Speaker Profiles – Global Forum 2006 – ITEMS International 2 DONALD ABELSON, FELLOW, ANNENBERG CENTER FOR COMMUNICATIONS AT THE UNIVERSITY OF SOUTHERN CALIFORNIA, USA Donald Abelson has been president of Sudbury International since June 2006; he is also a non-resident fellow at the Annenberg Center for Communications at the University of Southern California. Previously he was Chief of the International Bureau at the Federal Communications Commission (FCC) (from 1999 to 2006). In this capacity, he managed a staff of 155 professionals who coordinated the FCC’s international activities, including its approval of international telecommunication services (including the licensing of all satellite facilities). Mr. Abelson directed the FCC’s provision of technical advice to developing countries on regulatory matters, as well as to the U.S. Executive Branch regarding bilateral “free trade agreements” (FTAs) and the International Telecommunications Union (ITU) (including, the World Radiocommunications Conferences) and the Organization for Economic Cooperation and Development (OECD). Mr. Abelson also was a member of the FCC’s executive team that coordinated spectrum policy matters, with a particular interest in satellite and terrestrial services and networks. Abelson came to the Commission with extensive experience in international communications regulatory issues. In 1998 and 1999, he served as Assistant U.S. Trade Representative (USTR) for Industry and Communications, during which time he led USTR’s effort to facilitate global electronic commerce over the Internet. Abstract The militarily non-allied members of the European Union, Austria, Finland, Ireland and Sweden, have undergone rapid changes in security policies since 1999. Looking at two states, Finland and Sweden, this paper traces states’ contemporary responses to the rapid development of the European Security and Defense Policy (ESDP) to their historical experiences with different types of neutrality. It is argued that by looking at the legacies of different types of neutrality on identity and domestic rules, traditions, norms, and values, we can better explain how change occurred, and why states have pursued slightly different paths. This enhances our understanding broadly of the role of domestic institutions in accounting for policy variation in multilateral regional integration, and particularly in the EU. In the process, this study also addresses a question recently raised by other scholars: the role of neutrality in Europe. Traditions, Identity and Security 3 . 1. Introduction The core difference between members and non-members of a defense alliance lie in obligations to militarily aid a fellow member if attacked, and, to this end, share military strategy and related information. The recent and rapid institutionalization of EU security and defense policy is blurring this distinction beyond the increased cooperation and solidarity emanating from geopolitical changes, NATO’s expansion and new-found role in crisis management, or, later, the 9/11 attacks. -

Imbi Paju 10.04.2014 Firstly I would like to thank the organisers of this event and it’s a privilege for me to participate here in this seminar in Tel Aviv. There has been a great deal of interesting information shared here regarding the Estonian Jewish culture prior to the war. I am not a historian, but rather a film producer and writer. I came here not only to present but I am also here in the capacity of a journalist, film maker and newspaper reporter. Israel has been a source of much inspiration for me. It is here that one can feel the Jewish peoples’ zest for life and creative abilities. It is here too one feels the vibrations of reflective thought and much remembering. Here, in this land, the essence of the Estonian Jewish culture and memory assemble via the cultures of Israel, Estonia and Europe. This is a beautiful land. For me, history represents peoples’ lives. History is full of psychology and memory. A difficult history of ostracized memories: memories that you weren’t allowed to remember. 2014 marks the seventy-fifth year when Nazi Germany and the Soviet Union agreed mutually in the notorious Molotov- Ribbentrop Pact to have the Baltic countries remain in the Soviet Union. Seventy-five years’ ago the war in Europe ignited when both Hitler and Stalin marched into Poland, and immediately afterwards Stalin invaded Finland and Hitler continued on his conquest of Europe. The Soviet Union occupied Estonia in 1940. Then, Nazi Germany took over and occupied Estonia in 1941. -

CHAIRMAN OF OECD'S COMMITTEE ON DIGITAL ECONOMY POLICY, DENMARK Jørgen Abild Andersen is among the World’s most experienced experts within the ICT area. Mr Abild Andersen served as telecom regulator in Denmark from 1991 to 2012. Mr Abild Andersen gained a Masters of Law from the University of Copenhagen in 1975. He started his career as a civil servant in the Ministry of Public Works and for a three-year period he served as Private Secretary to the Minister. From 2003 to 2004 he was chairing the European Commission’s Radio Spectrum Policy Group. In 2005, Mr. Abild Andersen served as Chair for European Regulators Group (ERG). From Silence to Historical Consciousness The Holocaust and WWII in Finnish History Politics ANTERO HOLMILA JOUNI TILLI ABSTRACT: Despite the fact that there are similar trajectories and turning points between Finland’s and other European countries’ responses to the Holocaust, it is still the case that trends in Holocaust studies and key debates within the field have had less impact on Finnish understanding of the Holocaust than one might suspect. Instead, as this article examines, the way in which Finland’s Holocaust awareness has been developing since the end of the war in general, and in the 2000s in particular, has been intimately linked with the Finnish understanding of its own role in WWII. This tendency was most clearly illustrated in the controversy that took place during 2003 and 2004 with the publication of Elina Sana’s book Luovutetut [The Extradited]. RÉSUMÉ : Malgré le fait qu’il existe des trajectoires et points-clés similaires entre la réponse de la Finlande et les réponses des autres pays européens à l’Holocauste, elle demeure le cas en vogue dans les études de l’Holocauste, et les débats-clés au sein de ce champ d’études ont eu moins d’impact sur la compréhension finlandaise de l’Holocauste que l’on pourrait le soupçonner. À la place, tel que l’examine cet article, la façon dont s’est développée la conscience finlandaise de l’Holocauste depuis la fin de la guerre en général, et dans les années 2000, en particulier, a été intimement liée à la compréhension finlandaise de son propre rôle dans la Seconde Guerre mondiale. -

The concept of caravan capitalism, which was firstly used by the German minister of finance Peer Steinbrück, was consequently also used in the Finnish discussions. The German political protests encouraged thinking in Finland that maybe there are other possibilities than just adjusting to unfair decisions by the companies. In October 2007 the Finnish forest industry giant Stora Enso published its plans to shut down offices and factories in Finland and Sweden. This “case of Stora Enso” has ever since become a controversial and a symbolic theme in the political debates in Finland. A significant reason for this lies behind the fact that the Finnish state is the largest single owner of the company. In many European discourses the Nordic countries are often being portrayed as the winners of globalization, because of their ability to produce economic growth and do well in comparisons that measure economic and social development. The case of Stora Enso proves that globalization, understood here as opening international competition and accelerating industrial restructuring, should be considered to be a contradictory process even in a Nordic country like Finland. Stora Enso dismissals will have negative consequences to a balanced regional development. The limits of employees’ flexibility also limit the possibilities of active labour market policies.
