Consumer rights at EU level have come a long way over the last 20 years. However, the inability of consumers to band together to claim their rights when they have suffered detriment is one of the missing pieces of the jigsaw for EU consumers to access justice. As you are aware, Volkswagen has steadfastly refused to compensate consumers in Europe affected by the emissions scandal. This is in stark contrast to their response in the United States, where the threat of class action has proved decisive in delivering compensation for affected consumers. In your State of the Union speech a few days ago, you said that you are “shocked when consumers are knowingly and deliberately misled” and that you “call on the car industry to come clean and make it right”. We know that despite Commissioner Jourova’s efforts, which we appreciate, the company still refuses to put things right. Since the scandal broke over two years ago, VW remains adamant it will not compensate European car owners. It is now in your hands to decide whether in the future European consumers who have been victims of fraud on a large scale, or who have suffered from a trader’s unfair or illegal practices, should have a realistic chance to be compensated.

Bei einem Gespräch mit dem inzwischen auch für die EU-Finanzdienstleistungspolitik zuständigen Vizepräsidenten der Europäischen Kommission Valdis Dombrovskis warb Bouffier um die bisher in London ansässige EU-Bankenaufsichtsbehörde. Die Bankenaufsicht sollte ihren Platz am größten Finanzplatz der EU haben und dieser sei nach dem Brexit Frankfurt. Weiter. Am Vorabend der Gespräche fand der diesjährige Hessische Jahresempfang statt. Zum Pflanzengesundheitspaket diskutierten die Mitglieder des Beratenden Ausschusses, insbesondere aber die Vertreter von COPA/COGECA im Bera- tenden Ausschuss mit der DG Sanco der Europäischen Kommission, über den Fortgang der Regelungen im Pflanzengesundheitspaket bei den Einfuhren. The laser contact opening (LCO) process enables local contact formation at the passivated rear side of the cell. But LCO processed cells can show a local void formation which is explained by a material diffusion effect. In this work the potential of microstructural investigations for void analysis will be demonstrated. Adapted preparation methods allow selective preparation of characteristic positions at the Al/Si matrix covered rear side. Thereby it is possible to apply high-resolution imaging techniques like electron microscopy. Based on cross-sections as well as top-down view analyses a classification of void formation stages is possible. Inspections of solidified transition areas between voids and filled contacts allow first direct insights to the formation. The interfacial layer between a void and the Al/Si matrix could be attributed to an AlxOy layer. The results of the work permit systematic microstructure studies of process and material parameters which will advance a profound understanding of void formation for future void free solar cells. © 2015 The Authors. Adoption of agenda The agenda was adopted. 2. Chair's announcements The Chair indicated that interpretation in Croatian and Gaelic was not available for the meeting. Endorsement of Coordinators' recommendations (Rule 205) Further to Rule 205 of the Rules of Procedures the Chair submitted the following Coordinators' recommendations for approval: By written procedure Coordinators approved an opinion in the form of a letter to the Committee on Budgets on the draft amending budget No.7 to the general budget 2015 and on the proposal to mobilise the flexibility instrument in response to the migration situation (COM(2015) 485 and COM(2015) 486). The Chair reminded that as agreed by Coordinators, an extraordinary joint LIBE/BUDG meeting on migration and refugees will be held on 19 October from 18.45 to 20.30 in room JAN 6Q2. Pursuant to Rule 205 the Committee endorsed the Coordinators' recommendations. The Chair announced that the Coordinators' recommendations of 5 October would be submitted for approval on 13 October at 3 pm.
