A. Land Acquisition and Resettlement
Paragraph 47 of the review mission Memorandum of Understanding (MOU): For Baishan urban water supply subproject, CBSW1 and CBSW2 only induce temporary land occupation impact. Permanent land acquisition has not commenced due to the delayed approval of forest land acquisition. In
December 2015, the Baishan Land Survey and Plan Division conducted surveying and demarcation for the forest land, and the final forest land to be acquired is 63.72 mu. In October 2016, the PIU submitted the forest land acquisition application to the Jilin Forest Department (JFD); however, the JFD did not issue the approval, as the FSR approved in June 2013 with a 3-year validity had expired. The Baishan development and reform commission issued the new approval for the FSR in March 2017, and it is expected that the forest land acquisition will be approved by JFD in September 2017. The detailed design for the plant and distribution network will be completed in October 2017. Permanent land acquisition impact will be increased due to the added access road to the plant. A qualified agency for appraising the standing crops and ground attachments for temporary land occupation will be engaged by the PIU by September 2017. Based on the detailed design, the detailed measurement survey will be conducted in November 2017 and it is agreed that the updated resettlement plans for CBSW3,4,5, and 6 will be submitted to ADB by December 2017.
Reply: The land of water supply plant has not been approved. The resettlement plan will be updated after getting the approval of forest land.
Paragraph 48 of the MOU: The mission noted that there is a difference between the compensation rate in the resettlement plan and the Compensation Rates for Collective Land Acquisition in Hunjiang
District (No.3) issued by Hunjiang District Government on 1 March 2017. The PIU informed the mission that the compensation rate for collective land (CNY60,000/mu) applied in the resettlement plan was not right. According to the resettlement plan, the compensation rate is determined based on the
Unified Annual Output Value Standard of Land Acquisition in Baishan City (2010), however the

compensation rate in this document for Shangdianzi Village is CNY19,750/mu. The resettlement plan needs to be updated based on the new 2017 policy.
Reply: The completed Baishan integrated solid waste landfill subproject updating resettlement plan had revised mistakes, and make new compensation standard.
Paragraph 49 of the MOU: For Baishan integrated solid waste management subproject, there is no progress of land acquisition in 2015 and 2016 due to lack of counterpart funding. House demolition commenced in September 2016. The PIU informed the mission that the counterpart funding was in place in 2017 and all land acquisition and house demolition can be completed by April 2018. Among the 36 HHS affected by house demolition, 27 HHS are affected by CBSSW2 and 9 HHS are affected by
CBSSW3. For CBSSW2, houses of 17 AHS have been demolished and relocated well in
Tienanxincheng and Wangdahuayuan community. For the remaining 19 HHS, negotiation is ongoing.
Cash compensation is based on market value appraisal conducted by a qualified agency, and the external monitor verified that the compensation was higher than in the resettlement plan. Replacement housing is provided based on 1 m2 demolished house for 1 m2 relocation house.
Reply: 31 households had removed; 5 households are still in consultation. Property exchange is adopted for the house resettlement way to sign the agreements. The results of sample show signing the agreements meets the wishes of parties.
Paragraph 50 of the MOU: Detailed design and detailed measurement survey for this project has been completed. It was agreed that the updated resettlement plan with the due diligence report for the completed LAR will be submitted to ADB by November 2017.
Reply: The update of Baishan integrated solid waste landfill subproject resettlement plan is completed, it has get approval.
Paragraph 51 of the MOU: The mission noted that there is a significant difference between the compensation rates in the resettlement plan and the Compensation Rates for Collective Land
Acquisition in Hunjiang District (No.3) issued by Hunjiang District Government on 1 March 2017. The

