The Developmental Disabilities Project on Residential Senrices and Community Adjustment is conducting a nationwide study of mentallv retarded persons in residential programs. Information is being collected on (t~) the administrative and general characteristics of residential programs for mentally retarded individuals, (b) the behavioral and physical characteristics of mentally retarded people in residential programs, and (c) factors related to admission of former residents of state residential facilities to community residential settings.
The Project is supported by a grant (54-P-71173/5-04) from the Bureau of Developmental Disabilities, Rehabilitation Services Administration, Office of Human Development Services, US Department of Health, Education, and Welfare. Contractors undertaking such projects under governmental sponsorship are encouraged to express freely their professional judgement in the conduct of the project. Points of view and opinions stated do not, therefore, necessarily represent official positions of the Bureau of Developmental Disabilities.
The University of Minnesota is committed to the policy that all persons shall have equal access to its programs, facilities, and employment without regard to race, creed, color, sex, national origin, or handicap. RHB, Project Director GCK, Project Scientist JLC, Research Assistant INTRODUCTION
This report came into being in the cour~e of other, more visible research. The Developmental Disabilities Project on Residential
Services and Community Adjustment has, for the two years ending June 30,
1978 and 1979, compiled information about mentally retarded people in state-operated residential facilities. In the course of doing that, it was necessary to be clear as to the identity of the facilities in which the people were resident. Once the identifications were made, this directory became feasible.
The definitions of the facilities listed here are as follows. For convenience, they are referred to as PRF/MRs and PRF/others, with the
"PRF" in the designations standing for "Public Residential Facility."
Actually, the facilities are only those that are state-operated; there may be other kinds of public facility that are operated by other units of government, but they would not be in this list.
PRF/MR = a state-operated residential facility which is designated exclusively or primarily to serve mentally retarded people.
PRF/other = a state-operated residential facility which as a whole is not designated exclusively or primarily to serve mentally retarded people, but which has ten or more residents whose primary diagnosis is mental retardation.
Most PRF/others in this directory are mental hospitals by primary identity.
The sources of information were the persons who, in each state, are responsible for the operation of these kinds of facilities. The original identification of the facilities began in 1978, and the lists
1 were refined in the course of soliciting the data that appear in other project reports (Krantz, Bruininks, & Clumpner, 1978; Krantz, Bruininks,
& Clumpner, 19"/9). A complete listing was sent to each state informant in a two-stage verification cycle in 1979, and the lists were also verified by data managers in most states.
In this directory, the states are presented in alphabetical order.
For each state, the two kinds 0f facility are listed. The opening date for each facility, and ~he closing date for each former facility, are given. In a few cases, facilities planned for the future are listed.
Following the directory, a table is printed which tallies the facilities for each state during the year ending June 30, 1979.

54 FOOTNOTES TO DIRECTORY LISTINGS These notes correspond by number to the number notations found in the various state listings, pages 3 - 54.
1 St. Ellza• b eth I s Hospltal,• Washlngton,• DC has no patients with a primary diagnosis of mental retardation; all retarded patients are described with this characteristic as the underlying diagnosis.
2 . . . Balnbrldge lS located forty miles from Southwestern State Hospital, Thomasville. It is considered a unit of the latter. Its forty-bed capacity is being expanded so that it may become an ICF/MR.
3 Th e f"lrst MR cllent. entered in August 1966. 4 Both facilities are open, but closed their MR units in June 1979. The facility in Columbus admitted its first MR client in February 1975.
5silvercrest, designed for the handicapped, reports that at least half of its clients have a primary diagnosis of MR. Uniquely, it is operated by the Division of Handicapped, IN State Board of Health. 0ther hospitals, primarily for the mentally ill, report to the Division of Mental Illness. 1\ll PRF/MRs are operated by the Division of Mental Retardation and Other Developmental Disabilities, IN Department of Mental Health.
.. 6Although there are known numbers in some of the mental hygiene facilities, considerable question exists as to the diagnosis and the reason for placement in such facilities. All such facilities' clients are currently being tested for DO classification or redesignation as of summer and fall 1979. Estimates suggest less than 300 residents are primarily retarded.
7As a PRF/MR, this facility ended operations in 1976; today it is operated as a community residential program in Roswell and its administration is combined with Ft. Stanton.
8Most of the residents (MR) are located in the extended care unit.
9The tb center shifted functions to serve the mentally retarded in July 1973. San Haven State Hospital is a division of Grafton State School.
lOcleveland admitted its first MR resident in February 1976.
llGallipolis admitted its first MR resident in 1950; it opened earlier as an epileptic hospital in 1893.
l2Mt. Vernon opened as a tuberculosis hospital for the mentally ill and retarded; it converted to PRF/MR in October 1948.
13springview opened as a four-county tb hospital; it first admitted MR residents on August 18, 1975 and becrune a PRF/MR in 1972.
14Athens opened to serve for mental health; it admitted its first mentally retarded client on September 16, 1975.
55 15carnbridge opened as a VA hospital; it became a MH/MR center in 1965.
16Tiffin opened as a mental health center only; it expanded to MH/MR in September 1975 and is projected to become a PRF/MR in 1980. l7Although established in 1913, it admitted the first MR resident in 1965. t8Although opening for geriatric MI and MR in 1959, it became exclusively used by MR in 1965. l9rn 1870 the State HospLtal foe Mental Diseases opened, with three buildings and 118 patients. It became the Rhode Island State Asylum later, unt.il 1917, when it returned to the hospital designation. In 1964 the facility was designated the Rhode !::;land Medical Center, and in l 96 7 two units were formed under the Center: The Institute for Mental Healt~ and the General Hospital.
20on June 15, 1979 this facility ceased to be a PRf/ME category complex.
21The Cerebral Palsy Center is now diagnostic for learning problems.
