This study, adopting the web mining approach, attempts to investigate how social media, Facebook in particular, functioned in the “May 25 Protest” and the “May 27 Protest”, two movements which broke out in Macao on 25 and 27 May 2014, respectively, against the Retirement Package Bill. In the two protests, Macao residents deployed Facebook to share information and motivated people’s participation. Twelve events (181,106 people invited) and 36 groups/pages (41,266 members) related on Facebook were examined. Results showed that the information flow on Facebook fluctuated in accordance with the event development in reality. Multiple patterns of manifestation, such as video of adopted news or songs, designed profile (protest icon), original ironic pictures, self- organized clubs by undergraduates and white T-shirts as a symbol, among others, appeared online and interacted with offline actions. It was also found that social media assisted the information diffusion and provided persuasive reasons for netizens to join the movement. Social media helped to expand movement influence in providing a platform for diversified performances for actions taken in a protest, which could express and develop core and consistent movement repertoire.     Executive Summary Macau became a Special Administrative Region (SAR) of the People's Republic of China (PRC) on December 20, 1999. Macau's status, since reverting to Chinese sovereignty, is defined in the Sino-Portuguese Joint Declaration (1987) and the Basic Law, Macau's constitution. Under the concept of “One Country, Two Systems” articulated in these documents, Macau enjoys a high degree of autonomy in economic matters, and its economic system is to remain unchanged for fifty years. The Government of Macau (GOM) maintains a transparent, non-discriminatory, and free-market economy. The GOM is committed to maintaining an investor-friendly environment. In 2002, the GOM ended a long-standing gaming monopoly, awarding two gaming concessions to consortia with U.S. interests. This opening has encouraged substantial U.S. investment in casinos and hotels, and has spurred exceptionally rapid economic growth over the last few years. Macau is today the undisputed gaming capital of the world, having surpassed Las Vegas in terms of gambling revenue in 2006. U.S. investment over the past decade is estimated to exceed US$10 billion. In addition to gaming, Macau is positioning itself to be a regional center for incentive travel, conventions, and tourism. The American business community in Macau has continued to grow. In 2007, business leaders founded the American Chamber of Commerce of Macau. 1.     Regulating E-cigarettes Regulating E-Cigarettes The introduction of electronic cigarettes (or e-cigarettes) in countries around the world poses new challenges to governments wanting to protect youth and reduce tobacco use. Policies governing e-cigarettes must be guided by an assessment of the impact of these products on the pace of progress in reducing the death and disease caused by tobacco use. The evidence around the health harms from e-cigarettes and their impact on young people is evolving. Any assessment of the evidence has to consider the impact on both individual smokers and the population as a whole. While e-cigarettes may have health benefits to individual smokers if they are proven to help smokers quit completely, they are nevertheless harmful to public health if they lead to more young people starting, if they renormalize tobacco use, and/or if they discourage smokers from quitting. The World Health Organization has concluded that e-cigarettes are “undoubtedly harmful” and that countries “that have not banned [e-cigarettes] should consider regulating them as harmful products.” 1 This is consistent with the general obligations of the WHO Framework Convention on Tobacco Control, which require Parties to the Convention to implement measures for preventing and reducing nicotine addiction. 2 In the absence of effective government regulation, e-cigarettes could create a new generation of nicotine and tobacco users and undermine the progress made in combatting the tobacco epidemic. This policy brief uses a three-step process to assist government officials in determining how to regulate e-cigarettes to fit their country circumstances while balancing competing public health considerations: 1.
