The following Papers were laid on the Table of the House–

a) Annual Report and Financial Statements of the Judicial Service Commission for the financial year 2015/2016;

b) Reports of the Auditor-General on the Financial Statements in respect of the following Institutions for the year ended 30th June, 2016 and the certificates therein: -

(i) National Museums of Kenya; (ii) Consolidated Bank of Kenya; (iii) Occupational Safety and Health Fund; (iv) Water Resources Management Authority; (v) National Environment Management Authority; (vi) Public Complaints Committee on Environment; (vii) Office of the Attorney-General and Department of Justice; (viii) State Corporations Appeal Tribunal; (ix) The National Assembly; and (x) Egerton University.

c) The Reports of the Auditor-General on the Financial Statements in respect the following Constituencies for the year ended 30th June, 2016 and the certificates therein: -

(i) ; (ii) Rabai Constituency; (iii) ; (iv) ; (v) Isiolo South Constituency; (vi) Mt. Elgon Constituency; (vii) ; (viii) Baringo South Constituency; (ix) Jomvu Constituency; and (x) .

5. NOTICES OF MOTION

The following Notices were given –

(i) ADJOURNMENT OF THE HOUSE UNDER STANDING ORDER 33 TO DISCUSS A DEFINITE MATTER OF NATIONAL IMPORTANCE REGARDING THE 2017 GENERAL ELECTIONS

Rising in his place on a Point of Order, the Member for Garissa Town (Hon. Aden Duale) claimed to move a Motion for the adjournment of the House under the provisions of Standing Order 33 in order to discuss a definite matter of national importance regarding the 2017 General Elections;

And the Speaker having acceded to the claim;

And there being sufficient number of Members rising in their places in support of the claim;

Thereupon, the Speaker directed that the Motion be moved immediately after the conclusion of Order appearing as number ten in today’s Order Paper;

(ii) THAT, cognizant of the Report of the Select Committee on Regional Integration of the 11th Parliament on the Ratification of the Nile Basin Cooperative Framework Agreement, and pursuant to Section 8 of the Treaty Making and Ratification Act, 2012, this House approves the Ratification of the Nile Basin Cooperative Framework Agreement;

(iii) THAT, cognizant of the Report of the Select Committee on Regional Integration of the 11th Parliament on the Ratification of the Protocol to operationalize the Extended Jurisdiction of the East African Court of Justice, and pursuant to Section 8 of the Treaty Making and Ratification Act, 2012, this House approves the Ratification of the Protocol to operationalize the Extended Jurisdiction of the East African Court of Justice;

(iv) THAT, cognizant of the Report of the Select Committee on Regional Integration of the 11th Parliament on the Ratification of the East African Community Protocol on Privileges and Immunities, and pursuant to Section 8 of the Treaty Making and Ratification Act, 2012, this House approves the Ratification of the Protocol to operationalize the East African Community Protocol on Privileges and Immunities; and,

(v) THAT, this House adopts Sessional Paper No. 2 of 2017 on the Kenya Health Policy for the period 2014-2030 from the Ministry of Health, laid on the Table of the House on Wednesday, September 13, 2017.

6. MOTION - DEBATE ON THE PRESIDENT’S ADDRESS – (4TH DAY)

Motion made and Question proposed –

THAT, the thanks of the House be recorded for the exposition of public policy contained in the Address of the President delivered on Tuesday, September 12, 2017
