Program Compilation Report of SED-P/RAP3 (Dec, 2013-Jul, 2016) SOSEC, Nepal Dailekh Introduction of Organization: 1.1 General Introduction : Social Service Centre (SOSEC), Nepal Dailekh is one of the non-political and non-profitable social organization which has been founded in 2054 B.S. with the goal of serving the backward people in the remote and undeveloped communities of . The organization tries to play the vital role in the social cultural and economic development of the community. SOSEC Nepal Dailekh is the result of the ambition and enthusiasm some adventures Dailekh youth who are always dedicated in the prosperity of community by analyzing the fact that only governmental offices cannot do all of the developmental work, and some efforts should be done by the civil society for the development of the community the organization has been performing different activities related to human rights, health, education, sanitation & agriculture with the partnership of different bilateral, Multilateral and other donor agencies that launch the program only for the disadvantage and back warded communities. SOSEC Nepal Dailekh considers that the community should be active and cleaver for their development. The development of a community depends on the activeness of the community people. Now there are 1 Dalit female and 1 Dalit male, 2 Janajati female, 2 other female and 4 other male altogether 10 members in the executive board of the organization. SOSEC has 36 General Member and 105 Life Member.

1.2 Legal status of the organization: SOSEC Nepal Dailekh has registered in District Administration Office Dailekh with the registration No-59-054/055 on 11 th Bhadra 2054 with in institutional organization registration Act.2054. Similarly SOSEC Nepal Dailekh is affiliated in Social Welfare Council Kathmandu with the affiliation no-6099- 054/055 and registered in NGO Federation Dailekh Regd. no.-DAI-03-MWR. SOSEC Nepal Dailekh is also been registered in PAN with no 300965292.

1.3 Vision: To constructed the equitable society with the establishment of empowered organization to play effectives & vital role in the integrated development of the community.

1.4 Mission: To improve the educational, health, economic and Right aspect of the women, Dalit, Janajaties, Children and poor with the help of social mobilization and peoples participation.

1.5 Goal: To improve the educational, health and economic condition of the target groups by centralizing the social inclusion. To access the people in the aspect of right who have no access in their right. To increase the institutional capacity of the organization by emphasis on human resource development.

1.6 Objectives:  Increase income through mobilization of local fund.  Development of agriculture & forestry, livestock and small enterprises for the welfare of society.  Protection of environment, local resources and local indigenous knowledge.  With the co-ordination of different line agencies, development of need based local infrastructures.  Sustainable capacity building of human resources.  Promote institutional development and raise public awareness among people for collective action &self-help.  Improvement of community health and reproductive health of rural people through mobile health camp, health campaign, training and public awareness programmes.  Increase employment opportunities through enhancement of local skill and technical know-how.  Support people that are suffer from conflict.

2. Program Background: Dailekh is one of the poor and back-warded districts in mid-western development region of Nepal. Major problems of the district are social beliefs, illiteracy, traditional farming system, low industrial and skill development. Majority of the youth are gone to aboard for scale up living standard and socio-economic status of family. Social Service Centre (SOSEC) Nepal Dailekh, which is working in the community since 2054 got the opportunity to work in the poorest, back warded and remote VDCs, , Sinhasain, Peepalkot, Rakamkarnali of Ramaghat Sinhasain Road Corridor, , Kharigaira, Raniban and Baluwatar of Deshigande Mahabu Road Corridor and , Ruma, Meheltoli, Jaganath, and Bindhyabasin of Chupra Meheltoli Road Corridor of Dailekh District. Social Service Centre (SOSEC) Nepal Dailekh has been successfully completed RAP3/SED-P with harmonious partnership to HELVETAS Swiss Interco-operation Nepal since 1st December, 2013 to End Feburary, 2016 and 1st March 2016 to End July, 2016 with Rural Access Program 3.

3. Goal: The main goal of Socio-Economic Development Program is  To increase income and productive through create opportunities of economic, access in market and sustainable employment for target communities under Rural Access Program.

4. Objectives:  To increase income by develop capacity of communities relate with agriculture and livestock sub-sector.  To increase production/productive of target communities through agriculture and livestock sub-sector.  To develop market system of agriculture and livestock.  To linkage in financial resource or increase access of target communities in economic development.  To assist to communities for establish governance in agriculture and livestock rearing.

