TENDER NOTICE PAKISTAN TELEVISION Media Tracking And PAKISTAN TELEVISION CORPORATIONLIMITED Ref.#PTV/HQ/MKT/Tender/ Media Tracking & Monitoring services TENDER NOTICE June 7.2021 Media Tracking and Monitoring services PTV intends to receive sealed tenders/proposal for Media Tracking and Monitoring Services in accordance with PTV specifications from well reputed registered firms. The proposal along with the following information/documents should be addressed to Controller Audit, Chairman Senior Tender Committee, Constitution Avenue, PTV Headquarters Office, Islamabad and dropped in the Tender Box placed at Main Gate, PTV Headquarters Office on or before 22-06-2021 till 1100 hours. Technical proposal will be opened at 11:30 hours on the same day in the presence of the bidders or their authorized representatives who wish to attend. Bids received after the deadline shall not be accepted. Technical and Finance proposals as per clause 36(b) single stage two envelope as per bidding procedure of PPRA rules 2004 i.e. separate envelopes one for “Technical Proposal for Media Tracking and Monitoring Services ” and the other for “Financial Proposal for Media Tracking and Monitoring Services” by clearly mentioning each envelop Firm’s experience on similar nature of works executed during last 5 years. Financial bid should contain Bank draft/pay order as earnest money equal to 2% of Total bid value. Personal cheque will not be accepted. Registration with income tax and Sales tax along with NTN & STN numbers. Management reserve the right to accept or reject any or all tenders of bidders as per sales-33 of PEPRA 2004. All taxes will be applicable as per prevailing law of Government. Technical proposal will be evaluated on the basis of given criterion and financial proposal of qualified firms will be opened subsequently through proper intimation. PTV is looking to see more options of tracking agencies, before shortlisting one which is more methodically, state of art and acceptable to client on market speed and quality of work. Having a Tracking agency on board which is fast, technologically advanced, methodical and tailor made to clients demand on providing timely tracking and deviation reports, industry analysis and updates in real time. 1. Technical Specifications The Core reporting/development may include, but not be limited to the following: . The Tracking and Monitoring agency/firm must be preparing its programmes logs/promos/and all other promotion material as per the TAM database of local credible viewership provider i.e. the viewership firms whose Rating are widely and largely accepted to the Ad Agencies, client and Media Buying Houses. It must be synchronized with TV Audience measurement database (TAM)i.e. the timing of programme logs and viewership data timing should be pass on at the same time. Similarly the data Logs for the Sports programs specially Cricket and Football matches should be synchronised with the market credible viewership provider. Preparation of daily Monitoring Report . All data logs for each of the PTV Group Channels including PTV Sports should be as per the above. DAILY MONITORING REPORTS Agency will have to provide dailymonitoring data report on real time basis to the PTV for daily analysis etc., within 48 hours of the close of each calendar date. The data provided through this Service should be a minimum of accurate. Agency shall make best efforts to ensure that such data has maximum accuracy. DAILY INDUSTRY ANALYSIS REPORT Agency will have to provide a Customized Analysis Report on subscribed channels, covering all the airtime /freq share etc on daily basis within 48 hours of the close of each calendar date. DAILY ANALYSIS REPORT ON PTV GROUP Agency will have to provide Customized Analysis Report on PTV GROUP channels, covering all the airtime /freq share etc on daily basis within 48 hours of the close of each calendar date. DAILY ANALYSIS REPORT ON PTV NEWS & PTV HOME CHANNEL Agency will have to provide a Customized Analysis Report on PTV GROUP channels, covering all the airtime /freq share etc., on daily basis within 48 hours of the close of each calendar date. HOURLY ANALYSIS REPORT ON PTV NEWS & PTV HOME CHANNEL – DAILY BASIS Agency will have to provide a Customized Hourly Analysis Report on PTV News & PTV Home channels, for each of the calendar hour covering all the airtime /freq share etc., on daily basis within 48 hours of the close of each calendar date. WEEKLY PTV HOME FPC REPORT Agency will have to provide a weekly programs