Message of Hon. Minister

Progress of positive Concepts inculcated in the society

The cultural values are defined under two main segments as tangible and intangible. It gives me great pleasure to present a positive growth in the sphere of culture and the arts which was gained by efficient and effective management of above – segmentation - based physical and human resources.

It is necessary to have a good understanding on culture and the arts under a united because of the diversity of cultural identities and multiplicity of feelings, thoughts, and creative skills of various communities in the society. However, the arts entertain the hearts and minds of the masses; culture represents the core value of man‟s lifestyle which is based on values and behavioural pattern.

The time is ripe for us to enter into a common national cultural movement shedding all petty disputes. Our prime objective is to achieve such a progress; it is our goal. Moreover, there is no secret that successful implementation of projects and programmes of national importance within the mechanism of local culture derive tremendous benefits not only to the present but also for the future.

I bestow my sincere gratitude to all those who rendered a diligent and dedicative service to record a remarkable progress in the field of culture in Sri Lanka. I, further, wish courage and strength to everybody in the process of inculcating positive concepts on progress in the society through their invigorating and innovative strategies.

Preface

Remarkable Progress of Collective Responsibility

It gives me great pleasure to present the Progress Report which explicitly unfolds the advancement of cultural and art programmes of national importance. This report contains the progress of programmmes and projects implemented throughout the country by the Ministry and other affiliated institutions optimizing the use of human and physical resources.

The whole Plan is driven ahead with the assistance and involvement of all the divisions, i. e. Administration and Finance, Cultural Promotion, Construction, Foreign, Media, Planning, Procurement, and Internal Audit. Moreover, this Plan strengthens ties between our country and foreign countries. Therefore, we have been blessed with the opportunity of diverting the cultural awakening gained by Sri Lanka for the well-being of humankind. We need to realize that individual performance, irrespective of position or designation in the administrative and management hierarchy, plays a key role in achieving significant progress in the whole process. So, collective dedication and devotion is of utmost importance to attain outstanding progress in our effort to adorn Sri Lanka with a cultural revival. I wish strength, courage, and fortune to all of us in making the progress more meaningful as we go ahead fulfilling the Public Employees‟ Pledge.

Mission Formulation and implementation of policies and programmes for the preservation, promotion, and dissemination of the unique culture and heritage in parallel with the advancement and overall development of the country

Objectives The objectives have been identified considering the culture in a country as the main instrument which directs the people make effective and efficient in the implementation of all programmes aimed at prospering the people of the country  To build a positive cultural environment that would help directs the people themselves in a manner that would successfully accomplish the general national development policy of the country.  To forge ahead as a country with great culture consisting of many sub-cultures while accepting the multi-nationalism and preserving the identity of respective sub-cultures. To promote cultural diversity and thereby to prevent harm caused to positive cultural characteristics through various forces.  To pave the way to organize the cultural life of the people of the country through preservation, maintenance and utilization of cultural heritages.  To motivate the people to identify positive cultural characteristics and thereby to promote a culture with distinct Sri Lankan identity.  To help the people in identifying themselves the external and internal factors causing cultural downfall and in exterminating these factors.  To pave the way to inculcate in the society the fact that culture is an energetic, challenging and a free force.

1.3 Progress of Programmes and Projects 2015 1.3.1 Cultural Promotion Programmes “Culture” is an inextricable component of the overall development . It is an essential part as well as a medium of national integrity. Therefore, the State Ministry of Cultural Affairs implements cultural promotion programmes to instil Culture and the Arts into the lives of Sri Lankans.

I. Cultural Centre Programme The programme of establishing one Cultural Centre per Divisional Secretary‟s Division was initiated in 1998 with the objective of promoting and conserving indigenous cultural elements. Objectives of establishing cultural centers on divisional secretariat basis are as follows:

 Re-introduction and promotion of ancient arts and their features (sixty four arts)  Improvement and enhancement of the artistic skills of children living in respective divisions.  To raise the skills of these children up to the international level by providing opportunity to gain experience in foreign performances.  Promotion of the cultural life of people living in respective divisions.

Equipment for Cultural Centres As at 30 June 2015, distribution of equipment among cultural centres has been carried out as follows: Seventy eight (78) musical instruments for 03 Cultural Centres; 72 dancing costumes for 08 Cultural Centres and the Ministry for the promotion of culture; 22 sports equipment for 02 cultural centres; 05 clerical chairs and 100 plastic chairs for the Thirukkovil Cultural Centre; stationery for cultural centres; name boards, Buddhist flags, and national flags for 08 cultural centres.

v. Courses Conducted at Cultural Centres Courses that are being conducted on free of charge by Cultural Centres are as follows:  Up -Country, Low -Country ,Sabaragamuwa, Folk and Creative Dancing  Oriental and Western Music  Drama and Theatre  Art and Sculpture  Handicrafts  Sinhala, Tamil, English, Pali and Sanskrit languages These courses provide theoretical and practical knowledge in respective fields.

vi. Contribution of Cultural Centre Programmes

Cultural Centers conduct following national and divisional cultural programmes  National Independence Day  New Year Festival, Vesak Festival, Poson Festival  Programmes concurrent with the National Literary Arts Festival  Programmes concurrent with the celebration of World Children‟s Day and other national programmes  Dramas, street dramas and entertainment programmes  Diverse state, cultural, and arts festivals  Rituals  Other special cultural ceremonies The above programmes are being conducted with the participation of members representing all age groups and under the auspices of sponsors in the locality in order to mould a disciplined society.

viii. Library Service of Cultural Centers

The library service is provided to the people who are living in close proximity to Cultural Centers and students who follow the courses at centers. It is expected to improve their reading habit, literary appreciation, knowledge, and awareness. Sets of important in Sinhala, Tamil and English languages selected by a committee from the last year‟s publications are distributed to all the libraries attached to the Cultural Centers scattered throughout the island. Measures are in place to purchase and distribute books worth Rs. 10 million among the Cultural Centres in 2015.

 Mobile Library Service

Cultural Centres which have been established in areas with poor transport facilities operate mobile library services with the help of trishaws and bicycles.

This function was conducted with the participation of the staff of the ministry, staff of the Department of Cultural Affairs, staff of Cultural Centres, and students. 2015.05.02 Exposition of the Buddha‟s relics – 50 “Hevisi” drummers were presented for the Gangathilaka Vihara, Denipitiya. event. 2015.05.03 State Vesak Festival – Mahiyanganaya The ballet “Vessanthara” was presented by the artistes of the pool of dancers from cultural centres. 2015.05.02 – Vesak Festival – “Buddha Rashmi” Event was conducted from 7.30pm to 1.30am 05 Vesak zone with the participation of 16 dance troupes of 08 cultural centres and 16 choirs for singing Buddhist songs. 2015.06.01-07 State Poson Festival - Aluvihara, Exposition of relics of the Buddha and King Matale Dutugemunu‟s ashes, Poson Pandols, Buddhist Song competitions, Competition and exhibition of Vesak Lanterns, Puppet shows, Screening films, traditional rituals, Perahera, Pindapatha Charika, Buddhist Songs and dance items. 2015.06.02 Rupavahini Poson Zone – A ballet was presented by the artistes of the Thanthirimale pool of artistes from Cultural Centres. 2015.06.06 Dorakoda Asna Perahera – Koratota Hundred dancers and drummers were presented Maha Vihara for the event. 2015.06.20 Perahera of Poorwarama , A troupe of 24 “ves “dancers were presented for Moragahahena the event.

IV. Entertainment Programmes This programme is held in selected schools and at institutions on request with the objective of promoting aesthetic appreciative skills of school children and the youth and thereby moulding a society of sensitive persons. The workshop is steered by a resource person with a wealth of experience in the field. V. „Prathibha‟ Inter-Cultural Centre Competition of Music, Dancing and Theatre The competition of Music, Dancing and Theatre among Cultural Centres is held annually under the title “Prathibha”. It is conducted with the objective of giving opportunity to students who master the arts such as Music, Dancing and Theatre at Cultural Centers to prove their improvement and development in aesthetic aspects along with personality and conserving local cultural features. Championship and runner – up awards are presented to the Cultural Centres that showcase outstanding talents and skills in every aspect. Progress as at 30 June 2015 Competitions of Central, Uva and Northern Provinces of the Provincial Round of this year‟s Prathibha Competition have already been conducted, and competitions of other provinces are to be held in due course.

