SITUATION OVERVIEW: • On 15 January 2013, the tail end of a cold front affected Mindanao and some of its provinces reported flashflood incidents due to continuous heavy downpour of rain. Consequently, fifteen (15) barangays in Davao City and the Municipality of Tubod were placed under state of calamity • As a result, families were displaced and were forced to take temporary shelter in evacuation centers, while some opted to stay with relatives in safer areas • The floodings damaged agricultural and private properties in Regions XI and CARAGA • Moreover, some roads and bridges in Regions XI and CARAGA were deemed impassable due to floodings and damages. Also, some barangays are still having power interruptions • Several schools in Regions XI , XII and ARMM suspended their classes since the classrooms were flooded, while some are used as evacuation centers • As of reporting time, the weather disturbance left nine (9) dead, eight (8) injured and three (3) missing persons II. EFFECTS A. INCIDENTS MONITORED 1. Flooding Incident in Cotabato Province Overview • On 21 January 2013, a flooding incident occurred in Matalam Cotabato Province causing the ricefields in Barangays Lower and Central Malamonte, Matalam to be flooded. The incident damaged two hundred seventy-four (274) hectares of rice, and affected a total of two hundred twenty- four (224) farmers- fifty-five (55) in Brgy. Lower Malamonte and one hundred sixty-nine (169) in Brgy. Flooding Incident in Surallah, South Cotabato Overview • On 15 January 2013, a flooding incident occurred in Sitios Datai-Aio and Rancho, Brgy. Upper Sepaka, Surallah, South Cotabato due to continuous heavy rains. The floodings affected and damaged the Blongon Bridge approach, and the corn and Palm oil industry. The flooding affected sixteen (16) families Actions Taken • BDRRMC Upper Sepaka coordinated with MDRRMC Surallah • MDRRMC Surallah conducted DANA • PDRRMC South Cotabato validated the incident with MDRRMC Surallah • OCD XII is coordinating with PDRRMC South Cotabato 3. Landslide Incident in Tudela, Misamis Oriental Overview • On or about 4:00 PM, 20 January 2013, a landslide incident transpired in Sitio Tonggo, Brgy. Namut, Tudela, Misamis Oriental due to the heavy rains and injured five (5) individuals Actions Taken • Provincial Disaster Team conducted assessment and heightened warning on landslide prone areas • Tudela LDRRMO together with the Municipal Health Team provided medical assistance to the landslide victims B. AFFECTED POPULATION (TAB A) • A total of 113,938 families I 499,669 persons were affected in 315 barangays/ ~ cities/ 36 municipalities in ~ Provinces of Regions XI, XII, and CARAGA There are 56,158 families/ 215,075 persons currently served inside and outside evacuation centers Inside 117 evacuation centers- 51 ,056 families/ 197,395 persons Outside evacuation centers- 5,102 families/17,680 persons C. NATIONAL PREPAREDNESS NDRRMC • NDRRMC Operations Center has been continuously monitoring and disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs concerned through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR). PAG-ASA • Continuously disseminates Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to NDRRMC Operations Center and other concerned agencies for further dissemination to their local counterparts. DSWD • Prepositioned a total of Php 36,743,777.56 worth of standby food and non-food items: standby funds of Php1 ,000,988.30, 7,379 family packs worth Php1 ,722,959.30, food items worth Php 30,397,536.50 and non- food items worth Php 3,622,293.46 DOH • Coordinated with CHD ARMM with the flooding incident • Continuously coordinates and monitors updates with RHEMS coordinator of CHDXI • CHD XI coordinated with Central 911 Davao, Philippine Red Cross Davao Chapter and OCD XI, MHO's and DOH- REP; prepared prophylactic drugs and assorted medicines for the affected areas • Continuously monitors health situation DPWH • DPWH XI conducted assessment to the damaged infrastructure in Davao Region B.

Around 300 protesters gathered at the Allah Valley Airport in Surallah at around 4 a.m. and occupied a portion of the runway in a bid to stop the aerial spraying activities of foreign-backed Sumifru Philippines Corporation. The company, which operates banana plantations in Surallah and T’boli towns, had been using the airport as base of its aerial spraying operations. Omar Azarcon, coordinator of the protest action, said they launched the mobilization to pressure local government leaders to decisively put a stop to the aerial spraying activities of Sumifru. He said the protesters are composed of parishioners from Surallah and other areas within the Diocese of Marbel, which covers the provinces of South Cotabato, Sarangani and this city. “We’re calling on the provincial government of South Cotabato and the municipal governments of areas affected by the aerial spraying activities to pass ordinances that will totally ban them,” he said in a radio interview. Citing results of their recent fact-finding mission in the affected areas, Azarcon claimed that they have documented three deaths and numerous cases of various illnesses that were directly caused by the aerial spraying activities.

Philippines • The Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported that a strong M 6.4 earthquake with 7-km depth struck North Cotabato Province, Mindanao island in the Philippines on Tuesday, 29 October 2019, at 08:04 (UTC+7). The earthquake is of tectonic in origin and was located 6.92°N,125.05°E (26 km East of Tulunan, Cotabato). • About half an hour later, the earthquake has been followed by M 6.1 aftershock with 9-km depth, at 09:42 (UTC+7) and was located on 6.84°N, 125.04°E (23 km East of Tulunan, Cotabato). • PHIVOLCS advised the public to be cautious and prepare as possible damages and succeeding aftershocks are expected. • The Philippine’s National Disaster Risk Reduction and Management Council (NDRRMC) immediately released an advisory on the earthquake information to several regions through facsimile, SMS, and website for further dissemination to their respective local DMO from the provincial down to the municipal levels. • There were no immediate reports of casualties or damage yet, the local DMO and the local government of North Cotabato province are conducting initial assessments and gathering information from the ground due to the expecting damages from the shallow quake.
