon Court; Mr P Coffey, 9 Knock Jargon Court; Mr and Mrs I Anderson, 11 Knock Jargon Court; Mr J Ralston, 17 Knock Jargon Court; Mr and Mrs A McGoogan, 19 Knock Jargon Court; and Mr and Mrs W Keith, 21 Knock Jargon Court; all Saltcoats. Page 4 The Sub Committee, having considered the terms of the objections, agreed to grant the application, subject to the following conditions: - 1. That prior to the commencement of development of Plots 40-49, the applicant shall submit a plan detailing proposals for the regrading of the rear garden areas within those plots adjacent to the watercourse in order to provide additional flood water storage capacity within the site to the satisfaction of North Ayrshire Council as Planning Authority, unless an alternative form of dealing with the flood water can be agreed with North Ayrshire Council as Planning Authority. 2. That prior to the commencement of development, the applicant shall submit an amended plan relative to Plots 35 and 36 which provides for the proposed footpath to be relocated between these plots to the satisfaction of North Ayrshire Council as Planning Authority. 2.2 N/02/00021/PP: Ardrossan: Montgomerie Street: Montgomerie Pier Persimmon Homes (West of Scotland) Ltd, 77 Boswell Road, Hamilton have applied for planning permission for the erection of 115 flatted dwellings at Montgomerie Pier, Montgomerie Street, Ardrossan.