VI. Creative Skill Competition of Public Employees This Creative Skill Competition has been annually conducted since 2002 with the prime objective of improving creative skills of public employees. The competition is carried out in Sinhala and Tamil media under the sections of short stories, children‟s stories, lyrics, verses, short plays, translation of short-stories and arts. It is conducted at divisional, district and national levels and certificates and cash prizes are presented to winners. In the end, a titled “Prabhashwara” is published compiling all the winning creations. Progress as at 31 August 2015 Creative skill competition for public employees in 2015 was published in all media, and receiving applications has been concluded. Competition is in progress.

VII. “Jathika Sahithya Kala Prasadini” National Literary Arts Festival The National Literary Arts Festival which is annually conducted in the literary month in a selected district under the theme of appreciating literary creators and artistes is a national, religious and cultural festival of immense importance.

“Jathika Sahithya Kala Prasadini” National Literary Arts Festival – 2015 The National Literary Arts Festival 2015 was postponed to November 2015 due to political changes that took place in the Ministry‟s authority. Therefore, arrangements have been made to hold the“Jathika Sahithya Kala Prasadini” National Literary Arts Festival – 2015 on 05, 06 and 07 of November 2015 at the Sri Sumangala Vidyalaya, Wariyapola. The objectives and the events to be performed at the festival are as follows.

1.3.2. The Implementation of Programmes on Conservation of Intangible Cultural Heritage

Conservation of Intangible Cultural Heritage The “Intangible Cultural Heritage” means the practices representations, expressions, knowledge, skills – as well as the instruments, objects, artifacts and cultural spaces associated therewith-that communities, group and, in some cases individuals recognize as part of their cultural heritage. Accordingly, the intangible cultural heritage is manifested inter-alia in the following domains.  Oral traditions and expressions, including language as a vehicle of the intangible cultural heritage;  Performing arts;  Social practices, rituals and festive events;  Knowledge and practices concerning natural the universe;  Traditional craftsmanship.

“Safeguarding” means measures aimed at ensuring the viability of the intangible cultural heritage, including the identification, documentation, research, preservation, protection, promotion, enhancement, transmission, particularly through formal and non-formal education, as well as the revitalization of the various aspects of such heritage.

i. Intangible Cultural Heritage Conservation Programme in Sri Lanka As explained in the above paragraph, the UNESCO adopted a convention in 2003 to safeguard the intangible cultural heritage and introduced it to Sri Lanka. Accordingly, 25 selected scholars in Sri Lanka were trained on conservation of intangible cultural heritage in 2012. In 2013, another workshop was conducted to train them on collecting data and preparing inventories.

The third UNESCO workshop on the conservation of intangible heritage was held from 11 to 15 of February 2014, and, at this workshop, they analyzed the information specified in the above reports and conducted discussions on the inventory that contained information collected from Anuradhapura and Polonnaruwa districts.

Establishment of the Inventories of Intangible Heritage Objective To provide the present-day Sri Lankans who inherit a rich cultural heritage nurtured by invaluable intangible cultural heritage of 2600 years with an opportunity to reap the benefits of this legacy through reintroduction.

Progress as at 30 June 2015  Inventory of Intangible Cultural Heritage for the Galle District Data and information scattered across 19 divisional secretary‟s divisions in the Galle district were collected and inventoried. Collection of data was carried out with the assistance and contribution of the Cultural Promotion Officers attached to the Cultural Centres in the Galle district and Cultural Officers attached to the Divisional Secretariats. The Galle district Inventory of Intangible Cultural Heritage has already been uploaded to the internet through Ministry Website. (www.cultural. gov.lk)

 Inventories for the Kandy and the Nuwara-Eliya Districts Collection of data and information on intangible heritage in Kandy and Nuwara-Eliya Districts was commenced in the final quarter of 2014, and, at present, the process of collecting data has been completed and the drawing up of inventory is in progress.

 Submission of Nominations to the UNESCO for declaring String Puppetry in Sri Lanka an Intangible Heritage in 2016 Having studied the reports on studies that were carried out in 2014 on “Vidum Pilissum Vedakama” (a treatment similar to acupuncture and cauterization), customs associated with the Sinhala and Hindu New Year, “Kotahalu Yagaya” ritual, , and Puppetry of the Sinhalese, String Puppetry of Sri Lanka has been selected to declare as an intangible heritage. Nomination pertaining to the process were submitted to the UNESCO in March 2015.

Project for the Conservation of Folk Music The Ministry of Culture and the Arts opened a Folk Music Conservation Library equipped with a computer system of modern and sophisticated technology on the 23rd of September 2010. Funds for this project were provided by the Royal Norwegian Government.

Objective – To widen appreciative abilities of people and to conserve the features of folk music of diverse traditions with their sound patterns by integrating folk heritages such as folk songs, their sound patterns and sound patterns of hevisi, wannam, rites and rituals which has inextricable associations with the Sri Lankan life style from the times immemorial with the future generation.

Basic Functions  Collect information on the above mentioned artistic elements possessed by people and institutes in different parts of the country.  Record and Conserve this information using digital technology.  Allow people to use this information for further studies and research purposes.

Information for Public Reference Opportunity has been given to those (University Dons, students, teachers, children, creators and others) who are interested in audio visual data being conserved by the Library to view those elements using computers in the Folk Music Conservation Library. Arrangements have been made to issue audio visual copies of any folk music element for education and creative purposes on written requests. Further details are made available at the promotional programmes conducted by the Folk Music Conservation Library in collaboration with other institutions.

Advisory Board for the Efficient Direction of Folk Music Conservation Library An Advisory Board consisted of University dons, music directors and researchers along with resource persons from the Sri Lanka Broadcasting Corporation and the Rupavahini Corporation was appointed to direct and guide conservations, field recordings and promotional activities of the Folk Music Conservation Library.

Other Special Programmes Conducted by the Folk Music Conservation Library  A discussion was held with the Ministry of Education to organize Entertainment Programmes at school level.  Activities of the initial stage of the project for converting data on intangible heritage which have been saved using analogue technology into digital technology were carried out. Study on Drummers Living in Kandy and Nuwara – Eliya Districts The prime objective of this project is to study the drummers living in Kandy and Nuwara – Eliya districts and their social status in the Sri Lankan society. A two-day training programme was conducted on 18 and 19 of October for Cultural Officers in relevant districts on collecting data; then, with the assistance of these officers, data and information regarding the drummers who are living in Kandy and Nuwara – Eliya districts were collected during the period from October 2014 to March 2015. It is expected to carry out the same study in other districts, too, in the future to conserve the traditional intangible heritage “the art of drumming” and to implement programmes for the betterment of these artistes under state patronage. iv. Sri Lanka National Organization of Writers The objective of establishing the organization is to provide a certain contribution to improve welfare of the writers through publishing their valuable and creative works under the patronage of Government and to build an intelligent society by way of providing opportunities for the people to read quality books and other written materials In 2014, district organizations of writers were re-organised, and a National Leader for the Organization was appointed. Future Steps Establishment of Writers‟ Centre in the capital, issue of Identity Cards for writers, promotion of Writers‟ Organization enabling the representation of all Sri Lankans including the Sinhalese, the Tamils and the Muslims and extension of Writers‟ Organization up to district and divisional level are the future proposals of the Organization.

1.3.5 Development Projects for Cultural Promotion I.Construction of Cultural Centre and Tsunami Research Institute - Hikkaduwa Construction of this Cultural Centre and Tsunami Research Centre were initiated in August 2011 with the prime objective of establishing a point that caters to the needs of tourists who frequently roam around Hikkaduwa area such as documentary films on cultural heritage of Sri Lanka, videos on domestic culture and art, library with books written in different languages, new technological services such as internet. Total estimated cost - Rs.353mn (local funds) Construction is to be carried out in 3 stages. Project for the conservation of Indigenous Folk Culture The prime objective of this project is to conserve the rapidly dwinding cultural elements such as life style which is inextricably woven with the nature, ancient wisdom on medication and nursing, customs, rites and rituals, folk songs, language and literature, artistic skills.

Modification of Training Centre, Veyangoda The Veyangoda Training Centre was declared open on 26 December 2008 as a place for guiding and coaching the staff and the resource persons of cultural centers established island wide, the staff of ministry, and students of cultural centers who perform at national and international pageants.

With the objective of improving its facilities, a factory which has been closed down will be taken over and modified to house a theatre and a hostel.

Financial Progress – 2015 (as at 30 Sep.)  Since the Divisional Secretary has not yet reported the progress of 10 sales outlets constructed at Dehideniya and Leeliambe villages, funds were not released to erect the remaining 38 outlets. He has been reminded of the situation for several times, and it is expected to grant funds this year.

