Besides the analysis of the relevant EU policy framework and priorities, the paper analyses the Greek national strategy on cultural tourism. The paper uses the South Aegean Region as a case study and examines the potential implementation of a new governance model, of a multilevel and participatory nature, in the field of cultural tourism, capable of establishing a shared vision and a strong sense of ownership among regional and local actors. Key Words: Cultural tourism, Governance, Greece, EU 1. INTRODUCTION This paper explores the possibility of developing a multilevel governance model with regard to –especially cultural– tourism in Greece. The content is organised in the following parts: first, the EU policy framework regarding tourism is analysed and its main priorities over the years are highlighted. Then, the paper focuses on the basic characteristics of the Greek tourism policy and uses the region of South Aegean as a case study in order to examine the feasibility of multilevel governance in tourism development. Finally, the paper, based on the European and the national approach regarding a tourism policy agenda, attempts to designate a model of multilevel governance that would be able to deploy the existing advantages, as well as the potential of public and private stakeholders in the field of cultural tourism. 5 Journal of Tourism Research, Volume 22 2. EUROPEAN UNION AND CULTURAL TOURISM POLICY For many years tourism remained at the periphery of the European policy interest, although it is one of the most important sectors of activity due to its association with significant economic and social outcomes, as well as to its strong impact on the region’s image in the world. In 1984, the Council emphasised the need for the tourism dimension to be taken into consideration in the Community's decision-making process on the basis of consultation between member states and the European institutions. It also set the initial guidelines that would appear in the tourism policy framework during the following years, while it clarified that, although the main responsibility for tourism lies with the member states, the Commission could submit relevant proposals to the Council (Council of the European Communities, 1984). The change in the approach was evident; tourism was officially recognised as an action useful for the European integration process that should be dealt with by the member states and supranational institutions (Estol & Font, 2016). The first time that a European Treaty mentioned tourism was in 1992, after the Maastricht Treaty amendments. The Treaty for the European Union regards it as a policy field with significance for economic development and sustainable growth, as well as for the improvement of employment performance, living standards, social cohesion and solidarity among member states. As a result, the Council introduced a 3-year action plan for the development of tourism and set a budget of 18 million ECU, as well as the criteria of reference for the suitability of measures. Moreover, it made special reference to cultural tourism that could enhance the importance of cultural heritage and facilitate the better knowledge of cultures, traditions and ways of life of Europeans. Moreover, it recognised the need for initiatives supporting the development of new European cultural tourism routes in cooperation with state, regional and local authorities, the creation of networks of professionals (tourist operators, cultural institutions), and the exchange of experiences (Council of the European Communities, 1992). Linking culture with tourism in an EU context should not be a surprise. From the early 1970s onwards, the EEC institutions sought to develop, even without a legal basis in the Treaties, cultural initiatives in order to shore up popular support for European integration. The early attempts were cautious and largely symbolic, such as the European Community Youth Orchestra, the European Sculpture Competition and, in 1985, the European City of Culture Competition, with Athens being the first capital to be awarded the title. In 1993, the Maastricht Treaty introduced Art. 128 in the EC Treaty (now Article 167 TFEU), thus allowing the EU to take direct action to “contribute to the flowering of the cultures of the Member States, while respecting their national and regional diversity and at the same time bringing the common cultural heritage to the fore”. This action was limited to the adoption of policies (usually in the form of recommendations) and incentive measures. The most significant political initiative was included in the European Commission’s 2007 communication on “A European Agenda for Culture in a Globalising World”. The Agenda identified overarching EU cultural objectives, designed to focus future European activity in the cultural field, and for its consideration of how the Commission’s ability to formulate effective cultural policies and integrate cultural concerns into its other policies might be improved (Craufurd Smith, 2011). One of these policies has been the EU policy on tourism. In 1995, a “Green Paper on Tourism” analysed the added value of tourism for the Community and underlined its importance for the reinforcement of the economic and social cohesion, the sustainable development and the promotion of the European identity. In addition, it 6 Journal of Tourism Research, Volume 22 investigated the possible scenarios for the Community’s future role as regards tourism and raised questions about the formulation of a tourism policy, which would mainly be used in order to coordinate information exchanges and to supplement tourism-related state actions (European Commission, 1995). Greek Dimitris Paksoglou does not sing Cavaradossi with the usual slightly emotional Mediterranean glow. His tenor is more powerfully virile, but also with beautiful splashes of tenderness. He makes his famous song for life with considerable intensity. Winning the Alexandra Trianti Scholarship enabled him to study in Italy under Masako Tanaka Protti and at the showcase concert for the winners of this bequest, Rodney Milnes said in Opera Magazine: The most impressive singer was the baritone Dimitris Platanias, who on this showing could sing Rigoletto anywhere in the world: beautifully warm, heroic tone, a dynamic range from forte to a pianissimo that lost nothing in colour or substance, musicianship and instinctive feeling for text – a name to watch out for in the current dearth of Verdi baritones. He went on to make his debut at Greek National Opera and his first appearance in Italy as Gerard ANDREA CHENIER. His debut at La Fenice di Venezia was as RIGOLETTO, a role that he has since made his own and it was as RIGOLETTO that he made his highly acclaimed debut at the Royal Opera Covent Garden, leading Richard Morrison of The Times to say: …and the stunning Greek baritone Dimitri Platanias, making his Covent Garden debut. As for Platanias, I have rarely heard the title role sung with such gloriously sustained tone and line, or such thrilling power… a voice that I would like to hear much more. A most gifted linguist, he is noted not just for the splendour, rich timbre and beauty of his voice, but also for his insightful interpretations of the characters he portrays.     July 6, 2014 My Dear Friends and Festival Supporters, This year’s 10th Annual Festival of the Aegean is truly a milestone. Just 10 years ago, it would have been impossible for me to have imagined that the very first notes of Rossini’s Il barbiere di Siviglia on July 1, 2005, would lead to a unique, thriving, and critically-acclaimed series of events and concerts, which are coinciding today with the 150th Anniversary of the Apollo Theater, “La piccola Scala.” I remember coming to Syros from Mykonos some years ago, wondering if it was really possible that there was a great opera theater on this small but important Cycladic Island. But from the moment I walked up the 11 steps and through the doors and into the theater, my doubts were blown away. This was the same feeling, I might add, that I had experienced when I entered Carnegie Hall for the first time on November 24, 1983. How was it possible that there was such a magnificent theater on this Cycladic Island? I consider myself so fortunate to have arrived at the theater at that particular time in my life. Immediately, I could envision the possibility of presenting a Festival based in the Apollo Theater, and since 2005 that possibility has become an annual reality. Now, ten years and more than a hundred performances later, with the support of the Friends of the Festival, we have presented thousands of world-class artists, including 55 choruses, 10 orchestras, hundreds of soloists, directors, technical support staff, and members of the Greek Opera Studio in 16 operas, Plateia 2 concerts, sacred music concerts, children’s concerts, ballet, theater, popular music, jazz, 3 symphonies, and oratorios, to appreciative audiences.

