Per primer cop des de la primavera democràtica del 1977 – aleshores perquè es tractava dels primers comicis lliures després de la dictadura del general Franco-, els resultats estan o estaran completament oberts i oferiran panorames d’una extraordinà- ria pluralitat. Malgrat el risc de les innegables dificultats que ocasionaran a la governabilitat, esperem que l’expressió de les diverses i variades sensibilitats presents a la societat vagi en benefici de tots i que els escollits assumeixin la responsabilitat d’arribar a pactes estables de govern. La governança, el bon govern, és la primera de les exigències d’una societat madura. Això és especialment important pel que fa a les tres grans qüestions que defineixen les necessitats dels ciutadans: l’educació, la sanitat i la seguretat com a garantia de l’exercici de la llibertat. No pas per casualitat, l’Acadèmia ha celebrat una sessió monogràfica sobresalut, economia i societat, les tres po- nències de la qual publiquem en aquest número 5 de tRIBUNA PLURAL. Els doctors M. dels Àngels Calvo, Joaquim Gironella, Anna Maria Gil i Rosmarie Cammany s’enfronten amb valentia amb el que la Dra. Calvo denomina trinomi economia-salut-societat, on la seva transcendència no només neix de la impor- tància intrínseca del tema, sinó de la valoració i expectatives d’un temps i d’un país. Amb raó senyala l’autora que les polítiques de salut van molt més enllà del seu propi àmbit per a situar-se en el centre de la convivència. Els estudis rea- 9 Presentació / Presentación / introduction litzats no defugen cap tema per escabrós i controvertit que resulti, enjudiciant així des de les tècniques de diagnòstic fins la despesa farmacèutica. L’Acadè- mia torna a demostrar amb la celebració d’aquesta sessió i amb la difusió dels seus resultats el valor afegit del seu caràcter interdisciplinari. A la secció “El món en una cruïlla de camins”, tRIBUNA PLURAL acull una contribució d’Alba Rocafort de la Universitat de Manchester, després d’una revisió especialment rigorosa. En el moment que l’autora es pregunta quin és el principal obstacle al progrés, troba la clau de volta a la seva resposta en l’educació o, més concretament, en la manca d’ella, relacionada amb una idea qualitativa i no merament quantitativa del progrés. Resulta molt interes- sant observar com l’autora desgrana els diversos impediments de la construc- ció d’una societat bona. El capítol Articles s’inicia amb una nova aportació del principal expert en responsabilitat social empresarial en el nostre país, el Dr. Aldo olcese Santo- ja, de la Real Academia de Ciencias Económicas y Financieras, institució en el que durant un trienni va dirigir el projecte d’investigació de la docta casa realitzat en col·laboració amb el Banc Santander. La seva proximitat al govern de moltes grans empreses permet combinar en el seu article teoria i praxi, la qual cosa ofereix uns conceptes d’inversió socialment responsable , de polí- tiques empresarials de canvi climàtic i de consum responsable, entre d’altres, francament atractius. M. dels Àngels Calvo i Esteban Arosemena ens introdueixen en el món de la zoonosis transmesa per mascotes, una qüestió que transita des del rigor científic fins la profilaxis quotidiana, oferint pautes

    The Effects of the Second World War By the end of the Second World War, it was evident that something had gone horribly wrong with Western civilization. For the second time in just over three decades, Europe had plunged into a terribly destructive war in which tens of millions of soldiers and civilians had died. The people of Europe learned more about the terrible atrocities committed by the Nazis in eastern Europe, especially the murder of six million Jews. These catastrophes, moreover, had followed the Great Depression of the 1930s and the failure of the League of Nations. This reading examines how Europeans and the world dealt with the postwar world by focusing on three topics: the creation of the United Nations and international economic organizations, the Nuremberg trials, and the fallout from the Holocaust. In each of these instances, society and governments attempted to remedy what went wrong – by establishing stronger political and economic cooperation, by prosecuting the guilty and bringing the truth to light, and by destroying nationalistic and jingoistic myths. The Creation of the United Nations and New Economic Organizations Despite the failure of the League of Nations to stop the outbreak of a second world war, many leaders still believed in the possibilities of international cooperation. It was generally believed that the League had been too weak to stop the aggressive maneuvering of Germany, Japan, and Italy; a stronger organization was therefore needed. Moreover, leaders hoped to avoid a recurrence of the Great Depression; one of the lessons, they believed, was that the Depression could have been avoided had countries not raised tariff barriers and shut off international trade.

Farbenindustrie to Locate a Plant in Auschwitz The Buna/Monowitz concentration camp, which was erected by the SS in October 1942, was the first German concentration camp that was located on the plant grounds of a major private corporation.1 Its most important function was the fur- nishing of concentration camp prisoners as slave laborers for building the I.G. Auschwitz plant, I.G. Farben‘s largest construction site. Instead of estab- lishing an industrial production location on the grounds of an existing concentra- tion camp, a company-owned branch camp of a concentration camp was put up here, for the first time, on a site belonging to an arms manufacturer. This new procedure for construction of the I.G. Auschwitz plant served as a model and in- fluenced the subsequent collaboration between the arms industry and the SS in the process of expanding the concentration camp system in Nazi territory throughout Europe, particularly toward the end of the war, when numerous sub- camps were established in the course of shifting industrial war production to un- derground sites.2 The Buna/Monowitz concentration camp was located in East Upper Silesia within the western provinces of Poland, which had been annexed by the German Reich.

But in fact, psychiatric atrocities have never really ended, and today extend to contemporary practices such as psychosurgery, electroshock and powerful mind-altering psychotropic drugs. Is any of this even medically justified? In medicine, strict criteria exist for calling a condition a disease: a predictable group of symptoms and the cause of the symptoms or an understanding of their physiology (function) must be proven and established. Diseases are proven to exist by objective evidence and physical tests. The same can not be said of mental disorders, which are assigned to the person on the basis of opinion. As the late Dr. Thomas Szasz, Professor of Psychiatry Emeritus, observed, “There is no blood or other biological test to ascertain the presence or absence of a mental illness, as there is for most bodily diseases.” Does this mean that people don’t have “ups and downs,” or feel unhappy or anxious, sometimes for long periods of time? Of course not. It does mean that because these conditions cannot be proven medically, they do not need to be treated with powerful, side effect-laden psychiatric drugs that only mask the real underlying problem.

Essentially, waste is treated as the unwanted-but- inevitable byproduct of otherwise beneficial productive processes. But as a few scholars, authors and general critics of the capitalist world economy have implied, the increasing production of waste and garbage (in both material and social senses) over the past century is not simply an inevitable and unfortunate side effect of a capitalist mode of production but in fact its primary operating logic. As a thorough examination of the development of capitalism into what Immanuel Wallerstein has termed a “world-system” demonstrates, the primacy of capital accumulation, one of the essential principles of contemporary capitalist production, is accompanied by a complementary logic of disposability.