3. Constriction of Performing Arts Theatres in Kandy and Anuradhapura These two projects were proposed to be launched under a 2014 Budgetary Proposal

 Anuradhapura A four-acre block of land belonging to the Department of Prison has been taken over by the District Secretary. The model Plan has also been designed.

 Kandy Measures are in place to take over an eight acre block of land belonging to the at Getambe in Gannoruwa.

The estimated cost for each of these Performing Art Theatres amounts to Rs.2000million, and the two projects have been planned to implement under medium-term budgetary frame incurring funds from the Government Consolidated Fund.

Proposed Projects for 2015 4. Construction of Mahawa „Shilpa Kala Gammanaya‟ Preliminary activities of the Project for the construction of „Shilpa Kala Gammanaya‟ in Mahawa in the district of Kurunegala, North Western Province were initiated in 2014. This project was launched for the conservation and promotion of indigenous arts and crafts along with the traditional knowledge entailed with such creations.

Objective – The prime objective of this project is to maintain martial arts such as “Angam” fighting style and other arts and crafts which are disappearing rapidly along with the traditional knowledge associated with them through conservation and promotion. It is also expected to use these arts and crafts to expedite current development initiatives.

Total estimated cost - Rs. 57.12 million Physical Progress – 2015 (Sep. 30) It has been informed the panel to submit rough plans under their respective subjects in order to draw up a comprehensive plan for the “shilpa kala Gammanaya”.

V. Setting a web portal to the Ministry‟s website

Creation of Web Portal in order to facilitate uploading data and information of 160 cultural centres that have been set up on divisional secretariat basis by the Ministry and setting it with the trilingual website which is equipped with audio and visual technological facilities were commenced in 2014. Concluding Collection and computerization of necessary data, the web portal was launched on 18 March 2015. National Heritage Division 01. Conservation and development of heritage monuments 01.1. Conservation of Old Dutch Fort in Jaffna (Stage II)

Objectives-  Providing a supportive contribution to the programs which have been carried out by the government in the Northern Province while conserving of Old Dutch Fort in Jaffna which consists of an archaeological value.  Promoting mutual understanding among various community groups and uplifting the living conditions of the community.

Setting up of the Heritage Information Centre Objectives –  Recording and storing of information related to the field of heritage in Sri Lanka by using the modern technology as well as providing information related to the heritage sites for local and foreign tourists.  Providing facilities such as photographs and documentary films required for researchers and the persons who study heritage of Sri Lanka.

Progress - A decision was taken to establish the heritage information centre at Mumtaz Mahal, the old Official Residence of the former Speakers in the Parliament of Sri Lanka. Later, the building was assigned to the Presidential Secretariat on 06.01.2014 after finishing the landscaping and conservation activities to sets up a Documentation Centre for Presidents of Sri Lanka. Therefore the original proposal has been changed and plans and estimates are being prepared to sets up the centre by constructing a new building in the premises of national museum taking long-term needs of the national museum into account.

01.3 Setting up of National Heritage Training Centre at Broughton Bungalow in Bandarawela

Objective –

 Setting up of a heritage training centre and a circuit bungalow while conserving the Broughton Bungalow with its archaeological value.

Objective –  This project is proceeding to provide facilities for the indigenous people to engage in their livelihood while preserving their indigenous heritage like indigenous villages and natural surroundings, lifestyle, livelihoods and traditional customs and formalities.  The renovations of indigenous museum have been initiated under this project in 2014 with the objective to promote the field of heritage tourism.

Necessary actions are been taken to distribute them among school children. Numbers of 100 Productions both Sinhala and English languages on famous and unknown archaeological sites have been completed. Actions have been taken to popularize them by the Ministry web site and tourism industry. Quotations have been called for „Conservation of Traditional Heritage in Sabaragamuwa.‟

03. Promoting of Sri Lankan heritage in national and international level 03.1. An awareness program for school children “Deye Urumaya Daruwantai”

Objective -  Building up of better attitudes on national heritage and direct the community towards a society which preserve and regard heritage. The activities of

2.3 Progress of the programmes and the projects – 2015

2.3.1 Promotion of art activities

I. Assistance for Artistes and Writers to purchase Motor cars

Necessary Arrangements were made in the year of 2012 to implement the Budget Proposal “an interest free car loan scheme to enable senior artistes, writers and journalists who have made an uninterrupted contribution of over 18 years, to purchase a motor car”. The loan scheme has commenced initially on 03rd November 2012. By 30th June 2015, 419 artistes were given loan facilities and the amount given is Rs.487, 428,228.00. The interest paid by the government up to now is Rs.59, 475,813.24.

Payment of loans has been withheld temporarily at the beginning of this year.

II. Saraswathie Pension Scheme

This project was launched on August 11, 2008 for the benefit of the artistes who are not entitled to another pension, under the joint sponsorship of the Social Security Board of Sri Lanka, Ministry of Cultural Affairs and National Heritage and the Department of Cultural Affairs. At the conclusion of the annual Sri Dalada Perahera, His Excellency the President awarded titles to the first five beneficiaries under the pension scheme. Artistes whose age fall between 18 and 59 years may seek cover under this pension scheme. 85 artistes have been entitled to this scheme at present. 68 artistes were paid with contribution and awarded titles as at 31.12.2013and another 16 artistes are being paid by the end of June 30th 2015. The total amount paid up to now is Rs. 112, 284, 00.

III. Artistes Insurance Scheme

This insurance scheme is maintained with the intension of safeguarding the future of the artistes who render yeoman services to the field of Arts. Under this scheme, the Department of Cultural Affairs makes a contribution of 60% for the insurance and the artiste has to bear 40% of the contribution. The number of beneficiaries in the year 2015 is 03.

Kaladevi Insurance Scheme

19 artistes from among the needy artistes who receive financial assistance under the Needy Artistes Programme have made contribution to this scheme. From the money they receive under the Needy Artistes Programme, Rs.900 each is sent to the Insurance Corporation and they are privileged to claim benefits in case of an accident or illness. 07 artistes are covered under this scheme by now.

National Artistes Trust The National Artistes Trust was established with a view to provide financial assistance to the artistes to produce their creations. It commenced on 12.06.2007 under the Japanese aids. The initial deposit is Rs. 350,000.00. A flags day of the artistes has been held for the first time on 15.12.2008 and since then the flags day of the artistes is held every 15th of December to coincide with the Artistes‟ Day. The money obtained is credited to the Trust.

The amount of money deposited as at 30th June 2015 in the National Artistes Trust is Rs. 24 million which is under the purview of the Department of Public Trustees.

V. „ Kala Bhushana‟ Honors Award Ceremony

This felicitation ceremony was initiated in 1984 by the then Prime Minister with the main objective of appreciating and admiring the services of the pioneer artistes who have rendered yeoman services for the preservation of cultural trails devoting their time, wealth and labor. Under this programme, at the inauguration ceremony, honors were conferred on the artistes by awarding five (5) gold medals and 48 fixed deposits. Thereafter, the number of artistes who received honors were increased annually and they were awarded silver medals and a cash prize worth Rs.10,000/- each in addition to Kala Bhushana Certificates. In order to appreciate the artistes, December 15th of every year has been declared as the Artistes Day and the awards presentation ceremony is held on this day or another closest day in the same month.

Applications for the Kalabushana Awards have been called for the year 2015 by now. Accordingly plans are underway to hold the programme of the 2015 concurrently with the Artistes‟ Day in December.

Medical and Funeral Aid for Artistes

The Department of Cultural Affairs has been extending medical and funeral aid to artistes for years. Under this programme, artistes who reach the zenith of their fields of art but face dire financial needs are provided with medical assistance. Funeral Aid is provided to meet expenses at their funerals.

A sum of Rs. 200,000.00 has been paid to 11 artistes as medical assistance while a sum of Rs 272,000.00/= as funeral aid in respect of 22 funerals occasions as at 30th June 2015.

Assistance for various festivals Under this program financial assistance is extended to cultural festivals held in various places of the country. Events such as KaviMadu organized by various associations, entertainment programmes, and ceremonies to entertain foreign delegations, anniversaries of Art Associations, Commemoration ceremonies of various artistes and various annual art festivals are covered under this program. By 30th June 2015, a sum of Rs. 187,050.00/= has been granted as assistance for 13 festivals. In addition a sum of Rs. 1,638,100.00/= has been granted for 40 cultural events.

Assistance for Perahera (processions)

Sri Lankans organize perahera (processions) during the months of Vesak, Poson and Esala all over the country. Most of these peraheras are organized annually and conducted giving pride of place to due customs and practices. The amount of money granted depends on its importance and historical value. A sum of Rs. 70,000.00/= has been paid as assistance for 08 processions, by 30th June 2015.

