En novembre 1951, le projet du missile R-11 est terminé : il est 2,5 fois plus petit que la V-2 (5,35 contre 12,7 t) pour des performances iden- tiques (premier vol le 28/4/53). N-3 : développement d’un missile intercontinental (ICBM) de 5.000-10.000 km porteur d’un ogive nucléaire de 3,0 t. Ce thème est divisé en deux parties : T-1 pour un engin balistique à deux étages (le schéma du «Paquet» sera retenu en 1953) et T-2 pour un engin ailé (missile de croisière propulsé par un statoréacteur à Mach 3). Drawing from recent theoretical insights on the circulation of knowledge, this article, grounded in real-world examples, illustrates the importance of ‘the site’ as an analytical heur- istic for revealing processes, movements and connections illegible within either nation-centred histories or comparative national studies. By investigating place instead of project, the study reframes the birth of modern rocket developments in both China and India as fundamentally intertwined within common global networks of science. I investigate four seemingly discon- nected sites in the US, India, China and Ukraine, each separated by politics but connected and embedded in conduits that enabled the flow of expertise during (and in some cases despite) the Cold War. By doing so, it is possible to reconstruct an exemplar of a kind of global history of science, some of which takes place in China, some in India, and some else- where, but all of it connected. There are no discrete beginnings or endings here, merely points of intervention to take stock of processes in action. Each site produces objects and knowledge that contribute to our understanding of the other sites, furthering the overall narra- tive on Chinese and Indian efforts to formalize a ‘national’ space programme.

Raman with the main objective of promoting the progress and upholding the cause of science (both pure and applied). It was registered as a Society under the Societies Registration Act on 24 April 1934. It commenced functioning with 65 fellows. Its formal inauguration took place on 31 July 1934 at the Indian Institute of Science, Bangalore. On the afternoon of that day its first general meeting of Fellows was held at which C.V. Raman was elected its President and the draft constitution of the Academy was approved and adopted. The first issue of its proceedings was published in July 1934. The present report covering the period April 2003 to March 2004 represents the seventieth year of the Academy since its founding.

    India & France in Space (History in Memoirs) Pranav Sharma, Curator, Space Museum, BM Birla Science Centre, Hyderabad, India At the Thumba Equatorial Rocket Launching Station (TERLS) (near Thiruvananthapuram, Kerala) Indian Space Program was launched with the taking off of an American sounding rocket called ‘Nike Apache’ on 21 November 1963. Prof. Jacques Blamont [the founder scientific and technical director of National Centre for Space Studies (CNES-Centre national d'études spatiales)] personally brought the rocket based payload from France, called the Sodium Vapour Payload which marked the beginning of rocket based experiments in India. He was also honored with a Padma Shri by Government of India in 2015 for his contribution to the Indian Space Program. Eknath Vasant Chitnis, an Indian space scientist and a former member secretary of the Indian National Committee for Space Research (INCOSPAR) wrote in his memoir, “...I went to France and...talked to people. We had thus the international collaboration in the offing. The French gave us radar, which we upgraded. Then we had the chaffe experiment for winds and sodium vapour experiment. Then the Germans came with barium payloads and then the Japanese came with X-ray astronomy payloads. Bhabha asked Vikram and me, before that seminar in January 1963, ‘What should I say?’ He wanted to have some brainstorming with us. So we said, ‘This is now the beginning of 1963. In 1957 the space era started and India as a country should go in for applications and build technology of rockets and satellites...” P V Manoranjan Rao, a veteran space scientist remembers, “...In his now famous ‘A Profile for the Decade 1970–1980 for Atomic Energy and Space Research’, Vikram Sarabhai noted, ‘It was clear at the outset that space research could not progress without the simultaneous development of advanced space technology.
