S. B. Dale’s Market, properties listed in the National Register of Historic Places (NRHP) in 1987. Three additional resources—the Broughton Hospital Historic District Expansion, the Dale’s home adjacent to the store, and Mull’s Grocery and the proprietor’s house— were determined eligible for listing in the NRHP based upon Mattson, Alexander and Associates, Inc.’s 2002 architectural survey report for the road widening project. These properties will also be impacted by the proposed undertaking. NCDOT contracted with Fearnbach History Services, Inc. (FHS) and Acme Preservation Services, LLC (APS) to carry out a three-part project. The first task entailed photographing the existing conditions of the Broughton Hospital Historic District, District Expansion, Dale’s Market and House, and Mull’s Grocery and House. Architectural historian Heather Fearnbach completed the photography in accordance with the Historic Structures and Landscape Recordation Plan provided by NCDOT and submitted the required photographs and maps in July 2011. The second assignment was to undertake reconnaissance-level architectural survey of historic stores in northern Rutherford County and the southeastern portions of Burke and McDowell counties (outside of the Pisgah National Forest). NCDOT selected the study area based upon similarities in topography, settlement history, and architectural patterns. The third charge entailed the creation of a historic and architectural context for rural general stores in the study area that provides guidance for evaluating similar resources throughout the region. This report summarizes the survey findings and provides the required general store context. Architectural historian Heather Fearnbach embarked on the fieldwork in July 2011, photographing comparable properties and interviewing property owners, knowledgeable local residents, and community historians who graciously shared background information and facilitated access to resources. This project would not have been possible without their assistance. The principal investigator conducted research at the Burke County Public Library in Morganton, the McDowell County Public Library in Marion, the Mooneyham Public Library in Forest City, the Rutherford County Library in Spindale, the Z. Smith Reynolds Library at Wake Forest University, the Forsyth County Public Library in Winston-Salem, and the State Library of North Carolina in Raleigh. The Burke, Rutherford, and Cleveland County architectural survey publications and the associated files at the Western Office of Archives and History in Asheville supplied architectural context. Southern, Senior Architectural Historian and GIS Coordinator at the HPO, created the map that illustrates the relative locations of the surveyed stores and provided assistance with database manipulation. FHS and APS conducted the survey and prepared this report in accordance with the provisions of the Federal Highway Administration (FHWA) Technical Advisory T 6640.8A (Guidance for Preparing and Processing Environmental and Section 4(f) Documents); the Secretary of the Interior’s Standards and Guidelines for Archaeological and Historic Preservation (48 FR 44716); 36 CFR Part 60; 36 CFR Part 800; and the NCDOT document entitled Historic Architectural Resources: Survey Procedures and Report Guidelines (2003). Methodology: Reconnaissance-level Historic Store Survey NCDOT contracted with Fearnbach History Services, Inc. (FHS) and Acme Preservation Services, LLC (APS) to undertake a reconnaissance-level architectural survey of historic stores in northern Rutherford County and the southeastern portions of Burke and McDowell counties (outside of the Pisgah National Forest). The principal investigator also documented one newly-identified Caldwell County store and two previously-surveyed Cleveland County commercial buildings as she encountered them in the process of traveling to the study area and they serve as excellent examples of the property type. The survey’s goal was to identify a representative sample of rural general stores erected from the late-nineteenth through the mid-twentieth centuries in order to provide historical and architectural context for the two such properties that will be impacted by the Enola Road widening. As with all architectural surveys, it was not possible to document every historic rural commercial building, but the principal investigator included fifty-four resources that possess architectural or historical significance. Principal investigator Heather Fearnbach conducted the fieldwork from July to December 2011, traveling secondary roads and highways to locate stores outside of town limits that merited investigation. She used USGS maps illustrating historic property distribution on file at the HPO to guide the survey. These maps and queries of the HPO’s historic resource database revealed that only a few rural general stores within the study area had been previously documented in county-wide architectural surveys. Haynes Store #1, erected to serve Cliffside Cotton Mill employees in southeastern Rutherford County, is the only rural store in the three-county region included on North Carolina Study List. The building is not addressed in this report as it is outside of the study area and was constructed as part of a mill village. Mull’s Grocery, located a few miles south of Dale’s Market, was determined eligible for listing in the National Register of Historic Places (NRHP) based upon Mattson, Alexander and Associates, Inc.’s 2002 architectural