    Educational – Music Program “Getting to Know Music and Musicians” Art Direction and Design George Koumendakis Short Bio ‐ GIORGOS KOUMENDAKIS – COMPOSER Giorgos Koumendakis (b.1959) is regarded as one of the most influential Greek composers of his generation. His work encompasses a wide range of musical idioms and is constantly evolving in new directions. Currently, Koumendakis’s oeuvre counts more than 100 works, including orchestral, chamber, solo and operatic music as well as music for dance, theatre and the Ancient Greek Drama. More recently, he has also collaborated with other artists in various multi‐and new media projects (video art/animation, installations etc.). In 1992 Koumendakis was awarded the “Prix de Rome” and subsequently spent the following year as the resident composer in Villa Medici. In 1994 he was awarded the Nikos Kazantzakis Prize. From 1998 to 2000 he was "Composer in Residence" for the Hellenic Concert Series in London, Clio Gould and the BT Scottish Ensemble, receiving support by the Michael Marks Charitable Trust. The piece 'Pedal Tone for a Child' was comissioned by the Thessaloniki Concert Hall to celebrate its 10th anniversary and was performed by the Thessaloniki State Orchestra on October 25th 2010. He was the first guest composer in the 'In White' series at the Athens Concert Hall where on February 10th 2011, his 4th piano concerto 'Pedal Tone for a Middle‐Aged Man' was perfromed by George‐Emmanouel Lazaridis and The Camerata Orchestra (Athens Megaron‐Friends of Music Orchestra). The Onassis Cultural Centre is devoting its 'Composer's Portrait' series to Giorgos Koumendakis for the 2012 season.

Selbstverständlich wird Michailidis mehrfach selbst am Pult stehen. Gleich zu Beginn der Saison 2018/19 übernimmt er die musikalische Leitung bei der Oper Carmen zu den 25. DOMSTUFEN- FESTSPIELEN IN ERFURT. Sein Debüt als musikalischer Leiter einer Opernproduktion am Theater Erfurt gab Myron Michailidis in der Spielzeit 2016/17 mit Riccardo Zandonais Giulietta e Romeo. Eine wei- tere Gelegenheit, den versierten und erfahrenen Dirigenten zu erleben, bot das 6. Sinfoniekonzert in diesem Januar mit Werken von Claude Debussy, Henri Dutilleux und Peter Tschaikowsky.     Dear Friends of Music: With our 2016 series of concerts we have entered our second decade of music-making in the his- toric Apollo Theater “La Piccola Scala” in Hermoupolis, Syros. During the past eleven years some 2756 artists have come to Syros to perform; these artists have been from more than 40 countries and all of them have thoroughly enjoyed their stay – perform- ing, directing and studying (music, theater, dance) not only in the Apollo Theater but in various locations in and around Syros. Many, also, have returned numerous times on their own as visitors and vacationers. Some have even bought homes here. Creating and developing a Festival of this scope is a complicated and intricate endeavor made even more difficult in a climate where there is severe lack of funding in cultural activities. Happily, we have been able, so far, to overcome these difficulties. The Festival is part of the growth and development of Syros artistically, culturally and economi- cally. I will do whatever is necessary to have it a continuing artistic enterprise on this unique and beautiful island. This year the main offering is the great and dramatic opera by Leoncavallo – I Pagliacci, as well as 2 the great masterworks – Tchaikovsky’s Symphony No. 6, Haydn’s Mass in Time of War and Cello Concerto, Brahms Tragic Overture, Chopin’s Piano Concerto No. 1, and Beethoven’s Violin Concer- to. Moreover, in the sixth chap- ter presented an empirical research that done, in order to present the ways that they try the Arts Organizations in Greece, and more specific in Athens, to succeed sustaina- bility in each pillar. Lastly, in the final part, present the conclusions according the bibli- ography research and the empirical research in the Arts Organizations.
