Minister of National Defence of the Republic of Lithuania JUOZAS OLEKAS Date of birth October 30, 1955 Place of Siberia (Russia), Krasnoyarsk Krai, District of Mansk, village of B. Ungut birth Education 1974 – graduated from Salomėja Nėris Secondary School (Vilkaviškis Town). 1974–1976 – studies at Kaunas University of Medicine. 1976 – 1980 – studies and doctor’s qualification the Faculty of Medicine of Vilnius State University. 1987 - maintained a DM thesis at VSU. Career 1980–1990 - staff doctor at Vilnius University Hospital Raudonasis Kryžius. 1982–1989 - Senior Research Fellow at VST Microsurgery Laboratory. 1989 – elected as the USSR People’s Deputy (nominated by the Reform Movement of Lithuania). 1989–1990 – member of the Lithuanian Delegation at Supreme Soviet of the Soviet Union. 1990–1992 – Minister of Health under the 1st, the 2nd, the 3rd and the 4th Governments of the Republic of Lithuania. 1992–1993 - Senior Research Fellow at Vilnius University Plastic Surgery. 1993–1994 – head, surgeon of the Plastic Surgery and Traumatology Division at Vilnius Ambulance University Hospital. 1994–1997 – attending physician at Vilnius Žalgiris University Hospital. 1994–1999 – Senior Assistant at the Odontology Institute of the Faculty of Medicine of Vilnius University, from 1999 - Associate Professor. 1996–2000 – the 7th Member of Parliament (nominated by the Social Democratic Party of Lithuania, worked in the Committee on Health Affairs). 2000–2004 – the 8th Member of Parliament. Nominated by the Social Democratic Party of Lithuania, worked in the Committee on Health Affairs (vice-chairman in 2000-2001) and the Committee on National Security and Defence. In 2001–2003 a member of the Parliamentary Delegation to the Parliamentary Assembly of the European Council, in 2002–2003 – Vice President of the Parliamentary Assembly of the European Council. Minister of Health from March 2003 to December 2004 under the 12th Government of the Republic of Lithuania. 2004–2008 – the 9th Member of Parliament elected under the list of A. Brazauskas’ and A. Paulauskas’ coalition "Work for the Sake of Lithuania”. Worked in the Committee on Health Affairs (2004-2006), the Committee on National Security and Defence (2006-2007) and the Committee on Foreign Affairs (2007-2008). Leader of the Social Democratic Party Faction (2004- 2006). In 2004–2006 headed the Lithuanian Parliamentary Delegation in the Parliamentary Assembly of NATO, he was a member of the Political Committee and Office of the Parliamentary Assembly of NATO. The Minister of National Defence from July 2006 to November 2008 under the 14th Government of Lithuania. 2008-2012 – the 10th Member of Parliament. Worked in the Committee on Culture and Education. 2012 the 11th Member of Parliament, nominated by the Social Democratic Party of Lithuania. December 2012 – inaugurated as the Minister of National Defence. Other activities Elected as a Member of Parliament of the Reform Movement of Lithuania in its first meeting (held the position till 1990). Member of the Social Democratic Party of Lithuania since 1989 (Deputy Chairman in 1999–2004 and as of 2007). In 1992–1993 – a member of Organisational Board of the Regional Office for Europe of the World Health Organisation. From 1988 – President of the International Microsurgery Association, 1993– 1996 – President of the Baltic Public Health Institute, from 1994 – member of the International Face and Jowl Surgery Association, 1994–1998 – Chairman of Medical Board, 1996–2000 – Deputy Chairman of the Lithuanian National Committee for UNICEF, 1999–2003 – President of the Family Planning and Sexual Health Association, from 1999 – a member of the European Parliamentary Forum on Population and Development. 1996–2005 –President of Honour of Lithuania’s Street Children Football Federation. From 1990 – member of the Rotary Club of Vilnius. From 1994 – a member of editorial staff of Stomatologija Magazine, 1996– 1998 – a member of editorial staff of Medicina Magazine. From 2005– board member of Steponas Kairys Fund. 2005–2009 Vice President of Seimas soccer club, President from 2009. From 2005– Vice President of Europa club of the Seimas. Since 1980 – an author of 17 rationalization proposals on face surgery. An author of over 100 scientific publications, he has delivered approximately 60 scientific announcements in Lithuania’s and international scientific conferences. Compiler of “Gyvoji medicinos istorija” (The History of Medicine Live) (Vilnius: Petro offset, 2004), supervisor, co-author of “Burnos, veido ir žandikaulių chirurgija” manual (Mouth, Face and Jaws Surgery) (2008), author of an educational book for children (2009). Distinctions 1988 – received the National Prize of Lithuania as a member of VU micro- surgeons team. 2000 – the Independence Medal of Lithuania. 2008 – the Commander’s Cross of the Order of Oranje-Nassau of the Netherlands.