5. Expected Outcomes of SED-P  Annual Road Corridor Plan will be developed in coordination and collaboration with multi-stakeholders of District.  Relation will be established on the basis of written agreement, with regional and other big traders at district by development input and output market system and mobilize 35 local resource persons for active mobilization of communities through develop/capacities them.  13 no of Farmer Business Schools 5 in Vegetable, 1 in Seed, 3 in NTFPs and 4 in Goat will be conducted. By conducting FBS classes 260 participants of FBS class increase access in market through prepare owns business plan and collective business.  500 HHs of 25 Vegetable sub-sector's groups will be sold 1500 quintal fresh vegetable.  640 HHs of 32 Seed sub-sector's groups will be product and sold 320 quintal hybrid seed of vegetable.

 42 HHs of 2 Fruit sub-sectors' groups will be product and sold 10 quintal fruits.  901 HHs of 20 NTFPs sub-sectors' groups will be sold 436 quintal NTFPs.  730 HHs of 37 Goat sub-sector's groups will be sold 365 quintal meat.

7. Program Strategy: 7.1 Working Modality of Program:

Social Service Centre (SOSEC) Nepal Dailekh has been working with different supportive development partner agencies. SOSEC Nepal Dailekh has been applied following strategy for sound implementation of Socio-Economic Development Program/Rural Access Program3 to implementation support of HELVETAS Swiss Interco-operation and support of Rural Access Program3.  SED-P will be implementing with the coordination to local bodies, clubs, other I/NGOs and program/projects have same working areas and nature.  Priority will be given to community responsible support program.  Special priority will be given to communities demand driven program.  Emphasis will be given to Agriculture, Education and Health related program.  Priority list will be made on the basis of working areas situation suite program.  Program will be made flexible on the basis of need identification of communities and performance.  Collaboration will be made with development agencies have a same objectives. 7.2 Program Components;  Capacity enhance of community in agriculture and livestock.  Increase production/productive.  Market System Development.  Linkage in financial resources/ increase access in economic development.  Governance in community

Program Compilation Report of SED-P/RAP3 (Dec, 2013-Jul, 2016) SOSEC, Nepal Dailekh 10 Summary of Achievements: Social Service Centre (SOSEC) Nepal Dailekh has been implemented agreed activities in community level as well as Road Corridor level with the implementation support of HELVETAS Swiss Interco-operation Nepal and financial support of Rural Access Program 3 in Dailekh District since 1st December, 2016 to End February, 2016 and SAMAYOJAN RAP3 since 1st March, 2016 to End July, 2016. Socio-Economic Development Program is endorsed and takes approval from respective VDC council and District council for implement in VDC level as well as District level. As per mention in agreement at the end of program there are altogether 116 different Farmer Groups. Among them 25 no of Farmer Groups in Vegetable sub-sector, 2 no of Fruit Promotion Groups, 32 no of Seed Production Groups, 37 no of Goad Groups and 20 no of NTFPs Groups. Total 2813 no of HHs has been direct coverage by SED- P/RAP3. During program period, 382 farmers of 25 groups of Vegetable Sub-sector has been product and sold 174241 KGs of different vegetables and earned NRPs 98,77,742.00. 25 groups of Vegetable sub-sector has been got training on group management, nursery management, Integrated Pest management, Post harvest training package. Farmers of the program working areas became commercial and prepared personal business plan as well as group business plan. 520 farmers of 32 Seed production groups has been product and sold 333 quintal hybrid seeds and earned NRPs 15,96,000.00. 42 HHs of 2 Fruit Promotion Groups has been sold 44 quintal citrus fruits and earned NRPs 8,80,000.00 323 HHs of 20 groups of NTFP sub-sector has been sold 187 quintal forest productions and earned NRPs 42,07,500.00. 402 HHs of 37 groups of Livestock sub-sector has been sold 56.7 quintal of meat and earned NRPs 28,3,000.00 net. 5 no of Market Management Committees has been formed/reformed and mobilized in market system development in local level. Representatives of farmer groups, local traders, collector, producers, agro-vets are the members of the Market Management Committees. Collection Centre with local collector has been selected in each Market Management committees. 28 no of Small Plastic ponds and 1 no of Multi Use Water System has been constructed under economic infrastructure development. Annual joint monitoring from district level stakeholders has been conducted in each program year. During the program period, we have been practiced to make written agreement between producer and collector under Market Management Committee as well as collector and whole seller. During SED program period, 23 no of Farmer Business Schools in 5 sub-sectors have been completed. Impact of the FBS classes are farmers have has knowledge in market orient production, prepared business plan, made written agreement and follow up it, somehow knowledge about new technology and build different capacity.

