I-75 from Dixie Highway to I-675 ii Abbreviated Environmental Assessment Preface The National Environmental Policy Act (NEPA) of 1969 requires the analysis of all social, economic, and natural environmental impacts of any proposed action of the federal government. This project includes the use of federal funds. There are three classes of action. Class I Actions are those that may significantly impact the environment. These projects require the preparation of an Environmental Impact Statement (EIS). Class II Actions (Categorical Exclusions) are those that do not have a significant impact on the environment. Class III Actions are those projects which the significance of impacts is not known. Class III Actions require the preparation of an Environmental Assessment (EA) to determine the significance of impacts and the appropriate environmental document to be prepared - either an EIS or a Finding of No Significant Impact (FONSI). This document is an abbreviated Environmental Assessment and will be used for decision- making and public information purposes. The abbreviated EA format is used when no significant impacts are anticipated, there is no public controversy surrounding the project, and local, state and federal agencies agree with the proposed mitigation. It describes and analyzes construction alternatives, and the measures taken to minimize harm to the project area. This analysis is done in compliance with MDOT’s Environmental Procedures Manual, developed to implement NEPA. It is being distributed to the public and to various federal, state, and local agencies for review and comment. An opportunity for a public hearing on the project will be advertised in local papers. If requested, a public hearing will be held. If review and comment by the public and interested agencies support the decision that there will be “no significant impact”, a FONSI be will prepared. If it is determined that the preferred alternative will have significant impacts that cannot be mitigated, an EIS is required. This document was prepared by the Michigan Department of Transportation (MDOT), in cooperation with the Federal Highway Administration (FHWA). The study team includes representatives from the following areas within MDOT: Design, Project Planning, Real Estate, Construction and Technology, Traffic and Safety, Transportation Service Centers, and Region offices. Information contained in this Environmental Assessment was also furnished by other federal and state agencies, local units of government, public interest groups, and individual citizens.     The Dixie Highway And US 41 & US 41A Ralph Thompson Introduction The 20th Century history of Grundy County was heavily influenced by the Dixie Highway and its successors, US 41, US 41A and Interstate 24. To appreciate how these roads came about, it is important to appreciate the relationship of government to roads in the 1800s. Throughout the 1800s and in Tennessee up until the 1920s, most all roads were viewed as a local affair. As such, the roads were the responsibility of the individual counties and even the individual communities within a county. Tennessee required that each able- bodied man with a team (horses or mules) give 5 days per year to local roadwork. 1 The following provide excellent insight into how roads were maintained in Grundy County in the late 1800s and early 1900s. In 1897, as it had been for a number of years, the county was divided into districts and a “Road Commissioner” appointed for each district. James E. “Jim” Scruggs served District 4 - roads north of Beersheba Springs. This consisted in the Beersheba to McMinnville Road, which was divided into 3 sections: Hill’s Mill Road (Hill Road forming the northeastern county boundary.), Walker Road (Philadelphia Church to Northcutt’s Cove Road), Middle Point Road (Gross’s Cove to Beersheba), Grassy Ridge Road (Stone Door Gulf to Beersheba), and the Peak Mountain Road (Old Stage Road).2 Each of the above sections had an appointed overseer and a group of local men assigned to work the road. Each road section was provided with 5 to10 shovels and picks as the only tools for maintenance.

    The Interstate Highway System: 50 Years of Perspective Jerome Hall and Loretta Hall On June 29, 1956, President Dwight Eisenhower signed historic legislation that authorized construction of the Interstate Highway System and created a pay-as-you-go Highway Trust Fund to generate the federal government’s 90+ percent share of the system’s cost. Although Eisenhower is justifiably credited with making it a reality, the Interstate System is actually the result of a series of concepts that were refined over several prior decades within the engineering and political arenas. Developing the system required a visionary financing strategy that would satisfy diverse philosophical and economic view points. Designing the system presented unprecedented challenges for standardizing elements that would improve safety and be appropriate for a truly national highway system. The current 46,700-mile Interstate System generated transportation efficiencies and enabled societal mobility to unanticipated degrees. This paper traces the system’s conceptual development; describes its major political, societal, financial, and technical challenges; and evaluates its influences on the American way of life. Conceptual Development The federal government undertook its first interstate road building project in 1806, when it authorized federally funded construction of the National Road (now US 40). President Thomas Jefferson approved legislation to build the 20-foot-wide highway on 60-foot-wide right-of-way. The War of 1812 slowed construction of the first section from Cumberland, Maryland, to the Ohio River. After spirited debate about federal versus state powers, the federal government transferred ownership of the road to the states about 1835. The National Road was a macadam highway traversed by herded livestock and covered wagons.

    Direct southbound route from Flint, Michigan to Perrysburg, Ohio (I-75 exit 192) From Flint, Michigan, Interstate-75 takes a significant turn to the southeast as it runs towards downtown Detroit ... and onwards to Toledo in Ohio. For those driving from the UP, Sault Ste Marie and other points in Michigan north of Flint, here is a route which avoids Detroit and the extra southeast I-75 miles; it is a direct southbound path which rejoins I-75 just below Toledo. Parts of the route are through rural country on a two-lane open highway while others are on a two lane limited access route similar to an interstate. The advantage of the US23 route is that you avoid congested Detroit and of course have less exposure to accident traffic incidents with resulting backups. Continue of US23 through Fenton, Brighton and Whitmore Lake to Ann Arbor. 3. Just north of Ann Arbor, move to left two lanes and continue following US23South - Toldeo (do not take exit 45, or follow US23 Business or signs to Ann Arbor).
