The timetable for the review is set out below: Publication of notice and consultation document Monday 12 November 2018 Closing date for representations 5pm Monday 17 December 2018 Consideration of all representations Tuesday 18 December 2018 – Friday 11 January 2019 Returning Officer approves final scheme Friday 25 January 2019 2019 Register of Electors published in accordance with the Friday 1 March 2019 new scheme 3 Final Decisions Elmbridge Borough Council would like to thank those who responded to the consultation. Having considered the responses received, along with all other considerations and the need to manage risk in the effective delivery of elections in line with legislation and Electoral Commission Guidance, the Returning Officer has made the following resolutions. All polling places are monitored on an on-going basis. • No representations were received in respect of the recommendations from the Polling Districts and Polling Places for the following wards. The Returning Officer has determined that there will be no changes to the current Polling District and Polling Places listed below: • Esher Ward • Long Ditton Ward • Thames Ditton Ward • Hinchley Wood and Weston Green Ward • Claygate Ward • Molesey East Ward • Cobham and Downside Ward • Oxshott and Stoke D’Abernon Ward • Weybridge Riverside Ward • Oatlands and Burwood Park Ward 4 Representations were received in respect of the recommendations for the following wards: • Molesey West Ward • Walton Central Ward • Walton North Ward • Walton South Ward • Hersham Village Ward • Weybridge St. George’s Hill Ward The representations can be viewed on the Council’s website at https://www.elmbridge.gov.uk/elections Molesey West Ward The Returning Officer has determined that the Polling Place for Polling Districts GB and GC be located at Molesey Youth Centre, Ray Road and Molesey Henrietta Parker Adult Learning Centre, Ray Road respectively. The Returning Officer has determined that both Molesey Youth Centre and Molesey Henrietta Parker Adult Learning Centre, are available and suitable venues for use as Polling Places and are located within the Molesey West Ward. The two Polling Places also cover two different County Divisions and are utilised for separate County Divisions in respect of Surrey County Council elections. Walton Central Ward The Returning Officer has determined that that the Polling Place for Polling District JC will be located at the Christian Science Church, 70 Oatlands Drive, Weybridge. The Returning Officer has determined that the Christian Science Church is an appropriate and available venue to specifically take account of the Parliamentary Constituency. This also avoids electors having to change Polling Stations depending on the type of election. The Returning Officer has also determined that the Christian Science Church is located in a convenient proximity for electors in Polling district JC. 5 Walton North Ward The Returning Officer has determined that no changes be made to the Polling Places within the Walton North Ward. The Returning Officer concurs with the representations received that these are the most suitable and available venues at this current time. Walton South Ward The Returning Officer has determined, following a representation made to the consultation, that the boundary for Polling District LB be amended to include all properties on the even side of Molesey Road from Hersham train station to the Rydens Road junction, including the industrial estate, (all previously in Polling District LC). This change is illustrated on the map in Appendix A. This change will provide those electors with a more convenient polling station at Esher Rugby Club as it is located at a closer proximity. There are no other changes to be made in respect to the current Polling Districts and Polling Places for the Walton South Ward. Hersham Village Ward The Returning Officer has determined that the Polling Place for Polling District MA be confirmed as All Saints Roman Catholic Church Hall, Queens Road on a permanent basis. It is a suitable and available alternative to Hersham Village Hall which is currently unavailable as a polling place. Weybridge St. George’s Hill Ward The Returning Officer has determined that the Polling Place for Polling District PC will be located at St. George’s Hill Lawn Tennis Club, Warreners Lane. It is an appropriate and available venue taking into account the close proximity to the electors in Polling District PC. There are no favourable alternatives at such close proximity to the electors for Polling District PC. Burwood Park has an affinity with Hersham Village due to the rural nature of the community compared to Oatlands, which is a residential area with no natural centre. Residents of Burwood Park use the facilities of Hersham Village for shopping, the library, the doctor’s surgery and the Park lies within the parish of St Peter’s Church. The proposed new Wards are therefore not orientated correctly. 3. There is a risk that future Burwood Park planning issues will be considered in a residential context rather than the rural environment, which exists today. The current Hersham orientated local councillors understand and fully support the interests of Burwood Park residents. 4. The proposed boundary change to move Burwood Park into the Oatlands Ward, results in a change in parliamentary boundary - from Esher and Walton to Weybridge and Runnymede.

Furthermore, I have established relationships with the current local councillors and have communicated with them many times. In contrast, I do not even know the names of the Long Ditton councillors and do not want to have to go through the whole process of explaining ongoing issues again to a new set of people. It is also a great concern to me that these proposals have been issued when many residents will be on holiday.

STATUTORY INSTRUMENTS 2016 No. 301 LOCAL GOVERNMENT, ENGLAND The Elmbridge (Electoral Changes) Order 2016 Made - - - - 3rd March 2016 Coming into force in accordance with article 1(2) and (3) Under section 58(4) of the Local Democracy, Economic Development and Construction Act 2009(1) (“the Act”) the Local Government Boundary Commission for England(2) (“the Commission”) published a report dated 5th January 2016 stating its recommendation for changes to the electoral arrangements for the borough of Elmbridge. The Commission has decided to give effect to the recommendations. A draft of the instrument has been laid before Parliament and a period of forty days has expired and neither House has resolved that the instrument be not made. The Commission makes the following Order in exercise of the power conferred by section 59(1) of the Act: Citation and commencement 1.—(1) This Order may be cited as the Elmbridge (Electoral Changes) Order 2016. (2) This article and article 2 come into force on the day after this Order is made. Dear Sir/Madam, I wish to object to the proposed local government boundary changes. My objections are as follows: 1. Burwood Park is closely associated with Hersham Village, not Oatlands Village. It is physically separated by a railway line. 2. Hersham is more of a rural area than Oatlands. The proposed new wards are therefore not orientated correctly. 3. Future planning issues involving Burwood Park could be considered in the context of the largely residential nature Oatlands, rather than the more rural context of Hersham Village. 4. The proposed boundary change results in a change in Parliamentary boundary from Esher and Walton to Weybridge and Runnymede.
