Tunisia Elections Dispatch No. 3 Pre-Elections Period Introduction This is the third in a series of reports the International Republican Institute (IRI) is issuing over the course of the next few months as Tunisia holds parliamentary and presidential elections. The parliamentary elections will be held Sunday, October 26, 2014, while the presidential elections are scheduled for November 23 with a potential run-off occurring before the end of 2014. This report is a follow-up to IRI’s Tunisia Elections Dispatch No. 2 and Tunisia Elections Dispatch No. 1 and draws on the observation and analysis of IRI’s long-term observers deployed at strategic locations throughout Tunisia. IRI’s long-term observation mission is based in Bizerte, Mahdia, Medenine, Tozeur and Tunis, but has provided coverage of 20 of Tunisia’s 24 governorates. The long-term observer (LTO) delegation includes representation from Egypt, France, Italy, Jordan, Morocco, Portugal and Togo and has been active since September 1, 2014. IRI also deployed an LTO to witness the voter registration period in July and August of this year. To support the elections, IRI will conduct international election observation missions for both the parliamentary and presidential elections, deploying long-term and short-term observers throughout the country to monitor the pre- and post-elections processes, assess the transparency and credibility of the process, and, afterward, offer analysis and recommendations for future electoral cycles. Per Tunisia’s new constitution, the elections are being administered by the Independent High Authority for Elections (ISIE), which is a permanent independent public authority responsible for ensuring democratic, free, pluralistic, fair and transparent elections. -

Accepted 24 February, 2013 The fig ( Ficus carica L.) is widely distributed and represents a natural wealth and diversity in all Tunisia. Investigations in the field showed that ‘smyrna’ type, bearing one generation of figs, were predominant in the coast while ‘san pedro’ type, bearing two generations of fruits, is more encountered in the continent. A large array of caprifig trees were counted in coastal ‘Bekalta’, while caprifigs are rare in ‘Djebba’ and are mostly found in wild form. Biodiversity of fig species was corroborated by analysis of the fruit. A wide range of size, shape (round, oblate and oblong) and colour (yellow green, purple green and purple black) was observed in the two areas. Fruits originated from continental zone were larger (59 mm) and heavier (82 g), while fruits from coastal zone were sweetener (18.4%) and tasteful. Comparison of cultivar ‘Zidi’ growing in the two contrasting areas revealed a gain of precocity in fruit ripeness in the coast. However, ‘Zidi’ figs picked from continental ‘Djebba’ were larger, heavier and sweetener than those picked from ‘Bekalta’. -

Displayed on the tabletop were various home-made items of lace and textile that she was offering for sale. As a student of the his- tory of art, I was all too familiar with canonised Art, with capital A, but en- tirely ignorant about domestically crafted textiles. Yet I stopped in my tracks, captivated as I was by an ungraspable aesthetics that was quite alien to me, as it was light years away from the universe of male-dominated Renaissance art. There was one piece, featuring both abstract and stylised patterns, that I found particularly attractive – despite myself. When I enquired about the price, the woman asked: ‘Are you married?’. I told her I was not. ‘Then I cannot sell this piece to you’, she said. I stood there dumbfound, unable to comprehend why this should be the case, and tried to assure her that I found the piece genuinely beautiful. Speaking in the local dialect, slowly and clearly for my benefit, she said she believed me, but that that was not the point. -

The core of our analysis is detailed modeling of key “mission tasks” on a sortie-by-sortie basis. Our model uses raw technical data—such as specific range, hover performance, and weight limits—to simulate the flight of each alternative platform through each sortie. This enables us to assess which platforms can per- form the required sorties, as well as how many aircraft are needed.