PIU informed the mission that the compensation rate for dry land (CNY360,000/mu) applied in the resettlement plan were not right. According to the resettlement plan, the compensation rates are based on the Unified Annual Output Value Standard of Land Acquisition in Baishan City (2010), however the compensation rate in this document for Minhua Village is CNY21,625/mu. The resettlement plan needs to be updated based on the new 2017 policy
Reply: The same to 48.
Paragraph 52 of the MOU: For Baicheng urban development project, by 10 August 2017, 378.06 mu land was acquired and 9,304.13 m2 houses were demolished, which is 16.64% and 18% of the planned areas in the original resettlement plan, respectively. The mission was informed by the PMO that negotiation with the AHS took long time due to the following reasons: (i) some AHS require more compensation than the result of appraisal; (ii) some AHS prefer the project to acquire all the remaining land and houses which was not within the boundary of the road; (iii) during implementation, the local government is implementing integrated large-scale land acquisition and house demolition in the area
(east to Xiangyang Street, west to Third Ring Road l, north to Xinhua Xi Road, and south to Chunyang
Road), which makes LAR for CBC2, 5, 6, 7, and 10 take a long time; and (iv) some villagers planted more crops and built houses after the land acquisition and house demolition notice was posted.
Reply: Land acquisition of Baicheng urban development project is in process, the demolishment of
CBC2, 5, 6, 7, and 10 is difficult and goes slowly due to the increasing new illegal buildings.
Paragraph 53 of the MOU: For CBC1, 2, and 3, the detailed measurement survey has been completed.
It's agreed that one updated resettlement plan for these three contract packages will be submitted to
ADB by 30 September 2017. Since land acquisition for one section of CBC3 will be implemented by the New District, the mission reminded that the PIU needs to coordinate with the New District in advance.
Reply: The update of CBC11 Xinggong Road resettlement plan is completed and it’s waiting for approval. The PIU have coordinated with the New District.

Paragraph 54 of the MOU: For CBC4 and 5, on 24 November 2016, the PMO once sent an endorsement letter to ADB to confirm that there is no need to update the resettlement plan. It's agreed that the external monitor will check again if there are changes and reflect them in the external monitoring report to be submitted by 30 September 2017. Permanent land acquisition for CBC4 and 5 has been completed. There are remaining 3 HHS need to be demolished for CBC5, although negotiation with these 3 HHS was commenced 2 years ago. The mission reminded the PMO and PIU to take necessary actions to solve the problem as soon as possible. For CBC4, it's estimated that there are around remaining 20 HHS to be demolished.
Reply: There is no need to update CBC4 and 5. Permanent land acquisition of CBC5 is completed, 3 households haven’t completed yet. The compensation price of state-owned land in CBC4 is too high, it’s inconsistent with current policy and needs to be consulted, there are 20 households need to be demolished.
Paragraph 55 of the MOU: For CBC6 and 7, the updated resettlement plans were discussed during the mission and a list of information required in Chinese was provided to the PIU. ADB's staff consultant will help finalize the updated resettlement plan by 4 September 2017.
Reply: The update of CBC6 and 7 was completed, ADB had approved.
Paragraph 56 of the MOU: For CBC8 and 10, on 14 November 2016, the PMO once sent an endorsement letter to ADB to confirm that there is no need to update the resettlement plans. It was agreed that the external monitor will check again if there are changes and reflect them in the external monitoring report to be submitted by 30 September 2017. For CBC10, the number of remaining HHS affected by house demolition is not available during the mission as more HHS prefer the project to demolish all the remaining main houses which are not within the boundary of the road.
Reply: There is no need to update CBC8 and 10. The affected people of CBC10 require to move back to the shop front-house, it is in consultation.

Paragraph 57 of the MOU: For CBC9 and 11, the resettlement plan will be updated by 31 October
2017. LAR for CBC 12 will be included in CBC2. For CBC14 and 15, LAR will be implemented together with the related road.
Reply: The waste transfer station is cancelled in medium-term adjustment of ADB, so there is no need to update RP. Garden and landscaping work of CBC15 will be implemented after the completion of construction of urban roads, so there is no need to update RP. The civil RP of stormwater and pumping station of CBC16 has been reported to the panel to investigate.
Paragraph 58 of the MOU: Compensation rate for permanent collective land acquisition is based on location. For the area between Chunyang Road (CBC10) and Zhongxing Road it is CNY300/m2, while for other areas it is CNY130/m2. Both rates are higher than the CNY120 /m2 in the original resettlement plan
Reply: Compensation rate for land acquisition is CNY300/m2 in the new resettlement plan.
Paragraph 59 of the MOU: 114 HHS have been relocated well in the two relocation sites as described in the resettlement plan. Cash compensation is based on market value appraisal conducted by a qualified agency, and the external monitor verified that the compensation was higher than in the resettlement plan.
Replacement housing is provided based on 1 m2 demolished house for 1 m2 relocation house (Six-story building) or 1.1 m2 relocation houses (more than six-story building). The government is building a new relocation site (New Zone West Relocation Site) which can deliver 1,488 apartments by June 2018.
Reply: New Zone West Relocation Site is proceeding in an orderly manner, it’s estimated it can be delivered at the end of June, 2018. 70% of the demolished households have been relocated in this new relocation site.
Paragraph 60 of the MOU: The mission noted that, the resettlement cost will be higher than the budget in the resettlement plan. By 10 August 2017, the PIU has disbursed CNY176 million, which is 53.6% of the budget in the resettlement plan, although the completed LAR accounts for around 20%. The mission was informed by the PMO that the estimated cost may be twice of the budget in the resettlement plan due to increased compensation rates and impacts.

