The Earthquake followed by the Tsunami has caused damaged in a scale unseen before. Our condolences to the people of Japan and our admiration for the dignity,courage and orderliness shown by them in facing the huge rehabilitation which lies ahead.Our Tokyo correspondent Maj Gen Hirashi Shimizu (retd) and IMF member Mr. Mizushima from Kobe were contacted who stated they had survived, but were expecting difficult days ahead. There is also the story of Susuma Sugawara a defiant boat captain who not only rode out the Tsuami and returned to his base but continued to use his boat as a much needed ferry service. Exemplary conduct shown indeed. Included a report on a collision in Mumbai harbour,between an Indian Navy vessel and a merchant vessel in pilotage waters. The report on the inquiry will take it’s usual time to be made public but as there has been a previous mishap a few month ago, some urgent action by the Port Authorities is very necessary. On a happier note the Indian Navy has at last started taking positive action against the pirates in the Indian Ocean.This has resulted in two ‘mother ships’ being captured,a large number of pirates handed over to the police in Mumbai and hostages released.Michael Grey’s article ‘Bringing home the human aspect of Somali piracy’,written earlier,addressing the problems of piracy will be happy to note the increased role taken by the Indian Navy which he has been advocating. Capt Dhurandhar has ones again contributed an article “Don’t make me cry Argentina”. These are his experiences on a loading voyage to the Parana river in Argentina.He has inforned us that he is retiring and looking forward to a more leisurely life.We wish him well but do hope he would continue his most welcome articles to the SeaGull. Capt Subedhar has written an article “Coastal shipping at the crossroads”.This is in keeping with the theme of the National Maritime Day(celebrated on the 5th of May).On the occassion Mr.Anil Devli CEO,INSA spoke on “Indian Coast - New Opportunities” The increase of coastal shipping is an urjent requirment and excerpts of his speech will be published in our next issue. Amongst the events covered,a report by Cdr Lele on our first joint effort with the MCCIA in holding a seminar on “Underwater Technology has been used. This study focuses on the southwestern part of Korea, Mokpo (which has the most inhabited islands and the highest proportion of elderly island residents), and aims to evaluate the impact of passengers’ mobility burdens on the efficiency of ferry routes to achieve a better service for passengers. Integrated principal component analysis–data envelopment analysis and a fuzzy C-means clustering method were applied to analyze the efficiency of ferry routes in the Mokpo area. The efficiency results indicate that longer routes do not always achieve high-efficiency scores. The proportion of general passengers appears to influence the efficiency improvements of both general and subsidiary ferry routes. These findings can assist in better comprehending the relationship between passengers’ mobility burdens and ferry route efficiencies; this will enable the authorities and ferry management departments to develop appropriate policies and strategies and to reconstruct certain features of the inefficient routes, thereby increasing operational efficiency, reducing mobility burdens, and improving the convenience of ferry travel and sustainability of Korean passenger routes.
