Bu kavram çerçevesinde ve aynı eksen etrafında değerlendirildiği takdirde bir iç deniz olarak nitelendirilebilecek Karadeniz’in coğrafi konumu ile Türkiye’nin Avrupa ile Asya’yı birbirine bağlayan bir noktada konumlanması Karadeniz’i hem Türkiye hem de Avrupa ve Asya için önemli bir konuma yükseltmektedir. Bu bağlamda Karadeniz’in Türkiye için coğrafya, ekonomi, siyaset ve güvenlik unsurları açısından incelenmesi gereken bir değeri ortaya çıkmaktadır. Karadeniz’in uluslararası ilişkiler bağlamında siyaset, ekonomi ve güvenlik üçlemesinin 573 kilit noktasında durması bu bölgeye olan ilgiyi arttırmaktadır. Bu Güvenlik çalışmada Türkiye’nin Karadeniz’de en uzun kıyı şeridine sahip olması Stratejileri bağlamında küresel siyaset ve uluslararası güvenlik konularındaki Yıl: 8 üstünlüğüne vurgu yapılacak, Karadeniz’in küresel siyasetteki önemi ve Sayı:16 yeri değerlendirmeye alınacak, uluslararası güvenlik konularında Türkiye’nin yeterliliğini güçlendiren Karadeniz’in jeopolitik konumu incelenecektir. Bununla birlikte, çalışmada farklı unsurların Karadeniz üzerindeki hâkimiyet kurma çabaları incelenecektir. Sayı: 32 Abstract Coastal geopolitics is a concept explaining the strategic contribution of water bodies such as ocean, sea, lake, strait, delta and river to the geopolitics of a country. An inland sea as the geographical location of Turkey and the Black Sea can be considered to be located at a point linking Asia with Europe and the Black Sea to Turkey it raises an important position in both Europe and Asia. In this study, in terms of having the longest coastline on the Black Sea in Turkey will be held in global politics and emphasis on the rule of international security issues, the Black Sea to be taken and location assessment importance in global politics, geopolitics of the Black Sea to strengthen Turkey's competence in international security issues will be examined. However, the study will attempt to examine the different elements' efforts to dominate the Black Sea. Relevant efforts will be made through global structures and disagreements. The importance for Turkey's ultimate objective of the study is to evaluate in terms of the Black Sea coastal geopolitical position. Keywords: Black Sea, Coastal Geopolitics, Global Politics, Economy, Administration. Giriş Jeopolitik kavramı 19. yüzyılın sonlarından itibaren bilim adamlarının inceleme nesnesi haline gelmiştir. Bu bağlamda bilim adamları jeopolitik kavramını uluslararası ilişkiler ve sınır hatlarının güvenliğinden yönetimine kadar geniş bir çerçevede olmak üzerre devlet çalışmaları ile ilişkilendirmişlerdir. Çünkü ulus devletlerin kendi sınırlarını belirlemek suretiyle yer altı madenlerine ve su gibi hayati Karadeniz’in Türkiye için Kıyısal Jeopolitik Açıdan Önemi önemi olan kaynaklara erişimlerini garanti altına almaya çalışmaları, 575 coğrafi unsurlar açısından mutlak bir biçimde sınır çizme ve bu sınırlar Güvenlik içerisinde konumlanma konusunu gündeme getirmektedir.1 Stratejileri Jeopolitik kavramını ilk defa bilim dünyası ile tanıştıran ve Cilt: 15 formülize eden kişi anayasa avukatı (veya anayasa hukukçusu) Rudolf Sayı: 32 Kjellén (1864-1922)’dir. Karl Haushofer (1869–1946) ise ilgili kavramı sistematik açıdan geliştiren, uluslararası ilişkiler öğretisine işleyen ve coğrafyacı kimliği ile de tanınan bir Alman subayıydı.2 Karl Haushofer jeopolitiği, “Doğal şartların ve tarihi gelişmelerin etkisi altında değişen siyasi hayat şeklinin (devletin) üzerinde yaşadığı yer ile ilişkisidir.” biçiminde anlamlandırmıştır. Kenar Kuşak Teorisi’nin sahibi Amerikalı jeopolitikçi Nicholas John Spykman ise jeopolitiği, “Bir ülkenin güvenlik politikasının coğrafi unsurlara ve olaylara göre planlanmasıdır.” şeklinde tanımlamıştır. İngiliz jeopolitikçi Geoffrey Sloan konuya farklı bir bakış ile yaklaşmış