wise summary report on Fixed Point Chart Format within three days of close of each week. ONLINE STREAMING SERVICES OF CHANNELS BROADCAST Agency shall provide at least last ninety days broadcast archival of all the PTV Group channels with data tree and searchability option of data linked with Broadcast. ONLINE REPORTING Agency will have to facilitate PTV in allowing unhindered access during the tenure of this Agreement to its video library / online web-based portal / servers for the tracking and viewing of aired advertisements. OTHERS: (a) Resource Allocations: Agency will allocate one Human resource (Client Services representative) especially for PTV Group (b) Training Session: One week free of cost (FOC) hands on training session for PTV’s resource at Agency’s Head Office. 2. More Detail of Selection criteria Tracking Agency will provide the following for Technical Evaluation: 1. Address a. Agency’s name, address, web address, telephone numbers. b. List all other Pakistan offices/addresses if any. c. Details of agency’s ownership or any affiliations with networks or trading arrangements with other companies. 2. Monitoring Agency personnel a. Brief biographies of key executives in each department. b. Name, title, email address and mobile phone number of the individual who will serve as agency’s primary client-contact during the pitch process. 3. Clientele a. List of agency’s top 15 clients indicating each client’s tenure with agency. b. List of accounts won over the past three years and the date appointed. 4. SOPs/Requirement a. Description of processes and methods and proprietary tools (if any), which the agency employs to execute effective tracking services to client. b. Description of how the agency evaluates the effectiveness of its work for client. c. Is the Data Logs produced by the Agency are as per the Data Logs of the Market leading TAM provider. d. Is the Agency providing Data and broadcast archival through its website as an ONLINE service. 5. Required Services/deliverables a. Brief summary of range of services the agency offers with clear indication of strengths. a) Daily Monitoring Report b) Monthly Industry Analysis Report c) Daily Analysis Report on PTV Group of Channels d) Daily Hourly Analysis of PTV News and PTV Home e) Weekly PTV Home Program wise summary report f) Online Availability of past ninety (90) days Broadcast of all PTV Channels with the Data Tree and Search ability Option g) Online services available for the tracking and video library of the aired ads.

    Statement of Ali Dayan Hasan Pakistan Director, Human Rights Watch: House Committee on Foreign Affairs, Subcommittee on Oversight and Investigations February 8, 2012 Hearing on Balochistan Balochistan: An overview Balochistan, Pakistan’s western-most province, borders eastern Iran and southern Afghanistan. It is the largest of the country’s four provinces in terms of area (44 percent of the country’s land area), but the smallest in terms of population (5 percent of the country’s total). According to the last national census in 1998, over two-thirds of its population of nearly eight million people live in rural areas.1 The population comprises those whose first language—an important marker of ethnic distinction in Pakistan—is Balochi (55 percent), Pashto (30 percent), Sindhi (5.6 percent), Seraki (2.6 percent), Punjabi (2.5 percent), and Urdu (1 percent).2 There are three distinct geographic regions of Balochistan. The belt comprising Hub, Lasbella, and Khizdar in the east is heavily influenced by the city of Karachi, Pakistan’s sprawling economic center in Sindh province. The coastal belt comprising Makran is dominated by Gwadar port. Eastern Balochistan is the most remote part of the province. This sparsely populated region is home to the richest but largely untapped deposits of natural resources in Pakistan including oil, gas, copper, and gold. This thesis seeks to identify the challenges to the Pakistan public and private electronic media sectors in terms of enforcement. Despite its importance and growth, there is a lack of research on the enforcement and regulatory supervision of the electronic media sector in Pakistan. This study examines the sector and identifies the action required to improve the current situation. To this end, it focuses on five aspects: (i) Institutional arrangements: institutions play a key role in regulating the system properly. (ii) Legislative and regulatory arrangements: legislation enables the electronic media system to run smoothly.