VI. Assistance to Kalayathana (Arts Schools) Assistance is provided annually to the Arts Schools which are functioning under the Department of Cultural Affairs as follows.

The Arts Schools which are functioning actively and registered under the Department of Cultural Affairs may claim this assistance by submitting survey reports annually with the recommendation of the Divisional Secretary concerned. On completion of one year of registration an Arts School is eligible to obtain this assistance. The classification has been changed in the year 2014. As such annually, a sum of Rs. 5000/= is paid to a registered Arts School, while the Arts School selected as the Best in the Division is paid Rs.7, 500/=.

By the end of June 2015 a sum of Rs. 5,651,000.00 has been paid for 1119 Arts Schools which have been applied formally through the Divisional Secretary and registered under the Department of Cultural Affairs.

Provision of dancing and musical instruments to Kalayathana Steps are being taken to prepare a formal method and possible ways of obtaining necessary provision to supply the instruments required by the Arts Schools. Provision of requisite facilities would encourage the Heads of these institutions to continue their work without hindrance.

Registration of Kalayathana The Arts Schools which meet constitutional requirements are registered with a view to preserve and promote our own culture and arts. A Certificate of Registration is issued along with a syllabus for teaching

37 purposes. As at 30th June 2015, the total number of registered Kalayathana amounts to 2790 out of which the number registered in 2015 is 28. However plans are afoot to evaluate the total number of Arts Schools registered so far under the Department of Cultural Affairs.

The categorization of the Arts Schools registered under the Department of Cultural Affairs is as follows: - Upcountry, low country, Sabaragamu and Folk dancing - Western and Eastern Music - Drama and Theatre - Art Sculpture and Craft - Angam Martial Arts School

A Reserve of Artistes from Kalayathana This reserve has been established in 2012 consisting of 50 artistes (vocal/ instrumental/ dancing) selected from Kalayathana strewn across the island with the objective of paving the way for the skilled artistes emerged from the Arts School to expose themselves and to discharge the duty of the Department at ground level.

VII. Programme on Cultural Boards of Authority (Balamandala)

This initiative was launched in 2011 with the intention of instigating a cultural renaissance in the Sri Lankan society. This programme was initiated through Cultural Boards of Authoritywith the intention of popularizing our old and traditional food culture which are of best quality and standards.The book titled “KethaiBathaiApekamai” has been launched by the Department of Cultural Affairs in 2013 for the promotion of our own food culture. It illustrates our traditional food patterns in a lucid and simple style. The programme on promoting of Sri Lankan food culture is held on island wide basis continuously. Several awareness programmes are also been held at every occasion. Taking into account the importance of this programe plans are in progress to obtain provision required for implementation of this programme with the assistance of state and private sector institutions.

New programmes launched

 An integrated model farm – Preliminary plans to commence an integrated model farm to promote local food habits are afoot and the discussions are in progress to obtain assistance from the Ministry of Agriculture.  A series of competitions to promote local food culture – Plans were afoot to conduct a series of competitions on national basis. Applications have been called under several

categories and competitions in selected 18 districts have been concluded. Plans are afoot to present prizes and certificates to 20 winners under 20 categories

2.3.2. Development in literary and Publication Activities

I. Sinhala Dictionary Office

The scholars who are pioneering in a compiling a Sinhala Dictionary in alphabetical order, recognizing at the same time the need of a Sinhala - English Dictionary, the Sinhala Dictionary office was established in 1972 with state patronage. In comply with the changes in government policies, constitutional changes and various decisions taken by the Executive and in accordance with the timely requirements the number of projects launched by the office at present has increased to 07.

II. Encyclopedia office The Sinhala encyclopedia is published with the objective of providing universal knowledge in the Sinhala language. It is being compiled in alphabetical order on various topics in volumes. 12 volumes have been issued up to now. The number of volumes targeted is 20. Volumes issued in accordance with the year from 1 to 12 are 1963, 1965, 1967, 1974, 1978, 1988, 1991, 1994, 1998, 2001, 2006 and 2010. Volume 13 is now in print and expected to be issued in next two months‟ time. Printing of Volume 13 has been concluded in the year 2014 and launched on 20.02.2015.

04. Implementation of Development Projects for the promotion of arts activities

Construction of the National Arts Centre in Kundasale, Kandy In January 2008, steps were taken to establish a National Arts Centre fully – equipped with physical, technical and intellectual resources, with the objective of disseminating knowledge on creation of arts, new experiments and research, reference of local and foreign works of art, study and education of arts, creation of new performing arts productions and handicrafts, exhibition and sale of such art works with a view to getting international publicity.

III. Printing of the Mahawamsa (Great Cronicle)

Chronicle is a unique feature in the Sri Lankan civilization. These chronicles had been compiled on Buddhist sacred objects such as stupa (Thupawamsa), Bodhi (Bodhiwamsa) relics (Dhathuwamsa) etc. It is the Mahawamsa that provides an uninterrupted record on the growth and evolution of civilization of the people who molded their living style according to Buddhist teaching over a period of 2600 years.

There was an era where this great work was rejected without conducting proper studies on inscriptions and other sources available in Sri Lanka. However, after reading inscriptions written in Brahmin letters, it has been revealed that certain issues not only in the Sri Lankan history but also in the Indian history could have been resolved with the assistance of information recorded in the Mahawamsa. Many oriental and western erudite scholars have elaborated on the Mahawamsa and its historical value. The western foremost scholars such as George Turner, James Princep, Herman Oldenburg, Wilhelm Geiger as well as Sri Lankan literati such as Dr. Ananda, W.P. Guruge are prominent among them.

In addition to the 3 parts of the Mahawansa which cover up to the year 1935, part IV which covers the period of 1935-1956 has now been printed and published.

Update of Mahawansa to cover the period 1956- 1978 commenced in the year 2008. It has been divided into 5 chapters according to the period of administration of the Prime Ministers. Complication has been carried out using the information gathered with regard to each period of ruling such as politics, economy, religion, law, western medicine, arts, science, technology etc from the scholars who are specialized on the respective field, reviewed and approved by a Board of consultants. Translating the above information into Pali, computerizing in Sinhala/ Pali languages and handing over for printing to the government press have also been carried out during this year.

Jayawardana from 1978- 1989 has been completed in Pali stanzas and editing in progress. Revision work related to the Sinhala articles with regard to the ruling periods of President R.Premadasa and President D.B.Wijethunga from 1989-1994 has been completed and referred for printing

 Compilation work in Pali stanzas related to the ruling periods of President R.Premadasa and President D.B.Wijethunga from 1989-1994 is in progress.  The information related to the ruling period of President ChandrikaBandaranayake Kumaratunga from 1994-2005 has been gathered and compilation of articles has also been concluded. Review is in progress after the first editing.  Compilation of articles related to the ruling period of MahindaRajapaksha from 2005-2010 has commenced.

Printing of MahawamsaGeethaya.

MahawamsaGeethaya is also a part and parcel of the original Mahawamsa. This book is compiled by converting Pali stanzas in the Mahawamsa into verses in Sinhala. The first and second parts of the Mahawamsa which were compiled and published by the Department of Cultural Affairs have been converted into verses under two volumes by KalamanyaMahanamaDissanayake. The remaining three parts were converted into verses by Prof. MendisRohandheera and published by the Department of Cultural Affairs.

Books are purchased on 20% discount from each writer subject to a maximum of Rs. 5000 to distribute among schools, pirivenas and other libraries free of charge to encourage amateur writers. These books as and when necessary are distributed as prize awards in the District and Divisional Literary Festivals. Books worth of Rs.825, 000.00 were purchased from 170 writers during the period 3oth June 2015.

The National Art Gallery and the John De Silva Memorial Theatre which project national recognition are fine abodes for artistes. These institutions are governed by the Department of Cultural Affairs and can be hired for exhibitions or various festivals conducted by the government or any other external party. State Dance Ensemble and the State Music Ensemble The State Dance Ensemble and the State Music Ensemble being administered by the Department of Cultural Affairs function at the John De Silva Theatre and make their contribution for various state functions locally as well as abroad. These artistes are employed on five year contract. By 2014, the numbers of artistes belong to these ensembles are 40 and 21respectively. The State Dance Ensemble made its contribution for about 35 state festivals including 06 tours abroad in the year 2014 while the State Music Ensemble made its contribution to 20 state festivals. They have been invited for tours in the ensuing period by now.

