NOTICE OF RACE

1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing. 1.2 National prescriptions will apply. For Rule 40 PERSONAL FLOTATION DEVICES; LIFE-SAVING EQUIPMENT, add on after the rule, the following: - ‘SingaporeSailing prescribes that every boat shall carry life-saving equipment conforming to Singapore government regulations that apply in the racing area.” 1.3 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.4 All boats must adhere to Maritime Port Authority of Singapore Regulations. 1.5 If there is a conflict between languages the English text will take precedence.

2 ADVERTISING Advertising will be restricted to ISAF Regulation 20.

3 ELIGIBILITY AND ENTRY 3.1 The regatta is open to all boats of the following class(es):

Single-handed Double-handed Windsurfing Bic Techno 420 RS:One 4.7 470 RS:X

3.2 All Singaporean competitors are required to have at least an SSF Opti-Racer Certification or a SSF Dinghy Proficiency Level 1 for single-handed sailors. Double- handed sailors will require at least a Dinghy Proficiency Level 2 certification. Windsurfers will require a Windsurfing Proficiency Level 1 certification. 3.3 Competitors must be a member of an affiliated club of Singapore Sailing Federation or in the case of foreign competitors, must be affiliated to the respective member of their National Authority for Sailing. 3.4 For the Optimist Class, it is the responsibility of the competitors to participate in the correct fleet. No ranking point will be awarded to the competitors who race in the fleet they don’t belong to. 3.5 A minimum of 6 entries in each class is required to form an event. If the minimum number of entries is not received for any particular class, the decision to allow the event to be included will be at the discretion of the Organising Authority. 3.6 Eligible boats may enter by completing the attached form in the link below. https://singaporesailing.eventsmart.com

4 FEES 4.1 Required entry fee follows:

5 COMPETITION FORMAT 5.1 The regatta will consist of 3 events: a) Optimist Team Race: For optimist gold fleet sailors only, teams to be submitted by squad or national level. b) Passage Race: For all optimists not participating in the Team Race event and all other classes. c) Fleet Race: A single series.

6 SCHEDULE 6.1 The schedule of briefing, races and social events are as follows:

6.2 Number of races:

a) Team Race: According to grouping list b) Passage Race: One race is scheduled for the passage race c) Fleet Race

6.3 The scheduled time of the warning signal for the first race each day is 1100h. 6.4 Optimist sailors listed in the SingaporeSailing Optimist Gold Fleet ranking list (as of 1 March 2018) shall sail as one fleet for the entire event. All other sailors in the national ranking shall sail in the Optimist Silver Fleet. International entrants who are not on the national ranking will be allocated to either the Gold or Silver Fleet at the Organising Authority discretion based upon their own national ranking and previous result history.

7 SAILING INSTRUCTIONS The sailing instructions will be available after 30 May 2018 at National Sailing Centre or you can download from http://sailing.org.sg/events/

8 VENUE 8.1 Attachment 1 shows the location of the regatta centre. 8.2 Attachment 2 shows the location of the racing areas.

9 THE COURSES 9.1 For the Optimist Team Race, the reverse ‘S’ course will be used.

9.2 For the Passage Race, the course will be described in the Sailing Instructions.

9.3 For the Fleet Race, the IODA Course will be used for the Optimist Gold Fleet and the windward leeward or trapezoid course will be used for all other classes.

10 PENALTY SYSTEM 10.1 For the 29er and Nacra 15 class, rule 44.1 and P2.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 10.2 Decisions of the international jury will be final as provided in rule 70.5.

11 SCORING 11.1 Optimist Team Race (a) RRS Appendix D3 shall apply. (b) A boat that is OCS and does not return to the start properly will be deemed to have gained an advantage and the race committee may score her accordingly without a hearing. 11.2 Fleet Race (a) At least 5 races are required to be completed to constitute a regatta. (b) When fewer than 5 races have been completed, a boat’s series score will be the total of her race scores. (c) When 5 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst score.

12 SUPPORT BOATS Support boat regulation shall apply. A copy of the regulation will be posted on the official notice board.

13 BERTHING Boats shall be kept in their assigned places while they are in the boat park.

14 RADIO COMMUNICATION Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

15 PRIZES Prizes will be awarded as follows:-

16 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

17 INSURANCE Each participating boat shall be insured with valid third-party liability insurance.

18 MEDIA RIGHTS, CAMERAS AND ELECTRONIC EQUIPMENT 18.1 By participating in an event, competitors automatically grant to the Organising Authority, their sponsors, the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

18.2 Boats may be required to carry cameras, sound equipment and positioning equipment as specified by the Organising Authority.
