Statement on Sampling Methodology In order to reduce the volume of annual reports filed with the Commission, simple sampling techniques have been used. All reports for companies beginning with the letters G, R and S have been retained. The random selection of letters ensures, in most cases, an adequate representation of companies chronologically and geographically in the state. In addition, major companies have been selected from other letters of the alphabet based on several factors, including, but not limited to, volume of business, range of operations, importance of company in California history, number of reports available for a given company and existance of company reports already within the PUC record group. Use of these sampling procedures should result in an approximate retention level of 25% after processing. Steam and electric railroad annual reports will be exempt from sampling. Because of a higher frequency of use and general value to the state's history, all railroad reports will be retained as is consistent with past practice.
