Minister Progress of positive Concepts inculcated in the society The cultural values are defined under two main segments as tangible and intangible. It gives me great pleasure to present a positive growth in the sphere of culture and the arts which was gained by efficient and effective management of above – segmentation - based physical and human resources. It is necessary to have a good understanding on culture and the arts under a united Sri Lanka because of the diversity of cultural identities and multiplicity of feelings, thoughts, and creative skills of various communities in the society. However, the arts entertain the hearts and minds of the masses; culture represents the core value of man‟s lifestyle which is based on values and behavioural pattern. The time is ripe for us to enter into a common national cultural movement shedding all petty disputes. Our prime objective is to achieve such a progress; it is our goal. Moreover, there is no secret that successful implementation of projects and programmes of national importance within the mechanism of local culture derive tremendous benefits not only to the present but also for the future. I bestow my sincere gratitude to all those who rendered a diligent and dedicative service to record a remarkable progress in the field of culture in Sri Lanka. This report contains the progress of programmmes and projects implemented throughout the country by the Ministry and other affiliated institutions optimizing the use of human and physical resources. The whole Plan is driven ahead with the assistance and involvement of all the divisions, i. e. Administration and Finance, Cultural Promotion, Construction, Foreign, Media, Planning, Procurement, and Internal Audit. Moreover, this Plan strengthens ties between our country and foreign countries. Therefore, we have been blessed with the opportunity of diverting the cultural awakening gained by Sri Lanka for the well-being of humankind. We need to realize that individual performance, irrespective of position or designation in the administrative and management hierarchy, plays a key role in achieving significant progress in the whole process. It is an essential part as well as a medium of national integrity. Therefore, the State Ministry of Cultural Affairs implements cultural promotion programmes to instil Culture and the Arts into the lives of Sri Lankans. 6 I. Cultural Centre Programme The programme of establishing one Cultural Centre per Divisional Secretary‟s Division was initiated in 1998 with the objective of promoting and conserving indigenous cultural elements. Objectives of establishing cultural centers on divisional secretariat basis are as follows: Re-introduction and promotion of ancient arts and their features (sixty four arts) Improvement and enhancement of the artistic skills of children living in respective divisions. To raise the skills of these children up to the international level by providing opportunity to gain experience in foreign performances.
