Ja. whereas the prolonged economic crisis in the eurozone over the past few years has prompted a discussion, which is still ongoing, about the need for, and possible modalities of, a budgetary capacity for the eurozone; whereas Parliament will set out its position in a forthcoming report on this subject and will also address related questions in forthcoming reports on improving the functioning of the EU, building on the potential of the Lisbon Treaty and on possible evolutions of, and adjustments to, the current institutional set-up of the EU; whereas discussions are also ongoing among the institutions on the mid-term revision of the Multiannual

Financial Framework 2014-2020; whereas through all these discussions, the right balance needs to be found on the best modalities for ensuring adequate financing at national and European level for reforms and investments necessary for achieving Treaty objectives and implementing agreed EU policies, starting by making full and effective use of existing instruments;
