Downloaded from PRISM: https://prism.ucalgary.ca UNIVERSITY OF CALGARY Inside the Israeli Innovation System: its origins, development and evolution by Alice Fischer A THESIS SUBMITTED TO THE FACULTY OF GRADUATE STUDIES IN PARTIAL FULFILLMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY INTERDISCIPLINARY GRADUATE PROGRAM CALGARY, ALBERTA January 2018 © Alice Fischer 2018 ABSTRACT This dissertation examines the origins and evolution of the Israeli Innovation System, which propelled the development of the country’s economy, focusing on how it is responding to the new challenges of green energy. The research is interdisciplinary, involving documentary historical and policy research, in-depth interviewing, and analysis within the Systems of Innovation theoretical framework. The findings indicate that the main reasons for the successes of the system have been the commitment of government through policies and programs; the technological developments by elite military units; a military and business culture that embraces risk and entrepreneurship; the role of its universities in applied R&D; and the Russian Jewish immigration that brought a wealth of human capital. The findings also show that although the Israeli Innovation System has been very successful for the last 20 years, ‘innovation’ in the system itself is now required if its success is to continue. The main weaknesses of the Israeli innovation system include its narrow focus on research and development (R&D), and the practice of exporting new technologies instead of developing them into domestic industries. The conclusion is that culture and public policy are equally important in technology transfer and innovation, possibly making it difficult for other countries to copy the Israeli Innovation System. ii ACKNOWLEDGEMENTS My PhD research has been an amazing journey, because of Israel’s incredible achievements and because of my love for this country.     About July 6, 2018 marked the release of the long-an:cipated sophomore album from Steve Grand, not the end of me. It hit #2 on the iTunes Pop Chart, #10 on Billboard's Independent Album Chart, and #78 on Billboard’s Top Album Chart. It was released independently on his own label, Grand Na:on LLC. The album includes 12 new tracks, all wriPen and composed by Grand. It also features alternate versions of 3 of the songs. Grand says of the tracks, “This album is autobiographical; very personal, somber and reflec:ve.” “Wri:ng this album was an exercise in catharsis,” says Grand. “I’m more unfiltered on this album and explore some of the internal and external challenges I’ve faced over the last few years.” The album's :tle track, "not the end of me", is a song Grand wrote when a long-:me rela:onship was coming to an end. "Breaking up can be long and drawn-out, painful and ugly. This one certainly was," Grand said. Bible Belt queers face unique obstacles and have different needs than queer communities elsewhere due to the cultural context of their communities. The urban-centric (“metronormative”) standards of queer identity and visibility presented in the media do not translate to their lived experiences. Moreover, while white, non-urban southerners possess a source of popular-media expression through country music, queer identities are noticeably absent. The invisibility of Bible Belt queers in the media perpetuates a cycle of hostility and sexual stigma that negatively affects queer individuals, most notably those living in the American South.

Our student teachers are going to teach LGBTQ students. Student attitudes toward issues of gender and sexuality are directly influenced by teacher attitudes. Male singers in high school choirs expressed more progressive views of masculinity and sexual diversity when the teacher modeled such behavior (Ramsey, 2013) When surveyed, in-service music teachers appear comfortable with LGBTQ+ people generally but are not demonstrating that in their classrooms. (Garrett & Spano, 2017) (Garrett & Spano, 2017) • Teachers appear to be unprepared to address anti-LGBTQ harassment in classrooms (Palkki & Caldwell 2018) • LGBTQ issues appear seldom addressed in teacher education or professional development; pre-service teachers have demonstrated prejudicial language (Kitchen and Bellini, 2012) • Articles written about LGBTQ issues in K-12 schools is produced by university instructors, while unsupportive response letters were contributed by K-12 educators (Freer, 2013) • Current efforts tend to focus on the “emotional and physical safety paradigm” – the victim model (Szalacha, 2004, p. 69) • Undergraduate students today are likely to have had out LGBTQ friends in high school Teacher preparation programs

    ChicagoPride.com News October 17, 2013 Go Purple for Spirit Day and take a stand against bullying By Bill Pritchard October 17, 2013 https://chicago.gopride.com/news/article.cfm/articleid/48336916 Millions of people today are "going purple" for Spirit Day, an annual day in October when Americans wear purple to speak out against bullying and to show their support for lesbian, gay, bisexual, transgender and questioning (LGBTQ) youth. The idea for Spirit Day came in 2010, from teenager Brittany McMillan, who wanted to remember those young people who lost their lives to suicide and to take a stand against bullying. "Going purple" involves wearing purple, as well as turning logos and other social media badges purple to stand against bullying. Spirit Day is promoted each year by the Gay & Lesbian Alliance Against Defamation (GLAAD), which recruits hundreds of celebrities, entertainment organizations, brands, landmarks, sports leagues, faith groups, school districts, colleges and universities for the campaign. "As our country moves closer to full legal equality for lesbian, gay, bisexual and transgender people, LGBT youth continue to face staggering rates of bullying at school," GLAAD spokesman Wilson Cruz said. "Spirit Day is an opportunity for all of us to send a message of support to LGBT youth everywhere and for those young people to hold their heads high while our nation stands behind them." This year's ambassadors include transgender athlete Kye Allums, out basketball players Jason Collins and Brittney Griner and out WWE superstar Darren Young. Viewers of "Access Hollywood," "CNBC," "Extra, Jimmy Kimmel Live," "MSNBC," "Telemundo," "The Talk," "The View," "Watch What Happens Live," the "Wendy Williams Show" and more will notice a lot of purple in the hosts' clothing.

On his Facebook page, the Chicago-native writes, "time to be brave. the world does not see change until it sees honesty. I am taking a risk here in many ways, but really there is no choice but to be brave. To not tell this story is to let my soul die. It is all I believe in. It is all I hold dear. We have all longed for someone we can never have...we all have felt that ache for our #allamericanboy." In the country-rock ballad, Grand's touching and brave lyrics describe an unrequited love. The chorus, which tied into the holiday week release goes, "be my All-American boy tonight where everyday's the 4th of July." Grand has already been dubbed the "First Gay Male Country Star" by BuzzFeed. The artist continues on his page, "If my story makes even a couple people feel less alone in their aching, all the blood, sweat, tears, and soul I put into this project makes it worth it.