Reply: The fund of land acquisition and house demolish is positively raised by PMO.
61. However, with regard to the poor and vulnerable households, the PIU and LAR Office of the
Economic Development Zone stated that they were not aware of the provision of financial support (i.e.,
CNY2,000 per household) stated in the agreed resettlement plan. Despite this, the LAR Office explained that if they found households who need special assistance, they refer them to the concerned agencies to ensure that the affected households are given priority (e.g., provision of 45 m2 relocation houses if the demolished area is less than 45 m2 and be included in the minimum living guarantee system).
Reply: Certain assistance as specified has been provided or will be provided to vulnerable groups i.e., moving assistance (such as provision of vehicles) and priority given for floor selection (particularly for disabled households and women-headed households), and house location selection close to hospital (for households with sick family members).
1 Executive Summary
1.1 Project Description
Jilin Urban Development Project (the Project) financed by the Asian Development Bank
(ADB) is to assist Baicheng and Baishan municipal government, two prefecture level cities in the
less developed area in Jilin Province in the northeast of People’s Republic of China (PRC), to
improve and upgrade their urban infrastructures and municipal services and to improve the
environment and living conditions of the urban areas. It has five subprojects: (i) improve urban
roads, bridges, municipal services in Baicheng; (ii) set up integrated solid waste management
system (ISWM) in Baicheng; (iii)set up ISWM in Baishan; (iv) improve water management in
Baishan; and (v) capacity development and institution arrangement. The subproject
implementation units are shown in Table 1-1. Project component locations and main impacts are
shown in Table 1-2.

The formality for land usage of the water supply plant in Baishan is being dealt with. The
usage of forest land has not been approved by The Provincial Forestry Bureau. The water supply
plant occupies 4.75 hectare of land in total, including 2.93 hectare of cultivated land, 2.36 hectare
of forest land and construction land remained.
According to the resettlement plans, this project acquires 1,629.17 mu of collective-owned
land and 796.08 mu of state-owned land, affecting 10 communities (villages), 19 units, 727
households, 2,000 persons. The total resettlement expenditure estimated is CNY403.0931 million.

1.2 Resettlement Policy and Framework
The project land acquisition and resettlement (LAR) is implemented in accord with the PRC’s and local governments’ relevant laws, regulations and policies, and requirements of Asian Development Bank (ADB) involuntary resettlement. The laws and regulations include: (i) State Council Document 28 of No. 31: State Council Decision to Deepen Reform and Strictly Enforce Land Administration (October, 2004); (ii) Implementation Stipulations of Land Administration Law of PRC (1998); (iii) Land Administration Law of Jilin Province; (iv) Jilin Guidelines for Implementation of the Urban House Demolition Management Regulation of the PRC; and (v) local relevant laws and regulations.
The LAR purpose is to improve affected people’s (AP) living standard which is at least not lower due to land acquisition. The principles of the compensation and entitlements established for the Project are as follows: (i) compensation and entitlements provided must be adequate to allow APs to at least maintain their pre-project living standard, with the prospect of improvement; (ii) compensation and entitlements provided are based on market value or replacement value and must be adequate; (iii) the area and duration of temporary land occupation should be reduced to the minimum; (iv) lands occupied and structures or attachments built after the deadline regulated by local government will not be compensated; (v) adequate compensation should be provided to the APs timely; (vi) all the APs should be adequately informed about compensation rates and standards, livelihood and income restoration plans and project progress; and (vii) close monitoring and timely actions should be carried out to identify and resolve any problems.
1.3 Progress of Resettlement Implementation
For Urban Development Project, by 28 February 2018, partial land was acquired, and partial house demolition was done by 6 real estate development projects due to real estate development. The House Demolition Center belonging to Planning and Construction Bureau of Baicheng Economic Development Zone and the Land Acquisition Office of the Ecological New Zone are responsible for land acquisition and house demolition.
The Baishan Water Supply Subproject is doing the preparation.

