.................................................................................................. 112 2 INTRODUCTION During the last fifteen years the phenomenon of asylum seekers and refugees had an increasing importance on the European area. This fact gave start to a process which is not yet concluded aimed to the uniformity of different national laws. Member States of the European Union were asked to prepare a regulatory system containing minimum common standard and shared procedures. Adherence to this path occurred in different forms and ways between State and State, entering in some cases in an already structured and existing system. The same migrations, however, are characterized by different cultural, historical and political dynamics, leading to different approaches and responses. The goal of this thesis is to give a multilevel analysis of the asylum system policies and to bring a concrete example of management interventions in favor of the asylum seekers through a field research. The thesis is divided in two parts: the first part analyzes in a multilevel perspective the asylum seeker and refugee‟s law and legislation starting from the international level until the Italian legislation. The second part describes the refugee acceptance in Italy and analyzes the North Africa Emergency management in Padua and a Venice. The first chapter describes the two historical phases of asylum in the International law, from the First World War to the formulation of the Geneva Convention on the Status of Refugees. This trend will help to avoid a silo approach when studying such a multifaceted phenomenon as migration. In recent years, students of the class on Migration and Development at the Master Course on Global Politics and Euro-Mediterranean Relations - GLOPEM - have asked whether manuals or handbooks could be used. Indeed, there are such publications, edited and written by leading scholars. The problem is that not only they can be voluminous, and not very affordable by students, but some of the topics that they cover need to be updated every year in such areas as flows of migrants and refugees, remittances, legal developments, multilateral and bilateral agreements.

I provide evidence of the emergence in their work of a distinctly transnational approach to literary writing (narrative in particular), founded on a creative way of addressing questions of estrangement, the body, and memory. I consider the work of three authors, who have yet to be fully acknowledged in the Italian literary landscape: the Italophone writers Jarmila Očkayová (1955-present; Italo- Slovakian) and Ingrid Beatrice Coman (1971-present; Italo-Romanian living in Malta), and Marisa Madieri (1938-1996; Italo-Hungarian from Istria), whose native language was Italian. Da allora in poi lo status di rifugiato avrebbe potuto essere attribuito anche a uomini e donne in fuga provenienti da paesi extraeuropei. Si trattava di un provvedimento tardivo nel quadro della normativa internazionale per i rifugiati. Com’è noto, già nel 1967 era stato firmato a New York un protocollo che abrogava la condizione, posta dalla Convenzione di Ginevra, secondo la quale gli eventi all’origine della richiesta di asilo dovevano essere antecedenti al 1951.
