KRA 1: Transparent, Accountable and Participatory Governance

1. Conduct of Anti-Red Tape Act Report Card Survey (ARTA-RCS) to high density/most complained government agencies as well as to agencies identified in the Multi-Year Plan.

A total of 36 agencies have undergone ARTA-RCS. The first batch of agencies subjected to the survey were identified as the region’s target as identified and set under PAIO Memo No. 1850, s. 2016. The survey was conducted at:

Additional three (3) service offices were subjected to ARTA-RCS under PAIO Memo No. 1334, s. 2017 wherein the Commission has approved the request for the conduct of Report Card Survey of GSIS branches nationwide. In Region XII, there are particularly three (3) GSIS branches subjected to the survey such as:

2. Conduct of Citizen’s Charter Validation and ARTA Watch to government agencies.

OM No. 63, s. 2017 Re: Guidelines for the Citizen’s Charter Validation for the 2017 Performance Based Bonus mandates the CSC RO XII to conduct the Citizen’s Charter Validation and ARTA Watch to enrolled agencies such as the following:

3. State of findings common to all and other recommendations

As to date, the 82 agencies with approved SPMS under the jurisdiction of Civil Service Commission (CSC) RO XII are all functional.

4. Award CSC Seal of Excellence to agencies with excellent rating on ARTA-RCS

The Citizen’s Satisfaction Center Seal of Excellence is an award given to government service offices that have demonstrated exemplary frontline service delivery by obtaining an Excellent rating in the ARTA Report Card Survey and has no valid and unresolved ARTA-related complaint based on the Contact Center ng Bayan (CCB) data.

The lone agency who was the recipient of the Seal of Excellence Award was Social Security System (SSS) Cotabato Branch. They got an Excellent rating during the 2015 conduct of the ARTA-RCS. As a recipient of the Four-Star Seal of Excellence Award, the agency received a wall-mounted glass seal bearing the Seal of Excellence logo as well as cash reward amounting to twenty five thousand pesos (P25,000.00)

The awarding took place on June 23, 2017 at EM Manor Hotel and Convention Center, Cotabato City.

5. 90% of disciplinary cases and non disciplinary cases decided within 40 days from the time the case is ripe/submitted for resolution

In ensuring fairness and efficiency in the performance of the quasi- judicial function of the Commission, the CSCRO XII has resolved/decided 100% of the total Disciplinary and Non-Disciplinary Cases filed before it within 30 days from the time the case is ripe/ submitted for resolution.

This office has been consistent in its target to resolve/decide disciplinary and non-disciplinary cases, 10 days earlier than the prescribed period, which gives an impression that we uphold speedy action on all cases brought before us whether original or an appeal.
