RECOMMENDATION It is recommended that the Arts Commission Receive and File the Hollywood Park/Sofi Stadium Phase 1 Art Program Process Document, Compliance Report, and related documents submitted in 2020 and 2021 by Hollywood Park Management Company, LLC.

BACKGROUND Inglewood’s closed in December 2013. It was sold to a development consortium and slated as a site for sports, entertainment, and commercial and residential projects. This multi-billion-dollar effort was approved in an all or nothing voter referendum in Spring 2015 that included a variance from the City’s traditional percent for art ordinance.

The provision of public art for Hollywood Park/Sofi Stadium is outlined in the Project Development Agreement (PDA) between the developer and City. The PDA classifies architectural elements that are aesthetic or functional elements designed by a building or landscape architect that are not mass produced but designed to contribute to the architectural identify of the project as public art.

The PDA also includes a commitment of $2 million for Inglewood artists.

“…the art contributions can be aggregated and used to fund larger and more impactful art and art facilities such as a museum or iconic architectural feature of the Stadium creating a singular project identity, and a minimum of $2 million shall be dedicated to commission, acquire and/or display public art directly from local Inglewood artists. The selection of such local art shall be made in consultation with the Inglewood Arts Commission.”

The unique aspects of the development are reflected in sequential plans and supporting documents. These documents define public art, public place, process, budget, cultural programming and public art plans, in ways unique to this project, and the field of public art.

As such, the Arts Commission does not have its traditional authority over the developer’s public art plans, public art works, art sites, art budgets, art content, art definitions, or developers’ expenditures. However, the Commission has the responsibility to provide cultural witness on behalf of the City, as to the developers’ realization of their stated, mutable and ongoing goals,

The Commission’s discussion is vital to ensure recognition and support for local artists, cultural providers and the creative communities across the City of Inglewood.

DISCUSSION With the percent for art ordinance variance, the developer is commended for the effort to enhance the City of Inglewood with public art and spaces. They have submitted separate public art plans for Hollywood Park; Sofi Stadium; and public and private commercial areas of the parks and performance venues.

Demolition and construction has been ongoing for six years, and site improvements are anticipated to continue for another decade in diverse construction projects.

The developer’s timeline has been impacted by months of national pandemic; their commitment to the next Superbowl, in February 2022, is firm.

Several “public art” defined projects have been completed onsite as outlined in the attached Compliance Report. Currently, the commitment to fund $2M in Inglewood artists’ projects remains under development with Inglewood artists’ programming and project funding levels unknown to date as it relates to the developer’s full commitment to Inglewood artists, Inglewood youth education programs and overall community arts and culture.

Consistent with the PDA, an annual Compliance Report is required to be submitted to the City. Staff recommends the Arts Commission Receive and File the 2020 Hollywood Park/Sofi Stadium Phase 1 Art Program Process Document, Compliance Report (covering March 31, 2015 – September 30, 2020), and related documents submitted in 2021 by Hollywood Park Management Company, LLC. Documents previously submitted by the developer in 2018 and 2019 are included for reference.

FISCAL IMPACT: The developer’s project will not impact the Percent for Art Fund. All public art will be realized onsite. The attached Compliance Report reflects $28,929,830.20 expended on public art; $33,610 applies towards the $2 million aggregate amount.

Hollywood Park / SoFi Stadium 2 Phase 1 Art Program Process Document Introduction

he Hollywood Park/SoFi Stadium Tproject (the “Project”) is the subject of a comprehensive Public Art Plan submitted to the City of Inglewood in July 2020 as the foundational document for the Project’s unique art program, to cover the Project’s 300-acre development anticipated to be built out over many years. The Public Art Plan contains a detailed description of the intent for the long-term Project, and should be referred to for further information about the overall vision and goals for the Project. However, the City has asked for details regarding the specific methods and practices employed by the Project staff and consultant teams to select the public art and designate the architectural features that will be completed during the first phase of the Project. Accordingly, this document provides an overview of the art located in Phase 1 of the Project and covers the period since the beginning of construction. All art and architectural projects that will be considered to be part of Phase 1 are expected to be completed by February 2022 when the Stadium is slated to host the 2022 NFL game. There is no specific phasing plan for how build-out will be accomplished. Hereafter, Art Plan compliance information will be submitted annually to the City in the compliance report prepared pursuant to the Figure 1: Rendering of SoFi Stadium and Performance Venue at Hollywood Park by architectural team HKS. Hollywood Park / SoFi Stadium 3 Phase 1 Art Program Process Document Inspiration

