Yazar ve okuyucularından herhangi bir ücret talep etmez. Dergiye yayın başvurusunda bulunan makaleler ön kontrol aşamasında bilimsel etiğe uygunluk bakımından intihal programıyla denetlenir. Makale gönderimi DergiPark sistemi üzerinden yapılmakta ve makalelerin değerlendirme süreci DergiPark sistemi üzerinden nesnel ölçütler dikkate alınarak tamamlanmaktadır. Aday makale 15 gün içinde ön değerlendirmeye alınır. Ön değerlendirme sonrası BALTED yayın ilkelerine uymayan çalışmalar yazarlarına iade edilir. Olumlu sonuçlanan ön değerlen- dirme sonrasında iki hakem ataması yapılan makalenin hakemde bekleme süresi 30 gün, uzatma süresi ise 7 gündür. Hakem değerlendirmesinde bir olumlu, bir olumsuz rapor çıkması durumunda aday makalenin yayın kararı 3. hakem değerlendirmesi ve 3/2 olumlu çoğunluğun sağlanması ile verilir. Dergide yer alan yazıların içerikleriyle ilgili her türlü sorumluluk yazarlarının uhdesindedir. Yayımlanan makalelerin tüm yayın hakları Balkanlarda Türk Dili ve Edebiyatı Araştırmaları'na aittir. Bulgarian socialist architecture, and particularly its controversial monuments, have recently become the object of various informal actions, debates and interventions which provoke continuous social reactions and inspire spectacular newspaper front pages. It appears that such monuments have infinite potential for dividing people, not only on political, but also on aesthetical or emotional bases. Nowadays in particular, the monuments have even greater social importance as the keepers of dissonant public memory, while their public appreciation reflects different posttotalitarian processes in Bulgarian postsocialist society. Keywords: Socialism, monuments, memory, heritage, conflict, preservation Bulgarian public space may be properly interpreted only in the context of its recent past which has shaped most of the contemporary architectural environment. The change of authorities at the end of communism deprived architecture and urban development of their ideological background and of formal public approval.

In order to do this, the thesis first delineates the basic discourses of Russophilia and Russophobia that developed over the course of Bulgaria’s historical relations with Russia and the ways in which they construct the Bulgarian Self with relation to its Russian Other. The thesis then examines the arguments made in two contemporary policy debates – the debate over the mandatory inclusion of the communist period in Bulgarian school curricula, and the debate over the ratification of the Istanbul Convention - assessing them for the structuring influences of the motifs and logics of the basic discourses of Russophilia and Russophobia. The thesis finds that the basic discourses of Russophilia and Russophobia continue to act as conditions of possibility and structuring agents within contemporary policy debates. However, the development of these debates has had an effect on the discourses as well – emphasizing incompatibility between Russophilia and Russophobia, and thus polarizing the discourses.