Our group's research interests span the discipline of geography, linking people with environment and evaluating ways in which they use their space, much like a paddler observes his or her surroundings. Our particular interests include sustainable tourism, working to provide incentives to protect natural areas, encouraging a vested interest in conserving biodiversity, urban parks and green space, and ecotourism as a form of community development. Combining our interests, we analyzed geotourism in Spring Green, as defined by National Geographic's Center for Sustainable Destinations, a forerunner in the emerging field ofgeotourism. Our research and conclusions are valuable to the Spring Green community, whose motto is "Creativity Shining Through" because they shed light on the impact ofthe area's tourist industry. The geotourism industry is a phenomenon generally applied to international or well-known places. However, we feel this project is an interesting complement to existing research, as well as our personal research endeavors. Literature Review Geotourism was first introduced as an idea in 2002 by National Geographic Traveler Magazine and the Travel Industry Association ofAmerica. Jonathan B. Tourtellot, editor of National Geographic, and wife Sally Bensusen coined the term a few years earlier due to the need for a concept more encompassing than simply sustainable tourism or ecotourism.

    ABSTRACT HARRIS, GEOFFREY SHIELDS. Toward a New Whig Interpretation of History: Common Schools in Burke County, North Carolina, from 1853 to 1861. (Under the direction of Dr. James Crisp.) This thesis will examine both the history and historiography of the common school movement in western North Carolina in the last decades of the antebellum period. In particular, it will focus on common schools in Burke County during the years of school board chairman James Avery’s tenure (1853-1861). The attendance records James Avery kept during his tenure as chairman of the county board of common schools (now located in his personal papers at the Southern Historical Collection) provide a wealth of previously unexamined data relating to the operation of common schools at the county level. A detailed examination of these records yields new insights into common schools in antebellum North Carolina. These insights have both specific and general application. First, and most specifically, an analysis of Avery’s records fills a historical gap in our understanding of common schools in Burke County (a county whose official antebellum records on education have largely been destroyed). Second, and more generally, it provides a reliable measure of popular support for and participation in an institution that historians have alternately described as a tool of elite social control and an expression of yeoman democracy. By shifting the focus of the common school narrative from the state superintendent’s office to the county level, this study challenges several entrenched features of North Carolina common school historiography and provides a new window into the rhetoric and reality of class and sectional identity in antebellum North Carolina.

MITTELSTAEDT Editor From colonial times to the early twentieth century, the general store was an important part of almost every rural community and small town in America. Although there is a tendency to em- phasize its social role, either as a gathering of Yankee story tellers around a potbellied stove with a cat dozing in an open cracker barrel or as the basis for a "leading family's" power in some Faulkneresque Deep South village, the general store sur- vived in rural America because it performed two important economic functions. First, it made available a diversified inven- tory of nonlocally produced goods and, second, it served as a marketing agency for locally produced commodities and crafts.' While bearing some resemblance to their Yankee and Southern predecessors, the general stores of the small towns in South Dakota reflected a different set of conditions. Their origins were as part of a business district in a town, probably founded by the railroad as the tracks were laid, which had been consciously in- tended as a trading center for the simultaneously developing cash farming operations that would surround it.^ Since these new towns also included single-line competitors, such as drug stores, apparel stores, and hardware stores, in addition to hotels, 1. However, there is also a legacy of progressive institutional treatment left by Dorothea Dix, Thomas Story Kirkbride, John Galt, and others represented by these buildings and sites. The sites that remain stand in monument to the successes and failures of these reforms and their efforts. The treatments and philosophies seem rather outdated and quant today, but at the time were a considered to be great improvement in the treatment of people perceived in need of psychiatric care. The proposed Western Connector will provide a continuous north-south route on the western side of the city from the intersection of US 64- NC 18 and Filter Plant Road south to a proposed interchange at 1-40 and SR 1102 (Hopewell Road). The Western Connector continues south from the proposed interchange to US 64 near its intersection with SR 1102 (Hopewell Road). Multiple alternative corridors for providing this 4-lane divided facility are under consideration. Each alternative is a combination of four or more of these new location and existing alignments. Stonebridge Drive Extension (TIP No. U-3446). The proposed Stonebridge Drive Extension will provide an intermediate loop system between Fleming Drive (US 70 Bypass) and Sterling Street (NC 18). Three new location alignments between SR 1704 (Bethel Road) and Sterling Street (NC 18) are under consideration for this proposed 4-lane divided facility. Eastern Connector. The Eastern Connector is a proposed 4-lane divided facility designed to provide access to southeast Morganton. Two parallel corridors on new location will connect US 70 East to SR 1708 (East Parker Road), at which point only one alternative is proposed to connect with Old NC 18. The connector may be extended along existing Brick Street and terminate at SR 1922 (Enola Road).