he first phase public art is comprised of a combination of artworks and architectural features Tselected to be engaging, innovative, and a cohesive part of the whole visitor experience. While guiding principles for the Project include a unified vision of design, a commitment to artistic excellence, intentional flexibility and integration of local artists, the artwork and architecture in Phase 1 will embody the vital identity and values of the Project, elevate the experience of the visitor, and bolster the Project’s and Inglewood’s distinctive sense of place. The public art and architectural features will contribute to the fundamental objective of attracting people to the public areas of the Project and give them a reason to stay and to return. As part of the development of the Phase 1 Art Program, the consultant team met with Project staff, the Project architect HKS and landscape architect Studio MLA to review the primary influences that informed the foundation of the design principles for the overall 300-acre site. Those meetings resulted in a series of documents that were created by the various design team disciplines. This information was provided to all artists who were asked to create preliminary design concepts or proposals for the public spaces. It was important for each artist to understand the unique architectural and landscape design principles that are part of the story of the site, although it was not intended that all artworks relate directly to these core design ideas. Some of these design principles include the following: • Global perspective, global audience. LASED PUBLIC ART PROGRAM FACT SHEET FOR INGLEWOOD ARTS COMMISSION May 17, 2019

EXTERIOR PUBLICLY ACCESSIBLE AREAS

LASED has committed to a robust public art program. The program will be implemented over several years, as the full 298-acres are built out.

One percent (1%) of the non-residential construction costs are designated for publicly accessible art located in the 298-acre site in compliance with the City of Inglewood Percent for Art Ordinance, as modified by the Initiative that approved the Stadium. The first phase of the project consisting of the Stadium, the performance venue, park space, and other associated development will result in $38 M for art funding for the exterior public spaces on the site. The project is also required to allocate $2 M of these dollars to Inglewood Artists over project build-out.

Consultants Lesley Elwood of Elwood and Associates and Gail Goldman of Gail M Goldman Associates have been retained to oversee the planning, artist selection, artwork fabrication, on-site installation, and documentation of the artworks that are a part of Phase 1 of the development.

The approved Development Agreement for the project allows the project to aggregate the percent for art over the entire project, over time, to allow for the funding of larger and more impactful art including temporary and performance art.

The LASED Art Plan will provide the process for selecting and programming art over time and may have some specific art expected to be incorporated in Phase 1.

For Phase 1, a Curatorial Advisory Committee has been established to identify local and global artists for the site-specific commissions in Phase 1. The curatorial team is comprised of Amanda Hunt (Museum of Contemporary Art, LA), Louis Grachos (Austin Contemporary, TX) and Irene Tsatsos (Armory Art Center, LA).

All final artworks are approved by the Landowner.

The Landowner will submit its Art Plan for complying with the percent for art requirements before obtaining a Certificate of Occupancy for the stadium, which is anticipated in June 2020.

INGLEWOOD ARTISTS

Funds allocated to Inglewood-based artists will be used to commission permanent and temporary installations and performances as a component of activating public space for up to ten years from the LASED opening in July 2020.

The LASED consultant team will create a Request for Qualifications (“RFQ:”) to establish a registry of Inglewood artists. The RFQ will be announced through the online submittal process called CAFÉ, which is a service provided by WESTAF. The RFQ will be made public in May 2019.

The Landowner is committed to working with the Inglewood’s creative community to review and make recommendations of Inglewood artists for temporary and performing arts opportunities. All recommendations must be approved by the Landowner.

INTERIOR PRIVATE AREAS

The developer has committed additional funds for art in the interior of the stadium and performance venue, which are considered private areas because a ticket is required for admission.

Tiffiny Lendrum has been retained to oversee the selection and installation of art for the interior of the stadium; Lesley Elwood and Gail Goldman have been retained to oversee the selection and installation of art for the interior of the Performance Venue.
