This study, adopting the web mining approach, attempts to investigate how social media, Facebook in particular, functioned in the “May 25 Protest” and the “May 27 Protest”, two movements which broke out in Macao on 25 and 27 May 2014, respectively, against the Retirement Package Bill. In the two protests, Macao residents deployed Facebook to share information and motivated people’s participation. Twelve events (181,106 people invited) and 36 groups/pages (41,266 members) related on Facebook were examined. Results showed that the information flow on Facebook fluctuated in accordance with the event development in reality. Multiple patterns of manifestation, such as video of adopted news or songs, designed profile (protest icon), original ironic pictures, self- organized clubs by undergraduates and white T-shirts as a symbol, among others, appeared online and interacted with offline actions. It was also found that social media assisted the information diffusion and provided persuasive reasons for netizens to join the movement. Social media helped to expand movement influence in providing a platform for diversified performances for actions taken in a protest, which could express and develop core and consistent movement repertoire. Ultimate authority rests with the CCP Central Committee’s 25-member Political Bureau (Politburo) and its seven-member Standing Committee. Xi Jinping continued to hold the three most powerful positions as CCP general secretary, state president, and chairman of the Central Military Commission. Civilian authorities maintained control of security forces. During the year the government significantly intensified its campaign of mass detention of members of Muslim minority groups in the Xinjiang Uighur Autonomous Region (Xinjiang). Authorities were reported to have arbitrarily detained 800,000 to possibly more than two million Uighurs, ethnic Kazakhs, and other Muslims in internment camps designed to erase religious and ethnic identities. Government officials claimed the camps were needed to combat terrorism, separatism, and extremism. International media, human rights organizations, and former detainees reported security officials in the camps abused, tortured, and killed some detainees. Developments in Hong Kong and Macau Findings • During the Commission’s reporting year, a number of deeply troubling developments in Hong Kong undermined the ‘‘one country, two systems’’ governance framework, which led the U.S. Secretary of State to find that Hong Kong has not main- tained a high degree of autonomy for the first time since the handover in July 1997. • On June 30, 2020, the National People’s Congress Standing Committee (NPCSC) passed the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region (National Security Law), by- passing Hong Kong’s Legislative Council. To the extent that this law criminalizes secession, subversion, terrorist activities, and collusion with foreign states, this piece of legislation vio- lates Hong Kong’s Basic Law, which specifies that Hong Kong shall pass laws concerning national security. Additionally, the National Security Law raises human rights and rule of law concerns because it violates principles such as the presumption of innocence and because it contains vaguely defined criminal offenses that can be used to unduly restrict fundamental free- doms. • The Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region (PRC Liaison Office) declared in April 2020 that neither it nor the Hong Kong and Macao Affairs Office, both being State Council agencies, were subject to Article 22 of the Basic Law—a provision designed to protect Hong Kong’s high degree of autonomy. The Hong Kong government had long interpreted the provision to cover the PRC Liaison Office, but it reversed itself overnight in an ap- parent attempt to conform its position to that of the central government.

Developments in Hong Kong and Macau Hong Kong During the Commission’s 2016 reporting year, the growing influ- ence of the Chinese central government and Communist Party and suspected activity by Chinese authorities in Hong Kong—notably the disappearance, alleged abduction, and detention in mainland China of five Hong Kong booksellers—raised fears regarding Hong Kong’s autonomy within China as guaranteed under the ‘‘one coun- try, two systems’’ policy enshrined in the Basic Law, which pro- hibits mainland Chinese authorities from interfering in Hong Kong’s internal affairs.1 Tensions over the Chinese government’s role in Hong Kong and the future of Hong Kong’s political system contributed to the growth of ‘‘localist’’ 2 political sentiment, with candidates seen as localist or supportive of self-determination for Hong Kong winning seats in Hong Kong’s September 2016 Legisla- tive Council elections. UNIVERSAL SUFFRAGE AND DEMOCRATIC REFORM Hong Kong’s Basic Law guarantees freedom of speech, religion, and assembly; promises Hong Kong a ‘‘high degree of autonomy’’; prohibits Chinese authorities from interfering in Hong Kong’s in- ternal affairs; and affirms that the International Covenant on Civil and Political Rights (ICCPR) applies to Hong Kong.3 The Basic Law also states that its ‘‘ultimate aim’’ is the election of Hong Kong’s Chief Executive and Legislative Council (LegCo) ‘‘by uni- versal suffrage.’’ 4 Forty out of 70 LegCo members are elected di- rectly by voters and 30 by functional constituencies,5 which are composed of trade

Developments in Hong Kong and Macau Hong Kong During its 2018 reporting year, the Commission observed a con- tinued erosion of Hong Kong’s autonomy,1 as guaranteed under the ‘‘one country, two systems’’ policy enshrined in the Basic Law in ac- cordance with the principles of the 1984 Sino-British Joint Declara- tion.2 Reports showed diminishing space for political action by pro- democracy groups and individuals in Hong Kong’s democratic insti- tutions.3 Observers also expressed concerns regarding the erosion of universal human rights protected by international instruments applicable under the Hong Kong Basic Law.4 CHINESE CENTRAL GOVERNMENT’S POLICY TOWARDS HONG KONG At the 19th National Congress of the Chinese Communist Party in October 2017, Party General Secretary and Chinese President Xi Jinping reiterated that the central government must maintain ‘‘overall’’ or ‘‘comprehensive’’ jurisdiction over Hong Kong and Macau while ensuring a ‘‘high degree of autonomy.’’ 5 Government officials emphasized the importance of Hong Kong’s economic inte- gration with mainland China and joint cooperation through the Belt and Road Initiative.6 After a meeting with Party General Sec- retary Xi in December 2017, Hong Kong Chief Executive Carrie Lam Cheng Yuet-ngor said that it is the Hong Kong government’s responsibility to create a ‘‘suitable environment’’ for enacting a na- tional security law as obligated by Article 23 of the Basic Law, em- phasizing that every person who ‘‘loves [the] nation and loves Hong Kong’’ should protect national security.7
