5 Addressed policy instrument

The Alto Minho Development Plan is an initiative of the Alto Minho Intermunicipal Community and aims to establish a diagnosis, vision, strategy and action plan for the programming period of the Structural Funds (2014-2020).

The Alto Minho 2020 strategy is geared towards preparing a "desirable future" with respect for a past with identity. It is assumed to be regional, based on the promotion of transmunicipality through the creation of coordination, cooperation and concertation partnerships. It covers 4 thematic axes: (1) to make Alto Minho a more competitive region; (2) to make Alto Minho a more attractive region; (3) to make the Alto Minho a more connected region; (4) to make Alto Minho a more resilient region. 6 Addressed policy instrument

The strategy is implemented through an action plan that integrates a set of 9 action programs, two of them with particular emphasis on the theme of water management: (4) Alto Minho sustainable; (7) Alto Minho intelligent. Within these, is particularly important the project (4.5) Improvement of quality, service, integration and efficiency of water supply systems and wastewater collection and drainage systems. The Action Plan is a strategic reference for the development of the region, open to all actions that fall within the priorities of the "Alto Minho 2020 Strategy". Thus, it constitutes an instrument par excellence for approach within this project.

7 Expected improvements The Policy Instrument will be improved by supporting the process of identifying, initiating and development of new projects in the field of water management, in order to: ● Involve more actors and improve the communication between them; ● Integrate the learning from the exchange in the project; ● Enhance promotion and development of techniques and technologies for treatment, recovery and management of water and wastewater; ● Suppress investment needs in the water sector in order to meet the requirements of the EU environmental acquis; ● Promote sustainable development, resource efficiency and the quality of life of populations. ● Finding best practices from other partner regions in Europe, by analysing them and by modifying the most suitable ones to be used in our region. ● The project presents yet a valuable contribution to the objectives of the policy instrument addressed, aiming at improvement of water

management and compliance with Community directives. 8 Good Practices to share Example 1:

Municipal water and sanitation services from Viana do Castelo (SMSBVC)

The SMSBVC were created in 1928 with the objective of municipalizing the water supply service to the population and are responsible for approximately 88 thousand inhabitants with a water consumption of four million cubic meters / year, distributed by more than 40 thousand customers.

The primary objective is to help contribute to improving the quality of public water supply, urban and wastewater sanitation services and urban solid waste management.

In 2017 the Water and Waste Services Regulatory Agency announced the award of the Exemplary Water Quality Seal for Human Consumption to the Municipal water and sanitation services from Viana do Castelo.

9 Good Practices to share Example 2:

Water losses: There are opportunities for improvement regarding “real water losses. Management entities need to implement water loss reduction methodologies. These water losses are financially reflected in “unbilled water”. Unbilled water reflects, in addition to losses along the supply network due to disruption or poor maintenance, water that is offered to certain associations by agreement with the municipalities.

The SMSBVC are at the national level one of the companies with the lowest percentage of uncollected water (12.4% according to ERSAR in 2018).