II. Independence Hall The maintenance and administration of this magnificient building created to make the independence gained by Sri Lanka on 4th of February 1948 memorable are carried out by the Department of Cultrual Affairs. The building constructed similar to the model of the Ceremonial Hall in Kandy could be reserved only for national ceremonies and certain other functions which project national pride. A national museum for heroes has been establised in the ground floor of this building.

III. Book Store and Sales Centre All the books printed by the Department are stored in the departmental building situated at Veyangoda until they are distributed. The Sales Centre is housed in the ground floor of the Sinhala Encyclopedia Office and all the books published by the Department are available in this Sales Centre at reasonable prices.

IV. WalisingheHarischandra Museum and Cultural Centre, MahaHunupitiya, Katana

The ownership of the residence and the land 0.2118 Hectares in extent, belonged to BrahmachchariWalisingheHarischandra was transferred to the Department of Cultural Affairs with effect from June 24th 2011. The premises was decided to be developed as a Cultural Centre and used for the promotion of Culture in Sri Lanka. Accordingly, measures are in place to uplift these premises to the level of world recognized Centre with a view to heightening awareness of Sri Lankans as well as foreigners on Sri Lankan cultural trails along with the residence and belongings. A ceremony to commemorate BrahmachchariWalisingheHarischandra is held annually at this premise. It is envisaged to develop this premise for public exposition.

V. EdiriweeraSarachchandra Drama Training and Research Institute

This project was launched to appreciate the great service rendered by Professor EdiriweeraSarachchandra for the advancement of art of drama and to fulfill the requirement of a fully fledged formal drama training institute in accordance with the subject scope of the Department of Cultural Affairs. Further it is envisaged to develop inter cultural bonds between the Sinhala and Tamil communities and promote national reconciliation through creations.

A plot of land in extent of 31.1 perches situated at Koswatta, Kaduwela DS Division, Colombo where the SiriSumedha School was then located, was taken over by the Department of Cultural Affairs and the old school building has been renovated as a drama training institute. After the renovation work it was ceremonially declared open on 11th March 2015. The training programmes of the State Dancing Ensemble and the State Music Ensemble are held at present at this centre and it could be rented out for drama training purposes of the external parties too at concessionary rates.

2.3.6 Other Special Programmes and Festivals

I. Issuing identity cards for the artistes.

Issuing of identity cards for the artistes has been commenced since 2012 with the objective of the welfare of the artistes and to minimize the issues faced by them as recognized national artistes in Sri Lanka ensuring their identity locally and internationally. About 2000 identity cards have been issued by now at three ceremonial occasions. Approximately another 2500 applications for identity cards have been received in the Department and about 1000 identity cards have been completed for issuance. They are to be delivered ceremonially in the year 2015.

II.PosonPoyaHevisiShabdaPooja

The annual HevisiShabdaPooja which is performed before the Ruwanveli Seya in Anuradhapura on every PosonPoya Day to mark the advent of ArahantMahindaThero to Sri Lanka was held this year from 6.00 pm to the dawn of the following day with the participation of 50 artistes. This HevisiShabdaPooja was conducted under the patronage of the Chief Incumbent of the RuwanweliMaha Seya and Chief Monk in Nuwara Kalaviya Ven. Pallegama HemaratanaThero, District Secretary in Anuradhapura and the Director of Cultural Affairs on the direction of the Ministry of Culture and the Arts. This religious ceremony was organized by the Department of Cultural Affairs and the District Secretariat, Anuradhapura.

05. Renovation of Kandy National Museum

Objective – The Kandy National Museum has been established in an ancient building named as “Pallewahala” in the Kandyan era. Requirments of Conservations and renovations were arisen on the dilapidated condition of the roof and walls. Total estimate - Rs.16.0 Mn. Period of the project - 2014 – 2015 Provision in 2015 - Rs.2.3 Mn. Expenditure as at 2015.06.30 - This conservation and renovation activities are being carried out by the Department of Building Construction under the supervision of the Department of Archaeology.

Progress - 50% of conservation activities have been completed.

Special actions and legal affairs which have been taken in relation with the preservation of tangible/intangible heritage.

1. The program which was conducted in Kiriibbanwewa School in Weli Oya and the education exhibition which was held for school children in the Northern Province in line with the celebration of International Museum Day 2015 on the theme of “Museums for a sustainable society”.

2. Organizing of affairs related to providing museum guidelines for local and foreign diplomats who visit the Colombo National Museum and keeping exhibition levels in a good manner for local and foreign visitors. 3. Providing a contribution to preserve heritage by arranging mobile exhibitions of the Department of National Museums for the program “Deye Urumaya Daruwantai” organized by the State Ministry of Cultural Affairs held at Bomiriya National School. 4. Renovations have been made in Colombo National Museum Building which dates back to 137 years, Kandy National Museum building which was named as “Pallewahala” in Kandyan era, Rathnapura National Museum Building (Ehelepola Walawwa) named as an archaeological monument and Dutch museum with the view to preserve tangible heritage. 5. Special steps taken by the divisions of the Department of National Museums on the preservation of Tangible / intangible heritage, are as follows.

II. Ethnology Division

 An ancient sward has been acquired.  Documenting of antiquities  Completing an index related to the acquired antiquities in the year 2014.  Providing consultancy services for Dambana Museum, Mahaweli Museum, Sports Museum and Postal Museum.  Providing information for 04 groups of University students required for their researches.  Conducting inspections in Kandy National Museum and Rathnapura National Museum  Depositing of 10000 ancient coins of Holland, Portuguese and British after proper recording.  Conducting a comparative study about the collection of ancient oil lamps belong to the museum with the oil lamp collections of the other museums.

III. Geology Division

 Initiating of renovations of the Geological gallery in the National Natural Science Museum so as to set with the modern world by using the latest technology and updating information to increase the visitors‟ attraction.  A collection of minerals, rocks, fossils and pre-historic human skeletal remains found from island wide has been deposited in the stores of the Geology Division.  Local as well as foreign specialists come to study pre historic human skeletal remains and stone artifacts of Sri Lanka. Dr. Jay Stock from the University of Cambridge came to study the human skeletal remains found from prehistoric excavations by this year.  Organizing a field visit in Rathnapura and Kuruvita areas with the objectives to obtain practical knowledge, photographs and samples need to make a display specimen related to the Gem Industry.  Conducting an educational program on 09.04.2015 for the group of students who are studying the subject of History in the University of Kelaniya.

4.5 - Micro Filming of Newspapers

 Microfilming of the selected newspapers is being carrying out with the objective of preserving archives by saving them in another media, easily accessible for the public and researchers who are studying archives and also to reduce the usage of original copies.

Microfilming of 47,134 of the collection of selected newspapers of Ceylon Daily news (Old), Times of Ceylon, Dinamina, Daily News (New) have been completed.

4.6 - Expanding of Archives Building

The constructions were initiated on 18th February 2010 for extension of the building to obtain additional spaces to the Archives Building not only to fulfill legal obligations pertaining to protection and conservation of public records and other printed documents as a national treasurer but also to safeguard country‟s identity while catering to future requirements arising from the cultural milieu. The constructions of the building have been completed by now. The necessary arrangements are being taken to publish procurement notices to purchase equipments and furniture in 2015 according to the recommendations of Technical Assessment Committee / Tender Board.

Digitizing of Cuttings (36833) in the Times collection, images in various subjects (277558), 251508 pages of 232 volumes of electoral registers of Colombo district has been completed and its Data Base is being prepared as the 1st phase of this project. Conserving and binding as volumes of Legal Deposit of all printed newspapers in Sri Lanka so as to conserve and preserve public documents, printed items and secure the identity of the country as well as the requirements of future cultural researches. Conservation and binding of 102 newspapers have been completed as at 30th June and further activities are in progress.

4.9- Digitizing and publishing the map collection owned by the Department of National Archives. Categorizing of the maps has been initiated and the necessary arrangements have been taken to purchase a scanning machine.

4.10- Computerizing the indices of the Department of National Archives

Computerizing of indices of the Department of National Archives and preparing of its data base are being carried out under this project

Required selections and preparing of indices prior to computerization have been initiated and necessary arrangements are being taken to purchase computers, components and relevant software as the 1st phase of the project.

4.11 - Digitizing of the film collection owned by the Department of National Archives

Digitizing of the film collection owned by the Department of National Archives which has been received from the National Film Corporation with the objectives to conserve and preserve them. Necessary arrangements are being carried out to obtain Extra services required to initiate the project.

4.12 - Establishment of branches of the Department of National Archives This project has been initiated with the objective to cater an effective service to the public by expanding the services of the Department of National Archives. The branches are to be established in the provinces of Sabaragamuwa, Northern, Eastern and Southern.