By the collapse of the Mobarak regime as a result of the popular demonstrations in 2011, hopes for democratization increased; however, the military coup against Morsi administration once again changed the balance in civil- military relations in favor of the military and led the military to become dominant actor in both Egyptian politics and economics. This article analyzes civil-military relations in Egypt since July 2013 and attempts to understand to what extent the military was empowered by the privileged rights in both politics and economics. Within that framework, given rights and power by the constitution to the military, gained privileged rights at the executive, 655 legislative and judiciary levels, economic power and activities of the Güvenlik military, and its influence over media and civil society were examined. Lotito All rights reserved ABSTRACT Soldiers and Societies in Revolt: Military Doctrine in the Arab Spring Nicholas J. Lotito This dissertation explores civil-military relations in democratizing contexts, specifically how the historical relationship between the military and the broader public shapes re- sponses to political crises such as riots and revolutions. I develop a novel theory, rooted in civil-military relations literature from political science and sociology, for how an army’s historical interactions with the population and with foreign sponsors create doctrine by shaping organizational culture and practices toward the population. Doctrine, in turn, influences the military’s response to a popular uprising. The foundations of military doctrine are historical and include the military’s institutional origins, role in national inde- pendence, and relationship to the ruling party. Subsequently, doctrinal innovation occurs as a result of interacting with the domestic population and foreign military sponsors. The dissertation features qualitative case studies of Tunisia, Egypt, and Syria during the Arab Spring and a quantitative data analysis of major uprisings worldwide since 1950. Both qualitative and quantitative evidence demonstrate that the nature of military doctrine explains soldiers’ behavior during popular uprisings better than alternative arguments based on capacity, patronage, and ethnicity. They have seen long lasting dictatorships crumble under the pressure of peaceful popular movement. In Egypt, the revolution failed to reach real democracy so far. There are many reasons that led to this result, but the most important cause is the problems in civil- military relations. While the effects of Egypt's foreign policy encouraged military to maintain power and impede democratic transition. Most studies of civil-military relations focused on the internal environment as the conflict revolves between two groups within the state over the power. This study contributes to shedding light on the influence of the external variable on the relationship between civilians and the military in Egypt. Istanbul Aydin University gave me the chance to present this study, which I hope to be useful for researchers interested in Egyptian affairs, as the changes taking place in Egypt have a direct and significant impact on all region.

    تقارير 0 نوفمبر 2017 December 6, 2019 Sidelining Sisi’s Eldest Son and the General’s New Map Mahmoud Gamal In November 2019, press reports revealed that a decision was issued to reassign Mahmoud al-Sisi, the son of Abdel Fattah al-Sisi, and a General Intelligence Service officer, to a long-term position at Egypt’s diplomatic delegation in Moscow, Russia, after his increased influence had negatively affected the image of his father, Abdel Fattah al-Sisi, and the current regime. Moreover, Mahmoud Al-Sisi has failed in managing several files that he had assumed, especially the media file, according to these reports. Some see the move to sideline Mahmoud al-Sisi currently, as an indicator that Abdel Fattah al-Sisi after the popular protests that broke out on 20 September 2019, is completely different from Abdel Fattah al-Sisi before – from 3 July 2013 to 19 September 2019. Sisi, who used to ignore the advice of sovereign institutions, has now realized the danger threatening his regime and started to back down from his position in many files, according to a new policy he has adopted to face this critical situation. Does this indicate the beginning of a new phase in Sisi's rule, or is it just a reordering of priorities and objectives? Sisi and sovereign institutions after the coup Sisi has made many enemies within the military institution over the past eight years. He has fired nearly 50 military commanders from the military junta for domination of power, turning the regime in Egypt, from the rule of the military institution as a whole – as established by Gamal Abdel Nasser in 1954 – to the rule of the military individual.