1.4 External Monitoring and Evaluation on Resettlement
Shanghai Yiji Construction Consultant Co., Ltd. is an individual external resettlement monitor for the Project. By March 2018, six Monitoring Reports have been completed.
A. Work Plan and Arrangement for Monitoring and Evaluation
The resettlement monitoring and evaluation is conducted semiannually during resettlement implementation and annually after the completion of resettlement (twice in total). During July 2015, August 2015, January 2016, July 2016, January 2017, August 2017, February 2018 the external monitor team conducted monitoring and evaluation on the implementation progress of land acquisition, house demolition, resettlement and relocation. The tasks of external resettlement monitoring and evaluation included:
1) Follow-up investigation of the production and livelihood of villages and villagers affected by land acquisition and house demolition for a better understanding of the progress of land acquisition and the restoration of production and livelihood of APs; 2) Follow-up investigation of enterprises/undertaking units affected by land acquisition and house demolition for a better understanding of LAR impacts on those units and the restoration of production and operation; 3) Understanding of the progress of land acquisition, house demolition, compensation and relocation, and conducting external resettlement monitoring and evaluation against RPs; 4) Collection of APs’ opinions: interview affected villagers, staff of affected enterprises and resettlement implementation units, as well as APs having complaints, for a better understanding of APs’ opinions; informing project resettlement and land acquisition offices about the opinions and suggestions of APs and affected enterprises; providing suggestions to help improve resettlement with a smoother and more effective way of land acquisition and house demolition. 5) Investigation in the temporary land acquisition 6) Investigation in the distribution and usage of the compensation 7) Investigation in the restoration of the life of people affected 8) Investigation in the construction of the resettlements 9) Investigation in the help to the vulnerable group 10) Investigation in the consultant and participation of the public 11) Investigation in complain handling 12) Investigation in the implementation of mitigation measures

C. Methods
1) Sampling. Sampling scheme and questionnaires were designed. The monitor conducted house-by-house detailed investigation to AHs and different affected groups with utilization of random sampling method and the questionnaires prepared in advance. The content of investigation included family members’ basic information, the structure of family income and expenditure, compensation progress, satisfaction on LAR, and so on.
2) Meeting. Interviews to LAR implementation agencies, relevant units, street offices, affected village committees and AHs were conducted for a better understanding of the progress of LAR and house demolition.
3) Consulting documents. Consulting and verifying documents and materials (files, agreements and statistical statements) in relation to LAR and demolition.
4) Interviewing key informants, such as director of land acquisition and house demolition office, related official of undertaking unit, village head, and head of affected family, women, and senior citizens.
1.5 LAR Institutional Arrangements
In order to implement the project successfully, a project management office at the provincial level was established under Jilin Province for providing overall guidance and coordination for project implementation. Each subproject city government has established local municipal project management office, being responsible for the guidance and coordination to the components. The LAR institutional arrangement for the Project is shown in Figure 1-1 below.

1.6 Land Acquisition Progress

The land acquisition procedures under the Project are as follow:
1) Issue pre-announcement of land acquisition;
2) Conduct investigations to lands and ground attachments to be acquired;
3) Prepare announcement of land acquisition scheme and submit it to the government for approval, and post land acquisition scheme in affected villages;
4) Conduct social-economic investigations;
5) Implement compensation and relocation scheme for land acquisition and pay the compensations, as well as implement compensation and relocation scheme for house demolition;
6) Clear ground attachments and hand over the lands to project construction contractors.

G. Sample household surveying
Income survey of sample households is illustrated in Table 1-12. These HHs’ income per capita ranges from CNY933 to CNY9,666 per year.
Sample HHs are distributed in 2 villages belonging to 2 distinct counties, whose average number of persons in a household is 3.11. In 2014, their income was CNY6,206 per capita or CNY19,357 per household. They owned 4 mu of farmland averagely. By 15 July 2016, 0 mu of land per person have been acquired and 0% of total have been acquired (including arable land and non-arable land). Table1-12 shows land area and income of sample households and Appendix Table-1 gives the detail of income and properties of sample households.
Among 42 sample households surveyed in 2014, they had 43 TVs, 34 refrigerators, 41 washing machines, 8 tractors, 16 motorbikes, 38 water pumps, 3 livestock, 15 networks, 77 telephones, and 71 automobiles. The property of these sample households is listed in Table 1-13 and the details are showed in Appendix Table-2.