11. Progress Details:

IG 1 Income Generation (IG) IG Vegetable farming 1.1

25 no of Vegetable farming groups have been mobilize under SED-P at the end of program. 500 HHs are the member of 25 farmer groups. Among them 156 male and 344 female members are in 25 no of farmer groups. 10 groups among 25 farmer groups, 5 days training package (2 days group management training, 2 days transplant and integrated pest management training, 1 day post harvest) in each group has been completed during program period. 56 male and 144 female of 10 groups have been capacities during program period. By the support of program 382 members have been sold 1,74,241 Kg fresh vegetable and earned NRPs 98,77,742.00. During the program period, seasonal and off seasonal nursery management has been developed of farmers. 22 groups have

Altogether 100 no of farmers are directed benefited. Seed Production programme (Peas, Beans, TPS potato and IG 1.2 soyeabeen) Seed production programm has been implemented in 32 seed production groups in 3 road corridor. 6 no of seed production groups have been provided technical training on seed production, field preparation and materials support to farmer groups. 520 farmers of 32 Seed production groups have been product and sold 333 quintal hybrid seed and earned NRPs. 15,96,000.00 net. 1 no of farmer business school has been completed during SED program period.

Fruit promotion programme (Apple, walnut, IG 1.3 citrus etc) Fruit promotion programm has been implemented in 2 farmer groups. During program period, equipments have been supported to farmer groups for orchard management. Siketure, Purning saw, kerosen etc. has been supported to 2 farmer groups. for the propose of harvesting of fruits harvesting bags, cyaret has been supported. 38 HHs of 2 fruit promotion groups has been sold 44 quintal of fruits and earned NRPs 8,80,000.00

IG NTFP promotion ( Timur, Rittha, Allo, Dale Chuk , Dhotelo and Lokta - 1.4 varies by district) Working areas of Socio-Economic Development Program/RAP3 under 3 road corridors 20 no of farmer groups has been mobilize in NTFP promotion program. Group management,, production technology, post harvest training has been completed during program period in 17 NTFP groups of working areas. Groups member have been orient and provide techniques on sustainable collection of different types non-timber forest productions have been collection. NTFPs processing and packaging for value add in commodities. During program period, 187 quintal NTFP commodities has been sold in market and farmers earned NRPs 42,07,500.00. 3 no of farmer business school has been completed in 2nd year of program.

IG 1.5 Livestock Package (goat)

Program working areas there are 37 no of farmer groups of Goat Groups. A briding buck for each group has been supported from program. Program has been supported to construct model goad shed in each group. Technical training on perparation minral block in each group. Local resource

Program Compilation Report of SED-P/RAP3 (Dec, 2013-Jul, 2016) SOSEC, Nepal Dailekh persons has been mobilze for emunizatition of goat like PPR vaccination and albendazol. 624 HHs has been constructed improved sheeds in working areas and reduce diseases in goat and increase production/productive of goat. Member of 29 goat groups has been capacitise on improve shed and fodder management through 3 days training. Sapplinng of Styilo, Amliso, Nepiyar, Epillipil and Malato grasses are distributed to each group. 4 no of Farmer business school classes has been completed in 2nd year of program.

IG 4 Extra Support Under Extra support program in Year 1st, 26 HHs of farmers groups has been supported 2 goats for per HHs. HHs of disadvantage groups who have food less than 3 have been supported by program. Similarly, in year IInd 8 youth guys of Pagnath VDC-7 Barne have been supported production materials and they were engaged in commercial vegetable farming. 8 guys were ready to go to aboard, while received support materials and technology equal to 70 thousand from program they are packed their passport in box and started commercial vegetable farming. Now they are started farming in 10 ropani land with irrigation facility. They have to aim to product 150 quintals of fresh vegetable per person and sold at Collection centre of Hulaktakura.

