Minutes of the meeting of Shardlow & Great Wilne Parish Council held on Wednesday 28 August 2019 at 7.30pm at The Village Hall, Shardlow PRESENT: Cllr M Clifton (Chairman), Cllr A Perks (Vice Chairman), Cllr C Leggett, Cllr N Hawksworth, Cllr N Stenner, Cllr P Lees, District Cllr P Watson, Clerk/RFO Fiona Stanbrook (Minutes). There was 1 member of public present. Reference Agenda Item Action 94/2019-20 Apologies for Absence DCllr Dan Corbin, DCllr Neil Atkin 95/2019-20 Declaration of Interest 3 recorded regarding parking Cllr Clifton, Cllr Leggett and Cllr Hawksworth – it was agreed no reason to leave the meeting. 96/2019-20 Public Participation Sue Hampson asked for advice with regard to the development at Castle Donington – DCllr Watson advised any FS developments this close to the parish boundary will be notified and dealt with in the usual way. Wilne Lane is still an issue with overgrown trees and hedges, as is the Greenway; which is being dealt with by DCC. Overgrowth is an issue throughout the village, there is a mix of responsibility for the overgrowth including Canal & River Trust, SDDC, DCC and private householders. Cllr Perks and Cllr Lees spent a large amount of time completing a village walk and making note of areas requiring action and these are now all being actioned. Cllr Hawksworth gave details of restraints the farming community face with hedge cutting due to nesting season – there is also the issue of the weather causing excessive growth this year. Lady in Grey has been painted white – which is not in keeping with the area. -

A38 Derby Junctions Scheme—Little Eaton Junction
A38 DERBY JUNCTIONS SCHEME—LITTLE EATON JUNCTION. APPLICATION FOR DEVELOPMENT CONSENT ORDER. WRITTEN REPRESENTATIONS BY BREADSALL PARISH COUNCIL TO THE EXAMINING AUTHORITY Part 1. Selection of the preferred route Breadsall Parish Council believes that the process by which Highways England (HE) and its predecessor the Highways Agency (HA) selected the preferred route for the Little Eaton junction was deeply flawed. As a result, the selection of the preferred route should be completely re-examined before the current Development Consent Order is processed. The selection process for the preferred route is described in Highways England’s own document “A38 Derby Junctions Scheme Assessment Report (PCF Stage 2)” a copy of which is attached. See especially section 5. BPC’s comments below quote paragraph numbers from this report. Much of the same material is contained in the “6.1 Environmental Statement Chapter 3 -Scheme history and assessment of alternatives” submitted by HE as part of the DCO application In highway terms the obvious way to re-design the Little Eaton junction is to route the A38 to the north of the present junction. This is the shortest and most direct route for the A38, and this was indeed the basis for options 1 and 2 originally proposed by the HA in 2002 (See para 5.4.1). In 2003 HA held a public consultation exercise based on revised high-speed versions of options 1 and 2 and a new third option routed to the south of the present junction (See para 5.4.6). In 2004 HA decided “on balance” to support the third option which is the basis of the current scheme. -

WIRRAL RAMBLERS SUNDAY 26th May 2013 Castleton Area (Castleton) A WALK Departing Castleton center, we ascend Mam Tor via Speedwell Cavern and over Windy Knoll. Along to Hollins Cross, Lose Hill, down to Bagshaw Bridge to walk up to the Roman Road and through Woodlands Valley to Lady Bower Reservoir. We return to Castleton via Winhill Pike, Thornhill Carrs, Aston Hall, past Hope Cemetery, taking the fields back into the town. DISTANCE: 24km (14.75 miles) 20 POINTS ASCENT 812m (2664ft) B+ WALK Starting from Sparrowpit on the A623 we follow footpaths to Rushop Hall and on to the start of the Pennine Bridleway at the western point of Rushup Edge. We follow the bridleway as far as South Head where we turn NE to Jacob’s Ladder, the Pennine Way and descending to Barber Booth. After crossing fields and a short road walk up a footpath to Mam Tor, Hollins Cross then descend back to Castleton. DISTANCE: 19.7km (12 miles) 16 POINTS ASCENT 618m (2028ft) B- WALK Starting from Castleton car park we travel E towards Speedwell Cavern then N by Treak Cliff Cavern on to Man Tor. We then take the path along Rushup Edge with stunning views from both valleys. We turn W along Chapel Gate track through Barber Booth on to Edale, then through fields towards Lady Booth Farm, we then turn S on to Hollins Cross and follow path into Castleton DISTANCE 15.5k (9.5 miles) 12 POINTS ASCENT 380m (1140ft) C WALK From Castleton W, then NW along Odin Sitch, past Woodseats, before climb to Hollins Cross. -