1.13 Monitoring and Evaluation
Shanghai Yiji Construction Consultant Co., Ltd. carries out External Resettlement Monitoring for the project. The Monitoring and Evaluation team investigated sample households for their livelihood data. Two methods are applied to the investigation, namely, 1 Interviews to LAR affected village committees, involved in the village leaders, and 2 Interviews to LAR affected households with sample families.

1.14 Social and Gender
The plan of social and gender is comprehensively implemented as planned. Social benefits are achieved in terms of labor, safety, disease control, and public participation.
1.15 Conclusions and Suggestions
H. Conclusions
1) Partial land was acquired, and partial house demolition was done by 6 real estate development projects due to real estate developments. The House Demolition Center belonging to Planning and Construction Bureau of Baicheng Economic Development Zone and the Land Acquisition Office of the Ecological New Zone are responsible for land acquisition and house demolition. 2) People whose houses have been demolished are satisfied with the resettlement community. 3) The compensation for land acquisition of Baicheng Urban Development Subproject is CNY300/m2 (CNY279.2 is for villagers and other CNY20.8 is for village committee). For those who lose land, their incomes mainly come from doing work. 4) For Baicheng Urban Development Subproject, the demolished households in Baoping Village agree that the decoration compensation standard is CNY170/m2. The demolished households have been relocated. The policy of house property exchange is as follows: for main rooms, the exchange rate is 1:1.1, for the attachment rooms, the exchange rate is 1:0.6. The survey shows that villagers are satisfied with this policy. 5) For Baicheng Urban Development Subproject, Baishan City Land Surveying and Planning Bureau conducted land surveying of Urban Water Supply Subproject in December 2015 and issued the technological report. Water Supply Plant covers an area of 42,480 m2 of forest land, which is located in Shangdianzi Village, Hekou Street, Hunjiang District, Baishan City. Now the usage of forest land formalities are being handled and expected to be approved in June, 2018. Pipeline construction are being done. 6) The update of resettlement plan for BSW was completed and approved. Among 36 affected households, 31 households have been relocated,5 households are during negotiation. Land acquisition has been completed. 7) Great attention is paid to public participation. The complaint channel is unblocked.
I. Suggestions
1) The PR of The Baishan Water Supple Subproject should be updated and submitted to ADB before the construction bidding. The reply for the updated PR the presupposition for receiving the construction contract.

2) For Baishan Water Supple Subproject, the formalities of using forest land should be quickened and the fund should be positively raised to complete land acquisition of water plant as soon as possible. 3) For Baishan Integrated Solid Waste Management Subproject, the negotiation process of house demolishment for 5 households should be quickened. 4) The progress of land acquisition and resettlement of Baicheng subproject should be quickened. the transition time should be shortened. It’s very important. 5) Formal system of resettlement records management should be set up and relate staff should do relative word and picture records to enrich the materials of land acquisition and resettlement. 6) In addition to cash compensation, other resettlement compensation measures, such as skill trainings to APs, increasing employment opportunities, need to be further strengthened. 7) Professional trainings to staff working on land acquisition and house demolition should be strengthened; the contents of trainings can include site visit, experience introduction and theories discussion. 8) Safety management during LAR should be paid particular attention to avoid safety accidents, and a safety system for LAR should be established to increase the efficiency. 9) For AHs who have more than 30% of their lands acquired, particular attention should be paid to them and guidance should be provided to them for helping them utilize the cash compensation for land acquisition and allowance for relocation in production and development, so as to improve their income level.
2 Baishan Urban Development Project
---Urban Water Supply Subproject
2.1 Overall Situation of Resettlement
Baishan Urban Water Supply Subproject is updating resettlement plans. Land acquisition and resettlement work doesn’t start. The formalities of using forest land by the water supply plant have not been approved. Now the pipeline construction of the water supply plant starts. The completed length is 13.5 km and along the road, so it doesn’t refer to land acquisition and house demolition. Some villagers need to be compensated due to flood land occupation. The pipeline construction affects some forest land and ground attachments. The evaluation company has been recruited. However, there is difficulty in implementation due to the gap between the evaluation price according to policy and the price raised by affected people. It’s in consultation.

