Is there a continuing investment in cycling facilities as new road works are undertaken? Friday 21 June The Department of Transport and Main Roads has a Cycling Infrastructure Policy. The policy requires inclusion of cycling facility and network as part of planning, design and construction of all transport projects (road, rail and bus). The full policy will be provided as part of the Department’s submission. Investment in cycling facilities as new road works are undertaken on State-controlled roads Currently, departmental systems do not separate expenditure on cycling facilities from overall project expenditure on road works on State-controlled roads. Similarly, departmental systems do not record the length or exact nature of cycling facilities delivered during road works on State- controlled roads. Information on the nature of cycling facilities delivered along with new road works can be obtained by direct discussion with individual project managers however. For example: o Works on Southport-Burleigh Road between Nerang-Broadbeach Road and Burleigh Connection Road will include on-road cycle lanes. o Warrego Highway/Brisbane Valley Highway intersection works will include wide shoulders and a shared path over the Warrego Highway. As well as cycling facilities that are delivered along with new road works, the Department delivers additional investment in cycling facilities as follows: State Special Initiatives – Cycleways This program accelerates the development of the regional cycle network in south east Queensland by providing funding to complete missing links on the Principal Cycle Network on State-controlled transport corridors. Over $15 million was committed in 2012-13 towards facilities which included; Continuing works on Veloway 1, a 17km cycling facility from the CBD to Eight Mile Plains, with Stage C providing a missing link in from Birdwood Road to Lewisham Street. Additional on-road facilities on David Low Way in the Sunshine Coast. Works on Anzac Avenue (Moreton Bay Regional Council). $16.745 million has been committed under the State Special Initiatives – Cycleways program for 2013-14. Cycle Network Local Government Grants Program This program supports councils in south east Queensland to complete regionally significant cycling facilities, identified as the Principal Cycle Network. Funding is matched by councils (50/50) and grants are awarded to projects that contribute to transport network outcomes that improve access to major attractors including activity centres, employment nodes, schools, universities and public transport facilities. Cycle Network Local Government grants awarded over $14 million in 2012-13 to support 27 jointly funded cycling infrastructure projects with local governments in south east Queensland with projects that included; Bicentennial Bikeway Stage 4 near the CBD Brassall Bikeway Stage 3 in Ipswich Noosa Heads Cycleway Stage 2 in the Sunshine Coast $10.729 million has been committed under the Cycle Network Local Government Grants program for 2013-14. Applications for funding from Councils are currently being assessed and will be announced in coming weeks. Active Towns Pilot Program From 2012-13 to 2014-15, the Active Towns Pilot Program is a signature project for delivery under the Queensland Cycling Strategy. The Active Towns Pilot Program will pilot the UK cycling ‘demonstration towns’ concept to explore innovative and creative ways to deliver increased cycling and walking. Three Queensland locations have been chosen for the Pilot: Cairns, Mackay and the Gold Coast. $4 million was committed to the program in 2012-13 and $3 million has been committed for 2013-14.