The project has been initiated in the Sabaragamuwa Province as the first step of establishment of branches and the ground works are in progress to renovate the relevant building.

 Exploration and Documentation Division

The Documentation of movable antiquities (Head office) has been implemented for 03 projects in 2015. Number of antiquities documented from January - June in 2015 is 1105.

 The approval has been given to carry out 15 archaeological explorations by this year with the objectives to conserving and documenting of archaeological sites and monuments in provincial basis as well as to direct them for future excavations and conservation activities.

Exploring of Kotte kingdom and the related area This excavation was carried out with the objective to present suggestions related future steps by identifying the entire land utilization within the area consist of ancient parapet wall and moat.

Exploration within 400 Yards of Hanguranketha Devalaya The preliminary explorations have been carried out to identify the entire land utilization including new constructions which are spreading in the area consist of ancient monuments within the 400 Yards owned by the Hanguranketha Vishnu Devalaya. This research was carried out to determine the ability to make recommendations for the suggested development plan of the explored field consist of Vishnu Devala Complex, Paththini Devala Complex, Pothgul Viharaya, Ancient Palace of the King, Remains of the Udamaluwa Tank, An Old House and Remains of Old Houses.

Exploring of Peellakema Monastery in Wellawaya Number of 11 monuments belongs to Anuradhapura era and later eras were identified by this exploration. Drip ledge caves, Stone steps and Inscriptions have been explored by this exploration. The necessary arrangements have been taken to declare this area within the monuments as a reserve and to set up boundary posts.

 Excavation Division

Numbers of 13 excavation and analyzing projects were planned by the Excavation Division of the Department of Archaeology for the year 2015 with the objective to reveal archaeological discovers of historical background of Sri Lanka and to direct them for future conservation activities. Descriptions of some projects are below mentioned.

 Excavation of Vilgam Vehera Sthupa

Excavation of the hillock belongs to the Serunuwara Divisional Secretariat Division in Trincomalee District in the Eastern Province was commenced on 8th June 2015 and the excavations are in progress. This is a medium size Sthupa and the activities of 3 quarters have been completed. Unearthing activities in the Western section are in progress.

 Excavation of ruined hillock in the vicinity of Basawakkulama reservoir The excavations were commenced with the objective to conserve a ruined hillock in the vicinity of Basawakkulama reservoir in Anuradhapura District in North Central Province. These excavations were commenced on 23rd March and completed on 8th April 2015. The monument with the size of 15 x 10 feet was made by granites. It has been identified as Hindu Shrine dates back to 13th A.D.

 Excavation of ancient monastery complex of Magul Maha Viharaya in Sithulpawwa. The objective of this project was excavating and conserving of the monastery complex of Magul Maha Viharaya situated in Sithulpawwa in Southern Province. This excavation was carried out from 20th March to 29th June in 2015. The excavated area was covered with a parapet wall of 24 x 18 M. It has been established as a monastery complex consists of bodhi-ghara and other elements of a temple.

 Excavation of the terrace of Manabarana Sthupa The excavations of the terrace of Manabarana Sthupa in Siyambalanduwa Divisional Secretariat Division in Monaragala District in Uva Province were commenced on 15th July 2015 and still in progress. 3 x 14 m of area in the terrace has been excavated. Physical progress is 20%.

 Architectural Conservation Division Conservation activities of 30 monuments are in Progress Island wide. Details of some conservation activities in Provincial basis are as follows.

Conservation of the cave temple in Meda Maluwa in Warana Rajamaha Viharaya Roof of the cave temple, valance boards, decayed wooden parts and roof tiles were removed and renovated by reapplying new wooden parts and laying of roof tiles.

Conservation of the Convent in St. Mary‟s Church in Negombo

The number of 22 white iron translated display panels have been set up all in 3 languages for the inscriptions at risk and full of importance under this project.

6. Arts Council of Sri Lanka

Vision Uplift the dignity of the nation through generating our own group of artistes by preservation and nurturing the country‟s heritage of domestic arts. The Arts Council of Sri Lanka was established under the Parliament Act No.18 of 1952. Six panels are in operation in order to carry out the activities focused on six different subject areas. 1. State Panel of Literature. 2. State Panel of Drama. 3. State Panel of Music. 4. State Panel of Visual Arts. 5. State Panel of Dancing. 6. State Panel of Angam Martial Arts.

Main Functions 1. Appointment of Panels required for promotion, preservation and development of arts and providing leadership and guidance for them. 2. Organize island-wide programmes of the subject scope through the Panels of literature, drama, music, dancing, visual arts and Angam Martial Arts. 3. Bring the artistes to national level accolade and expose them to international arena to give them higher recognition. 4. Development of fine arts. 5. Promote the arts, crafts and industries unique to Sri Lanka. 6. Work in collaboration with other departments, institutions and voluntary organizations related to arts. 7. Build up an appropriate cultural environment to usher in a society replete with values.

3.1 . Welfare programmes for artistes

3.1.1 Establishment of Pools of Artistes in the district of Matale

As the first phase of this programme, a gathering of artistes was held under the patronage of the State Minister of Cultural affairs with the participation of the artistes in the district of Matale on 16.02.2015 at Vidyananda Pirivena. Photographs and the particulars of the artistes were obtained at this occasion. Cultural officers, Cultural Development Assistants, officers in charge of the Cultural Centers and the officers of the Arts Council of Sri Lanka were also present.

3.1.Workshops and Educational programmes

3.1.1. Donation of funds to the drama show staged to mark the 21st anniversary of the Art School of Mr. Nilan Maligaspe.

A financial contribution of Rs. 20,000 was presented to Mr. Nilan Maligaspe to help settle the cost incurred for his ballet show which was secured the title of best ballet in the year 2014. This donation is a felicitation in recognition of the service rendered by him for 21 years for the advancement of Sri Lankan art of Ballet through providing ballet training and performing arts free of charge to the children of the low income groups in Sri Lanka.

3.3.Accolade and felicitation of artistes

3.3.1 Financial donation for “Natyakeerthi” award in the State drama Festival held annually.

A donation of Rs. 100,000 was presented on the request of the Director of the Department of Cultural Affairs for the award of “Natyakeerthi” to veteran dramatists Mr. Ranjith Dharmakeerthi and Mrs., A.Jaya Gowri on the occasion of the State Drama Festival 2015 held on 11.03.2015 at the Bandaranayaka Memorial International Conference Hall.

3.2 Workshops and Educational Programmes

3.4.1. Take steps to hold Kooththu drama show, one of the historical heritages in Jaffna and Batticaloe and a descriptive lecture on it, in collaboration with the University of Aesthetic Arts to foster social reconciliation and to develop the entire field of arts in the North and the South. 3.4.2. Take measures to conduct a Tamil folk songs show and an analysis on it to show case the culture of the upcountry plantation community and to generate mutual understanding among them and the main races.

3.4.3 Establish art and craft clusters (kalanirmana parshada) in each district to develop the power of appreciation among the people and take steps to promote creative abilities of the amateur artistes. Take steps to establish the preliminary cluster organization in the district of Kandy.

3.4.4 As the power of appreciation of the people on almost all the fields of arts at present is drastically deteriorating, take measures to conduct a series of programmes called “Appreciation of classical and folk arts” at DS division level. Plans are afoot to hold these programmes preliminarily at Polpithigama, Mahawa, and Harispaththuwa DS Divisions.

Progress of State Panels

1. State Panel of Literature The main objective of establishing the panel is implementation of programmes at national level for the development and promotion of literary activities in three languages, Sinhala, Tamil and English.

The programmes undertaken in this year Review of books has been carried out until June from the month of March. Monthly literary concourse has been conducted on 21st of May on the theme “Short Story”. 2. State Panel of Dancing and Ballet The main function of this Panel is planning and implementation of programmes for the preservation and promotion of the art of dancing in Sri Lanka. Mr. Ravibandu Vidyapathi holds the position of Chairman of the State Panel of Dancing and Ballet this year.

Commemoration of National Dance Day Commemorative event of National Dance Day was held on 26th of February 2015 at the University of Aesthetic Studies, Colombo concurrently with the birth anniversary of Dr. S. Paneebaratha. The Main Hall of the University of Aesthetic Studies has been named as “Paneebaratha Performance Hall “in honor of Dr. Paneebaratha at this occasion.

State Dancing and Ballet Festival- 2015 State Dancing and Ballet Festival was held at the BMICH on 25th of March 2015. 66 awards for Sinhala and Tamil Ballets, 68 awards for dancing, 2 “Nartana Thilaka” and 2 “Rangabhimani” awards together with cash prizes and certificates were presented at this occasion.