J. Land Acquisition Progress
By 28 February 2018, the project has occupied 0 mu of land, including 0 mu of cultivated land, 0 mu of construction land and state-owned land 0 mu. Land acquisition affected 0 HH, 0 people, and completed 0%. The summary of project land acquisition is listed on Table 2-1. The construction of water supply plant will occupy the forest land. For Baicheng Subproject, Baishan City Land Surveying and Planning Bureau conducted land surveying of Urban Water Supply Subproject in December 2015, and issued the technological report. Water Supply Plant covers an area of 42,480 m2 of forest land, which is located in Shangdianzi Village, Hekou Street, Hunjiang District, Baishan City. Now the usage of forest land formalities are being handled and expected to be approved in June, 2018. The client has consulted with villagers.
K. Affected Households Progress
By 28 February 2018, the project has completed land acquisition 0 HH. The completion of acquisition is listed on Table 2-2.
L. Affected Vulnerable Groups
Among the APs, one person, who is long-term illness, is defined as vulnerable group. There are 4 people in this family. Only one person of them is labor force.

By 28 February 2018, Baishan City Hengda Drainage Engineering Co., Ltd. has paid CNY1.25 million as tax and fee in total for land acquisition, account for 7.62% of the total budget. By 28 February 2018, executive agency has paid the fees of land acquisition to the implementation unit. The funds paid by Baishan Water Supply Subproject are listed in Table 2-6.

2.9 Organization and Administration
Baishan Municipal Government is the executing agency of the subproject. Baishan Municipal ADB Loan Project Leading Group that represents the Baishan Municipal Government is responsible for monitoring the implement of Project and resettlement plan. Baishan City Hengda Drainage Engineering Co., Ltd. is the implementation unit for this Subproject. Hunjiang District Government, affected Village Committee and Neighborhood Committee are responsible for the implement the resettlement plan. Baishan Municipal ADB Loan Project Leading Group and Baishan City Hengda Drainage Engineering Co., Ltd. have set up the resettlement office.
2.10 Assistance to Vulnerable Groups
Among the APs due to the permanent land acquisition, one person is defined as vulnerable group and has long-term illness. There are 4 people in this family. Only one person of them is in the labor force. This family has received the minimum level guarantee under the government subsidy, every member of the family can receive about CNY55 per month. The annual net income of this family is CNY3,000. The Subproject can ensure that the family can receive propriety to the employment program and will also provide the family with additional assistance of CNY2,000 (there is no special allowance for them, but actually they get more than CNY2,000, for example, the house resettlement rate is higher than 1:1).
2.11 Conclusions and Suggestions

1) The construction of this project has started. For some villagers, they should be compensated due to temporarily-occupied land and the compensation standard is still in consultation. 2) Updating report of resettlement plans is in preparation. 3) New water supply plant will occupy the forest land. The Client is undergoing the procedure for acquiring forest land.
O. Suggestions
1) Accelerate the update of Resettlement Report, it’s estimated to be solved at the end of May 2018. 2) The length of water transmission pipeline to be installed is long and it has a certain degree of difficulty for construction which requires the use of favorable climatic conditions and good construction preparation. Due to part of the pipeline through the residential area, it is necessary to communicate with the resident in advance. Especially, it needs to make communication with the shops along the pipeline and inform them to make preparations in advance. 3) Consultation about the compensation standard of temporarily-occupied land should be well done.

The land usage of the water plant is going through formalities, but it goes slowly. It’s estimated that
resettlement plan will be completed before 30 June 2018 according to updated RP. Pipeline is
in construction, but there is large gap between evaluated price and the exception of affected
people, it’s hard to implement and has already affected construction. The process of land
acquisition and resettlement will be further enhanced. Partial plan of installment the pipeline has

The Water Treatment Plant has completed land surveying and delimited technology. It is expected that the formalities of forest land will be completed in April 2016. There are some changes of water pipeline plan. The preliminary design work is ongoing and will be accelerated.