1.5 Economic Infrastructure

Contribution of SED program and communities 20 Small Plastic Pond of 30 cube meter irrigation ponds and 1 Multi use water system have been completed in Year I. Similarly, in IInd year of program 8 no of Small Plastic Pond of 30 cube meter have been completed. 28.56 hectar land of farmers have been got irrigation facility from the support of program in year Ist and year IInd.

EI 3 Support to processing and marketing (incl. infrastructure) 5 no of market management committees of program working 3 road corridors have been supported weight balance, cyaret, price display board, hoarding board under market infrastructure support. Practice of collection vegetable in collection centre producers and collectors were benefited and inspired in market development. 23 no of Farmer business schools has been completed in 4 sub-sectors which was fruitful to motive and inspired farmers in market linkage. 2 MMCs in Page 6 of 33

Functional of collection centre under MMC linkage and coordination between collector and producers has been established. Producers were informing on market orient production and collector relay market information within farmer groups timely. For the sustainable of MMC and collection centre various times interaction and capacity building training have been conducted by program. Exposure Visit: Exposure visit of farmers have been conducted in 2nd year of program. Vegetable Farmer group, Seed production group, goat group and NTFP group member has been got opportunity of exposure visit. In exposure visit 52 members of seed sub-sector, 35 members of vegetable sub-sector, 58 members of goat sub-sector and 34 members of NTFP sub-sector are involved. After observation/exposure visit they are replicate new technology in group. Exposure visit was completed in inter corridor and outside district.

Learning & Experiences: • Regular HHs and field visit of farmers and discussion on technical issues, increase in production and market concept of farmers. • By the establishment of collection centre increase in commercialization of farmers. • Marketing of seasonal and off seasonal agriculture production is easy. • Exposure visit is a key component of change in farmer and production.

Problems:

• Limited financial resources are not fulfilled huge demand of group members. • Limited human resources than working areas.

SAMAYOJAN RAP3 Executive progress summary: The SOSEC – Nepal has been implementing the major 2 component basic activities as per the contract between Rural Access programs (RAP). According to contract (1 st February to July 31 st 2016) during the agreement period following activities are accomplished which are as follow. The SOSEC- Nepal has conducted the public audit program of 8 pond irrigation scheme which construction work completed in 3 road corridor site with the aim of insure the transparency and accountability to community people about overall cost of scheme . The SOSEC- Nepal has also paid amount of the pond irrigation scheme which was remaining to payment. The Basundhra, Sallakatiya , Karesabari and Babaipani farmer group has registered in District Agriculture Development Office, Dailekh with the assistant of SOSEC-Nepal, for the sustainability and continued group activities and be a functional . For the maintain transparency of Pond irrigation cost and other support, So SOSEC –Nepal had installation displayed board in theeach projectsite. As per the plan of action of NTFPs group of Sihashain VDC, group meeting and commitment of that group the SOSEC–Nepal has supported NTFPs related materials to Seti Isar Integrated community forest group. 22 members are committed at that group during that period it has distributed Silpaulin plastic, seed, and poly-pot to the establishment permanent forest nursery and transplanting forest plant in community forest site. The SOSEC –Nepal has facilitation of Market management committee meeting in 5 market hubs level which was MMC formation during the SED P year second for price fixation, contract with trades and collector, make good relationship with particular person, farmer, NGO, stakeholder in order to sustainable market system development .It would be help to continue them activities without presence of SOSEC /SED staff. Coordinating with the district livestock service office Dailekh facilitating of SOSEC –Nepal the PPR vaccination program had been accomplished at Sihashain and Rakamkarnali VDC of Dailekh to Goat, with the aim of prevention the PPR disease because there was effected are of PPR .During that period 4 groups 75 HHs of550 goat are vaccinated. During the period of SED redesign phase The SOSEC-Nepal SED team has involved in marketing related information collection within 3 road corridor site like Rakamkarnali, Chupra , hulaktakura and Dailekh bazar , In order to identified existing status of market demand and sell and know what kind of commodities have to produce . According to market survey we had finalized that daily 18 quantal is import at Rakamkarnli market hubs, 6 quantal is consumption at their local market other agro based commodities supply in outer market like Jitegada, Kalikot . Similarly in Chupra market hubs daily