Commemoration of World Dance Day The commemoration ceremony of World Dance Day was held at the Auditorium of the Hotel School at Matale on 29thof April 2015. Lectures with performance demonstrations were held for the students and teachers at this occasion. 55 artistes were presented with awards and in the same evening “Kohomba Kankari” pacification ceremony was held at Aluviharaya, Matale.

3. State Panel of Music Based on the requirements raised from the State Music Festival of which Professor Walter Marasingha was the first chairman in 1994, the State Music Panel has been established. Professor Mahanama Wickramasingha holds the position of Chairman in the State Panel of Music this year.

4. State Panel of Angam Martial Arts This Panel was established in 2014 with a view to promotion, preservation and extension of Angam martial art which claims nearly a 5000 years long history since the era of King Ravana. Mr. Siri Kotalawala holds the position of Chairman of the State Panel of Angam Martial Arts this year.

Activities related to King Ravana Ancestry The research work related to King Ravana has commenced on 23rd and 25th of May 2015 in association with Lakegala, Lakgala and Nalanda Gedige.

5. State Panel of Visual Arts The Panel of Visual Arts functions in view of the promotion and development of Sri Lankan art while preserving its identity.

Project on the preservation of drawings in the National Art Gallery The restoration work has been assigned to a veteran restorer Mr. Ananda Colambage. From 163 drawings of the old drawing collection of the National Art Gallery, 12 have already been preserved and placed in the Art Gallery. Preservation work related to another 100 drawings has also been completed and the preservation work of the rest is in progress.

6. State Panel of Drama Planning and presentation of programmes for the advancement of Sri Lankan art of drama and the dramatists and thereby preservation, promotion and extension of the art of drama are carried out by this Panel.

State Children‟s Drama Festival

Objectives: This festival is organized with a view to ushering in effective future generation through the art of drama by developing the personality skills in child and preadolescence in accordance with revised modern educational and cultural policies in the country. Drama plays a pivotal role in the education sector at present. Accordingly it has been identified that introducing children‟s dramas in place of school dramas would be a social as well as a timely requirement of present day. I. To open avenues for the child and preadolescence to perceive on co-existence, co- operation and the surrounding world in which they live. II. Provide training on their responsibilities to the society as future citizens and how to become good, productive and disciplined citizens. III. Overcome stage fright and performance anxiety of the child and preadolescence. Develop their abilities to perform without fear, creativity required for future leaderships and inborn talents. IV. To usher in future generation replete with determination and unified thoughts without social disparities.

State Drama Festival 2015

The State Drama Festival is an annually held event organized by the Department of Cultural Affairs and the State Panel of Drama of the Arts Council of Sri Lanka on the instructions of the Ministry in charge of the subject of Cultural Affairs. Its aim is to produce sensitive artistes with creative thoughts. Dramas selected from among number of dramas received from throughout the island in Sinhala and English are displayed on a single stage. It provides an impetus to enjoy the pleasure of our cultural diversity and to build up cultural reconciliation. This fascinating event forms a bridge between North and South and instills brotherly feelings among Sinhala and Tamil communities.

Conducting the Final Round

The State Drama Festival 2015 was held at Tower Hall Theatre, Maradana from 05th February to 15th February 2015. Length dramas qualified for the State Drama Festival 2015 were staged from 05th to 11th February and Short dramas were staged on 12th, 13th and 15th February. 5 Short Dramas including both Sinhala and Tamil have been staged each day. A veteran Panel of Judges consisting of 07 members for the evaluation of length dramas and a Panel consisting of 09 members for the evaluation of Short Dramas representing both Tamil and Sinhala mediums have took part in the final round.

Award Presentation Ceremony

The Award Presentation Ceremony of the State Drama Festival 2015 was ceremonially held on 14th March 2015 under the aegis of Hon. Nandimitra Ekanayaka , Minister of Culture and the Arts at the BMICH. 29 awards for Sinhala dramas, 28 awards for short dramas in Sinhala and 21 awards for short dramas in Tamil have been presented at this occasion.

Programmes carried out for promoting human resources

 Training workshop on filing activities (January/February)- This workshop was held at the Nipunatha Piyasa for Management Assistants, Trained Graduates, reseau, and 65 officers who work in the practical training foundation.  Managing Indoor Climate Risk – (2015 March) This programme was held at premises of the Department of Aerology for 07 officers museum controller, excavation inspector, officer of in-charge, and assistant director (museum), and made awareness on quality control micro climate effecting museum exhibition.  Training workshop on analyzing archeology potteries (2015 April) – was held at the University of for inspectors of excavation and 30 graduates (trained).  Biological and Archeology workshop (June 2015) – was held at the Udawata forest – Kandy for project manager, chief inspector (excavation/ conversation) and 150 excavation and conversation officers.  Training workshop on office management (2015 June/June) – 1st stage was held at the Nipunata Piyasa for 55 staff officers and 2nd stage is to be held on June.

Main programmes and projects carried out from January to June – 2015

More scientific programmes are to be carried out whole of the year 2015 with the aim of rising again Sri Lankan past glory and preserving and protecting for next generation, providing found information to tourists and researchers, offering visitors well maintenance monuments and historical premises which were conserved.

Works are carried out in 300 excavation/conservation sites under 8 main projects (Abhayagiri, Jethawana, Polonnaruwa, , Dabulla, Kandy, Rohana Cultural Promotion Zone (Hambantota district, Matara district, Monaragala district and Galle district) and North-west Cultural Square (Yapahuwa, Dabadeniya, Paduwasnuwara and Kurunegala) Although 269 sites were scheduled to open at the end of the June but only 217 sites were commenced on various practical grounds. In addition to that 26 special projects, 16 items commenced under the recommendation of the consultative committee of Central Cultural Fund are included work study plan of 2015.

Rs. 1, 165, 02 million as direct expense has been allocated for the proposed physical units 225, 026,27 and for scientific programmes (excavation, Conservation and enhancement of infrastructures). The proposed amount for the year 2015 including special programmes, image school, promulgation/publication, other religious and cultural programmes, emergency conservation works is Rs.2, 480, 60 million.

Abhegiri Project

Research excavation in Wijerama Excavation Division - Kaparamula Research Excavation , excavation in the Thuparama premises for landscapes, 60,61,and 62 numbers monuments of Thuparama, stupa of Wijeyaramaya, Excavation research and platform wall are been established under this.

North pond excavation of Abeyagiriya Stupa was started but heavy rain disrupted to the excavation works therefore labours were shifted to Wijeyaramaya excavation premise. Main laboratory, museum,

91 researches and publications and monthly lectures have been accomplished continually under this section.

Conservation Division- Conservation works such as Monument number 4 of Ruwanweliseya premises , Pethmaga near the Abeyagiriya Stupa and monument of number 59 premise and the construction works drainage system of Ruwanweliseya premises have been accomplished.

In addition, conservation works of the wall of Ruwanweliseya Stupa, monument number 3 near the Kuttam pool and Wijeyarama Stupa , sand compound and salapathala compound are being carried out. All arrangements are being organized to open the Abhayagiri Stupa which was already completed by the His Excellency the President at the end of the June.

Maintenance of landscapes and gardens, scientific maintenance, research and publication, improvements and maintenance of project buildings are being continued.

Jethawanaya Project Excavation Division – research excavation of Grid S16 E 2 old stone remains sparsely, exploration old settlements of both sides in Malwathuoya, reporting and excavating of Wessagiriya have been carried out and excavation of jethawanaya Bodhigaraya was accomplished. In addition to that researches and analysis excavation reports promoting works and museum are being carried out continually. Physical progress at the end of June - 36.3%

Direct Expenses - 36.3%

Conservation Division- monitoring and maintenance of the excavated Bodhigaraya , wall of the Sri Maha Bodhi and old plaster of the Stupa are being conserved. Conservation of Monara palace was completed.

Proper maintenance has been carried out within the project premise and monuments and the land scaping is being maintained properly.

Excavation Division- priority has been given to the excavation works of Demala Maha Seya. This work proposed by the consultation board of Central Cultural Fund has been started in 2014. Museum and related researches, promoting works, Laboratory are being functioned regularly.