It identifies the basic actions we must collectively take if we are to protect and enhance the key biodiversity of this region. The UK Government recognises its international obligations and the economic urgency to protect biodiversity and ecosystems. This LBAP is part of that delivery and local reporting mechanism. Only those habitats and species meeting the UKBAP definitions of ‘Priority Habitat’ or ‘Priority Species’ are included in the targets for the Lowland Derbyshire Action Plans. The history and rationale behind the Local Biodiversity Action Plan is given in the Introduction. -

Church Broughton Parish, Derbyshire: An oral history, 1900-1940 Thesis submitted in partial fulfilment for the degree of Doctor of Philosophy Janet Arthur De Montfort University June 2019 Abstract This study is an oral history of a Derbyshire dairying parish during the first forty years of the twentieth century. The aim was to discover the nature and cohesion of society in a parish with no resident lord of the manor, the effects on the parish of changes in agricultural practice and the impact of government interventions on the lives of individuals. The lives of residents were affected by the history and layout of the parish, based on the geography and previous ownership. Having no resident lord of the manor generated a social structure with three layers: firstly, seven key people, outsiders who did not own land, secondly, networks of small landowners and artisans, who had lived there for generations, finally, labourers, many also families of long standing. Religion was important in supporting this social structure. Being an ‘open’ parish had enabled a chapel to be built and the provision of a school, though not all children attended this school. Through widespread ownership, there was a freedom to live and work without being beholden to neighbouring estates, as alternative employment could be found elsewhere for any surplus workers. Mechanisation improved farming practice, but, though government intervention during the First World War helped, the downturn afterwards and competition between farmers meant dairying was precarious, until the foundation of the Milk Marketing Board in 1933 to control production and price. The sale of the Duke of Devonshire’s farms in 1918 to the occupiers and the County Council removed the prestige that his tenants had enjoyed. -

DERBYSHIRE DALES DISTRICT COUNCIL Consultation Statement The Shopfronts and Commercial Properties Design Guidance Supplementary Planning Document Consultation Proposed Revisions to ‘Paint Colours’ This statement has been prepared in order to comply with Regulation 17 of the Town and Country Planning (Local Development) (England) Regulations 2004 (as amended 2008 & 2009), for the adoption of Supplementary Planning Documents by Local Planning Authorities Director of Planning and Housing Services Paul Wilson MCD, Dip TP, Dip Mgmt, MRTPI, MIMgt Derbyshire Dales District Council Town Hall Matlock Derbyshire DE4 3NN Tel: 01629 761100 Email : [email protected] Preamble Design guidance in the existing Shopfront and Commercial Properties SPD, specifically that relating to ‘Paint Colours’ on pages 16 and 17, was intended to ensure that the colours used on individual properties reflected the historic period from which the property originated. More recently this guidance has been reviewed in the light of architectural paint research undertaken by English Heritage, and other heritage paint manufacturers, including Little Greene (English Heritage), Dulux (Heritage range), and Farrow and Ball with reference also made to the paint ranges set out in the British Standards. This research has identified that many shop fronts from the period 1780 to 1840 (Georgian/Regency) were painted in lighter, more neutral ‘stone’ coloured shades including greys, creams, beige/fawn along with imitation wood, and shades of brown and green. Shop fronts from the period 1840 to 1920 (Victorian/Edwardian) generally used darker, richer colours including blues, greens, reds and black. However the neutral shades of grey, beige/fawn and dark cream from the previous era may also have been used. -
