.................................................................................................................... 88 3 PREFACE This is the Second, albeit expanded, Report on the Affairs of the National Assembly during the 12th Parliament covering the Second Session and drawing together into a single, comprehensive document an account of the activities of the House in 2018. In the year under consideration, the House continued to play an important part in legislation, oversight and representation of the people, and in international diplomacy, working with a wide array of stakeholders, and ensuring the participation of the people in parliamentary processes. The Commmittees and the House considered many legislative proposals, Bills, budget proosals, audit reports, motions, statements, public petitions, approved appointments to public offices, Statutory Instruments, ratification of agreements, conventions and treaties, among other issues of concern to the people. The activities of the House also involved fruitful plenary and committee sittings, inquiries and other activities within and outside the precincts of the House, and abroad, including providing parliamentary diplomacy, and supporting the programmes of the East African Legislative Assembly (EALA) and the Pan African Parliament (PAP). The House, through its members and panels, engaged in various international fora such as the Inter-Parliamentary Union (IPU), Commonwealth Parliamenary Association (CPA), African Carribean and Pacific, European Union, and Joint Parliamentary Association (ACP-EU-JPA), Forum of Parliaments of the International Conference on the Great Lakes Region (FP-ICGLR), among others. 4 The National Assembly Service continued to provide effective services and support to the House, leadership, committees, members, external stakeholders and the public during this time with the necessary adaptability and flexibility from staff across the entire Administration. This report is just but a modest summary of the activities of the House. I wish to therefore thank all staff of the National Assembly Service for a job well done. MICHAEL R. SIALAI, EBS CLERK OF THE NATIONAL ASSEMBLY April 2019 5 1.0 Introduction 1.1 Resumption of the House and Calendar of the House The National Assembly resumed its sittings on Tuesday, 13th February, 2018 after the 2017 December recess.The first business to be undertaken by the House at the commencement of a session is establishment of the House Business Committee and approval of the Calendar of the Session, among other matters. On Tuesday, February 13, 2018, the House, by resolution, appointed the House Business Committee and adjourned to allow the Committee to plan for business for the week and consider the draft calendar of the House. In this regard, on Wednesday, February 14, 2018, the National Assembly considered and approved its Calendar of Regular Sessions 2018 (Annex I) with 132 sitting days anticipated while introducing periods of short recess to give Members of Parliament sometime to visit their constituencies, perform committee functions and to take well deserved breaks with their families. During recess, Members undertook and considered business before Committees by scrutinizing various bills, conducted approval hearings

This has been due to governments’ commitment to provision of quality education and training as a basic human right for all Kenyans in accordance with the new constitution and the international conventions. Secondary education policies have evolved over time with the Government addressing challenges facing education sector through several commissions, committees and task forces. Immediately after independence, the first commission chaired by Ominde, in 1964 sought to reform the education system inherited from the colonial government to make it more responsive to the needs of the country. The Report of The presidential Working Party on the Second University chaired by Mackey, led to the replacement of A- Level secondary education with the current 8-4-4 education system (GOK, 1964; 1981 & 2005 and IPAR, 2008). In the recent past, Kenya’s education sector has undergone accelerated reforms in order to address the overall goals of economic recovery strategy for Employment and wealth creation 2003- 2007 (ERS) as well as meeting the international development commitments, including the millennium development Goals (MDGs) and Education for ALL (EFA). The major reforms include: launch and implementation of the Free Primary Education (FPE) in January 2003, development of the Sessional paper No. 1 of 2005 on policy framework, which advocate that the government is already implementing measures on how to improve access and retention in secondary education and introduction of Free Day Secondary Education in January 2008.