Conservation Division – conservation works of South, North and West wall bands of Ethulu Nuwara, lime coating of and west Vehera and construction work of Protection Shelver Purageya

Maintenance of landscapes and gardens, scientific maintenance, monitoring and maintenance of old plaster of Prakramabahu Maligawa are being carried out and conservation report is being prepared under the day today activities. Several functions are to be carried out in future for the improvement of tourism infrastructure facilities. Improvement of museum, new security scared rooms, renovation of roofs of rock cave temple , placing concrete blocks to access premises, car park near the wata da ge and the rock cave temple, and shelter for school children constructing stalls near the Golden temple are the works among of them.

Physical progress at the end of June - 40.4% Direct Expenses - 36.4% Sigiriya project Excavation Division- Excavation of north part of inside canal and research excavation in the lion foots stairs at the end of East are being implemented. In addition to that the study is being carried out in the places such as antiquities conservation, laboratory, special antiquities and archives, pottery sector, museum, Geography of Sigiriya which were industrialized.

Conservation Division: conservation works such as old bricks wall of the summit of Sigiriya rock, West lion foot slope, North part of outside canal are being carried out.

In addition to that scientific maintenance related to Water Park, improvement of internal roads, and maintenance of sigiriya garden properly, preparing landscapes are being done continually. Several programmes are to be proposed in order to improvement of tourism infrastructure.

Dambulla project

Excavation Division -Conservation of paintings in the Adawala ancient temple is being carried out and conservation works of Walagamba Piriwena monastery and statues house of Bodhimalakarama temple are being implemented.

Construction works of new office building of the project has been reached to the last stage. Monitoring of conserved arts and needed local conservation activities and general maintenance of museum premise are been functioned.

Conservation project- Exploration tour of Uddawatha Forest has been commenced. Excavation, conservation, preparation of painting reports, educational and promotion works and day to day activities of Biso Museum are being carried out.

Conservation division – Conservation of the Pohoya Geya of the Degaldoruwa Raja Maha Viharaya and the old well of the Asgiriya temple have been completed.

Under the conservation of protecting monuments at the Colombo Street implementing in terms of the consultative committee proposals, the conservation of Giragama Walawwa which is a picturesque building consisted of gigantic architectural characteristics in the Brirish era, is at final stage. Conversation of the Salvation Army which commenced under this project was finished. It is a national responsibility to conserve these buildings which are being destructed at the rapid stage as to these are essential components of protecting identified values in the Kandy world heritage city Sri Lankan government bound to protect the identified values in the world heritage city according to the agreement between World the Heritage Organization and UNESCO.

Architectural conservations of Asgiriya Central temple and conservation of wall paintings of the Raja Maha Vihara are being carried out. Conservation of the paintings of Debaralewa Raja Maha Vihara has been finished.

World Heritage Unit under conservation division and general maintenance works of the project premises are being carried out.

Ramba Cultural Promotional Zone - Hambantota District Excavation Division – Excavations have been finished to arrange landscapes in no.15, old temple complex. Excavations of the monument number 02 near the project office and day today (activities)promotional affairs, potteries and special antiques units and laboratory day to day activities are being carried out.

Conservation Division - monument number 23/11 is being conserved. Scientific maintenance, general maintenance of the project premises, old plaster monitoring and conservation are being carried out.

Several works have been initiated to enhance buildings and infrastructure facilities of the project. Modernization of toilets in the office premises has been Comlied which was initiated under this project.

Tissamaharama project Excavation Division – Excavation works of Boundary wall number 08 is being carried out. In addition to that promoting activities of Museum and daily maintenance works, monitoring and conservation of antiques, Special Antiques Unit, excavation report and tourism promotional affairs were implemented within the relevant period.

Among these, reconstruction works of Marine Archaeological Museum building and also the surroundings and museum rooms are being maintained pleasantly.

1. Compiling of publications The Central Cultural Fund has complied historical, archeological, artistic and cultural valued publications. The actions have been taken to publish reports related to projects excavations and conservations progress reports at the beginning of the publication division. Now a days it is not only that progress report but also research books, translating Classic literature books into English language , handouts, posters, picture post cards, local and foreign tickets (Sigiriya ,Polonnaruwa, Gall, Abeyagiriya, Jethawanaya, Kataragama) and all institutional documents, ( overtime, payments vouchers, traveling vouchers, fuel sheets, goods requesting forms , issuing goods office files, official receipts, Daily tickets sales Summery , vehicle entering forms, publication requesting forms, Publication replicas sales summery, Cash Books , salary increments certificate sheets , annual salary increments payments order, monthly physical progress report, tickets issuing orders are compiled by the Division.

02. Printing activities The Central Cultural Fund prints all the publications of the institution presently. Accordingly, 33 printing activities have been accomplished from 01.01.2015 to 30.06.2015. They have been handed over to Central Cultural Fund, State Ministry of Cultural Affairs, Department of Cultural Affairs and Department of Archeology. More attention has been drawn to print local and foreign tickets. The detailed report on the progress of printing during these periods of time has been demonstrated by the diagram. (Annexed- 01 page no: 1-7) As well as the total value of printing works completed during these periods is Rs: 94, 63,371.54.

03. Survey, Exploration, Conservation and indexing project of palm leaf manuscripts In order to extend lifetime of the palm leaf manuscripts which considered as an ancient untouchable heritage, presently survey, exploration, conservation and indexing of palm leaf manuscripts having ancient temples based on the Divisional Secretariat of Gampaha District are being carried out by using the preservation methods.

Survey activities are being implemented with the cooperation of external survey group recruited by the institution for this survey. The data sheet compiled by the institution is to be furnished to them for this purpose, and they have to complete correctly to the data mentioned that and to returned it. After having study these data, payments are made according to the payments procedure approved by the institution. Payments procedure had made based on palm leaf manuscripts and folios. After that, conservation works for palm leaf manuscripts are being functioned by the trained conservators. (For palm leaf manuscripts having these places) Accordingly, removing dust, cleaning, filing the blanks, ointment, book binding, and store are being carried out step by steps. (Annexed no 02- page no -08) Indexing is been carried out with the help of the explored and surveyed data sheets by this project fulfilling in the fields and in the offices. The first volume of the series of volumes called National Indexing Inventory of Sri Lanka has been complied, and the first volume is being edited. It is enriched 33 Temples situated in the Divisional Secretariat of Meerigama in Gampaha District.

Presently, a significant national task is being accomplished by this project.

Photographic documentation division In 1998, photographic documentation division was established by the Central Cultural Fund with the collaboration of the Government of China Republic. 21830 photographs received from field photographes ( Pollonnaruwa, Kandy,Paduwasnuwara, Kegalle, Galle and Abhayagiri) have been used by the photographi documentation division to make 24 CD‟s and 46 DVD‟s during the period of time.They are in the nature of black and white and colour film, transparent films and photographs. (Annexed 03 – page 09)

8. Galle Heritage Foundation

Vision Making the World Heritage Living City of Galle Fort a cultural tourist center of excellence.

Mission To conserve Galle Fort as a historic cultural city center and a site of archaeological importance and develop it to be a cultural tourist location of excellence.

9. Public Performance Board

Vision For the sake of building a disciplined society, to govern the public performance in an appropriate and comparative manner taking social responsibility to pave the way for a better Art.

Mission To encourage the production of shows and artistic creations meant for public exhibition in compliance with the theme “Art and Social Responsibility” and to take necessary measures to make the public aware of such aspects in order to build a disciplined society.

Objective To expedite previewing of films, dramas and shows and issue of permits to render an efficient and effective service for the progress of the above industries.

Main Functions Main functions that have been entrusted with the Public Performance Board have been restricted to a limited area. Accordingly, public performances which can exert any influence upon Sri Lankan Society have been categorized as locally produced and imported films, dramatic performances and all other public shows. The above categories are previewed and monitored under the Public Performance Act and according to the vision of the institution and certified as to their suitability for public exhibition. 05. Programmes to be implemented in the third and fourth quarters of June 2015. I. To examine the suitability of locally produced films, plays and all other public performance for public exhibition under the Public Performance Act and the Vision of the Board and to grant approval, refuse, classify these for public performances, or recommend editing. II. The multimedia projector which was purchased by the Ministry for the use of the Public Performance Board is to be utilized to preview 3D films at the Mini Theatre that has been erected on the premises of the Public Performance Board. III. If the Ministry supplies a DCP 2k projector to the Board granting the request made, DCP and 3D films are to be previewed at the Mini Theatre of the Public Performance Board. Here, a fee will be charged in respect of the Theatre, and it will be credited to the Account maintained by the Ministry. IV. The Gazette Notification specifying amended charges has been issued, and under the current situation, there is a possibility of achieving a financial progress. V. Arrangements have been made to amend the Public Performance Act, (An in depth study has been carried out visiting even foreign countries such as America, Japan etc.)