In order to occupying less farmland, the new water supply plant will occupy the forest land. The Client is going the procedure for occupying the forest land. 3 Baishan Urban Development project
--- ISWM Subproject
3.1 Overall Situation of Resettlement
For Baishan Integrated Solid Waste Management Subproject, BSWTC makes the plan of house demolition and resettlement within the 1km downstream of Baishan Solid Waste Treatment Plant. 36 households are affected. Among them, 31 households have been relocated and other 5 households are in consultation, land acquisition has completed. 1 household is not in and other 5 households disagree due to low evaluation price). Affected households are satisfied with the resettlement houses chosen by themselves. For those who choose property right exchange, the policy of “demolish one, give one” will be implemented according to the area recorded in the house license. For those who choose to settle at base layer, the difference of each floor will not be calculated, while for those who choose to settle at other floors, the difference of each floor will be calculated. If the area is expanded, the price of the expanded area will be paid according to the sale price. The reasons for not signing the agreements are as follows: some of them are unwilling to move because they disagree with the compensation price; Some of them hope to move back; Some households hope the client can provide better houses in Baishan for them.

For the four (4) vulnerable households, their houses have been demolished and they have relocated. The two (2) affected ethnic minority households are not poor or low-income households, and they have been affected only by house demolition. Their houses were not demolished until they have moved into the resettlement houses, therefore, their living has not been affected.
Of the four (4) vulnerable households affected only by house demolition, their houses have been demolished and they have moved into the resettlement houses. During the resettlement process, the project management office (PMO), implementation agency (IA) and local government have paid special attention to their resettlement, and will set up vulnerable group assistance fund in the office of Baishan Municipal Solid Waste Treatment Co., Ltd., with CNY2,000 per household in cooperation with the Baishan Labor and Social Security Bureau, Civil Affairs Bureau, and Women’s Federation and other government agencies, which will be used for the following purpose: (a) more vulnerable group will be included in the local minimum living guarantee system if they are entitled, and the Civil Affairs Bureau is responsible for this; (b) urgent cash assistance will be provided if the households have serious illness in addition to the subsidy paid under rural cooperative medical care system; (c) if the vulnerable groups have difficult to support the children’s education, they can apply to Civil Affairs Bureau for fund assistance for their children’s education; and (d) women headed households can apply for assistance to Women’s Federation if they have some difficulties, and (e) other vulnerable households such as the poor or low income households. During implementation, the vulnerable can apply assistance to the village committee, and the village committee will check and endorse the application, and then transfer to the responsible government agencies. In addition, 8 m2 extra house area (or cash equivalent to 8 m2 extra house area) will be provided to the vulnerable group according to the construction cost at CNY860/m2 as stated in May 2014 RP, totaling CNY6,880 per vulnerable household. Up to October

2018, no payment of the funds for vulnerable groups have been made yet, including8 m2 extra house area provision in cash payment for the relocated 4 vulnerable families. Fund payment is in the process and waiting for the fund use approval by the municipal government for those households needed. Also certain assistance as specified in the updated RP has been provided or will be provided to them, i.e., moving assistance (such as provision of vehicles) and priority given for floor selection (particularly for disabled households and women-headed households), and house location selection close to hospital (for households with sick family members).

3.5 Houses Relocation
By 28 February 2018, 31 households have signed the relocation agreements (including the households have reached the intention) and chosen the resettlement houses. The relocation sites are Tienanxincheng and Wanda Garden. The detailed policy can be seen in Table 3.15.

3.7 Budget and Fund for Resettlement
Funds for land acquisition and resettlement are raised by Baishan Municipal Solid Waste Treatment Co., Ltd. The LAR funds can meet the needs of land acquisition and house demolition for the Project. By 28 February 2018, this Subproject has paid CNY2,011.80 thousands in total for land acquisition and relocation, which accounts for 48.11% of the budget. The funds paid by the subproject are listed in Table 3-9.

The Baishan People’s Government Office released the guidance notes on the Monetization of Residential Housing in the Urban Shantytown Renovation Project in Baishan City on 27 May 2017. According to the guidance, Baishan Construction Bureau issued the House Acquisition and Resettlement Plan for the second phase expansion construction of Baishan Integrated Solid Waste Landfill which was approved by the related municipal department. On 13 June 2017, the meeting about house demolition within the project area of Baishan Integrated Solid Waste Landfill was held in Baishan House Acquisition Center. There is no complaint from HHs. This policy is accordance with the policy of ADB.
On 26 June 2017, Changbai Mountain Daily published the notice on the grave relocation of Baishan Integrated Solid Waste Management Project.