Speaker: Hon. Members, the Communication will come later. PETITIONS MANAGEMENT OF MENTAL HEALTH Hon. Speaker: Hon. Members, Standing Order No. 225(2)(b) requires the Speaker to report to the House any petition that is not presented by a Member. I, therefore, wish to report to the House that my office received a Petition submitted by one, Ms. Caroline Ajwang’ Oreng’ a counselling psychologist from Kisumu. The petitioner makes reference to the Mental Health Act which provides for the care, management and control of persons suffering from mental health illnesses. The petitioner is concerned about the increase in mental health issues that are manifested in the society through murder, suicide, rape, drug abuse and other delinquent misconduct. Hon. Members, the petitioner claims that these social misconducts originate in our schools and homes and proposes that mental healthcare should be introduced at the formative stages of an individual to ensure that the mental health of upcoming generations is taken care of. The petitioner further avers that there is a section of the general public facing mental health issues and that they lack the financial capability to visit private institutions to receive the appropriate medical attention. Hon. Members, the petitioner prays that the National Assembly intervenes to ensure: (i) an increase in the number of counsellors in Government institutions to provide care to citizens who cannot afford to pay for the services offered by the private institutions; and (ii) employment of professional counsellors in schools instead of having guidance and counselling teachers so that the counsellors can fully concentrate on children’s mental health and introduce counselling for child offenders, without necessarily subjecting them to jail terms.

    Journalism and Mass Communication, ISSN 2160-6579 D July 2012, Vol. 2, No. 7, 717-734 DAVID PUBLISHING Newspaper Visibility of Members of Parliament in Kenya* Kioko Ireri Indiana University, Bloomington, USA This research investigates variables that predicted news coverage of 212 members of parliament (MPs) in Kenya by four national newspapers in 2009. The 10 variables examined are: ordinary MP, cabinet minister, powerful ministry, parliamentary committee chairmanship, seniority, big tribe identity, major party affiliation, presidential ambition, commenting on contentious issues, and criticizing government. Findings indicate that commenting on contentious issues, criticizing government, cabinet minister, ordinary MP, powerful ministry, and seniority significantly predicted visibility of the parliamentarians in newspaper news. However, a multiple regression analysis shows that the strongest predictors are commenting on contentious issues, cabinet minister, criticizing government, and big tribe identity. While commenting on controversial issues was the strongest predictor, major party identification and committee leadership were found not to predict MPs’ visibility. Keywords: Kenya, members of parliament (MPs), newspapers, newspaper visibility, politicians, visibility, visibility predictor Introduction Today, the mass media have become important platforms for the interaction of elected representatives and constituents. Through the mass media, citizens learn what their leaders are doing for them and the nation. Similarly, politicians use the media to make their agendas known to people. It is, thus, rare to come across elected leaders ignorant about the importance of registering their views, thoughts, or activities in the news media. In Kenya, members of parliament have not hesitated to exploit the power of the mass media to its fullest in their re-election bids and in other agendas beneficial to them.

    Chapter One Introduction Imagine trying to cover Northern Ireland‟s troubles without using the words „Protestant‟ or „Catholic‟. Or reporting Iraq without referring to „Shias‟ and „Sunnis‟. The attempt would be absurd, the result unfathomable. And yet, in Kenya‟s post-electoral crisis, that is exactly what much of the local media doggedly tried to do. When we read an account in a British newspaper of shack-dwellers being evicted from a Nairobi slum, or see on the BBC gangs attacking inhabitants in the Rift Valley, we are usually told whether these are Kikuyus fleeing Luos, or Kalenjins attacking Kikuyus. But, in Kenya, this particular spade is almost never called a spade. No, it‟s "a certain metal implement". The "problem of tribalism" may be obsessively debated, the gibe of "tribalist" thrown with reckless abandon at politicians and community leaders, but it is just not done to identify a person‟s tribe in the media. The results, given a crisis in which the expression of long-running grievances has taken the most explicit ethnic form, can be opaque. When Mr Maina Kiai, chairman of the Kenya National Commission on Human Rights, addressed displaced people in Eldoret earlier this year, he was booed and heckled. Kenyan media reported the incident without explaining why. The answer was that the displaced he met were mostly Kikuyus, and Kiai, a vocal Kikuyu critic of a Kikuyu-led Government, is regarded by many as a traitor to his tribe. Sometimes, the outcome is simply bizarre. When one newspaper ran a vox pop in January, one entry was meant to capture vividly the predicament of a 15-year-old girl of mixed parentage.
