Compared to other regions in China, rural labor migration in Pingliang city, Gansu has owned unique characteristics. In the light of rural labor resource status, local government adjusts measures to particular conditions and seeks after the way for its rural labor migrations that is propitious to current situation. As a result, rural income has been improved, and local economy has been stable. My aim is to highlight the impact of overall employment strategy on less developing regions in Northwest of China. Based on my fieldworks on Pingliang in 2008 I present six migration patterns investigated in which local labor migrants succeed and its extension to other regions to tackle employment problems.     backstory Queen Mother of the West The Changing Face of a Goddess he story of the Queen Mother of the West— who appears as the goddess of immortality T in UMMA’s ancient carved limestone slab— is one of the oldest legends in China; it has endured in one form or another for two millennia and still plays a variety of roles in contemporary life. Painting from Dingjiazha tomb no. 5, Jiuquan, Gansu province, circa 400. The Queen Mother appears repeatedly in ancient funerary icono- graphy. Here she is shown seated in her west- ern paradise accompanied by a three-legged bird, a nine-tailed fox, and an attendant holding an umbrella over her head. The upper level of the tomb also included a painting of the paradise of the Lord of the East, with whom the Queen Mother was often paired. Festival of the Peaches of Longevity, Ming dynasty (1368–1644), 15th century (Nelson-Atkins Museum of Art, Kansas City, Missouri). The Queen Mother’s enchanted palace in the Kunlun mountains was said to contain beautiful pagodas, lotus-filled ponds, jewel-laden trees, attending immortals, and lovely maidens. In her garden grew the peaches of immortality; these legendary fruits, of which she was the guardian, ripened only once every 3000 years and just a single bite was believed to grant eternal life. Foreword This Expressway is the artery of transportation for Longdong Region (eastern part of Gansu Province). As being an entrance and exist to the east, it plays an important role in connecting the east with the west in the State road network. It also a key sectional part constitutes Gansu Trunk Highway Network so-called “Four Longitudinal, Four Transversal and Four Importance”, and a bridge promoting exchanges among Gansu, Qinghai, Xinjiang and Ningxia Provinces in the economic fields, and also an important passageway to Tibet region. This Project is partially financed by Asian Development Bank. The construction period is from 2006 to 2009. To ensure the implementation of environmental protection work for this Project, and based on the monitor plan indicated in the “Environmental Impact Assessment Report of Luohanddong~Dingxi Expressway” (EIA), in 2007, Gansu Provincial Communications Department Changda Highway Co., Ltd (GCHC) entrusted Environmental Evaluation Center of Pingliang City, Gansu Province (the Center) to conduct monitor of the current environmental quality during construction period in the project area.

It is known that most towns in the loess plateau gully area are in the Jinghe River Basin. According to the spatial distribution characteristics of urban and rural areas, the optimal layout based on the main structure of five districts, nine River corridors, and four plates is proposed. Using the DEM module of ArcGIS to divide the elevation and gradient of Guangnan County, we know that the density of urban and rural settlements in Guangnan County is low and the spatial distribution is dispersed, and the distribution of urban and rural settlements shows a strong elevation orientation.
