Purposes and objectives of the federal property privatization programme for 2006-2008 Privatization programme for 2006 and main trend of the federal property privatization for 2006-2008 (hereafter privatization programme) was developed in accordance with Federal law “Privatization of state-owned and municipal property”. Privatization programme is aimed at implementation of the tasks which were conceived in the President's Message to Federal Assembly of the Russian Federation in 2005. Main tasks of the federal property privatization programme for 2006-2008 are the following: − privatization of the federal property which is free from the state duty support; − stage-by-stage reduction of the federal state-owned unitary enterprises; − enhancement of privatization process; − income generation of the federal budget. 2.     RUSSIAN FEDERATION: FLOODS IN 16 January 2003 THE NORTHERN CAUCASUS AND SOUTH OF RUSSIA This Ops Update is intended for reporting on emergency appeals. Appeal No. 20/2002 Launched on 19 July 2002 for CHF 1,267,000 (USD 870,790 or for EUR 864,669) for 8 months. Due to a lack of donor interest, the appeal budget was revised to CHF 171,500. DREF Allocated: CHF 50,000. Beneficiaries: 12,500. Operations Update No. 3; Period covered: 01 October 2002 - 10 January 2003; Ops Update No. 2 was issued on 14 October 2002; Next Ops Update is expected in late February 2003. “At a Glance” Appeal coverage: 35% Related Appeals: 2002 and 2003 Annual Appeals for the Russian Federation (nos. 01.42/2002 and 01.49/2003) Outstanding needs: CHF 822,962 Operational Developments: Heavy rains in the second half of June, the worst in 70 years, resulted in floods that caused landslides in nine regions (Adygeya, Kabardino-Balkaria, Karachaevo-Cherkessia, Igushetia, North Osetia, Chechnya, Dagestan Republics, Stavropol region, and Krasnodar Krai) within the southern Federal Okrug of the Russian Federation. Updated Emercom reports indicate that over 335,000 people have been affected by the flooding in 377 settlements, and 195 people were killed. The floods damaged 25,499 houses, while 12,573 houses were completely washed away. Local infrastructure has been severely affected. The material loss is estimated at 15,891 million Russian Roubles (nearly USD 504 million). The initial disaster was followed by second series of severe floods on 8 August caused by torrential rains and accompanied by landslides in Krasnodar Krai.

Timiryazeva, 2a, Russian Federation Abstract. A retrospective analysis of the state of sugar beet seed production in the Krasnodar Territory has been carried out. The problems are reflected and the factors of intensification of the seed-growing process are named as a necessary condition for the restoration of domestic seed- growing and an increase in the proportion of seeds of the Kuban selection in the crops of sugar beet in the North-Caucasian region. The results of production testing of sugar beet hybrids selected by the FSBSI "Pervomaysky Selection und Experimental Station of Sugar Beets" in 2019-2020 are presented. In the system of measures for growing high and stable yields of sugar beets with high sugar content, a very important role belongs to the seed production of this crop. For a long time, sugar beet seed production in southern Russia was carried out according to a three-tier scheme: the originator of the hybrids included in the State Register grew original (super- elite) seeds, the volume of which reached 800 kg; elite seed farms produced at least 47 tons of basic (elite) ones; seed farms prepared on average up to 1500 tons of hybrid (F1) seeds. In the Krasnodar Territory, there was a specialized trust "Sugar beet", which was entrusted with the task of providing beet-growing farms in southern Russia with seeds of sugar beet of the Kuban selection.