The SOSEC Nepal team has involved in Field visit to new potential activities assessment along with the RAP TMO team to assist in new SED redesign process with special focus on market research, partner identification and assessment and sector potential study in hulaktakura, chupra ,tallodungeshower, Dailekh and Rakamkarnali area of Dailekh district. And also involved assist in disseminating the SED re- design process among the Dailekh district stakeholders (DDCs, government, LAs development project beneficiaries and community leader) The SOSEC –Nepal has participate the center level workshop in order to provide inputs in new SED redesign planning workshop and meeting at RAP central office Kathmandu, during that period on behalf from SOSEC-Nepal Executive Director Mr Dambar Karki has participated at that workshop which was organized by Rural access program central office Kathmandu. 1. Programme background and introduction The SOSEC – Nepal has been implementing socio-economic Development program since 2014 AD in Dailekh district which is sponsored by RAP-3. The program is running in three road corridors likewise Desigade- Mahabu, Ramaghat –Sihasain, Chupra - Meheltoli with aim of the create employment at the local level for socioeconomic enlargement of community peoples by the leading income generation activities through group approach on the basic 6 sub sector. Such as seed production, Fresh vegetable cultivation, Goat rising , fruit orchard establishment , Non timber forest promotion similarly last one is market system development .The sustainable production besides market development placed foremost concerns for the agro product effortlessly marketing accordingly, The SOSEC –Nepal recently simplification to Major 2 component based activity such as Winding down & handing over of Yr-2 SED activities and Providing input in SED re- design Process . Description of activities Public hearing of Pond irrigation scheme : The SOSEC- Nepal has conducted the public audit program of 8 pond irrigation scheme which construction work completed in 3 road corridor site with the aim of insure the transparency and accountability to community people about overall cost of scheme . Batasedanda Pond irrigation final payment The SOSEC- Nepal has also paid amount of the pond irrigation scheme which was remaining to payment. Facilitation to group registration: The basundhra , Sallakatiya , karesabari and Babaipani farmer group has registered in District Agriculture Development Office, Dailekh with the assistant of SOSEC-Nepal, for the sustainability and continued group activities and be a functional . Scheme cost display board Instillation For the maintain transparency of Pond irrigation cost and other support, So SOSEC –Nepal had installation displayed board in the each project site. Materials handed over of NTFPs : As per the plan of action of NTFPs group of sihashain VDC, group meeting and commitmentof that group the SOSEC–Nepal has supported NTFPs related materials to Thatasetiisar integrated community forest group. 22 member are committed at that group during that period it has distributed silpaulin plastic, seed, and poly pot to the establishment permanent forest nursery and transplanting forest plant in community forest site. During that Mahotsav, with the support of RAP3 DTO Dailekh SOSEC Nepal Dailekh has set up one stall and demonstrated technologies applying in field during implementing SED-P. Tunnel with drip irrigation system, Polly house, Soli Solarization process were demonstrated inside stall. More than 25 thousand people had been observed the technologies. Selection of Champion: The SOSEC Nepal Dailekh has facilitated and finalized the person as a champion. Altogether 8 women, executing business and have to eager to enlarge business had been selected. Selection of Hamri Did: The SOSEC Nepal Dailekh has facilitated and finalized the person as a Hamri Didi. Altogether 26 women, executing business and have to eager to enlarge business had been selected. HHs survey of Pilot projects: The SOSEC Nepal Dailekh has facilitated and finalized the HHs survey of 3 pilot projects under RAP

Altogether 985 HHs of Dairy Cooperative, Hatemalo Seed Production Cooperative and Vegetable Collector Mr. Keshav Raj Khatri were surveyed in this reporting period. Problems faced and solution mode : During the period of 1 st February to 31 st April 2016 no any problem faced. Lesson learned:

• Due to the unfortunately wrap up of the Socio Economic Development Programme (SED-P) the community people has been discourage therefore reduce the belief toward the SOSEC – Nepal and it's programs. • Because of RAP /SED program wrap up the entire groups has missed the other program.

Conclusion and recommendation : During the Half Yearly reporting period we got Winding down & handing over of Yr-2 SED activities have been fruitful , because it been successes to know that about RAP further plan and Existing situation to community people they are very sad due to SED program wrap up, they have expressed it will be better to extend for some year because we felt that SED program was different one. Similarly it will be better to add Desigade MMC intervention related project in our redesign planning. It was the best program to uplift socio economic status of poor marginalized community peoples.
